new public school
DURHAM - The public school
board's finance oornmittee wants to
borrow millions to pay for a new
high school, despite some concern
that doing so will "burden future
generations."
The board will be asked to
debenture (mortgage) 513.5 million,
which will be put toward Pine Ridge
Secondary School in Pickering.
"Borrowing benefits the first
generation only," Uxbridge trustee
Wayne Wilson warned colleagues at
Durham Board of Education budget
talks Tuesday.
"We're assuming that we can pay
it off in the future, but we can't pre-
dict the future. If we don't have the
money, we shouldn't go ahead with
any project, including the education
centre and high school."
Others, including Colleen Jordan
from Ajax, disagreed. "I have con-
fuses about debenturing, but I also
have concerns about education. By
debenturing, we're not cutting back
on other programs. I don't think the
majority of taxpayers will be retired
in 15 years."
Oshawa's Don McIlveen agreed.
"(Interest) rates are as low as we've
ever seen them. If we're going to do
it. now's the time to do it."
He criticized the board for ignor-
ing older schools in need of larger
general-purpose rooms. "Older
areas are getting shafted," he
argued, suggesting the addition of
one general-purpose room each
year -
Trustees had considered putting a
55.45 -million operating surplus
toward the debenture, but followed
staff recommendations to pay off
the unnamed Hermitage elementary
school in Ajax, reduce the null rate
by one per cent, and fund a general-
purpose room at Adelaide
McLaughlin Public School in
Oshawa.
That plan would result in a mill
rate increase of about five per cent,
but staff will consider further cuts.
Ajax trustee Duncan Read asked
them to look at the introduction of
parking fees at all schools. believing
it o M raise as much as $500,000.
He also wants to find ways to
make night school self-supporting
and would like to trite $13 million
from a S4 -million professional
development budget, which includes
the cost of putting supply teachers
in the classroom when regular
instructors are at conferences.
The finance committee will meet
again Wednesday. April 8 at 7 pmL
and Friday, April 10 at 8:30 am.

both meetings, which will be held at
the education centre, 555 Rossland

More than 50 students were
recognized for their contributions
to school life and for the achieve-
ment of personal excellence at the
award ceremony, held at Harwood
Secondary School in Ajax. The
board and District 17 of the
Ontario Secondary School
Teachers' Federation co-spon-
sored the seventh annual event.
Other winners included:
- Ajax High School: Jennet
Lees, an accomplished musician
who entertains both senior citizens
and children; and student leader
Stephanie Moh, co-chair of the
school's most successful Toy
Drive, which raised more than
$6,000 for needy children.
- Dunbarton High School:
Michael Carter, honored for his
commitment to excellence, suc-
cessfully moved from general to
advanced level. Heidi Maj, a
member of the school's Christian
Fellowship, excels in art and is
studying veterinarian science in
her co-op program. Student
Activity Council president Shelly
Nicholson was recognized for her
leadership, figure skating and gen-
erosity.
- Harwood Secondary School:
Kevin Barton, a special student,
was honored for his enthusiasm,
punctuality and boldness in
approaching his work. David
Jarrett, a food school student who
hopes to become a chef, was given
a pat on the back for his volunteer
work. Kevin Orr was recognized
for his commitment to a work
experience project when he gave
up his free time to complete his
craftsmanship.
- Pickering High School: Kevin
Gayle, who represented the school
in a provincial track and field
meet, was honored for taking a
pro -active role in promoting race
relations at the school. Anicka
Quin, co -president of the school's
branch of Amnesty International,
was recognized for promoting
human rights and tutoring visible
minorities. Crystal Taylor, a pre-
fect and wrestling team manager,
was honored for overcoming per-
sonal obstacles while maintaining
an outgoing attitude.

