The town's proposed budget was trimmed Thursday night to the point where tax Increases have been eliminated. in doing so, .ouncillors deleted funds that would have allowed them a five -per cent pay raise. It was the second time politicians had changed their minds on whether to leave the pay raise in the budget. In council chambers Feb. 10 they voted to eliminate it, but in a private meeting a week later they voted to keep it. The vote changed again Thursday during the public budget meeting. Also cut from the budget Thursday were funds to hire four new firefighters, and the department of community services and facili- ties was asked to trim its expenses by 540.000. Last Monday, politicians slashed 5400.000 earmarked for the town's reserve accounts and added money for library service. The budget will now be forwarded to council for consideration, where more debate is expected. Some councillors are still unhap- py about a proposed 535 -million ice rink, the elimination of the firefighters, deleting funds for reserve accounts and an extra week's vacation given to senior management. It looked at 22 categories of birth defects and found a "a significantly elevated rate" of Down's Syndrome cases near the Pickering nuclear facility and a slightly elevated rate Ajax. The report, however, also stated that any relationship between the nuclear plant and the elevated risk of Down's Syndrome is "weak and contradictory" and recommended "further investigation." Mayor Arthurs said Canadian health officials are being asked to do a more in-depth "case referent study." Such a study, he said, would go beyond statistics and look at person- al case histories. Whitby Mayor Tom Edwards said previous studies have not shown a link, but agreed the final step should be taken in order to "put the issue to rest.- Mayor est"Mayor Arthurs pointed out that the AECB study found the incidence of Down's Syndrome "is at least as high in a couple of other locations" that are nowhere near a nuclear facility. There were 38 Down's Syndrome children born in Ajax -Pickering in a 15 -year period, higher than the gen- eral rate for Ontario, according to the AECB. Trial date set for Ajax man charged in wife's murder AJAX - The trial of a born-again Christian charged in the first-degree murder of his wife will begin Sept. 21. Edwin Orlando Lopez-Farfan will be tried in provincial court gen- eral division at 361 University Ave. in Toronto. Mr. Lopez, 25, of Heatherwood Rd., Ajax, was charged with first- degree murder and conspiracy to commit murder in June, two months after Patricia Anne Lopez was found shot to death in the back seat of her Maurizio Crupi, 19, of Weston, was charged with conspiracy to commit murder. Both men were arrested after Metro police reported- ly seized the murder weapon, a semi-automatic handgun. Mrs. Lopez, 23, a customer ser- vice representative at the National Bank in Ajax, was found in her 1983 Honda Accord April 12 on Twyn Rivers Dr. near the Scarborough - Pickering border. Mrs. Lopez, who had been shot in the upper torso, had been reported missing the previous day by her hus- band. Mr. Lopez was reportedly attending a Bible class at the King Street Pentecostal Church in Oshawa when his wife was seen leaving the couple's O'Dell Crt. home in Ajax on April 10. (Mr. Lopez moved after the murder.) Neighbors reported seeing the woman get into her car with her dog around 10:30 p.m. The dog was found north of Ajax on the day her body was found. Police chief high on drug squad success DURHAM - Police chief Dave Edwards is pleased with first-year results from Durham's newly -formed eight -member drug squad - But give him twice as many people to put on the streets, and he could "double the stats". He told the police commission at a meeting last week the drug squad seized dope valued at $744,000, property valued at $92,000 and $57,000 in cash in 1991. Close to 400 people were arrested and slapped with 607 drug charges and 269 criminal charges. He also mused it would be nice to have some of the "proceeds of crime" that were seized flowing back into the local community to bele defray policing coats. Currently, it all goes to the federal government, as it gets cash seized in drug busts and the money from the sale of property, confiscated in dope arrests. Roller rink opens PICKERING - A roller-skating rink has opened at the Metro East Trade Centre in Pickering. You can skate to the music of a D.J. on Thursdays, Fridays and Saturdays from 7:30 to 1030 p.m. Feature evenings will include live band performances. The rink will also be open Saturday afternoons from 2 to 5 p.m. The Metro East Roller Rink is fully supervised and has a begin- ners' and children's area for those just learning to skate. Traditional four-wheel roller skates and rollerblades are available for rent, or skaters can take their own equip- ment. Using the theme, "They love me, they love me not", the association considers the daisy a symbol