AECL, the maker of the CANDU reactor that drives all of Ontario Hydro's nuclear power tants, says the Ontario informa- n and privacy commissioner 'erred in law and exceeded his r�e*isdiction when deciding last month that certain information can be made public. The documents involved came from a nuclear safety com- mittee meeting between Ontario Hydro and AECL that AECL considers confidential. "We've asked for a judicial review," says Terence Wardrop, general counsel for AECL. Mr. Wardrop won't comment ,on why his corporation wants to take the decision to court. "The papers which we filed i will disclose why," he says. "It's now before the courts, so I'm reluctant to make any comment. - The Nuclear Awareness Project, an anti-nuclear group, won a three-year battle in February to gain access to infor- mation on the safety of Ontario nuclear plants. Tim Grant, an anti-nuclear activist with the Oshawa -based group, says, -We were pleased that the commissioner agreed with us that there's a compelling public interest in nuclear safety issues. (But with the appeal) it will be four or five years before we could ever see any informa- tion." In 1987 some documents that contained information about pressure tube failures were leaked from a presentation, says Mr. Chant. The group allows eight women, who have gone through regular crisis counselling services, to receive additional treatment, addressing such issues as anger, assertiveness and obstacles to trusting relationships. "Women feel very strongly that the group has helped in major areas of their lives," says Keith Marlow of the department of social services. "Many have reported going back to work and others are getting along with their children better." Women who lobbied for the second phase of counselling said 12 weeks of therapy — the length of a course offered by the department — provided the emotional support needed to make the initial break from an abusive rela- tionship, but wasn't enough to pick up the pieces and get on with their lives. The second phase group meets for two hours each week and goals are reviewed at 20 -week intervals. New members will be screened for the group when space is available. Other businesses aren't coming here because there are insufficient highways, Gary Herrema said. 0 And, he predicted an airport will be built in north Pickering "early next centu- ry" but not until Hwy. 407 has been developed. Mr. Herrema told yesterday's Ajax -Pickering Board of Trade luncheon, "I recently turned down two industries because I couldn't guarantee them water." Mr. Herrema said in an interview later one company was a bottler and the other a manufacturer. He refused to identify the companies, but said one was looking to locate in Ajax and the second in Whitby. One company spoke with him in November and the other last July. The region wants to build a water supply plant on the Ajax lakefront, but the Ajax Save the Waterfront Committee (ASWQ opposes the process used to deter- mine the location. It wants the provincial ministry of the environment to conduct a more stringent site -selection review. The review the ASWC wants conducted would take between two to four years. However, capacity of the existing plant will be reached by 1994. Mr. Herrema said he and other regional officials will meet with provincial environment minister Ruth Grier tomorrow discuss issues affecting the region, including the water supply plant. Jim L.eckey, of Clements Rd. E., says elected office is "a natural progression of community service." He's the current president of the Ajax Kinsmen Club. The seat became vacant when John Price resigned for personal reasons on Manch 2. Steve Parish declared his candidacy shortly after Mr. Price resigned. This is Mr. L.eckey's first shot at political office. "I considered running last time (in the November municipal election), but I didn't want to oppose John Price. I liked him and he would have kicked my butt. This time, I figure I've got a chance," he says. Stolp Homes has acquired an interest in two properties — Village Creek Condominiums and the Arnold Estate — and wants to make changes to plans for both sites. Jack Crosby, of Stolp Homes, told Ajax council's executive and development committee Thursday the company would like to begin construction on both projects this year. Separate plans for the two sites submitted by developers Rick Rondeau and Tern Booth had been approved — for Village Creek in 1990 and the Arnold Estate property in 1991. The Village Creek Coridorru*niurn Project is for a 5.25-acreparcel land between St. George's Mgli Church and the floodplain Duffin Creek. The proposal is to reverse a policy -- in place since 1974 -- which provides eligible recipients with last month's rent money. The idea was put in place to keep people off the streets and in their homes. Social services commissioner Gary Cubitt believes a high vacan- cy rate may make the rental market more competitive and leave some landlords willing to rent a unit without the payment of last month's rent. This seems highly optimistic and unlikely. In reversing its policy, the committee predicts it will save about $2.1 million, $825,000 which would be picked up by the region. Joan Skelton, who chairs the Durham Access to Permanent Housing Committee, says the move "would tum the clock back almost 20 years." She understands the economic argument, but believes there have to.be alternatives to affecting the already -disad- vantaged and taking away a person's right to access housing. Also proposed is a plan to cut funds for utility deposits and over- due utility bills. It's estimated this will save $690.000, with about $230,000 being picked up by the region. On the surface the cutbacks may seem like necessary cost-saving measures, but the spin-off costs could be higher. There's also con- cem the cuts could lead to higher crime rates and increased domes- tic