The Durham Board of Education and the Durham Region Roman Catholic Separate School Board have been studying the concept of educa- tion lot levies as a new source of income for the cash-strapped boards. in Pickering, developers are charged 54,582 for a single-family dwelling, which includes hydro. The region charges another $7,096. In Ajax, the town charges developers 55,159, Ajax Hydro $556 and the region 57,096. These fees are usually passed down to the new home buyer in the price of the home. Mr. Shephard, 34, was snowmobil- ing across Lake Scugog towards his home Jan. 25. Sometime between 8 and 9 pm., he hit something on the shore and ended up in the bush, tmconscious, with two broken legs, no boots on and the temperanac about -20 Celsius. At the same time, Ian, of Noble Dr. in Ajax, was visiting his aunt in the Lake Scugog area. About 11:30 p.m., [an, 15 and a Grade 10 student at Harwood Secondary School in Ajax, and his friend Paul Kutasienski. 14, a neigh- bor of Ian's aunt, were ice -fishing in a hut. -Ile fish wereri t biting, so I went outside and was drilling another hole. I heard someone screaming and I thought someone had fallen through the ice. I thought someone was drunk. They were yelling for help," says Ian. He went to another but and told two men what he heard. At first they didn't believe him, but he coaxed them outside. After all four heard the voice. they set out across the lake to rescue the person they knew was in serious craw ble. It took them 15 minutes to reach Mr. Shepherd. "The lake is wide and we had to keep stopping to hear him. %* yelled a couple of times, asking if he was OK." says lar. York region's school boards were the first in the province to start charging developers an education levy last November. "York is out there right now test- ing the waters," says Mr. Cain. "We have a target of January next year." The York Region Board of Education and the York Region Roman Catholic Separate School Board collect about $3,600 a house in education levies from developers. 40)urham's school boards are hoping to collect about the same. The Ontario Home Builders' Association currently has a court case against the collection of educa- tion lot levies. The case is "more towards the provincial legislation than our own bylaw," says Ellen Chenaux, infor- mation officer at York Region Board She notes the home builders lost their first round in the courts. "rhey tried to get a stay but they lost, so we are continuing to collect the levy. It's up to the home builders to prove it's illegal. If deemed ille- gal then the money would be returned," says Ms. Chenaux. The collection of education lot levies could save taxpayers in York region $26 million over each of the next five years, she says. "We're growing at the rate of 4,000 to 5,000 new students each year and we just can't accommodate them," she says. "It's a user -pay phi- losophy. New people coming in will pay for the new school in their area. It's saving current taxpayers' money. With assessments down and transfer payments not increasing, school boards have to find innova- tive ways of raising funds." Mr. Johnson made the comments while council's executive com- mittee was discussing whether four new firefighters should be hired by the town this year. "In effect, you have called every firefighter who works for the town of Pickering liars and cheaters," says a letter written to Mr. Johnson by the association. "...You have violated the confidentiality that an employee was thought to have had regarding their medical history." Mr. Johnson says he won't be apologizing. "He has been off for over a year with a bent finger. If the shoe fits, wear it" He adds that the firefighters are "a great bunch of guys", but "some are taking advantage of their (union) contract Some are abusing the system and costing taxpayers-" The firefighters' association says it will seek legal advice if Mr. Johnson doesn't apologize. "Let them go for legal action if that's all they've got to do with their time," says Mr. Johnson. "I'm disappointed with their attitude." Pickering budget back to drawing board tomorrow PICKERING - Town politicians will take another look at the 1992 budget tomorrow during an afternoon meeting. Council's executive committee failed to approve the budget last Monday night after a large group of residents complained about a pro- posed four -per cent tax hike. Although several revisions were made to the budget Monday, none of them are yet in place since the budget was not approved. On Dec. 14 the Whitby woman answered the phone and learned that her husband and the father of her two children had been shot. The part-time Brink's security guard had already been taken to Oshawa General Hospital. The caller, a Brink's official, did not know, at that time, that Richard Bridgman was dead. We didn't know the extent of the injuries. I just went (to the hos- pital)." says Candice. At the hospital. Candice was told that her husband of 9 1R years was gone. He'd been gunned down dur- ing a robbery at Knob Hill Farms in Oshawa. Candice, a program director at the Ajax -Pickering & Whitby Association for Community Living, also learned that a 60 -year-old shop- per was being treated for a gunshot wound. While a hospital medical team was treating the second shoot- ing victim, Candice and her family began to make funeral arrangements for Rick. Rick, a full-time security guard at York University, picked up the part-time job with Brink's to make extra money for his family. A few months before Rick died, the couple left a small country home in Port Perry and bought a large home in east Whitby. They needed more room. Adam would soon be three, and it wouldn't be long before baby Matthew was crawling about. The home in Port Perry was