overtime deal
DURHAM - The new overtime
arrangement rubber-stamped by union-
ized General Motors workers
Wednesday will be put through a trial
run "within several weeks", says GM
Canada boss George Peapples.
He hopes positive results from the
"30 -day overtime period demonstra-
tion" will shield Oshawa operations
from the next round of corporate plant
closings. GM has already targeted 14
plants for closure, with seven more yet
to be named.
Mr. Peapples says the new overtime
deal, along with a constructive relation-
ship with the union, will allow local
manabemcnt "to present a strong busi-
ness case (to the Detroit corporate
office) for future product allocation for
ti Oshawa plants".
GM workers turned out at the
Oshawa Civic Auditorium Wednesday
to overwhelmingly agree M per cent)
with the new overtime arrangement.
More than 6,000 of about 14,300
eligible workers showed for the vote.
A 42 -per -cent turnout may seem
small at first glance, but Jim Nimigon,
vice-president of Canadian Auto
Workers Local 222, says it was the
biggest turnout in the local's history —
much bigger than the vote that separat-
ed the CAW from the United Auto
Workers.

AJAX - Frustrated parents ques-
tioned the suspension of a popular
teacher and administration's refusal to
stage a cult play at a meeting designed
to get their school "back on wade."
About 60 parents and a handful of
students gathered at Ajax High School
to express worries to administration
and trustees at a parent -teacher associa-
tion meeting Wednesday.
"Many concerns have arisen,"
Durham Board of Education trustee
Cindy Dudley admitted "Help us be
part of the solution."
. Parents were disappointed to learn
suspended law teacher Jim McMurtry
resigned Tuesday, shortly after being
reinstated at Dunberton High School in
Pickering.
"He was a fun teacher who made it
easier for (students) to learn and who
made them want to be in class," one
father suggested. "Not a lot of teachers
can do that."
He called Mr. McMurtry a "pro-
gressive teacher ...who has captured the
interest of the modern-day child...My
impression is that the school has to
change a little bit. What are you going
to do?"
Principal Neil Hodgson, in keeping
with board policy, refused to comment
on specific details involving an indi-
vidual staff member, but admitted, "1
wish I could stand up here and describe
in detail my perception of all that's
occurred. Unfortunately, I can't do
that."
He added, "When you foster critical
thinking ... you must expect people to be
critical.-

ritical"Parents were surprised to learn
there are no written guidelines regard-
ing the suspension of staff, but were
assured by trustees that Mr.
McMurtry's suspension was being
reviewed.
One father accused the school of
capping creativity by refusing to allow
students and Mr. McMurtry to stage
the Rocky Horror Picture Show. He
believes Mr. McMurtry "revitalized"
his daughter's interest in drama,
though she didn't have him as a teach-
er, and called the suspension the
"symptom of a problem, not the prob-
lem."
In deciding whether that play was
"appropriate for the age range" at the
school, Mr. Hodgson said he read the
script, watched a video of the play and
consulted with other staff members.
He encouraged students to stage the
production elsewhere, he said, but
when the group attempted to rent Ajax
High premises, he refused after learn-
ing the school could be fined because
the group hadn't obtained rights to
stage the play -
Parents suggested a committee of
parents, students and staff review plays
suggested by students and decide
whether they can be presented.
Trustee Duncan Read promised stu-
dents he'd find out why rehearsals at a
local elementary school and the rental
of a theatre were cancelled. He also
questioned why he received only two

Throughout a five-day protest by
about 50 students, principal Neil
Hodgson insisted the suspension was
because of that allegation. He adamant-
ly denied claims by Mr. McMurtry's
wife Laurie that the 32 -year-old
instructor was "perceived as a threat"
because he's an "open-minded teacher
who's humanistic.-

The board offered to reinstate the
ousted instructor, but only if he was
willing to move to another school. He
accepted a position at Dunbanon High
School in Pickering several days later.
According to the board's staternera,

one another arising out of the circum-
stances which led or may have led
to. -terminating the relationship."
Board superintendent George
Marlow refused to comment on the res-
ignation further when it was announced

