Ten people involved in the distri- bution of the chemical mixture face fraud -related charges, say police. The investigation is continuing but, the ministry says, Metro Gas and all other stations closed are considered "innocent victims" in the scam. "A number of individuals were buying chemicals legitimately and either blending them with gas or sell- ing a mixture of chemicals to gas sta- tions, purporting it to be gas," says Michael Philip of the ministry of con- sumer and commercial relations. "It's not being suggested the gas stations knew what %%-as going on." The contaminated fuel can dam- age vehicles, says Mr. Philip. According to OPP, prolonged use can ruin rubber components in fuel sys- tems and may cause fuel injectors to clog. In one case, traces of a highly -cor- rosive solvent were found in the gasoline mixture, say police. At the beginning of September every student in the school is given a student hand book and on page 9, "Student Dress Must Be Neat, Clean and Appropriate article number 3 reads "Hats shall not be worn inside the school build- ing At lunchtime in the hallway, on the same day the teacher asked Hannah to remove her hat. Hannah was asked several times by two office staff to remove her hat to avoid any possible consequences of not obeying the rule. MAwn aA tsn "Letters Business community must get involved and work with the NDP government To the editor, Recently I've noticed a number of very similar negative editorial com- ments and at least one letter from the President of the Ajax -Pickering Board of Trade denouncing the pro- posed amendments to the Ontario Labour Relations Act. Since hear- ings have just finished, 1 can't com- ment on the form that the final leg- islation might take. The suggested amendments, however, don't seem that unreason- able or unfair to me. What impartially -minded person today can argue with the right for employees to effectively organize themselves to protect their interests? The provision banning the use of replacement workers during a labor dispute seems to a major bone of contention. Even Ghislain Dufour, head of the Conseil du patronat du Quebec, Quebec's largest employer group, said recently when the group dropped a Supreme Court challenge against the 1978 Quebec anti - replacement law: the law "has worked, it has led to labor peace and co-operation with business." Surely any measure which will shorten labor disputes and result in more business -labor co-operation is just what we need in these times. Every proposed change in the OLRA is already in place some- where in Canada now. Most arc commonplace in European coun- tries and their ability to compete hasn't been flagging recently. So what's the panic here? Perhaps it's because the amend- ments are comprehensive, and not just piecemeal, reforms as has been the approach elsewhere. If so, this is just a product of the past neglect of Tory and Liberal regimes in this area. We should applaud the gov- ernment for making some overdue updates_ Perhaps some of the business community have determined that big unions are unpopular and can be easily targeted. Assaults on other government initiatives (like employment equity which helps women, minorities and the disabled; welfare reform which helps the poor and kids; pay equity; wage protec- tion for the unemployed and envi- ronmental reform) which distress some business people, wouldn't go down well with the public. Perhaps some of the business community are just hell-bent to destroy this government because it doesn't always dance to their tune as previous regimes too often seemed to. I think Robert Sheppard, writing in the Globe and Mail last month, hit the nail on the head when he described the anti-0LRA campaign this way: `"The technique is always the same. Large companies agree to get together and pool their resources. A big public relations firm is hired (in the labor law case, Hill & Knowlton) to prepare strate- gy- A pollster is taken on to get just the right sampling of public opinion (Decima Research, which is owned by Hill & Knowlton and which polls for the federal Tories). And the 'line' is sent out to all sorts of other interested groups and cham- bers of commerce, so everyone is singing from the same hymn book and it appears that the government has hit the same nerve of discontent all over the province." nd what's the strategy? Fear. Usually the spectra of job loss is raised. Predictions of losses up to one and one half times what we've alreadv lost in the past two years have been made. The numbers are always vague, of course. One anti-OLRA group (All Business Coalition) embarrassingly had to revise its fig- ures downward when it was shown its 'study' was based on flawed data. Companies aren't always can- did naturally as to why they move their operations or fail to locate in a panicular area It seems to me, how- ever, that these decisions have more to do with the Free Trade Agreement, the worst depression since the 1930s. our