of both the practical and the social chal- lenges faced by the learning dis- abled. According to the association, about one in 10 residents in the province has a learning disability, an impairment of the central nervous system that prevents the brain from processing information in the usual way. Children with learning disabili- ties risk low self-esteem that often extends into adulthood, says the association. Parents are urged to learn about their child's strengths and weaknesses, and investigate ser- vices and programs in the communi- ty. "The Fourth R ... Relationships" is another theme being used in the public awareness campaign. The LDAO is active in more than 50 communities across Ontario. The Durham West chapter serves Ajax, Pickering and Uxbridge and meets every third Thursday except during March. The association's purpose is to provide support and information to learning -disabled adults and chil- dren, their parents and teachers and to act as an advocate for children. Pickering rejects town council meeting curfew PICKERING - When the :loci: strikes midnight, Pickering politi- cians won't turn into pumpkins. Town council refused Mondav night to set a midnight curfew on its regular meetings, even though coun- cillor Eileen Higdon described the marathon sessions as -'mentally and physically exhausting". Mrs. Higdon asked council to adopt a late-night policy following a Feb. 10 meeting that lasted until 1 a.m- That evening. the town budget was being discussed and more than 30 residents spoke on the subject. When meetings go late, said Mrs. Higdon, residents are unable to stay to hear council's decision. Staff members required to attend the meetings have to be on the job early the next morning, she added. "It's not good for the people, councillors or staff," she argued. "It's asking a great deal of staff." But other councillors pointed out residents who wish to speak must be allowed to do so, and that if a meet- ing broke up at midnight people still might go home without hearing a council decision. Mayor Rayne Arthurs added that councillors can suggest adjourning a meeting anytime they like. During council's last term of office, councillor George Martin also suggested a meeting curfew without success. A stroke occurs when the artery supplying blood to the brain is blocked or when the artery supply- ing blood to the brain bursts. The brain fails to receive an ade- quate supply of oxyger rich blood and many nerve cells can die within minutes. The affected nerve cells are then unable to perform their nor- mal bodily functions. Any part of the body can be affected by a stroke. It depends on where the stroke takes place in the brain. A stroke may affect the sens- es, speech, behavior, thought pat- terns, memory and it may cause ^aralysis, coma and death. The effects of a stroke may be slight, <evere, temporary or permanent. There are several ways a stroke .an occur and they include: 1. Cerebral Thrombosis: A blood plot ('thrombus) may form at the atherosclerosis (in the arteries of the ,)rain or neck) closing off the artery. 2. Cerebral Embolism: A travel- ling blood clot (embolus) can stick in a small artery of the brain or neck. 3. Cerebral Hemorrhage: A weak spot in a blood vessel in the brain may break. 4. Cerebral Aneurysm: A weak spot in a blood vessel bulges. Signs and symptoms of strokes may include the following: 1. Sudden weakness or numbness of the face and/or leg on one side of the body. 2. Loss of speech or trouble speaking or understanding speech. 3. Unexplained dizziness, unsteadiness or sudden falls. 4. Dimness or loss of vision, par- ticularly in one eye. 5. Sudden, severe headache. If any of these signs or symp- toms are present, consult a doctor immediately. Your chance of having a stroke increase if one or more of these risk factors are present. 1. high blood pressure (hyperten- sion) 2. heart disease of any kind (atherosclerosis, high levels of blood cholesterol) 3. diabetes 4. smoking 5. family history of strokes or heart disease. The best line of defense to reduce your chances of having a stroke is 1. have your blood pressure checked regularly 2. don't smoke 3. eat a well balanced diet low in cholesterol and saturated fats 4. exercise regularly. A stroke is a very dangerous form of cardiovascular disease that can cause permanent brain damage, disability and death depending on the severity of the stroke and the location of the stroke in the brain. We did very well in the downhill (skiing) but there aren't enough training facil- ities to be competitive." GST:*LS a 'regressive ' and 'unfair tax ' To the editor. Conservative MP Rene Soetens talked about the "logic" of the GST in the January 29 edition of the News Advertiser. Soetens said: "Changes were necessary to increase the fairness of the tax sys- tem... the GST was clearly a part of this reform." The GST, like the value-added tax in France, is a regressive and therefore unfair