DURHAM - Proposed legislation requiring elected officials to
list all liabilities over 51,000 is "an invasion of privacy and a
bureaucratic nuisance," an Ajax trustee charges.
"Trustees in Durham think it's ridiculous," because disclosure
of assets might require them to list money owing on credit cards
and that could change monthly, says Durham Board of Education
trustee Duncan Read.
The open local government proposal aims to improve laws
pertaining to conflict of interest, provide for more open meetings
and establish rules regarding disposal of assets. It follows a
decade of criticism of the Municipal Conflict of Interest Act and
the Municipal Act by both the public and locally -elected offi-

The board could support the
proposal if all elected politicians "could send the (dis-
closure of asset) forms off to Queen's Park and have
them sanitized," says Mr. Read.
"We'd like to have someone look them over to see if
a mistake has been made. MPPs have that protection."
MPPs also know "who's checking up on them"
because information can't be obtained unless an applica-
tion has been made.
Under the proposed legislation, the public could view
disclosure of assets, but wouldn't be required to reveal
their identity under the Freedom of Information Act.
Current law'a farce'
Further, Mr. Read believes the legislation invades fam-
ily privacy.
"Nhlty should it matter a darn to the wider world where
my teenage children work'" he asks. "Is there any value
in knowing they may have a trust fund""
The legislation restricts the number of relatives who
could prompt an elected official to declare a conflict of
interest to spouse and minor children, Mr. Read says.
"Mv minor children won't be working for the school
board," he points out, "but my parent, brother or sister
could be. If 1 support a contract which gives teachers a 10 -
per cent raise or increases their preparatory time, am I in a
conflict'' The present law says I am."
The "big benefit" from the proposed legislation is that
"it will change the law from the farce it is now," says Mr.
Read. "It will create a process whereby an issue can be taken
to court" by a commission set up to investigate and prose-
cute alleged contraventions of the legislation.
The Municipal Conflict of Interest Act has been criticized
because it places the burden on the public to launch a law-
suit when "it should be there to catch politicians when they
make a mistake," says Mr. Read.
Mr. Read has been chosen by fellow trustees to report the
board's concerns to minister of municipal affairs Dave
Cooke by month's end.

'crooks in politics
PICKERING - A lack of mention about political corruption
means proposed provincial legislation on open governm�is
"totally flawed", a councillor says.
Kip Van Kempen made the statement during an executive
committee meeting recently, while politicians discussed the leg-
islation.
"It doesn't get- at the corruption." complained Mr. Van
Kempen. "There's not one mention of corruption."
He also commented on a proposal requiring politicians and
their spouses to disclose assets, income sources and liabilities.
"I wonder how far they've taken it. I'm not sure this is going to
catch the crooks in the political system."
The Open Local Government Kip Van Kempen
legislation is intended to improve
laws pertaining to conflict of interest, provide for more
open meetings and establish rules regarding disposal of
assets.
Town clerk Bruce Taylor has prepared a report com-
menting on the legislation, which the committee endorsed.
Following council's approval of the report, it will be sent
to the ministry of municipal affairs. Following is a conden-
sation of concerns noted by Pickering.

interest has been clarified and is therefore supportable.

Pickering's concerns
except as an incident of protocol or social obligation
leaves an area of doubt as to what types of gifts can be
accepted.
The proposal that politicians disclose assets and
sources of income is supportable, since disclosure would
he general in nature and would not be an invasion of pri-
vacy.
A person alleging conflict of interest should he
required to make a deposit so frivolous complaints
would he discouraged. The penalty for conflict of inter-
est should be a fine and/or disqualification from sitting
on council.
Staff of a municipality should be included in conflict-of-
interest rules.
• Open meetings - The word "meeting" includes regular,
special, committee, subcommittee or other meeting of coun-
cil. The phrase "other meeting of council" should be clari-
fied because it may be interpreted to mean dinners or par-
ties where all members of council happen to be present.
• Disposal of property - Council has already established
rules for disposal of property more stringent than those pro-
posed in the Iegislation. The only addition — that the town
publicly declare property as being surplus — is supportable
and complementary to Pickering's current policies.