on a major highway. "Rick thought it would be safer for the children to move to here," says Candice. Candice knew that a security guard's job carried some risk. "Sure, it was always in the back of my mind. But, you never really think it would happen," she says. Rick, a former employee at the Chrysler plant in Ajax, grew up in Ajax. He'd always hoped to become a police officer, and the family man was working toward his goal. Shortly before Rick died, he'd been promoted to special constable at the university. And, he was taking law courses. "Becoming a police officer was always his dream," says Candice. Today, two months after losing her beloved husband, 30 -year-old Candice has returned to work. She's learning the ropes of single parent- hood. "I now know what single moms go through." says Candice. Her mother is doing what grand- mothers do in times of need. Every morning, grandma arrives at her daughter's home to care for Adam and Matthew so Candice can tined to her job. Explaining to Adam that Gaddy is not coming home was difficult. "Understanding it yourself is dif- ficult. Explaining to a three-year-old that this is final is hard," says Candice. Since Matthew is just 13 months old, the explaining for him will come later. The attractive brunette has had a great deal of support. "People have been wonderful. Total strangers have offered help. I never knew that people could be so good," she says. From Dec. 14 onward, kindness and support poured in. It came from family, friends, neighbors, those associated with Brink's and from the Durham Regional Police, says Candice. Brink's established a family trust fund at a local bank, and the police have kept the family informed, she says. The police, sometimes, just call to ask how I'm doing." Last week Durham Regional Police made an arrest. Crndice and other family members pian to attend all of the court trials. "It will be difficult. But we, as a family, have decided ti -at we'd go through it together," says Candice. The Bridgmans were customers of Mr. Arangio. "I want to help. We're inviting people to get their "hair done or to just come in and make a donation," says Mr. Arangio. "Buis family deserves to know that people care." All profits from the cutathon will be donated to a family trust fund set up at a Whitby bank. From 9 a m. to 5 p.m. both shops will be open. At 5 p.m. Expressions will close and its staff will go to LA. Haircutters to join the other staff members. They and Mr. Arangio will work until the morning. I turned around and crawled out about 47 feet. `Tome was a mystery. (When he hit the shoreline), it was after nine, I think. I'm not sure what time they picked me up," he says. "I was thinking 'no one is going to find me in this little ditch with all the trees. rm not going to die like this'. I started crawling. I was nowhere near any houses. There were lights on the other side of the lake and I thought I going to die. "I never heard anything until they were right on top of me. It was a great feeling to know someone had corse." Ian says, "When we got there, he said 'my feet are frozen'. One of his boots was hanging from the handle bar on the (snowmobile). We couldn't find the other one." As the four reached Mr. Shepherd, a motorist who'd also heard him stopped, left a friend with blankets and went to call for an ambulance. Says Ian: "We just kept talking to him. He said he was going to go to sleep. We tried to keep him awake. We talked about his family." When they found him, Mr. Shepherd was lying on his stomach. "I asked them to move me. He was taken to Lindsay hospital, flown to Toronto Island airport, ferried to shore and taken to St. Michael's Hospital. He's now at The Riverdale Hospital in Toronto. He broke both femurs (thigh bones) and his left leg at the knee and suffered a collapsed lung. He now has pins in both legs. Mr. Shepherd's left leg is now a half-inch longer because the bones in his right leg were so badly damaged. "I was 5'8". Now I have two heights depending which way I lean," he chuckles. Returning to work on the assembly line at General Motors will be a prob- lem for Mr. Shepherd because "I'm always on my feet" Ian met with Mr. Shepherd on Tuesday at Riverdale. "He looked good compared to what he was. He's a lot better. "It was pretty good. We talked about what happened, how he was and when he gets out,- says Lan. "He said Conks and was glad I was m the area I said it was OK and glad I could help." Mr. Shepherd's wife was also there. Says Ian: "She said thanks a lot and 'if it wasn't for you, I'd be a widow now'. I got the feeling that he either didn't like someone connected with the play or that he had a bad day and therefore took it out on the cast and director. Constructive criticism is fine but Mr. O'Leary was downright nasty and it appeared to me that he had no intention of liking this production. I decided to go see this play for myself and to draw my own conclu- sions, and I was very impressed with what I saw. The article states that the cast members were "one- dimensional" and therefore not believable. After seeing the play I began to wonder if Mr. O'Leary and myself saw the same play at all. This play showed me the strong bond of friendship between five women who had to endure some tough times. I can only imagine what life must have been like back in the war days, and what these women and others like them had to deal with. The pain of being told that your husband is missing in action, as Catharine experienced. The fear of not knowing if you will ever see your children again as did Margaret. The task of trying to teach children about the war like Eve. Marta, who experienced preju- dice because of her father's past, and Janet, who tried to keep every- one together while being