"Students are trying to take mat- ters into their own hands," Fran Pereira, president of the Durham Regional Catholic Parent-Teacher Association told trustees at the regu- lar Monday meeting of the Durham Region Roman Catholic Separate School Board. "They're out en masse in protest of the action or inaction of the nego- tiation committee," the Pickering resident said, referring to recent walk -outs and sit-ins at high schools. "Both groups need to find some weapon other than our chil- dren and their future," she warned. More than 800 parents have signed a petition circulated by the association that calls the "current lack of negotiations totally unac- ceptable ... our children's education is suffering... this is a poor image for our Catholic system." "They can't get over the fact that (Jim McMurtry) is okay to teach at Dunbarton (High School in Pickering) but not at Ajax," says Sherrill Willard. The controversial suspension fol- lowed an alleged incident involving the son of former attorney general Roy McMurtry and another staff member. Although an allegation of assault was dropped, the 32 -year-old law teacher was sent packing to another school. Laurie McMurtry has steadfastly maintained the suspension came because her husband was "perceived as a threat. He's an open-minded teacher who's humanistic." The issue will be discussed at an upcoming PTA meeting, says Mrs. Willard. "It's hard to believe that someone who was so supported by students, staff and parents can't be supported -by administration," she says. About 50 students staged a five- day protest following the suspen- sion. Spokesperson Carolyztne Prear, 18, says they plan to ask for Mr. McMurtry's reinstatement at an employee relations committee meet- ing next month. A number of other concerns were expressed during the protest, includ- ing a need for condom vending machines in school washrooms. Although school board trustees defeated a motion that would see the machines in high school washrooms across the region last year, Miss Prear sees a need for them and is hoping parents will write to the school board showing their support. Mrs. Willard says parents at Ajax were supportive of the idea, but didn't Iobby for the machines because they didn't realize their input would have been considered. 'j Separate ;Public board tax hike under board gets small hike By DONNA DONALDSON Durham Staff DURHAM - Durham's separate school board is glad it's getting more than a one - per -cent increase in provin- cial grants. Grants to school boards announced by the ministry of education Thursday follow Premier Bob Rae's January forecast of an historically - low one -per cent increase. ' Grant Andrews, associate director in charge of business affairs at the Catholic board, says his board will get 3.4 per cent more per pupil than last year. "The good news is they made an increase above one per cent. It really provides greater assistance to boards who have a low assessment base" like the Durham Region Roman Catholic Separate School Board. In addition, funding for elementary schools and spe- cial education will also increase. The ministry will pay 3,954 for each elementary student and 54,886 for each secondary pupil. Last year the board received 63,770 for elementary students and $4,710 for those in high school. The board estimates it received S58395 million in basic per -pupil grants in 1991. The board will get an increase in funding for its two small schools, Holy Family in Brock Township grid Charles Garnier in Funding for French instruction, both as a first and second language, was frozen at 1991 levels. "Tire one that impacts us the most is French -as -a -sec- ond -language grants," says Mr. Andrews. "At the ele- mentary level we've been operating programs for 20 minutes a day from junior kindergarten to Grade 6." He says the board will get last year's rate of $119 per pupil at the elementary level and $229 per pupil in Grades 7 and 8. The Durham Board of Education is pre- pared to move ahead with budget delibera- tions after learning how much it will receive in operating grants from Queen's Park, says superintendent of business Brian Cain. "We're starting at where we thought we'd 'be," Mr. Cain says. .While he notes a "purposeful shift" by the ministry of education in sending more money to elementary schools than to secondary schools this year, Mr. Cain doesn't think it will have a "severe impact" on the board. Just under 24 per cent of 145(x) eligible unionized workers turned out for the hastily -arranged vote at the Oshawa Civic Auditorium yes- terday. The proposed deal "was full of holes," said skilled trades union rep Pat Blackwood, shortly after the results of the afternoon vote were made public. "Clearly it was a mandatory overtime agreement." The proposal was forged by man- agement and top union brass after seven days of intense negotiations culminating in a 17 -hour marathon session that ended after midnight Monday morning. The union's negotiating team, however, was split, with a majority (9-6) not in favor of the agreement. But, John Caines, the newly - elected top union official of GM Oshawa, decided to let the member- ship decide. He called Oshawa Mayor Fancy Diamond who helped arrange for the Oshawa Civic Auditorium to be available. "The membership has spoken," Mr. Caines told the News Advertiser. "1 accept that. It will not deter me. I will continue to attempt to save jobs. That's my mandate. "1 will notify the company that we have no agreement, but that the committee is prepared, if the compa- ny is, to meet to continue to try and hammer out an agreement." Mr. Blackwood, one of the ration negotiators who initially rejected the proposal, said he also hopes "we get right back into negotiations." A company spokesman could not be reached late last night. Management has long Mien say- ing it needs overtime flexibility in order to meet daily production tar- gets. And meeting production tar- gets, it adds, is crucial in order to have any hope of securing a product line, particularly for Car Plant Two, which is losing the Lumina to an American plant in 1994. Although the agreement touched on other issues such as local seniori- ty, it was clearly the overtime issue that generated the hottest debate. Kip Van Kempen is particular- ly concerned with slow response time to fire calls in north urban Pickering which he says are being downplayed by politicians and jeopardizing people's lives. In coming up with a zero -per cent tax increase for 1992, Pickering council postponed the hiring of four new firefighters. Fire chief Steve Stewart had originally asked for eight new fire- fighters this year. And while he isn't overly concerned that his request was denied, chief Stewart doesn't disagree with Mr. Van Kempen's concerns. Your paper quotes me correctly in that article as saying 1 felt it was map- propriate based on public interest. 