AJAX - Municipal clerks and treasur-
ers in Ontario want significant changes to
proposed conflict-of-interest legislation.
Joe Tiernay, deputy Ajax clerk and a
member of an Association of Municipal
Clerks and Treasurers (AMCT) commit-
tee reviewing the draft legislation, says
the association feels parts of the proposed
bill are onerous, not clearly defined or
unnecessary.
The draft legislation, called Open
Local Government, deals with three sec-
tions — conflict of interest, open meet-
ings and disposal of assets on the part of
a municipality.
Highlights of the legislation include
the establishment of a commission to
handle conflict of interest matters; forc-
ing councillors to disclose their assets,
liabilities and income for themselves,
their spouses, minor children and compa-
nies the councillors control; and the pro-
cedure for declaring a conflict of interest.
The AMCT is opposed to the estab-
lishment of a Municipal Conflict of
Interest Commission because it would

police or the attorney general's depart-
ment. What they want could be achieved
using existing avenues," he says.
Currently, a person who feels a coun-
cillor has a conflict of interest can pursue
the matter through the courts.
"The argument now is the average per-
son won't pursue possible conflicts
because it means hiring a lawyer to go to
court. The person would have to spend
their own money," says Mr. Tiemay.
The legislation proposes an individual
file a complaint with the commission. "If
it was felt to be necessary or valid, the
commissioner could conduct a review. If
warranted, he could recommend prosecu-
tion," Mr. Tiemay says.
The legislation also calls for munici-
palities to contribute money to fund the
commission. However, the funding for-
mula and the powers of the commission
aren't outlined in the legislation, Mr.
Tiemay says.
The association feels having politi-
cians declare their assets is "fairly oner-
ous." Provincial politicians have to dis-
close assets, he notes.
If a municipal politician has a conflict,
they have to declare the conflict before
the item is discussed in a meeting, give a
reason for the conflict, and abstain from
discussing or voting on the matter.
In small communities, where council-
lors are often business owners and farm-
ers, forcing them to disclose their assets
is "a bit of overkill," Mr. Tiemay says.
"Our association recommends that that
part be deleted completely."
The legislation calls for politicians to
declare a conflict of interest both verbally
and in writing. At present, councillors
only have to verbally state a conflict.
Written conflicts would be kept by the
clerk's department and they'd be avail-
able to the public, Mr. Tiernay says.
AMCT has "no problem" with coun-
cillors having to state in writing a con-
flict, he says.
The province has extended the dead-
line for comments on the draft legislation
to the end of April. The original deadline
was the end of March.
The AMCT's comments will be for-
warded to Ajax council for discussion in
mid-April.
The province is hoping to have the
legislation introduced into the legislature
in the fall.

Death threats couldn't deter rights activist

"I discovered many problems
affected people of color," Mr.
Armstrong, 66, says in reflecting on
his arrival to Canada in 1947. "You
had places where you couldn't get a
job. They'd tell you to go to the rail-
road and get a job as a porter."
Mr. Armstrong emigrated from
Jamaica to discover that blacks were
denied service in restaurants and
beauty parlors; they had difficulty
finding employment and rental
accommodation.
"A lot of people don't realize this
is so. We have lived through this."
Mr. Armstrong's dissatisfaction
with this state of affairs prompted
him to embark on a career fighting
for civil rights — a career that
prompted death threats against him.
He founded many black and com-
munity groups, and was the