violence. Alternatives, such as overpayments to be paid back in monthly installments, must be explored. I would like to comment on the statement that you make saying that you agree with the stand of the Ontario Chamber of Commerce. Are you aware that one of the statements made by them is that "Much of the difficulty facing Ontario business right now stems from Queen's Park. Unless the anti -business attitude changes, Ontario will literally go out of business." I think that this approach to the problems of Ontario reflect selective memory on the part of the Ontario Chamber and if you endorse it, you are also demonstrat- ing selective memory. You have for- gotten that in the fall of 1987 the value of the Canadian dollar was 5.725 and that inflation was running at about four per cent. This was not to the liking of your friends in Ottawa who within two years had pushed interest rates to levels that almost matched the record highs of the early 19800 and the dollar to lev- els above S.85 and to S.89. You know, as well as I do, what this has done to Canadian business. You also know that the major problem facing business in Ontario is the lack of capital available to small and medium size business for expansion and operating lines of credit. You know that the Bank Act and the Bankruptcy Act need to be amended to give a fairer break to businesses, some of which are sol- vent but are being put into receiver- ship by timid banks which made very large profits last year. In your next paragraph you talk about stability. The attacks by the Chamber and other business groups are contributing to the lack of stabil- ity by making comments about the Ontario Labour Relations Act (OLRA) that are based on miscon- ceptions. The first misconception that is being represented by the business editor's mailbag► community is that the system works well now and needs no changes. The first comment I would like to make is that laws are passed to make peo- ple or firms that do not demonstrate moral and ethical practices on their own, conform to the standards that society believes are appropriate. Most firms practice very good man- agement/labor relations. Some do not and it is these firms that make laws necessary. Ontario's work force has changed and new companies and new professions have been created that have been excluded from col- lective bargaining and some of these firms are not being fair. The second misconception is th-- these reforms are radical. Most these recommended reforms ai already in place in other parts c Canada. The third misconception that yc restate from the All Busine� Coalition is that the OLRA will co 480,000 jobs. This estimate is base on policies that are not being cor sidered. In these countries, business itself has recognized that effective trade unions are an important element of high-performance companies. The sixth misconception, and you state it by saving that we live in troubled times, is that with the econ- omy in a recession this is the wrong time to he introducing these changes. Under the proposal, a company could oper- ate using management and supervi- sory staff from the struck location, or could shift work to another loca- tion or contract out work. I recognize this as does the government, that's why we asked for a consultation process and why we are asking the various par_ ties for input. The last misconception I will deal with is this notion that workers who do not want to join a union will be forced to and that it will be harder to get rid of a union once it's certified. No union could be certified to repre- sent a group of employees unless a majority of that group has signed a union card. There is no proposed change that would disallow a group of workers to decertify a union if they no longer wish it to represent them. There were no warning signs, says the Ajax resident. "You don't know anything with this." That's why glauco- ma is referred to as "the thief in the night". Affecting two per cent of adults over 50, glaucoma is a disease caused by an increase in pressure behind the eye. If left untreated, it can lead to irreversible blindness. Mr. Claener, now fund-raising Chairman for the Glaucoma Research A'iety of Ontario, says what he found hard to deal with was his inability to detect the disease. Full examination of the eye, includ- ing tests for pressure, field of vision and peripheral vision, is the only way the disease can be diagnosed. Tests can be conducted by an optometrist or oph- thalmologist. Detection, in Mr. Claener's case, was "unique"' In most cases, side vision is lost before the patient becomes aware of the problem. Mr. Claener has retained his peripheral vision because of early detection. He was diagnosed on his 42nd birthday, eight years before the disease attacks most people. Glaucoma can be inherited. Mr. JW-ner says some 126,000 people in Ontario and toughly 420,0(X) through- out Canada have glaucoma. Although there is no cure for it, some people can control pressure behind their eyes with drops. However, they produce side effects — the most common eye plain, dark vision, blurri- ness and occasional allergies. People who can't control the pres- sure with drops face other alternatives. One method, the Argon laser, may be helpful but it is not perrnanent. Filtration surgery, used to provide a new pathway to allow the pressure- h,-`Iding fluid to drain, can lead to scar LOW; which can cause the operation to fail. This necessitates future opmitions with less chance of suc cm. If he had, the Dunbarton High School teacher could now close his eyes and imagine he's once again sit- ting in the lush, green forest as the rest of the world sleeps. "A real symphony of things goes on in the rainforest at night," Mr. Blenman recalls. "The sounds I remember are more important than any picture I regions. Dunbarton's Shdents Acting for the Environment (SA.F.E.) collected more than $2,300 