Council slammed for
meeting with developer

PICKERING - A regional councillor is crying "foul"
over a recent dinner meeting between Pickering politi-
cians and a developer, who served the Altona Forest as
the main dish.
Maurice Brenner boycotted the meeting hosted by
Bramalea Ltd., staging what he calls a "silent protest"
by sitting with residents at a local restaurant while the
development company presented updated plans for the
forest in another room.
Calling the proposed development of the 330 -acre
Altona Forest "a sensitive matter of community inter-
4CL" Mr. Brenner maintains the discussion should've
n place in council chambers.
"Bramalea has the right to hold a private meeting,
but I find it inappropriate based on the property dis-
cussed," he says. "Talk to us in chambers."
Katherine Murray of the community group Friends
of The Altona Forest, which wants the site preserved,
agrees. "If Bramalea has anything to say, they should
say it in chambers."
Council is currently awaiting
comment on possible preservation of
the Altona Forest from the ministry
of the environment, Mr. Brenner
points out, while Bramalea has
appealed to the Ontario Municipal
Board (OMB) to have development
proceed.
"There's no component to dis-
cuss," maintains Mr. Brenner. "They
(Bramalea) want to know if there's
s uerest on the part of new members
of council to get it back into the
planning process."
The meeting was held to bring
politicians up to date on a technical-
ly-rcvised development proposal for
the forest, says Maureen :McCauley
of Bramalea. The new plan is
"entirely reflective" of a proposal
preferred by town planners, she says.

The meeting "provided an opportunity for council to
deal directly with our consultants and an opportunity to
hear technical information," she says. "In council cham-
bers you don't get into that level of detail."
Bramalea's revised plan will be substituted for its
earlier proposal at an OMB hearing and will stand a bet-
ter chance of being accepted, she says.
Meanwhile, Bramalea intends to hold an information
meeting for interested residents on April 13.
Mayor Wayne Arthurs says Bramalea would've been
welcome to make its presentation in chambers, but adds
a private meeting is not inappropriate. "There's nothing
wrong in council being made aware of what the owner
of a substantial amount of property has been doing."
Council also plans to meet privately with the
Durham Region Roman Catholic Separate School
Board at the end of March to discuss, among other
items, a proposed school site in the Altona Forest.
Mr. Brenner has criticized council for discussing too
marry subjects in private unnecessarily. "I'm totally con-
fused as to what should be in -camera and what
shouldn't be," he says.

March 26 mediation session
in teachers' -board dispute
DURHAM - The separate school board and its
high school teachers are ready to meet in mediation
for the second time this month.
Blair Morris, president of the Ontario English
Catholic Teachers' Association, Durham Secondary
Unit, says both parties applied for the March 26
meeting with mediator Ken Levack.
Teacher representatives, board superintendents
and consultants met on Wednesday to discuss class
size.
"The meeting helped us get the exact numbers
involved," says Mr. Morris. "At least now we can
come to an agreement on what numbers and figures
we are both talking about, and then we can agree
on a cost."
The same group will meet on March 23 to con-
sider the same issue.
The Durham Region Roman Catholic Separate
School Board and its 290 teachers resolved some of
the issues at the last mediation meeting March 5.
However, salary and class size remain in dispute.
The teachers started a work -to -rule Jan. 13.
They are on school property 15 minutes before and
after regular school hours. As a result, all extracur-
ricular activities for students, such as sports and
clubs, have been cancelled.

grades on lack of help. Grade 9
student Shannon Mercer, for
example, says she failed her
French course because of the
work-to-rulc campaign, which
prevents teachers from being