youngest member of the first black
delegation to Ottawa, demanding
that the country open its doors to
non-white immigrants.
In the 1950s, he volunteered to
gather evidence against landlords
and restaurants under new human
rights legislation. Travelling to vari-
ous Ontario communities, he faoed
many hostile people who denied him
service because of the color of his
skin, including an angry restaurant
manager with a meat cleaver in his
hand.
"I threw caution to the winds," he
says in remembering those days. "I
wonder at how crazy I was then."
Working as a human rights com-
missioner in the 1970s, he received a
stick of dynamite in the mail and the
Western Guard — a Canadian ver-
sion of the Klu Klux Klan —
smashed his office window and sent
him "a ticket back to Africa" illus-
trated with a picture of a monkey
wearing a suit- The "ticket" included
the suggestion Mr. Armstrong eat
bananas during the trip. Two weeks
later, the group sent him a note
warning, "Prepare to die".
He persevered, an active partici-
pant on a lengthy list of committees,
associations, advisory councils and
panels. He has been presented
numerous awards and has been on
many TV and radio programs.
"I believe in justice; I believe in
equality," he says in describing his
motivation. "I've been involved in
trying to help other people...lf I had
to do it again, I would do it all over."
Today, Mr. Armstrong is a mem-
ber of the Ontario Labor Relations
Board. Racism is still around but
less blatant, he says. "We have a
good country. I think level heads
will prevail. Multiculturalism is here
to stay."
But, he adds, reported racial ten-
sions in high schools here need to be
addressed. "1 try to do what I can
about it. I've been in touch with the
ministry of education but I've had
no success. This is an area we need

Catholic high schools after the separate board and its teachers
agreed to a new contract on Monday. The ratification by the two
parties brings to an end a bitter battle that saw the teachers work- a`%%.

And, there's a tenuous harmony on the floor of Oshawa's _
General Motors' plants and in the company's head offices after GM
and its assembly -line workers reached a deal Wednesday on the u
controversial overtime issue.
The NHL strike, the school work slowdown and the GM -work-
ers' showdown arc all too typical of the state of society in general
and labor relations in particular. Too many people these days
choose argument over agreement, confrontation over co-operation.
That's too bad, especially in tough times like these. The world
would be a far better place if more of us chose to extend a friendly,—'- -

How many committees have
been going around in Quebec, say-
ing that they must try to understand
and accommodate "Canada", as has

not, why not?

means in Quebecese? Why wait

ety, that will only be the start of his
demands.
I strongly resent part of my taxes
paying the salary of traitor MPs
wanting to break my country up.

tour can be had along the Ajax
waterfront."

gauntlet of dog feces that line
both edges of the pathway, or
enjoy sitting on a bench sur-
rounded by piles of dog excre-
ment.
The authorities say there is
nothing that can be done to stop
this desecration of the park. It is,
of course, a human not a canine
problem.
One wonders if perhaps the
demise of the human species will
not be as a result of overpopula-
tion or pollution of the environ-
ment or some new virus, it will
come when we all disappear in a
morass of doggie dudu.

