DURHAM - Progress is being
made in talks between the sepa-
rate school board and its sec-
ondary teachers, but important
issues still remain unresolved.
Representatives of the
Durham Region Roman Catholic
Separate School Board and the
teachers met Thursday with a
provincially -appointed mediator
and resolved some issues.
"It was positive and some
things were accomplished, and
more meetings are scheduled."

DURHAM - Suspended high
school teacher Jim McMurtry
showed up for work at another
school Friday, but only in hopes of
reamting to his old job.
He was required to report to
Dunbarton (High School in
Pickering) and did so to preserve his
job and any opportunity to return to
Ajax (High School). which is where
he wants to be," Mr. McMurtry's
lawyer Paul Schavas says. "He feels
he has done nothing wrong."
According to a press release,
Durham Board of Education officials
"do not foresee his return to Ajax
High," though "the professional
issues involving Mr. McMurtry are
not yet fully resolved."

A DURHAM - Local elected offi-
cials cost regional taxpayers more
than $900,000 in salaries and
expenses in 1991.
The remuneration includes only
the money politicians were paid for
serving on Durham council, various
regional committees or as a regional
representative on conservation
authorities. The politicians also
receive money for serving on town
councils.
Taxpayers here last year forked
out $905,289.66 in salaries and
expenses to people who served on
regional council.
Regional chairman Gary
Herrema had a salary of $75,000,
automobile expenses of $6284.64,
and meeting, conference and con-
vention expenses of $39,093.95, for
a total of $120,378.59.

The 2% teachers started a work -
to -rule campaign at the region's six
Catholic high schools Jan. 13.
They're on school property 15 min-
utes before and after regular school
hours, as rules demand, but no
longer. As a result, all extracurricu-
lar activities for students, such as
sports and clubs, have been can-
celled.
The teachers are looking for a
4.5 -per cent increase in the first half
of a one-year contract, and a further
3.25 -per -cent raise in the second
half.
The board is offering a 4.5 -per-
cent salary increase retroactive to
Sept. 1, and a further one -per cent
raise retroactive to Feb. 1.

Ajax mayor Jim Witty received
pay of $23,750 and conference and
convention expenses of 197.95, for a
total of $23,947.95. Mr. Witty was
the vice-chairman of the special
standing committee.
Mr. Witty also received $585 in
salary and $250.95 in meeting
expenses for a total of $835.95 while
serving on the Metropolitan Toronto
and Region Conservation Authority
(MTRCA). He was also a member
of the regional police commission,
but he didn't receive any salary or
have any expenses.
Former Wards 1 and 2 Ajax
regional councillor Pat Clark
received $19,250 in salary, 259.84 in
meeting expenses, such as mileage,
for a total of S 19,509.84.
Former Wards 3, 4 and 5 council-
lor Joe Atkinson had a salary of
$19,250. He also received $400 in
salary and $72.54 in meeting
expenses for sitting on the Central
Lake Ontario Conservation
Authority (CLOCA).
Current Wards 1 and 2 councillor
Roger Anderson and Wards 3, 4 and
5 councillor Susan Dulny both
received $1,750.
Pickering mayor Wayne Arthurs
got $21,000 in salary, plus 5613.50
in meeting expenses for a total of
$21,613.50.
Former Ward 1 councillor Bob
Mitchell received $19,250 in salary,
$128.40 in conference and conven-
tion expenses, for a total of
$19,378.40. Mr. Mitchell also got
5350 in salary and $75.11 in meeting
expenses for serving on CLOCA.
Mr. Mitchell also served on the
Durham Region Non -Profit Housing
Corporation, but he didn't receive
any salary or have any expenses.
Current Ward 1 councillor
Maurice Brenner got 51,750 in
remuneration.
Former Ward 2 councillor Doug
Dickerson received a salary of
$19,250, meeting expenses of
$1,386.12 and conference and con-
vention expenses of $3,747.77, for a
total of 524,385.89.
Current Ward 2 councillor Kip
Van Kempen had a salary of $1,750.
For serving on the MTRCA, Mr.
Van Kempen also got 5894 in salary
and 5430.36 in meeting expenses,
for a total of S 1,324.36.
The late Bev Morgan, a Ward 3
councillor, received S7,159.05 in
salary and S101.40 in meeting
expenses, for a total of $7,250.45.
George Martin replaced Mrs.
Morgan as the Ward 3 councillor
and received S9,215.60 in salary.
The current Ward 3 councillor
Rick Johnson received S 1,750.

Future of Bargain"Harolds' storesn limbo

The six Bargain Harold's stores in Ajax,
Pickering, Whitby and Oshawa will remain
open for the time being, though the discount
department store chain was placed in
receivership last Friday by the Ontario Court.