talked about and ridiculed because her hus- band decided not to go to war. These characters had me laughing and even a little misty -eyed at times. To me they made it believ- able. Thank you Theatre Durham and cast members for a truly enjoyable evening. After all, how many of us haven't felt fed up with Quebec's demands recently or frustrated by our ever-increasing taxes or the cost of welfare or our seemingly distant politicians? There is no doubt that the Reform Party is tap- ping into some things which most of us have felt. My concern, however, is that these feelings are not our most noble ones. Indeed I believe that the Reform Party appeals to our most base sentiments: anger, frustration, and even fear. Such sentiments should neither govern our actions nor direct our political loyalties. This way each of us will be working, in a constructive manner, towards building a better society. While it is valid to express our grievances it is not, by itself, a constructive act. It is far too easy for Preston Manning to go from town to town highlight- ing our frustrations. In their first game Feb. 6, the Ajax -Pickering Lennox Drum Raiders knocked off Halton Hills 5-2, as Graham Horne, the game's most valuablc player, netted three goals and assisted on another. Jason Walton and Ian Large had single goals, while Jason Fawcett and Jason Reed both had two assists. Ryan Lowe turned in a strong game in net for the locals. On Feb. 7, the bantams dropped Detroit 3-1, as Horne, Walton and Rob Muller scored. Assists came from Muller, Walton, T.J. Gallagher and Reed, while Kristian Molloy played a steady game between the pipes. Walton was selected the game MVP. Jane, a 37 -year-old who asked that her name not be published, says a lack of emergency housing for abused women here forced her to live with friends in Brampton after her partner assaulted her last year. "Something's wrong; it's really sad," she says of the limited emer- gency housing for women. "I had to depend on friends to give me accommodation." When searching for emergency shelter, says Jane, she found that the YWCA hostel in Oshawa was full. APPLE House, also operated by the YWCA, offers second -stage lodging to women who've already been liv- ing in a crisis shelter. Denise House, an emergency shelter in Oshawa, had a waiting list. Jane put her name on the waiting lists of a dozen shelters in the Toronto area and "I had to call them daily, and I never received a phone call (in return)." Now living on her own in Pickering, she wants to call atten- tion to the need for more shelters and hopes to announce a fund-rais- ing campaign in the near future. "I was a loner who had one friend. I sat in the cafd at the nursing home and smoked and talked. That's it. She gave me the push to get going again." But Pat is quick to commend John for want- ing to go back to school, as he had quit before his accident. The training, she says, "has given him self-confidence and helped him grow. He started talking non-stop about computers after he started the course." Oddly enough, John says he had never been interested in computers before returning to school. "I didn't want to touch one," he laughs. Now, John has one in his home and helps Pat and her two children with new programs. Despite his gains, John still faces numerous obstacles. "You don't have to fight as much as you used to. You once had to tip your wheelchair just to get up the sidewalk," he notes. "It may be physically easier, but there are still attitudes out there. Kids arc usually better to me than adults. "I want to tell them, 'I wasn't born this way. One minute, you're strong as a bull. The next minute, you're down. It could happen to anyone.'" At one job placement, for instance, John says he used to phone his wife "sick to my stomach because of the way people treated me. They made me feel stupid for working when I could be collecting wel- By LINDA WHITE Staff Reporter 1 DURHAM - When John Micallef returned to school to learn about computers, his instructors would unplug his machine to keep him from returning to work before finishing his break. That enthusiasm has allowed John to tackle a physical disability that had left him in a nursing home for 25 years and regain a place in society. "I'll take this life any day," John, a quadriplegic after his neck was broken in a fight at age 16, says proudly. "I feel like I'm human again. I have con- trol of my life." Though John's hand r mobility is limited to a control button on his wheelchair, he has worked part-time as a data processor at Consumers Gas for two years. "I was a loner who had one friend. I sat in the cafd at the nursing home and smoked and talked. That's it. She gave me the push to get going again." But Pat is quick to commend John for want- ing to go back to school, as he had quit before his accident. The training, she says, "has given him self-confidence and helped him grow. He started talking non-stop about computers after he started the course." Oddly enough, John says he had never been interested in computers before returning to school. "I didn't want to touch one," he laughs. Now, John has one in his home and helps Pat and her two children with new programs. Despite his gains, John still faces numerous obstacles. "You don't have to fight as much as you used to. You once had to tip your wheelchair just to get up the sidewalk," he notes. "It may be physically easier, but there are still attitudes out there. Kids arc usually better to me than adults. "I want to tell them, 'I wasn't born this way. One minute, you're strong as a bull. The next minute, you're down. It could happen to anyone.'" At one job placement, for instance, John says he used to phone his wife "sick to my stomach because of the way people treated me.