To the editor,
I have just received my provincial
MPP Jim Wiseman's flyer entitled
"My Report to You". The report
urges me to get involved with my
comments and suggestions. It then
goes on to explain how the NDP pro-
em works.
Firstly, under the guise of wanting
to send me yet more information, I
have to write to the address they pro-
vide me with. You guessed it. A P.O.
Box! (P.O. is a very appropriate
abbreviation for those of us who are.)
I keep on reading and find that if I
would like to contribute my two
cents worth on how to make Ontario
work I could obtain a list of where
their meetings will be.
Through your column I ask Jim
Wiseman — why? Why doesn't he
have the guts to meet monthly with
his constituents as has our Federal
M.P. Mr. Rene Soetens. Unlike Jim
Wiseman, Rene Soetens, through his
Vox Pop forums, has made himself
without fail, available to all his con-
stituents each and every last Friday of
the month since he has been elected,
(except July, August and September
if I recall correctly). It is worth not-
ing that he doesn't even hide after
budget night. For three years I have
heard people come to his forums and
provide everything from good sug-
gestions to personal threats. Yet
Stop whining, get involved
To the editor,
I wish to respond to the letter
from Al Ward published March 22,
1992.
Mr. Ward, I sincerely hope you
are actively involved in the politics of
this country — as an active member
of one of the political parties. The
energy and sarcasm you display in
your letter would certainly be put to
good use. Br an Shedden has been
passionately involved in the political
process for several years- I applaud
him.
We Canadians constantly criticize
our governments — this is our right_
But we also have a duty as Canadians
to get actively involved and to assist
in the running of this country. Do
we? No, the majority of Canadians
are just armchair critics. Armchair
critics serve no useful purpose to our
elected political representatives. Our
elected representatives need our
active support — we must work on
their teams. We must attend their
meetings, we must express our opin-
ions and ideas, we must volunteer to
work on their committees.
Brian Shedden inspired my hus-
band and I to give up the role of arm-
chair critics. We are now active
members of the Progressive
Conservative Party of Canada
We are not happy with the way
our country is run and we have wast-
ed a lot of time and energy in the past
criticizing the government. But now,
I am proud to say, we are becoming
actively involved.

Fourth annual Bay Ridges Hockey Tournament at Don Beer Arena Apr. 24 and 25

deadline for players to register for the
Bay Ridges Hockey Tournament.
The cut-off date for sign-ups for
the annual fund-raising tournament is
Saturday, Apr. 4. Player registration
forms are available from Joe

Wednesday, Apr. 8, starting at 7 pm.
Now in its fourth year, the Bay
Ridges Hockey Tournament, former-
ly the Kevin Shore Memorial
Tournament, will be played Friday,
Apr. 24 and Saturday, Apr. 25.
Over the years, the event has been
instrumental in bringing together
players and their families from the
old BayRidges hockey organization,
as well as raising money for local
charities.
This year, the goal is to raise
S20,000 for the local chapter of the
Children's Wish Foundation, which
grants wishes to terminally -ill chil-
dren.
The tournament, sponsored by
Molson's, begins Apr. 24 with a
ringette exhibition game from 6 to 7
p.m., followed by a- Pickering
Hockey Association atom contest
from 7 to 8 p.m. Then, each of the
eight tournament teams will play one
game that night.
Also on the Friday night,
Pickering council members, aided by
a group of "ringers", will play a team
of PHA coaches at 6.45 p.m. There's
a party upstairs at the Don Beer
Arena.
Tournament action resumes
Saturday morning. The champWnship
final of the tourney is slated for 2.45
pm. Prior to the final at 1 p.m., the
Pickering Panthers oldtimers will
play an opponent yet m be named.
A wrap-up dance will follow the
tournament at the Pickering
Recreation Complex, starting at 8
pat. The music will be supplied by

Swim Club fared well at the Ontario Provincial 'A' Synchronized
Swimming Championships at the University of Toronto Manch 26 to
29.
The Oshawa club's team of 11 -to -12 -year-old swimmers, which
included Shannon Murdock and Teri Pearce of Ajax and Kirsten
Mills of Pickering, captured the bronze medal in the team event,
defeating nine other squads. te
This performance earned the team the right to compeat the
1992 Eastern Divisional Championships at Carleton University in
Ottawa this month.
Pearce teamed up with Mills to also advance to the divisional
championships in the duct routines.
Oshawa Synchro's 15 -to -17 team, which consisted of Jennifer
Fraser, Lori Durand and Robyn Parashyniak of Ajax and Cathy
Veldhoen, Michelle Coady and Vanessa Reeve of Pickering, finished
fifth in the team routine to qualify for the eastern divisionals.
In the duet competition, Reeve teamed with Tara Fowler of
Oshawa to place 11th overall.
If they're successful in Ottawa, the swimmers would qualify for
the national championships in Quebec City in May.
The Oshawa team is coached by Debbie Sands and Holly
Lundmark.