"At the moment it's business as usual," said
Bernard Wilson of Price Waterhouse Ltd.,
who have been appointed as receivers by the
court. There are 160 Bargain Harold's stores
in Manitoba, Ontario, New Brunswick, Nova
Scotia, Prince Edward Island and Newfound-
land. Of those, 114 are in Ontario. On aver-
age, the stores employ about 10 full-time and
15 part-time staff.
Price Waterhouse is currently in the process
of assessing the stores, which may take three
to four weeks, according to Mr. Wilson.
Which stores remain open will depend on
factors such as their sales and inventory. If
the chain's assets are ultimately purchased by
outside buyers, those buyers will determine
what is done with the stores.
In a press release issued last Friday, Bar-
gain Harold's CEO Dean Muncaster said the
company hopes to restructure so that it can
ultimately continue to operate the chain.

Finally some
■
positive news
Finally, there is some light showing at the end of the recessionary
tunnel. A batch of good economic news is circulating in the area that
bodes well for the coming months.
In Oshawa, auto giant General Motors has posted true gains for the
first time in months on its automobile sales sheets. That follows a bit of
promising news two weeks ago that the Oshawa plant has escaped —
for the time being — the corporate axe that was poised for months pre-
vious.
And, a Durham Region banking official said in a speech this week
there is a lot of optimism in financial circles about the coming months
in terms of interest rates, the Canadian dollar, and more spending by
residents who have been battered by this recession for nearly two years.
Even at Queen's Park there is much speculation about the spring bud-
get and what it will do to stem the flow of cross-border shopping and,
effectively, encourage consumers to keep their money in Ontario.
After the sputtering start to the economy's recovery (a start which,
according to many economists, teetered on the brink of something
called a double -dip recession), there is finally something tangible that
Ajax and Pickering can point to when they talk of the long climb out of
recessions.
And those are the kinds of positive indicators we all deed to bring
home the fact that the worst is over. Now is the time to take advantage
of lower interest rates and consider spending some of our savings on
those big ticket items we have been avoiding. The ripple effect of
spending will create jobs, jobs will create more money and more money
creates a healthy economy.

ing he gets paid the same to cut this
head as he does when he really has

"The usual. Nah, changed my
mind ... Use that new bowl instead."
By now, it's just about time for
the mid-morning nap. Tumbling
strands of hair take the place of
sheep as an instrument to sleep.
Brown, gray, gray, brown, brown,
gray, gray, gray, brown, gray. gray,
gray, gray... It makes you look dis-
tinguished," Joe lies. "On your way
ing it
out, grab one of those brochures
from the Hair Club for Men."
Jack Frost nipping at our
newly -nude noggin', we exit hum-
ming a tune we heard at Joe's — a
Muzak version of a 45 by that
musician who's so popular with
the kids these days. When you're
40, the name Madonna conjures
up visions of the Virgin Mary, not
some tart singing Like a Virgin.
Similarly, a reference to Prince
brings to mind Phillip or Charles
or Andrew.
And so it goes — constant
reminders throughout the day that
you're 40. Work colleagues warm
your milk, department store clerks
tell you it's half-price Seniors'
Day, friends clip coupons for sup-
positories, Boy Scouts offer to
help you cross the street, the dry'
cleaner sews name tags into your
clothes.
Oh yes, almost forgot. That's
another thing that happens when
you're 40; your memory goes.
"Wait a minute. March the 8th
isn't your birthday; it's April the
8th." Don't send birthday cards;
expressions of sympathy are in
order. Gifts? Some Depends and a
Hair Club brochure would come in
handy.

Library statistics carefully put together
To the editor,
I should like to correct some of
the misconceptions presented in the
"Library statistics can be mislead-
ing" letter published Feb. 18. While
no doubt statistics can be used to
mislead, the implication that the
library has done so is itself mislead-
ing and unfair.
Easiest to deal with is the fact
that when a book is borrowed at the
Bay Ridges Branch, or at any other
Pickering Public Library location, it
is counted as a transaction at that
site. Even if a book comes from the
Central Library collection, or is
borrowed from the University of
Moscow Library, the loan is still
counted as a transaction of the
branch where the user took it out.
On another matter, if the author
does not use the Bay Ridges Branch
and the Central Library too, then
she was not counted among the
approximately 50 per cent of Bay
Ridges users who do so. That data
came from a questionnaire which
was part of the library's Needs
Assessment Study of the entire
Pickering Public Library system
performed in 1991. The author may
not even have filled in a question-
naire or responded to our telephone
survey, but analysis of the informa-
tion we did receive was performed
by an independent researcher using
the accepted, rigorous methods of
statistical research.
The library agrees that looking
at a problem from only one view-
point can distort the development of
solutions. And the author is quite
right that counting loans of collec-
tion materials is only one measure
of library activity. For that reason
we conducted the Needs
Assessment Study. and we regularly
sample in-house use of the collec-
tions and buildings. The library has
not planned without accurate infor-
mationas the letter suggests.

