Before making its decision, coun- cil heard from several supporters of the policy, including the Social Development Council of Ajax- Pickering's Valerie Reid. Rescinding the policy would hurt people "whose economic outlook is already bleak." she argued. "You would be increasing their economic hardship even more." The Ontario Taxpayers Coalition's Pickering chapter coordinator Janice Frampton urged councillors to con- sider "revamping" the region's administration instead of cutting ser- vices "so more people can receive services for less money." Chairman Gary Hcrrema told her region officials are "on the same side" and suggested she address provincial ministries. Durham regional council on Wednesday approved spending $300,000 to install sewers along Seabreeze Rd. from Poplar Ave. to about Mayor Cres. and along Poplar. from Seabreeze north to Beachview St. Durham's director of engineering Ken Thompson reports installing the sewers will take six to eight weeks to complete. Susan Duhny, the Ajax Wards 3, 4 and 5 regional councillor, says the project will go to tender shortly and work should begin in late summer. "It's time to clean up that area," Mrs. Dulny says. Homes in the neighborhood, most of which have septic tanks, could be connected to the sanitary sewers. "It's mainly an environmental mat- ter and septics pollute the groundwa- ter," Mrs. Dulny notes. The region has indicated there should only be one septic tank per acre of land. -We have four per acre there and that's unacceptable," she says. A building freeze was imposed on the area in 1974 until storm and sanitary sewers are installed. Ajax council hasn't decided if it will install storm sewers and do the road work for the project. Funding for the work would be included in ,kc 1992 budget, which hasn't been 11hWized. Ajax works director Frank Hull says funding for road work will be allocated when council hammers out a budget April 11. However, $500,000 will be included in the works department budget, but won't be allocated until after the April 11 meeting, Mr. Hull says- . A report will be presented to council's budget advisory commit- tee (BAC) after April 11 on how much installing sewers will cost landowners in the Pickering Beach MCA. After the Pickering Beach report presented to BAC, council will determine where to spend the unal- located $500,000. Last year, the town commis- sioned a report by the consulting firm of Totten Sims Hubicki on how much the project would cost and what each landowner would have to pay to hook up to sanitary sewers. The consultant's report laid out an I 1 -year plan to install sewers and complete road work. The pro- ject approved on Wednesday is the first phase of the 11 -year plan. A four-year budget forecast, covering 1993 to 1996, prepared by the region has money available for Pickering Beach sanitary sewer work, Mr. Thompson says. However, regional council could change the forecast and spend the money elsewhere. It's also possible the work planned for an 11 -year period could be completed more quickly, he notes. "If the town wants to compress the time, we could sit down with and discuss it with the town. It's not out of the question to squeeze the time." As for the work approved Wednesday, Mr. Thompson says the region will try to coordinate its efforts with the town's. Mr. Hull says if the town decides not to go ahead with the storm sewers and road work, the region could still proceed with its project. "They could do it, but it would cost them more to do it alone. It cuts costs to do a joint venture." If the region did the work, the road would have to be reconstruct- ed. Mrs. Dulny says sanitary sewers are "going in regardless" of what the town decides. Early registration a must for free pre -natal courses DURHAM - Expectant parents interested in taking the region's free pre -natal courses are being advised to register as soon as they learn the stork will be visiting. That's because the number of courses regularly offered by the department of health services will be reduced beginning in July due to provincial funding cuts. "A lot of people will be disap- pointed after July," says Betty Ann Manuel, regional supervisor for reproductive and infant health. "We're urging mothers to register as lboon as they learn they're pregnant." The course has been restructured to accommodate those cuts, and reg- istrants must now take the first part in order to take the second, a move designed to avoid overlap in lessons. Women in their first 20 weeks of pregnancy and their support person can register for part one, made up of four sessions. Making healthy lifestyle choices, exercises, growth of a baby, choices in infant feeding, infant safety, and prevention of early labor will be discussed. The second part of the course, a series of three classes, highlights labor and birth, the role of a support person, relaxation exercises, cae- sarean and early birth, mother and infant care, becoming a parent, and community resources. The number of registrants is lim- ited and will be accepted on a first- come, first-served basis. There's a $10 fee for materials. Although a post -partum session that regularly accompanies that course has been cancelled, Information Babyville will still be offered at no charge. That eight- week course discusses adaptation to parenting, infant feeding, introduc- ing