Plato by folia Brankhord confiscate protesting taxpayers' properties AJAX - A half-dozen resi- dents have told the town they won't be paying the first install- ment of their 1992 property taus. But, town officials warned Thursday they can seize property of people who don't pay taus in three years. The letters have come from the Ajax Chapter of the Ontario Taxpayers Coalition (OTC), an organization that wants a zero -per cent tax increase in 1992. OTC member Bud York said in a letter presented to council's budget advisory committee Thursday his salary has increased 5.2 per cent over the past four years, but his property taus have Jumped 40 per cent. Susan Dulny, wards 3,4 and 5 regional councillor and chairman of the committee, noted there's a monthly penalty of 1.25 per cent (15 per cent a year) for not pay- ing taxes. Roger Anderson, Wards 1 and 2 regional councillor, said. "I don't have a problem with a tax- payer paying us 15 per cent a year. In a recent closed -door meeting, Wliticians decided to keep funds in mis year's budget that would allow them a pay raise (they subsequently [reversed that decision in public) and decided to give senior management an extra week's vacation. The public was barred from the meeting because identities of staff members were expected to h,- revealed erevealed while their salaries were discussed. During that meeting, believes mayor Wayne Arthurs, politicians voted to keep their own pay raise funds in the budget because they wanted the chance to deal with the issue in Mublic. Nevertheless, ayor Arthurs says he can understand why the public took a dim view of the private vote. "Certainly there wasn't any intent there to try to deal with something like that in a hidden fashion." he assures. Councillors then had to face the public's negative reaction to the meeting, says Mr. Brenner. "It's probably in the best interest of eryone not to deal in e back room." he says. "'The perception will kill you.- He ou"He also complains that various requests by developers are being considered by council in private meetings. Mr. Brenner says he'll ask council to amend its procedural bylaws to reflect pro- posed provincial legis- lation, even before that legislation is adopted. The informal meetings give politicians a chance to discuss things of interest without making deci- sions, says town clerk Bruce Taylor. Although he's not required to, Mr. Taylor lists items privately discussed in the minutes of council's regular meetings. The provincial court ruled Ottawa council exceeded its juris- diction in refusing to allow the media to attend a council retreat at a resort. Earlier this year, Pickering council was contemplating a similar retreat, Mr. Brenner points out. - A consultant's presentation on the proposed Hwy. 401- 407 link; - A report by Mr. Brenner on a meeting he attended of area mayors regarding the possible closure of the Oshawa GM plant; - Discussion as to whether the town should take a position on a request for a bal- lot recount in the Ward 1 regional election; - General agree- ment to cancel a coun- cil retreat to Peterborough. But most often, items discussed are mundane subjects like traffic signals that aren't working proper- ly. Items discussed pri- vately usually don't require a resolution from council, points out mayor Arthurs. Often, he says, sub- jects will be raised because politicians need information from staff. He continues, "Council has not set out at any time to try to do the town's busi- ness behind closed doors. Things that are raised by staff and politicians are, for the most part, things that require direction. It's an opportunity to share things. We don't often meet eollec uve- Iy" Councillor Doug VAdIman describes the Monday night private sessials as a chance to askquestions of staff and share concerns with coiksgues. But the meetings are not open to the public, says Mr. Taylor, even though the closed -door sessions have unofficially come to replace public discussion under the "other business" portion of council's agen- da. During council's last term of office, explains Mr. Taylor, politi- cians agreed there was too much grandstanding going on when "other business" was brought up in cham- bers. New provincial legislation won't mean sweeping changes to Pickering's current practices, he says. "I don't think legislation will ever stop a body like council talking among themselves informally. You wouldn't want it to." The town's executive and develop- ment committee (E&D) approved the site plan application submitted by Ddhara Homes for a two -acre property on the north side of Hwy. 2, between Harwood Ave. and Chapman Dr. Dilhara is working with the Ajax Municipal Housing Corporation (AMHC) on the project. 40 Bruce Langer, manager of the AMHC, said funding for the project will cane from the provincial ministry of housing's Homes Now program. The apartment building will have 85 units. There will also be 15 town- house units. Four of the 100 units will be wheelchair accessible. The Field house, a home more than 100 years old, will be kept on site, but moved to another location. Once the apartment is built, the Field house will be moved next to it and connected. It will serve as a recreational facility for tenants. The townhouses will be for fami- lies, while the apartment building will be for seniors, singles and families. Stuart Elliot Rosenthal, 31, appeared in court for a bail ]tearing Friday, a day after he was remanded in custody. As police led him into an Oshawa courthouse Thursday, he yelled to the gathered media that, " Iitis is what hap- pens to lawyers who refuse to disclose to (police) what is told to them by clients in confidence." Mr. Rosenthal was arrested without incident at his Toronto office — 151 Yonge St., Suite 1402 — Wednesday afternoon just before 3 pm. He is charged with conspiracy to commit armed robbery, obstructing police and obstructing justice. He is the sixth person police have charged in connection with the murder. Malcolm Richard Bridgman, a 31 - year -old Whitby father of two, was shot to death in an afternoon heist Saturday. Dec. 14. outside Oshawa Knob Hill Farms Food Terminal on Howard St. He was guarding casts that was being loaded into a Brink's truck. Mr. Bridgman grew up in Ajax and worked for some time at the Ajax Chrysler trim plant. Three Toronto men face several charges in the case, including first- degree murder and robbery, and a Tbarnesvilie man faces a single charge of robbery. Dear Mr. Premier: By now, your government will have completed its