federal govern- ment's high dollar and interest rate policies, the GST and the fallout from the Reagan -inspired greedy '80s than it has or is likely to have Reader fed up with political arrogance To the editor, "Arrogance of Councillor Anderson unbelievable!" I write in response to the above individual's arrogant remarks about Mr. Bud York's proposed intention to withhold payment of his taxes. Does Mr. Anderson realize that he is our servant, not our lord and master? Instead of being sympathetic and cognizant of the high level of taxation he and his ilk have forested on us, he instead tells Mr. York that his house will be "ours" (the town's) in three years! Does he not realize that more taxpayers will be moti- vated by such arrogant remarks to do the same? And where will the high and mighty Mr. Anderson be then when 100 taxpayers join in — there might not be enough money to pay his exorbitant salary, nor enough lawyers to pro- cess the paperwork. I think Mr. Anderson needs to watch what he spouts, lest the tax- payers and his constituents find out the contempt he holds them in. Maybe the idea put forth by the Reform Party for recall of MPs can be tailored to the local level to include regional good-for- nothings as well. In closing, I fully agree with Mr. York and join my voice to his as a warning to all politicians, at all levels of this multi-level bureaucracy, and especially the school trustees, that we taxpayers have had it with their high hand- edness and arrogance, and that we can make it a little harder for them to get their paws on money which we don't have. Do I sound incensed? Is the Pope Polish? Paul Vidlak, Ajax to do with proposed changes to Ontario's labor policies. If we're going to pull out of this depression fit for a new economy, we're going to need a lot more co- operation and temperate approach than has been displayed by some members of the business communi- ty in this matter up to this point. After all, the voters selected this government because they were not happy with the existing way of doing things. It's going to preside over the recovery. It's only self defeating for the business commu- nity not to get involved and to cre- ate a negative climate in Ontario. John Caines says he's received at least two dozen calls from workers who were told by union reps that not voting amounted to a vote in favor of the overtime arrangement. Others, he says, were miffed that members "were denied the right to vote without a union card". Under the constitution, Mr. Caines notes, they should have been allowed to vote, if they had ade- quate identification and a fellow union member to vouch for them. "A lot of people are requesting a new vote," he says. • A regular monthly meeting of the GM unit of the Canadian Auto Workers was to take place last night, and some heated debate over the week's events was expected. "There could very well be a motion on the floor for a new vote," says Mr. Caines. "If they ask me, I'm prepared to go ahead with another vote at the Civic (Auditorium)." The company took Tuesday's rejection hard. They told us no (Tuesday)." The overtime issue has simmered ai Local 222 of the Canadian Auto Workers, which represents the 14,500 GM Oshawa workers, for the past year. It was a key issue of the recent controversial, hard-fought and bitter union election in which Mr. Caines was elected, by a narrow margin, on a promise to save jobs. The previous union admin- istration, he contended, wasn't doing enough. But although Mr. Caines narrowly won the top union post, many of his opponents were also voted into leadership positions. Thus, after the recent marathon talks with management ended early Monday morning, the agreement that was hammered out wasn't sup- ported by even half the union negotiators. Mr. Caines decided to take it to the member- ship anyway, and made hurried arrangements to get Oshawa's Civic Auditorium for the vote. Only about 3,400 workers (23 per cent of the 14,500 -member unionized work force) showed up and the proposal was defeated by a margin of only one per cent. And for those who did show up at Tuesday's ratification meeting, there was confusion on what the overtime agreement meant. He says the heart of the agreement basically consisted of two things: • The work force could be kept behind for up to an hour each day, but only if certain indicators showed production was falling behind. Jim tiimigon, a union official, sums up much of the dissent, saying that under the proposal a worker's week could conceivably be stretched to 54 hours — six nine -hour days. Ontario's labor laws require a maximum 48- hour week and an eight-hour day, Mr. Nimigon notes. He points out GM also made no promises about the future. Had production and jobs been guaranteed, there "would have been a much dif- ferent discussion.". Furthermore, he says, the union has a long- standing offer to the company that would achieve the same results, but with a voluntary arrange- ment.