solids, dental hygiene, develop- mental issues, and balancing person- al needs with that of a baby and part- ner. The department offers a separate six-week course for women expect- ing multiple births. About four series are offered annually, depending on the number of registrants. Still being offered is Single Mother and Infant Learning Experience (SMILE), designed for pregnant teens. To register for pre -natal courses, call 686-2740 or 723-8521. "I take great offence at this," Gary Herrema hollered when a let- ter from the Ontario Human Rights Commission was passed out to councillors and reporters during a meeting Wednesday. "It's not stamped 'received by the chairman's office.' I want to know who circulated this," he said. Maurice Brenner quickly admit- ted responsibility, saying he had photocopies made during the meet- ing because councillors had a right to see the letter since its author asked that copies be sent to them. The letter wasn't sent to him directly, Mr. Brenner said, but he received a copy from a social ser- vices agency which notified the commission of Durham's proposed policy reversal of providing last month's rent to eligible welfare recipients. That agency, which he refused to name, received a fax of the let- ter, dated Tuesday, around 9:20 Wednesday morning, he said. The commission assured him the letter was first faxed to Mr. Herrema, he added. The letter arrived on the chair- man's desk that same morning but, before council met at 10 a.m., Mr. Herrema met with mayors and didn't see it. Mr. Brenner defended his actions, saying the letter was rele- vant to a motion being considered by councillors at that moment. In the letter, chief commissioner Catherine Frazee expressed "con - cern" about the region's proposed cut and suggested "in times of restraint, it is of even greater importance that the rights of vul- nerable members of society be affirmed and protected." Newcastle mayor Diane Hamre questioned who prompted the let- ter, which she called "blackmail" sent to "intimidate us ... Whoever's responsible for this fiasco hasn't made any brownie points." Mr. Herrema said it's common practice for him to read a letter before sending copies to council- lors. He believes Mr. Brenner prompted the letter and was "trying to do some grandstanding." Now they can face whatever cones out of Detroit side by side, if not exactly arm in arm, instead of letting it fall on them while they're still face to face, with daggers drawn. On Wednesday, the workers conceded more flexibility to GM in set- ting overtime, in the understanding that George Peapples, head of GM Canada, will use the deal to prove that management and workers in Oshawa can get along, and that the local assembly plants will meet their quotas, if they get the cars to build. And that's the nub: if they get the cars to build. GM's head office in Detroit hasn't said which assembly plants it intends to shut down in its efforts to match demand with production. But with the demonstration by local workers that they are willing to co-operate, a major albatross around the neck of GM Canada has been removed. Now we can hope Oshawa's advantages carry the day. The three assembly plants close together, the quality of the local product, and the billions GM has thrown into Oshawa while upgrading its plants over the last few years are all positive factors. Another encouraging aspect of Wednesday's vote is the improved turnout: it went from an abysmally apathetic 24 per cent of the Oshawa workers at the first vote, to a slightly more enthusiastic 42 per cent for the second. That in itself is a sign that the workers are taking the threat of job loss more seriously. The fact that the number of negative votes actually declined (using CAW percentage estimates) in the second vote, despite the almost dou- bling of the number of voters, indicates both that the hard-core anti - concession militants are fewer than was thought, and that the majority of GM workers are capable of seeing the long view. All in all, it was an encouraging week for both GM Canada workers and management, and for the rest of us who depend on a healthy local auto industry, and who can only sit on the sidelines and bite our finger- nails while events carry us forward to an uncertain future. There is still a black cloud hanging over Detroit, and it may still blow east and dump its load on Oshawa. But this week, at least, there was a ray of sunshine. Letters As the April 17 deadline approaches for kids to enter the News Advertiser's writing contest on why you're proud to be Canadian, my mind got to won- dering why someone should be proud to be a resident of Ajax or Pickering. Well, if not proud, at least pleased as punch. Here, with apologies to Mr. Letterman, are the top I0 reasons why it's great to be in A and P. (10) It's modern. Shopping centres, strip plazas and malls. No old-fashioned four corners, no identifiable downtown. It's fun telling lost strangers "Just hang a left at the third light. You can't miss it. It's right downtown." (9) It's geographically mysti- fying. Picture the puzzled look on that same stranger's face when you explain that, no, Pickering Village is not part of Pickering. It's in Ajax. "Looking for Pickering Beach, pal? It's also in Ajax, which, of course, got its name from a popular household cleanser." Imagine the blank