tax. Indeed, businesses, wholesalers, retailers make the consumers pay for the GST. Meanwhile, the rich continue to pay little or no income tax thanks to generous tax deduc- tions and exemptions. We are far from a fair fiscal system. Soetens mentions the need for a stable source of revenue; the GST do more than that, it is a golden opportunity to squeeze the taxpay- ers harder because for the past 16 years, governments have been vir- tually incapable of controlling their spending. Soetens assailed the old federal sales tax that damaged com- petitiveness and penalized Canadian -made goods. The GST is having the same harmful impact. Everything is more expensive in Canada. Accordingly, more Canadians buy in the USA because it's cheaper. A perfect example of distortion in consumers' choice, a real loss of income for our retailers and governments too. Soetens let us know that net rev- enues from the GST will be only used to pay interest and eventually the net debt. Eventually is vague, when exactly? The federal debt progressed by giant leaps. From about $20 billion in 1972-73, it skyrocketed to $100 billion in 1980-81, then to S200 billion in 1984-85. It is now at $420 billion. Michael Wilson has already said the GST will help to reduce annual deficits, and that's what Canadians want. The federal deficit will be at 531.5 billion for 1991-92, $1 billion more then pre- dicted despite the GST in force since January I, 1991. Actually, the government has no blueprint at all. You can't seriously talk about deficit reduction when federal expenses go up each year, from 5100 billion in '84-'85 to S160 bil- lion now, an average increase of 8.6 per cent per year. Yes, Canadians want a deficit reduction, but not with rash increas- es of taxes and income taxes which destabilize the economy. Taxpayers are also consumers, if you impover- ish them with more taxes, either they cut their own spending, which leads to unemployment, or they get into debt, which leads to personal bankruptcy. But governments don't care, their power to tax and to spend is limitless; there is no clause in the constitution that set limits to those powers. And since the federal debt is out of control, the govern- ment increases periodically the interest rate, like in 1989 and 1990 when it reached 13 per cent. Now this policy is a killer because it pushed inexorably the economy into a recession. And since the recovery never took place in 1991, contrary to what Brian Mulroney and the cur- rent minister of finance, Don Mazankowski have predicted, we are facing an economic depression. No longer can we talk about an "anticipated upswing in the econoy my" like Soetens does. As a matter of fact, it seems that the Conservatives have lost contact with the economic reality. And what are the federal and the govem- ment of Ontario up to? More spend- ing, more taxes, more financial aid to Quebec which has nothing but spite toward the rest of Canada, or to de Havilland aircraft company. In short, more government involve- ment which is precisely what caus- es economic stagnation. Canada threatens to collapse just like Russia. Frank Michaud Ajax Object0 ive survey needed regarding Beach sewers To the editor, Mr. Wasmund's speech before Ajax council February 3 has contin- ued the debate on whether or not storm and sanitary sewers should be installed in the Pickering Beach community. I was very diwxbed by the com- ments made by various members of council following Mr. Wasmund's speech which indicated to me that they are quite prepared to accept Mr. Wasmund as spokesperson for the community as a whole and indeed that this council has a political man- date to proceed as they see fit. This council has no such man- date. In March/91, then Regional Councillor Mr. Atkinson issued a challenge to those who objected to, the process and method by which the Town of Ajax was dealing with the sewer question, to matte it an issue in the November/91 municipal elec- tions. This is in fact what occurred. During the ensuing election carn- paign. Mrs. Dulny and Mrs. Trempe tools the position that services were required in Pickering Beach and were closely associated with Mr. Wasmund and his group. Mr. Parish was opposed to sewers because of the extremely high cost to benefit ratio and Mrs. Brown promised an objective independent review of the situation. The election results as they relate to the Pickering Beach polls are as follows; Dulnyfrrempe 223 — 47.8%; Parish/Brown 244 — 52.2%; Total 467 —100%. It should be noted that the above figures include 23 proxy votes, many of which were cast by various family members of prominent local, past and present, political figures aligned with the Wasmund group, presumably on behalf of non-resi- dent vacant lot owners. The above election results speak for themselves and are a matter of public record. This council has no political mandate to proceed with anything other than to conduct a fair and objective survey to determine theS wishes of the