A little whine Maurice?
Pickering councillor Maurice Brenner is out to lunch. He's crying foul
once again over the town politicians' propensity for holding meetings out-
side council chambers and away from the scrutiny of the public and its
press. This time, he's got a sour taste in his mouth after his colleagues met
privately with the company that owns and wants to develop Altoona Forest.
Bramalea Ltd. invited town council members to join company officials
at a local restaurant to discuss the developers' technical revisions of its plan
for the forest. Almost every council member showed up at the eatery, happy
to be served up some food for thought in a rclaxed atrrrosphere where they
could digest the details of Bramalea's menu for the forest and chew the fat
with the developers' representatives.
Guess who didn't conte to dinner. If you guessed Maurice Brenner, you
deserve a break today. Well, Mr. Brenner showed up at the restaurant but he
decided to stage what he calls a "silent protest" by sitting with residents
while the development company presented updated plans for the forest in
another room A little whine with that pablum, Maurice?
While we agree with Mr. Brenner that Pickering council conducts too
much business behind closed doors, we don't agree that this private meeting
was wrong.
After all. Bramalea only presented technical revisions of its plan, said by
a spokesperson for the developer to be 'entirely reflective" of a proposal
preferred by town planners. We have to take Bramalea's word for it; Mr.
Bremner wasn't at the meeting so he can't tell us otherwise- It's not as if the
public's going to be left in the dark about the developer's plants; an informa-
tion meeting is being held for interested residents April 13. And, the dinner
get-together that's so upset the stomach of Mr. Brenner, a social worker by
trade. is typical of the way business is conducted by corporations, the town
of Pickering itself being a corporation.
It's too had that, with his lack of a background in business, his admitted
confusion over what should and shouldn't be dealt with in private and his
penchant for grandstanding no matter how far off an election is, Mr.

please all of the people all of the

The nature of the business is

good you rarely hear about it,
except maybe from colleagues.
But spell a name wrong and the
phone lines light up.

concern that we've been ignoring
local service groups. It seems
there's been a number of events —
in particular cheque presentations
—that we haven't been able to
cover.
With this in mind, the News
Advertiser is introducing a new

any advance promotion is probably
out of the question).

For photo opportunities, avoid the
standard cheque presentation shots.

We call them grip and grinners.
They're boring and hardly anyone
looks at them. If you've gone to
the trouble of getting coverage,
you want people to look at it.
If you're making a donation to
a hospital, why not set up a picture
in the hospital, possibly showing
the type of equipment that the
money will be used to buy? If your
donation is for a new pool, why
not have the cheque presentation
take place in a pool? It will catch
people's eyes and they'll look at it.
There's also a much better chance
of it running in the newspaper.
Space limitations often restrict the
number of photos we can use and
only the best ones appear.
Grand openings are often
another problem area. Avoid the
cliche ribbon -cutting pictures.
Again, they're boring. It's okay to
cut a ribbon for ceremonial pur-
poses, but for the newspaper, why
not go inside the business and get a
shot of the owner and/or staff
working? Show what the business
is all about, not just a group of
people standing behind a ribbon.
As you can appreciate, sheer
logistics make it impossible for us
to be on top of all the news all the
time. That's why we need your
help to keep on top of your activi-
ties.
Don't residents get any say in sewer decision#>
To the editor,
I am writing to comment on the
content of the on-going budget
talks by Ajax Council.
At the beginning of February, at
the behest of Mr. Wasmund, our
Ajax Council voted to refer the
subject of sewers at Pickering
Beach to their budget deliberations
beginning this month. 1 have some
questions regarding this decision.
Is there not a group that has
been shamefully ignored in this
issue? Is it not strange that the
Town has not communicated direct-
ly with the Pickering Beach resi-
dents on the issue since then Mayor
Maclean's missives in 1985? To my
knowledge there has been no com-
munication to Pickering Beach resi-
dents saying that this matter was
under consideration, that according
to the Totten, Sims, Hubicki
Report, they would be installed
over an I1 -year period and finally
what the costs would be per lot.
Many figures have been tossed
about. Has the Town asked us
whether we want sewers and side-
walks? No' Instead they seem to be
relying on a questionable
survey/pctition done two years ago.