stare from a student about to transfer here when she learns Pickering High School is not in Pickering, its in Ajax. Relish the glee if that student's a jock who's just found out he can play on Pickering News 41 ` editor's notes High's top-notch football team even if he's flunked a few years and should by now be finishing his Masters Dcgrce. (8) Its always sunny, indoors and out. Even people who hang out in malls can get tans, thanks to the bright skylights at the Pickering Town Centre. (7) It's intoxicating. No need to drink to get a glow -on here. Just move near the Pickering nuke plant. (6) It has ancient ruins. Even though Ajax is a relatively young community, it appears to have oodles of history, what with the mothballed Verona Mall bringing to mind the Roman ruins. (5) It's macho. Our two major hockey teams at least have tough names -- Pickering Panthers, Ajax Axemen. So what if the Panthers play more like pussycats and the Axemen have axed their former emblem,which looked an awful lot like that Jason character from those Friday the 13th horror movies? What's more, the Panthers and the Axemen never go on strike like their NHL coun- terparts, a pity though that may be. (4) Our politicians are so play_ ful. Attend a Pickering council meeting to watch your tax dollars at work, to see sandbox politics at their best, to view a sort -of acj version of Romper Room. (h , , mayor Wayne Arthurs can control the shenanigans of the silly six he rules here in Wayne's World. (3) Its a commuter's adventure. We're on the map of every radio station's eye in the ski'• "Westbound traffic into the city moving along fine until you get to Whites Road." Sick transit not so glorious. (2) It's oh so sweet. %lore donut shops per capita than any_ where in the free world. A traffic cop's paradise, nirvana for donut lovers like me. The coffee's always on. Tori _ • es economicpoliaLescluestLonedl To the editor, I was interested to read a letter in the News Advertiser on March 18 in which Mr. Mugan chides Mr. Wiseman for remarks he made about the recent federal budget. In a country where the top 20 per cern of families take a whopping 40 per cent of the income and the bot- tom 20 per cent get by on only six per cent, it's high time someone raised some questions about the fed- eral Tories' economic policies. What about the Tory GST? Every consumer is well aware of the havoc it has created. Among other things, it's a highly regressive tax taking a higher proportion of the income of lower and middle income Canadians than it nets from richer citizens. As a small businessperson, I'm well aware of the hardships crated by the high interest policies pursued by the Tories until their recent deathbed conversion. Not only has this approach not significantly reduced the dollar amount of the deficit, but it has directed a consid- erabic amount of revenue from all taxpayers to those persons (and banks and insurance companies) lucky enough to have money to buy government bonds. Wasn't it this Tory budget which announced the end to the universal family allowance program, killed the co-operative housing program and dashed hopes for the promised national day care scheme? And with this, greatly reduced the chances for many families to have a decent home, achieve personal develop- ment and growth and have the Opportunity to contribute to the eco- nomic development of our land? What's next? Is it an assault on our medicare system as many of the Tory Party faithful have urged? Didn't the federal government used to collect more in direct taxes from companies than from individu- als? By 1988, taxes from individuals accounted for 55.5 per cent of feder- al revenues while direct corporate taxation amounted to just 10.5 per cent. That's Tory tax policy for you. Mr. Mugan repeats the old, trite phrases about some being pulled down by the tax system. it's not really a matter of a group, which has been given much by our society, being pulled down. It's a matter of fairness, Mr. Mugan! By the way, wasn't it this Tory budget that ended a legal advocacy program thus saving a relatively small amount of money but making it virtually impossible for disadvan- taged persons to take the govern- ment to court if it broke its own laws? Woolley Water quality argument I a red herring' To the editor, Regarding the letter from Sherrill Willard; What happened to election cries? It would seem Ms. Willard will not end her misleading scare tactics with regard to the water treatment Plant. Ms. Willard asks, in her let- ter, bow $8 million can be found for Pickering Beach sewers when the region couldn't find about the same amount for "a safe water plant loca- tion." Ms. Willard and the Ajax Save The Waterfront Committee contin- ue to hang their collective hats on the theory that, moving the water plant would change the water that will be drawn into the facility. Regardless of the location of the facility the intake pipe will still be in Lake Ontario at a more distant and deeper location than the current pipe. All current surveys indicate that this will provide the plant with a higher quality raw water to begin the treatment process. I believe that it's time for the Ajax Save The Waterfront Committee to be honest with the Public, the Region of Durham and the province of Ontario and state their true objection to the expansion — not