from a car wash, walk-a- thon, bake sale and homeform change collection, making them top fund rais- ers. "1 had no idea we could be success- ful at fund raising," admits Mr. Blenman. "Students in the environ- mental club were excited because they had a chance to see the area they were working for." The top fund-raising school was invited to send one teacher and one stu- could have brought back. "I heard frogs and birds and dozens of things I didn't even recognize. The sounds swelled at night and dimin- ished in the morning, just like a symPhorly„ Key to the experience was making the trek without a flashlight. "When your eyes adjust, you see much more than you would with a flash- light," such as glow -in -the - dark bark and insects. "A whole new forest appeared," says the environmental instructor. While his memories conjure up a pic= of paradise. the trip was not one of leisure. Instead, it involved early mornings and long days of arduous labor as an international team of volun- wers fought to rescue Sarna Elena from certain death. The economically -depressed area is being deserted as young people search for work in larger cities. Their search for a better life, however, has meant the loss of life of the tropical rainforest, on whose oxygen production and genetic diversity human life ultimately depends. A quarter of all prescription medicines comes from plants found in the ranfor est, the home of 70 per cern of all plants used in cancer treatment. The forest is being permanently destroyed to provide low quality agri- cultural land, good for only a few years' worth of crops. Concerned stu- dents there obtained a government lose to the 3:0 hectares of forest sur- rounding their sAhKx)i. Canadian studlen,.s from ,'; high schools responded to the axny :unity s dent to work on the project, while the four numc-rs-up each sent one student. Dumbarton's environmental science club voted to send Stephanie Bush as its delegate. The OAC student was proud to represent her school when she travelled with Mr. Blenman to Costa Rica in February. "It was hard to believe we got so much work done each day," she recalls. "One week was enough to change my feelings, making me realize that it is possible for one• person to make a dif- ference. "I came back with a positive attitude because it felt so good to do some - dung." Stephanie says. She has applied with Youth Challenge to return to Costa Rica next December ,`or three months, though she says she's up against some pretty tough competition. When asked why saving the rainfor- est has becorne such a popular cause, 5,1r. Blenman answers quickly. "We can say, 'Don't cot it down,' though we can't do the same for our own forests. I wish Costa Rica could have the economic might to come here and save the Altona Forest,” he says wistfully. There are many parallels between the two forests, believes Mr. Blenman. Though the species found in the Altona Forest obviously differ from those m Santa Elena, that doesn't make them less important, he points out. When the project in Costa Rica is complete, students there will be given co-operative educa- tion jobs maintain- ing the forest and its Roger Blenman, right, and a Youth Challenge worker walk along a trail being built In Santa Elena. Mr. Blenman would like to see the Altona Forest used in a similar way. "We need a use for the forest that doesn't involve destruction," he advis- es. "One idea would be malting it an education centre where swdens pay its partto saveraindresf for the privilege of visiting it. If it's workable in Santa Elena, why not here?" Chief among the obstacles to Will- ing that dream is the "conspicuous absence of community," Mr. Blenman speculates. "In Santa Elena, people believed they were the makers of their destiny. People in Pickering don't have the same sense of community and don't believe they can take control of their own environment." When the school celebrates Earth Day on April 22, Mr. Blenman hopes students will tell him, "This is how I'm going to make a difference," by adopt- ing environmental goals. Residents of a co-op in down- town Toronto approached Metropolitan Toronto's waste man- agement department to acquire com- posting facilities. The unit has composted 2.000 kilograms of food and yard waste in the past year, and nine of the co-op's 22 households are regularly using the nine -foot -by -three -foot -by -th ree- foot composter. Another article in the same issue described how a public school intro- duced %crmicomposting (the use of 'red wiggler' worms kept in a box for indoor composting) as part of its garbageless lunch program. The Composters' Journal. which relates current activities in compost- ing, addresses common questions and includes seasonal tips, may be obtained free at Beer Stores across the province as well as h% subscrip- tion. The Metropolitan Toronto projects modified these designs to strengthen the units to enable heavy use over a long period. The Liquor Control Board of Ontario (LCBO) is also swinging into environmental action. For a loonie, a durable canvas bag can be purchased at any LCBO outlet. Presently, an estimated five million brown paper bags are used weekly across Ontario to wrap purchases and, in this decade of conservation, it now makes sense to introduce a bag that can be reused. The Pickering club had six skaters qualify and three win medals at the Ontario Juvenile Precision Skating Championships and the Ontario Inter -club Figure Skating Championships at the Pickering Recreation 'i Complex March 20 to 22. A total of 375 skaters from across the province took part in the event, which played to packed houses. The duo of Chris and 'r Lindsay Howell from the Pickering club skated to the silver medal in the preliminary pairs compe- tition at the provincials. Kelly Letourneau of the Pickering club, skat- ing in the intermediate ladies' cate- gory, won a bronze medal.