consultation with business and labor on the pro- posed reforms to the Labour Relations Act. While the Ajax - Pickering Board of Trade com- pletely endorses the submissions made by the Ontario Chamber of Commerce, we would like one final opportunity to indicate to you. the Premier of this Province, the extent to which your proposed reforms are a source of grave concern to the business leaders in our community. There can be no argument that we live in troubled times. Perhaps more than any other area, Southern Ontario has been especially hard hit, with plant closures and job losses at levels not seen since the Great Depression of the thirties. Durham Region, where our Board of Trade is situated, is host to a number of industries particu- larly vulnerable to further destabi- lization as the result of the pro- posed labour law reforms. Stability in the workforce is one of the key criteria considered by potential investors, and in the shadow of your reforms, they can hardly be blamed for choosing to locate new plants and industrial activity else- where. This trend, which appears to be growing, has resulted in much hardship and disillusionment in our community. Our businesses, and consequently their employees and their families, have all suffered as jobs are lost, and the threat of yet further job losses continues. The Ajax -Pickering Board of Trade urges that your government shift its focus from labour law reforms to a more critical priority — the rebuilding of investor confi- dence in Ontario. This means first and foremost, the creation of a labour relations climate that is on an equal footing with our primary source of competition in the United States, Japan and Europe. What possible good can come from enacting legislation which will per- mit much greater potential for workplace disruptions and polariza- tion of business and labour? Why does your government not lead instead, in establishing a meaning- ful and genuine dialogue with busi- ness so that strategies for short and long term economic recovery may be developed and implemented while there is still an industnalhnanufactunng base? To those of us who have watched the consultation process of the past several weeks, there can be little doubt that your government is committed to an agenda of labour law reform. We are not necessarily opposed to reforms where these are driven by a demonstrated need to rectify glaring inequities; we ques- tion that such inequities exist, and we feel above all else, that this is not the time to introduce such changes. As always at 8:30 am. the traffic found a way to come to a halt. The news came on and the weather guy said it was to be the coldest day of the year. Up ahead I saw the cause of our hold up. A patrol car had pulled someone over which made me think, "how aggravating it would be to be pulled over on the coldest morning of the year." As 1 approached the two cars, the man on the radio was commenting on the trial that day for two police offi- cers who were forced to shoot in self defence at someone who had stolen a car and tried to run them over. He remarked that the Toronto police force were getting out of hand and the protests of late had credibility. Passing the scene of our delay, I noticed that the policeman had not pulled the car over but rather had responded to a citizen in need, a woman with a flat tire. The officer ensured the woman was standing well out of harms way while he changed her tire, on the coldest mom - ing of the year. Many people pay exorbitant prices to take pan in annual fanta- sy leagues — where you join a team and get to play with and against major leaguers. For many, getting a hit off the likes of Nolan Ryan is worth the price of admis- sion. But for Nigel, this is no fantasy league. It may seem that way his first few days there, but he'll soon learn he's competing against some of the best ball players in North America. Making the teats will be a formidable task, especially since he's an outfielder. The Jays, it seems, already have too many Dyers in that position. But while Nigel's chances are realistically not that good for this year, there's a community of sup- port behind him. This was dis- played Monday during a royal send-off at McDonald's in Ajax. If you can't play in the majors your- self. this is the next best thing. If and when Nigel makes it, he'll be one of the few Canadians to ever do so. He's already done himself and Ajax proud. The brilliant yellow flowers rep- resent hope for millions of Canadians, including Ajax young- ster Ashleigh Bes, who's now bat- tling cancer. The smiling six-year-old was introduced to members of the Canadian Cancer Society at their campaign kick-off Wednesday, holding a teddy bear under one arm, as she stood beside her older sister Michelle. The two girls will soon appear in a touching commercial which informs viewers of some of the gains made by cancer research. In 1960, for example, just one child in 25 survived leukemia. That number rose to three in 1968 and to 13 in 1975. Today, 18 in 25 survive. Viewers will be asked to help the other seven when the commercial is aired provincially, and possibly national- ly, in April. That's when Pickering, Ajax and Whitby residents will be urged to support the society's south Durham unit in its bid to collect $264,000 during its annual fund-raising cam- paign. That's up from last year's goal of $250,000, a target surpassed by S53. Almost half the money raised will go towards cancer research. The other half will fund numerous programs, including Living With Cancer, a support group for five to 17-year-olds who have cancer or are concerned about family mem- bers with the disease. The group, which was intro- duced just last week meets the last Monday of every month at the Ajax Cricket Club, which donated the space. Contributions of puppets, craft materials, juice, cookies and cups would be appreciated. An adult Living With Cancer support group meets the second and last Monday of each month at the same location. The informal drop-in meetings offer patients, friends and family members a chance to share their concerns and successes, while gaining practical and emotional SUPIXWL A CanSurmount program is also in the works. Meanwhile, the coalition has prepared a petition to be signed by angry taxpayers urging politicians to ensure a zero -per cent tax increase this year. The paper, stresses Mr. York, doesn't ask supporters to threaten to withhold their property taxes, but it does warn that supporters "may feel compelled to take further appropriate action."