umvirate who want sewers in the
area primarily for the benefit of the
empty lot owners.
Copious tears have been shed
for these poor lot owners and heart
wrenching examples given of these
people who have been prevented
from building their dream homes in

of these lots have changed hands
during the 20 -year period of the
building freeze. Has no one ever
heard of the dominant legal princi-
ple "caveat emptor" (let the buyer
beware). These people who have
bought since the installation of the
building freeze knew or should
have known exactly what they were
buying — unserviced lots in an area
under a building freeze.
In the past year it has been indi-
cated that should these people wish
to apply for a building permit, on

one iota" since the report was writ-
ten, maintains Mr. Van Kempen.
Now, a new high school is about to
open on Liverpool Rd. in an area
deemed to be insufficiently served,
he says.
"That's nuts. That's absolutely
crazy."
While the town has the money to
build a new fire hall as recommend-
ed by Dillon Consultants in 1987,
council two years ago put it on hold,
deciding taxpayers couldn't afford
estimated annual operating costs of
$1.5 million.
The recommendation for a fire
hall was based, in part, on predicted

occurred, points out town manager
Noel Marshall. Since the report was
written, he says, Pickering has added
about 10 firefighters and four pieces
of equipment to the department.
That, however, does not lessen the
distance from northern urban areas
to existing fire halls on Bayly St.
and Hwy. 2, he agrees.
"There's no point in beating
around the bush; fire response is
restricted (in the north)," he
acknowledges. But "there's a rea-
sonably good response to most
emergencies. The bottom line is how
long it takes to get to the scene of an
emergency. There doesn't seem to be
compelling evidence that it's
impaired."
Fire chief Steve Stewart says an
acceptable response time is four
minutes or less. "1 feel relatively
confident service can be provided
within the norm." There may be

PICKERING - A dropped and forgot-
ten cigarette is the suspected cause of a
blaze that caused extensive damage to a
Pickering home Thursday night.
Fire chief Steve Stewart says the occu-
pants of a Rougemount Dr. home were out
for the evening when neighbors noticed
the house was on fire at about 9 p.m. The
couple had left the home two or three
hours earlier, he adds.
It's suspected that a cigarette started
the fire in a bedroom. Damage is estimat-
ed to be in excess of S 100,000.
There were no injuries.

Problem children to benefit from school board move
DURHAM - The public school
.board hopes to deal more quickly with
problem children by malting experts
more accessible to staff.
That's the thrust of an administra-
tive report approved by Durham Board
of Education trustees Monday. The
report puts in place numerous recom-
mendations of a program services
review conducted recently for the
board.
In the review, consultants argued
that integration of overlapping depart-
ments could provide a greater range of
experts to all students.
In addition, identifying problem
students and recommending ways to
deal with them would he done on a
much more local level than at present.
That will eliminate long waiting lists
which students now face, believes Mrs.
Farr.
A revamped system will also bene-
fit teachers, as they'll work with con-
sultants assigned to a family of
schools, rather than the region.
Board chair Louise Farr says, with
that move, 'Teachers will know who to
call immediately" on a host of issues,
such as the restructuring of education.
Consultants, meanwhile, will be
better able to "respond to needs that are
unique to their (assipied) community,"
Mrs. Fan- points out.
In Pickering, Ajax, Whitby and
Oshawa, for instance, consultants are
faced with an ethnocultural mix that
hasn't moved to northern areas of the
region yet.
Across the region, the board has
seen an "inordinate increase" in the
number of children with behavioral
problems in the past few years. The
recession is partly responsible for that
increase, because "it places additional

A Scarborough firefighter who
lives in Whitby had been collecting
beer tabs and throwing them in a bag.
says Mr. Todd, but he never knew
where to take them.
Mr. Todd has also received phone
calls from schools in Ajax, Whitby
and Oshawa and from Brownies and
church groups interested in helping
save tabs.
Mr. Todd will be making his first
trip to Fergus around Easter to deliver
the pop can tabs.