in my back yard. The quality of the water is, so long as the water is being drawn from Lake Ontario, a red herring and Ms. Willard and this committee are playing politics. I find it an interesting coinci- dence that your paper received this letter so well timed to the announcement of Mr. Parish's can- didacy for the recently vacs Ward 3 council seat. I do recall W. Parish and Ms. Willard during the election campaign last fall being opposed to the water plant and both affiliated with PACT and The Ajax Save The Waterfront Committee. Groen Separate board passes safe school environment policy DURHAM - Verbal threats, physical assault, harass- ment and weapons won't be tolerated at Catholic schools. And to ensure their absence, Durham Region Roman Catholic Separate School Board trustees have passed a safe school environment policy as preventive medicine. "There are some serious problems at schools in Toronto," board chair Tom Oldman said. "We want to ensure those problems don't make their way here, partic- ularly in the schools to the west." He says he hasn't seen an increase in violence or harassment at Durham schools. giffhe aim of the policy is to provide a workplace in w ch staff and students can carry out their duties in a "safe and supportive environment." Each school must follow the policy, which will be sent home to parents at the beginning of the school year. All incidents of violence, assault, harassment and use of weapons must be reported to a superintendent and the director will inform trustees of related data each year. An occupational health and safety policy, now in the works, will advocate safe buildings and equipment and promote a general awareness of health and safety legis- lation among all employees. The policy has had a first reading and must have two more before it's passed. It's in keeping with the Occupational Health and Safety Act which says school boards must have a health and safety policy. Parents and children take a moment to feed wildlife. Others walk, jog or ride bikes. An artist paints and sketches it all — at the foot of Liverpool Rd. on the shore of Lake Ontario. Pickering resident Marc Kasiban is drawn here almost every Sunday. It just fascinates me...there's a lot of things to see." He spends much of his time just observing people enjoying the area. He's been observing for a long time. Five paintings and roughly 100 sketches are the result of nearly four years of Sundays. On a recent week-long vacation from work, Mr. Kasiban was at his favorite spot almost every day. His 14 -year-old son Mark, who learned "a little" from him, joined him and did some sketches of his own. Mr. Kasiban, now 43, also start- ed young. As a small kid, he "just liked to draw." Although he's had no formal training outside a couple of classes in college, where he studied archi- tecture, he has been selling his paintings for about two years. Mr. Kasiban is currently work- ing on a "simple" watercolor of a Trumpeter Swan, which will take about 10 hours to finish. A more complicated piece will take 20 to 24 hours. A framed watercolor will sell for between 5250 and S400, depending on the sire. Though he may use one of his sketches for a painting, they're not for sale. For the sake of comparison, the seven -man black ensemble most resem- bles Canadian jazz kooks, The Shuffle Demons; both bands lace their songs with a healthy dollop of funk and fun, without sacrificing the least bit of quality. Doc Severinsen & the Tonight Show Band - Once More... With Feeling (A&M): The Tonight Show's flamboyant musical director kicks in with 14 Big Band arrangements of songs he has played on the late night talk show over the years. Severinsen, of course, is a renowned trumpeter and band leader and his music certainly deserves better play than leading in commercials for NBC each evening. It gets it here. Guests include Tony Bennett and Wynton Marsalis. Hagood Hardv - Anne (Attic): Soundtrack from the CBC film ver- sion of Anne of Green Gables, Anne contains 15 musical vignettes from the classic Canadian tale. And who better to compose and conduct the compositions than the red and white's renowned Hagood Hardy? Sammy Kershaw - Don't Go Near the Water (PolyGram): The title of Kershaw's lead song pretty wells sums up this fine country album: "Real Old -Fashioned Broken Heart." The CPU (Central Processing Unit) on the Tiny Pro is either a 286 or 386, with the standard being the 286. The standard 286 is fine for most everyday applications. If you plan to do more complicated things on the computer, like using Windows with Word Perfect or PageMaker then the 386 is best. The 386 CPU is also better when the optional 100MB hard disc drive (HDD) is used on the system. Today's memory hungry programs use a lot of space on your system, so I would opt for the larger 100MB HDD. It is something you may hate paying for now, but down the road you will be glad you did. By virtue of its size, the Tiny Pro only comes with one double sided double density Floppy Disc Drive or 1.44MB. So if you have any of the 5 1/4 inch discs, have someone with a dual drive system switch them over to the smaller format. All Juko Computers come with a full-sized mouse. This mouse is a full three -button unit, which is good for all mouse driven programs in use today. For me, personally, quality starts in the keyboard.