placed four postage stamps that I
was going to stick on the envelope
to mail it. After checking my return
and working copies. I thought that I
mug have thrown the stamps out to
the garbage.
The letter I received from

DURHAM - The future will
darken for thousands of homeless
people in Durham if the province
cuts funds for housing projects, a
local committee says.
Sixty-eight projects that help the
homeless and the potentially -home-
less across Ontario are in danger of
being chopped as the provincial
government looks for ways to cut
costs, says the Durham Regional
Access to Permanent Housing
Committee.
The access committee, one of 40
in Ontario, operates five such ser-
vice projects in Durham that help
people find or keep rental housing.
The total annual costs of the five
projects is about $275,000, with the
government paying 80 per cent.
"This is not the time to cut ser-
vices geared toward providing help
with basic necessities such as hous-
ing," warns Joan Skelton, access
committee chairperson. "Housing is
so basic. How can (the government)
not want to do something?"
She says there's already an
affordable -housing crisis here.
But the government has to make
sure its getting value for taxpayers'
dollars, says Durham West MPP Jim
Wiseman.
"There isn't a program the
provincial government funds right
now that isn't under scrutiny," he
says. "The reason is simple. It's
called deficit."
He adds the government has
never put its programs under this
kind of scrutiny before.
But the government is getting
good value for its money, maintains
the access committee in a press
release. The numbers of people

Further, each of the projects has
seen "tremendous" growth in
demand for services during the cur-
rent recession, says Ms. Skelton.
Last December, 1,000 families
were on a Regional Housing
Authority waiting list for subsidized
housing. About 100 people call
Housing Help Durham every month,
and Durham region's social services
department provided assistance to
about 34,480 men, women and chil-
dren last year. Co-ops and non-profit
buildings keep their own waiting
lists.
There are lots of apartment
vacancies on the private market, but
high rents put them out of the reach
of many, says Valerie Reid, housing
coordinator at Housing Help
Durham, one of the access commit-
tee's projects. Those without a per-
manent place to call home keep
moving, staying with friends or at
shelters, she says.
Mrs. Skelton says re -allocation
of government dollars, not necessar-
ily tax hikes, could help alleviate the
housing crunch. There's a growing
need for more subsidized and non-
profit housing, she adds.
Recently, residents were able to
gain a better understanding of what
it's like to search for affordable
housing when the access committee
hosted a homelessness maze at the
Pickering Recreation Complex and
at the Whitby Recreation Centre.

Ajax council wants lights
at Hwy. 2 and Rotherglen
AJAX - Traffic lights could be
corning to the intersection of Hwy.
2 and Rotherglen Rd.
Both the region and the provm-
cial ministry of transportation
(MOT), however, would have to
approve and pay for the installa-
tion.
The town had a traffic report
done by the consulting firm of
M.M. Dillon and it showed there
was sufficient need for lights.
On Monday, council approved
adopting the Dillon report and to
ask the MOT and the region to
fund and install the lights.
Motorists avoid the intersec-
tion, the report said, because of the
difficulty in turning eastbound on
to Hwy. 2. To avoid the wait,
motorists drive through the
Westney Heights subdivision to
other intersections.
Turning eastbound from
Rotherglen is difficult because of
the amount of traffic on Hwy. 2.
When motorists using other
intersections are counted, lights are
warranted, the report says.
In a written report to council,
works director Frank Hull said
copies of the Dillon report had
been sent to the MOT and the
region. The region relied that there
is enough traffic to warrant lights.
Both agencies, Mr. Hull said,
noted "traffic signals should not
necessarily be installed even if the
warrants have been met. It appears
that both agencies feel that it is
more important to continue to
move the traffic on Kingston Rd.
(Hwy. 2) with the least amount of
disruptions," Mr. Hull wrote.
There are traffic lights on Hwy.
2 at Church St., Westney Rd. and
in front of the Commercial
Equities plaza east of Westney.
The region feels lights in front
of the plaza have "ruined the traf-
fic progression in this area." wrote
Mr. Hull.
He added, however, that lights
at Rotherglen, according to the
region "would have little effect on
the progression in this area."
Hwy. 2 is tinder the jurisdiction
of the MOT, but authority is being
shifted over to the region. Funding
would come from the MOT,
through the regia[. Operation of
the lights is the region's responsi-
bility.
Wards 1 and 2 regional council-
lor Roger Anderson said, "The
region only has money in its
(1992) budget for two tnaffnc lights
and neither is in Ajax."
Installing fights at the haersec-
tiaa would cost about $100,000.
Town flip flops on decision
to support liquor license
AJAX - The town is now
opposed to a liquor licence being
granted to a shooting range.
On Feb. 20, the executive and
development committee decided
not to oppose a liquor licence being
issued to Mrs. P's Kitchen, a
restaurant connected to The
Sbootirg Ranee on Barr Rd.
On Monday night, Ajax council
voted 4-3 to reverse the E&D rec-
ommendation and passed a motion
opposing the licence.
The new motion will be for-
warded to the Liquor Licence
Board of Ontario, which is expect-
ed to deal with the application this
mouth.