residents of Pickering Beach and to provide a public forum to answer the many questions and contradictions that have arisal. I agree with the allusions made by Mr- Wasmund and various mem- bers of council, that there is a foul odor emanating from the Pickering Beach sewer issue. My name is Bud York, co- ordinator of the Taxpayers Coalition for Ajax. I feel I must respond to the "let- ter to the editor" in the News Advertiser on Friday, Feb. 7 from Sandra Agassiz. Ms. Agassiz begins her attack on the Taxpayers Coalition by stat- ing that the organizers of the tax- payers meeting, which was held on Jan. 29 at St. Isaac Jogues Catholic Church Hall in Pickering, "were intent on inciting the crowd." Now I do believe Ms. Agassiz intended her comment to be taken in a very ncomplimentary fashion... how - ver, I must agree with her that, yes, our purpose was in fact to incite the crowd. You see, Ms. Agassiz, according to my Webster's Dictionary, the defini- tion of "incite" is "to put in motion, stir up, spur on, urge on", and yes that was the exact purpose of our meeting on Jan. 29 — to stir up, to spur on, and to urge on... all the local residents of Ajax and Pickering to finally stand up for their rights and voice their opinion and let the local politicians know exactly where they stand with regard to property taxes in the year 1992. Now Ms. Agassiz, I don't recall anyone 'sleeping' during our meet- ing, however, you mention in your letter that you went to our meeting "expecting to gain some worth- while information from this group.- Did you not find the facts which were presented at the begin- ning of this meeting "worthwhile information" — facts pertaining to the salary increases voted them- selves by the Ajax Town Council members, facts pertaining to the A4 Sports Complex slated to begin in 1992, facts pertaining to the S25 million newly -proposed Durham Region administration office build- ing in Oshawa, facts pertaining to 1the student welfare cases within Durham Region? Ms. Agassiz, you must have either been 'sleeping' or else you must have arrived at the meeting late, possibly arriving with Mrs. Colleen Jordan, trustee for the Durham Public Board of Education. I did note that Mrs. Jordan was also not in favor of our agenda as she made a point of standing a few times and voicing her objections to residents with- holding their property taxes. According to Mrs. Jordan, the resi- dents who would withhold their property taxes would only be hurt- ing the children. If Mrs. Jordan truly believes this thea she is much more naive *than I had originally thought. We would be doing just the opposite, we would in the long run be help- ing our children by attempting to Set municipal spending levels Yoder control so that our children Ban afford a home in the future and not be saddled with exorbitant property taut bills. We, the Taxpayers Coalition, we not advocating never paying property taxes again as Ms. Agassiz suggests by her vision of AjaxMickering populated by noth- ing more than beggars on the streets, our homes and apartments being left to burn to the ground *because we no longer have a fire department, our streets not being safe as we would no longer have a police department, no ambulances to transport the sick to the hospi- tals, schools closed, garbage not collected, buses not running and snow not plowed. Is this really how you vision our town Ms. Agassiz, just because some very concerned property taxpayers are finally taking a stand and saying enough is enough? I am glad that you are able and willing to pay your property taxes, but let me reassure you that there are a lot of people out there — your neighbors — who are not as fortunate as you are. Many people in your neighborhood are unem- ployed, through no fault of their own and many of these people are on the verge of losing their homes just because they are unable to pay their property tax bill. Homes that these people have worked hard all their lives to attain and now because taxes are out of control, they may be out on the street with their children. Isn't this just what you said you wanted to avoid Ms Agassiz? I do not share your vision of Ajax/Pickering Ms. Agassiz. We are trying to avoid just what you advocate we are attempting to do. If the property tax spiral is allowed to continue at its present rate (1 l per cent increase average per year over the last five years) when salaries are not increasing at all or very slightly, then, yes your vision 3 EGENT HOLIDAYSIf- TICKET of our town may come to light, because more and more people will lose their homes and therefore less and less people will be contributing to the well being of our beloved town. Formerly the Kevin Shore Memorial Hockey Tournament, the event start Friday, April 24 and continues all day Saturday April 25 at the Don Beer Arena. This year's goal >; is to raise $20,000 for the local Children's Wish Foundation whir grants wishes t terminally -ill chil- dren.