1 would suggest the cry of foul was a form of grandstanding by your pap- to generate news rather than on my part. If the quotation is accurate, our provin- cial member, Mr. Wiseman states on page 5 that the reduction in the sur- charge is "another decrease for the upper class. The people who can 0 well afford to pay get another break. The surcharge is only on the upper class and not the middle or lower classes." In a letter to the editor on page 6, Mr. Soetens suggests that eight per cent of taxpayers reported income in excess of $50,000 and those people paid 43 per cent of all personal taxes. Assuming Mr. Wiseman has been correctly quoted and Mr. Soetens' figures are accurate, what does this tell us? We have a political party which falls all over itself to sow the seeds of negativism for cheap political pur- poses in this country and will go to any length to do iL Mr. Wiseman has quickly picked up the NDP's "Politics of Envy" philosophy. His comment shows that he is either abysmally misinformed about the surtax or has no qualms about fol- lowing in the steps of the self -admit- ted queen of mendacity, Shelly Martel. Virtually all taxpayers (lower, middle and upper income) who have a federal tax liability pay the federal surtax and will benefit from the reduction. Those who have higher incomes will receive a greater reduc- tion in absolute dollars but that is because of every dollar earned after • a taxable income threshold of approximately $62,000, almost 46 Batts goes to the federal and provin- cial tax collectors and this increases to in excess of 49 cents at approxi- mately $94,000. Despite Mr. Wiseman's assertions, it seems apparent that the so-called "wealthy" pay their fair share already. Whether Mr. Wiseman was being purposefully mendacious or simply hlking out of ignorance is difficult to know but I suppose if one is looking for votes it is much easier to slant one's rhetoric to the 92 per cent of the voters who earn less than SS0.000 rather than the eight per cent who are above that figure. of his motive, statements such as the one he is purposed to have made do not serve to help his constituents, the province no= the country very well. Perhaps he should use one of his columns in this newspaper, which by the way are generally irrelevant inso- far as the hard pressed taxpayer is concerned, to apologize to his con- stituents and explain why people of his political persuasion shamelessly attempt to manipulate the masses by misinforming them or condoning, as Mr. Rae has, a self -admitted prevari- cator at a cost to the taxpayers which is estimated to exceed $500,000. I mean, how do we explain to our chil- dren and students that being menda- cious is wrong when the premier of this province invests our money to support a politician who has admit- tedly not told the truth? It seems the moral high ground they piously claimed was theirs has turned to quicksand! The NDP likes to suggest that certain upper income Canadians don't pay their fair share of taxes and refer to statis- tics published each year by Revenue Canada. This is a blatant misuse of information in that while total incomes and taxes are published, they do not publish the expenses that reduce the gross income. For example, if a person loses $200,000 in a business venture in one year and makes S200,000 the next year it is hard to imagine why that person should pay any taxes in either of those years. However, in the year the person makes back what was lost he or she becomes a statistic - ie: someone who has made 5200,000 but paid no taxes. The per- son who consistently has high income but pays no taxes is probably a myth but is serves the purpose of some politicians who have absolute- ly no compunction about undermin- ing the entire system. To suggest that upper income people are not paying their fair share is the zenith of intellectual dishon- esty when one goes back to the fig- ures Mr. Soetens puts forward which suggest that eight per cent of taxpay- ers are paying 43 per cera of person- al income taxes. Canada really is a great country with unlimited opportunities. It's too bad that small-minded people like Mr. Wiseman can become elected and do all in their power to pull everyone else down to the lowest common denominator rather than pursue a vision of greatness that will enable this country to be more suc- cessful in the future. Ontario Riding MP Rene Soetens argued in the House of Commons Thursdzy that politicians should be taxed on their expense allowances. His proposed Fair Tax Bill target- ted all Canadian politicians, including federal MPs and sen- ators, members of provincial parliaments, regional and municipal councillors, school trustees and public utilities commissioners. Some of these politicians receive a 50 -per cent addition to their incomes in tax-free expense allowances, Mr. Soetens says. One-third of remuneration received by local and regional politicians and elected school board officials is tax- free. "There are many Canadians who are concerned about the fairness of the income tax system. Yet, there are many Canadians who receive tax-free income in the form of expense allowances." Following his remarks in the • House, a parliamentary committee decided there would be no vote on the