from a weekly to bi-weekly schedule
last month.
"That tells us there hasn't been a
negative response to the new sched-
ule," says Durham waste reduction
manager Ken Donnelly.
He credits the increase to a pro-
motional campaign informing resi-
dents of the new schedule. "It obvi-
ously rekindled people's spirits
about recycling," says Mr. Donnelly.
"We received many calls from peo-
ple who said they didn't have blue
boxes but wanted one."
Still, Mr. Donnelly reminds resi-
dents the blue box is "just a symbol.
It's a flag for the driver to make a
pick-up," but recyclable items can
be placed beside the box in a bag or
other container if the box isn't large
enough.
The schedule change, implement-
ed to reduce costs, will save taxpay-
ers $3.25 million over the next five
years.
"It's the way to go," says Mr.
Donnelly. "It's much more efficient.
We've had very few critics because
we're not reducing the service, just
realigning it."
Cardboard, one of two new mate-
rials added to the region's recycling
program since the new schedule was
introduced, has been a popular item
in the boxes. The other, telephone
books, hasn't had as strong an
impact because they're distributed
annually and the region picked them
up last fall, says Mr. Donnelly.
Over the next few months, the
region hopes to include glossy mag-
azines in its curbside collection. In
the past, they had proved hard to de -
ink and recycle because of a clay
used in their production, but Atlantic
Packaging in Whitby has solved the
problem by using a technology
developed in Europe.
The region had hoped a stable
market for plastics and magazines
would have developed by January,
but now concludes a market for the
former will be a long time coming.
"We're anxious to get plastics in,
but we're faced with terrific market-
ing problems," admits Mr. Donnelly. ,
"It's still evolving."
Though some municipalities have
already begun collecting plastics,
most of it isn't being recycled. And
until a market for plastics has stabi-
lized, the region doesn't want resi-
dents to include the material in their
blue boxes.
"It's an expensive way to pick up
material if it's just going to be land-
filled," Mr. Donnelly explains.
Junior kindergarten puts burden
of child care on schools: public board
DURHAM - Durham's public school board is putting
its head together with four other boards to find a way to
avoid implementing junior kindergarten.
We have been actively pursuing the provincial gov-
emment (on this issue)," says Louise Farr, chairman of
the Durham Board of Education. '"They keep inviting the
boards of education to come up with some creative solu-
tions to the problems we're having." However, the gov-
emment hasn't listened to the ideas, she says.
Farr says junior kindergarten puts the burden of child
care on the school system.
We think we can come up with ways of helping the
child-care needs in the community ... to meet the needs of
children other than junior kindergarten," says Mrs. Farr.
The province has set aside S50 million for boards to
start junior kindergarten by 199-4.
The chairman says between 4,000 and 5.000 new
children would immediately come into the Iocal school
system once junior kindergarten is established.
The program would mean a serious financial impact
on the local ratepayer, she says, with added costs for
introducing the program, staff and operation.
"We're saying yes, we want to consult, yes, we want
to he creative, but does it have to be on the backs of edu-
cation?," says Mrs. Farr. "We keep hearing the invitation
to come up with alternatives, but when we ask for con-
sultation with the Ministry we're not getting any
response."
The Durham board is acting with the Halton,
Waterloo, Wellington and York public boards to force
the province to delay the date of implementation or can-
cel the program.

given a high school hockey builders'
award prior to an all-star match
between the Toronto all-stars and a
regional all-star team at Varsity
Arena in Toronto March 11.
"It's a really big honor," says
Moore. "I was selected by my fel-
low coaches and I'm really honored
by that."
Moore has served as the con-
venor for LOSSA high school hock-
ey for seven years. He founded the
league seven years ago when three
teams -- Denis O'Connor, Ajax High
and Harwood -- played a series of
games against Scarborough schools.
Since then, the league has grown
to include 12 senior teams and eight
junior teams. More than 400 stu-
dents played in the league this year.
Moore will step down as con-
venor of the league this year, but
will stay on as coach of the Ajax
High School Rams squad.
A successor to Moore will be
chosen at a meeting of the LOSSA
hockey coaches at the end of this
month.