bill, Mr. Soetens says. "I'm not very happy. I put a fair amount of time into organizing the bill,- he comments. "1 can only pre- sume the (committee) members looked at the impact of the resolution on themselves" EQt The committee doesn't release rea- sons for its decisions, Mr. Soetens saes_ He says he'll reintroduce the bill — possibly to "renew the entire remuneration of MPs" — during the text parliamentary session. "My intent is not to do away with the Queen," Oshawa French -language -section trustee Kathy York told the Durham Region Roman Catholic Separate School Board Monday. "I have never objected to the swearing of alle- giance ... My objection is that the oath swears allegiance solely to the Queen," she explained. Mrs. York's bid to make the change began after she refused to pledge allegiance to the Queen at the board's inaugural meeting. She took the oath the next morning in order to keep her job. Trustees will petition the provincial government through the ministry of education to add an alternative to the allegiance oath for trustees. Ontario is facing its toughest eco- nomic challenge since the 1930s. Arestructuring of the global economy, an over -valued dollar, free trade, the restrictive fiscal and monetary poli- cies of the federal government and a persistent recession have combined to flatten our economy. Queen's Park Report The challenge is formidable — to �.. develop the policies that will build a basis for creating new jobs and rejuve- nating the economy, and to do so with today's realities of limited revenues and increasing expenditures. Ahnost the first news this govern- ment heard after its election in 'b September 1990 was that there was to be an unforeseen drop in provincial revenues. Instead of finding a bal- anced budget as proclaimed by the previous government prior to the elec- tion, the new government found a sub- stantial deficit for 1991- In drawing up its fins budget last year, the government was faced with 1:7 deciding what road to take in dealing with declining revenues and increas- mg spending demands caused by the combined effects of the recession, economic restructure and reductions in federal transfers. A restrictive fiscal policy would have resulted in even ELM.Mi grater job loss, more economic dislo- cation and erosion of the public ser- vices Ontario needed to get through the recession. The alternative — the one the gov- erranernt chose — was to incur a large deficit. Social justice was not the only ' justification for the road we toot The recession has trade less money avail- able for loans, investmernt and con- sumer spending. Everyone has suf- fered to some degree from the depressed economy. It was not the 'time for one of the major forces in our 391 economy — the government — to reduce its role. The province would not turn the recession around on its own, especial- ly with the federal govrrrmtent taking the opposite approach. A provincial 0991 government — which does not °° crud monaary or trade policy nor overall national fecal policies — is limited in what it can do to address the econom- ic do�rnth■a. But, we saw the need to create and maktaint jobs and to lay the ground- work for a renewed and stronger econ- omy. The pets could use this area to dig to the cool dirt underneath. This area should be fenced off from the rest of the lawn. When set up in this way, it provides a safe place for the dogs to play. The Panthers posted back-to-back wins on the weekend in Wellington to take the best-of-five B a u e Division quay ter -final serie three games straight. After winning the opener 5-2 in Pickering Thursday night, the Panthers took a 2-0 lead in the series by defeating the Dukes 4-2 in Wellington Friday night. The Panthers wrapped up the series by claiming a 6-3 victory in game three of the series on Sunday night. The Panthers now advance to the Bauer Division semi-final against the first -place Thornhill Thunderbirds who received a bye through the fust round of the playoffs. While emotions were high among his players prior to the Wellington series, Panthers' head coach Paul Watters admitted sweeping the series was a remote possibility at best. '?here was a lot of anticipation going into this series. If we got the right break and the right bounce, maybe (we could sweep)" said an elated, but tired Watters Monday morning. "But, not when a team fin- ishes 12 points ahead of you in the standings and took three out of four games this year. "We played very sound hockey, especially in our own zone, although it was a little scrambly, mind you. We did what we came to do and it feels oh so good." With Sunday night's game tied 3- 3 in the second period, Panthers' Ian Agard put the proverbial nail in Wellington's coffin with more than two minutes to go in the frame. Agard shifted the momentum back to the Panthers after scoring back-to-back goals to give Pickering a 5-3 cushion heading into the final period. "Agard's goals really ignited us," says Watters. "We just took the wind right out of Wellington's sails (in the third period).- The eriod)"The Panthers were content to play tight, defensive hockey in their own zone in the final stanza. Thev did manage to score one more goal. Tony Patruno, on a pretty set-up by Agard, finished the scoring for the Panthers. Organized jointly by the town of Pickering and the Pickering Squash Club, the three-day event will see more than 150 men and women from across the province play about 250 March 20 to 22. It's the first time an Ontario men's and women's squash championship has been hosted in Durham region, says event chairman Dave McDonald. The players will come mainly from the squash hotbed of Toronto and area and from London, Peterborough and Belleville. The highest level of compe- tition will come from the men's and women's 'B' divi- sions. But, the tournament will also introduce an 'E' level of play on a trail basis for both men and women who don't play a lot, but still want to compete. The tournament will get under way Friday at 5 p.m. Play will resume Saturday with the quarter -final matches that night.
