He says federal government consultants were here recently while carrying out a review of air traffic in southern Ontario. Council is now urging Ottawa to get on with the second pan of an airport needs study. "Nobodv is looking at digging tomorrow," Mr. Herrema points out, but he's hoping the government will consider building an airport on its 18,000 acres of land in north Pickering, expropriated in 1972. Not only would that alleviate demands at Toronto's Lester B. Pearson International Airport, it would also boost an economy which has traditionally relied on General Motors and Metro Toronto, he argues. "We'll review capital projects and other important matters," says mayor Jim Witty. "We'll sit as coun- cil, informally, to discuss items such as the capital projects." Among the projects up for dis- cussion are a north Ajax community centre, a new works department building, a new fire hall, a new town hall and sewers for the Pickering Beach area. "Some of these things could be 10 years away, but if we don't allo- cate a priority, we won't have a game plan and won't know where we're heading," the mayor says. Items for discussion "don't nec- essarily include budget items. Those are some of the items. There will also be items that form the basis of a five-year capital forecast." The town has never prepared a five-year forecast before, mayor Witty notes. The forecast should be completed by summer, he adds. Politicians and senior town staff will hold the one -day, closed -door session Thursday, March 5 at the Deer Creek Golf and Country Estate in north Ajax. "Every year, we go away and take town staff for the morning. We stay the whole day. It's a good infor- mative meeting for everybody, but especially for the new councillors." The meeting is being held at Deer Creek in an effort to cat down on interruptions, says Mr. Witty. "I'm leery about phone calls, people leaving, someone saying they're going out for an hour." That's the message rookie regional councillor Maurice Brenner (Pickering, Ward 1) passed on to fellow councillors Wednesday after Oshawa's Jim Potticary called peo- ple who are in arrears on family support payments "bums". (Mr. Potticary later apologized and changed his comment to "blag- gers," defined as someone who snatches or steals.) Oshawa's Margaret Shaw also slammed the welfare system. "It's pathetic out there," she said. `"There are 101 ways to beat the system." Mr. Brenner, a social worker, argued that when councillors "con- tinue to focus on negativism, we're left with the impression that most (welfare recipients) aren't eligible." And though he admitted "there are irregularities on the pan of some recipients," he pointed out the region's social services department investigated just 214 of 906 com- plaints received between January 1991 and Oct. 31, 1991. Of those cases investigated: - 105 complaints were deemed inappropriate; - 44 resulted in no change after an investigation was carried out; - 24 cases were closed because the recipients were no longer eligi- ble; • 32 cases remained active with overpayment, meaning recipients were still eligible for assistance, but because they had received some type of income while receiving wel- fare, their monthly payment was reduced; • nine were reported to Durham Regional Police. While region chairman Gary Herrema admitted councillors have been more critical of welfare in the past, he sided with Mr. Brenner's argument against name-calling. "I don't appreciate (welfare recipients) being called anything but outstanding citizens," he said. "There are a lot of hurting people out there. "Maybe the rules are too easy," he suggested, "but they're mandated to us. There aren't near the cheats there used to be." At a closed -door session that night, the separate board discussed its next move in negotiations with its 290 high school teachers, who've cancelled all extra -curricular activities since their job action began Jan. 13. Principals and administrators also met to discuss marks, exams and what constitutes a regular school day during a work -to -rule campaign. That means students "shouldn't be concerned" about meeting college and university application deadlines, according to Mr. Oldman. Though the meeting followed three consecutive days of protest by students across the region, Mr. Oldman says it had been scheduled last week. A delegation of "very well- ed and very well-mannered" students met with Mr. Oldman after the meet- ing. Three people from Toronto and one from Thamesville (near Chatham) were all arrested Thursday at 5 a.m. with- out incident. They've been charged in the killing of Malcolm Richard Bridgman, 31, who was shot in the Saturday afternoon heist outside the Oshawa Knob Hill Farms Food Terminal. He was guarding cash that was being loaded into a Brink's truck. A passerby struck by a bullet has fully recovered. Durham Regional Police superintendent Bob Brown said tactical units from Metro Toronto police and from the London and Chatham detachments of the OPP assist- ed in the arrests. The three Toronto men — Dennis Carl Smysnuik, 39, of Cowan Ave., Kurtis Kirby Schweir, 29, of Gamble St., and Wayne Kenneth Judge, 28, of Main St. — face numerous charges, including first-degree murder and rob- bery. Mr. Schweir and Mr. Smysnuik were arrested at their homes while Mr. Judge was nabbed at a relative's home. The Thamesvillc resident — John Steven Faulds, 39, of Lemuel St. — faces a single charge of robbery. Although two more people were being questioned by police, Supt. Brown told a crowded Thursday afternoon press conference, "We're not anticipating any further arrests at this time". The suspects "are not known to us", he said, indicating local police had not encountered them before the robbery. Supt. Brown said the seven -week investigation was "very intensive", involving 14 full-time detectives and support staff. "It's a very, very serious crime for any community — a murder in the commission of a crime," he said. Mr. Bridgman, a Whitby father of two, worked at Chrysler Canada in Ajax until three -and -a -half years ago. He also played goal on Chrysler's hockey team. Fred Mcitin, director of security for Brink's, told the press conference the murder of the guard was "a sense- less assassination", adding the company has co-operated fully with the police and is "very pleased with the progress". As they refused to don their school uniforms, as they charted and marched, and drew ever more adherents to the cause, as the police gathered to make sure nothing tragic or stupid happened, and as the select six chosen to speak to the school board's director were airing their grievances, it was clear who was at fault. Adults. Adults who make negotiating a contract into a career. (The contract between the Durham Region Roman Catholic Separate School Board and the high school teachers expired Aug. 31 — more than five months ago.) Adults who are supposed to provide positive role models, and who instead pose and rant. Adults who claim to be working for the benefit of students, and who then choose to make sure that only students suffer from their dispute. (The great benefit for the teachers of working to rule is that they still get full pay. The great benefit for the separate school board is that the students are still being taught. There is no great benefit, no matter how it works out, for the stu- dents.) As former high school students, we can be pretty certain that most of the kids in this week's protest against the work -to -rule campaign were in it for the fun. Many certainly saw it as a great way to get out of classes. But those who were thinking, the ones who were ger inely concerned by the dragged -out dispute over money, probably thought the protest was justi- fied by the actions of their superiors. Teachers arc withdrawing from their role in school life, the reasoning would go, so we are justified in taking the same step in protest. The logic is flawless, just as it has been taught in class. The protest went a bit too far, as anything will that involves an excited group of teenagers. Things were done that will require some kind of disci- plining. We would recommend that the students he given a detention as punish- ment, but we doubt there's anyone innocent enough to supervise. Besides, it would mean some adult would have to stay after school. Letters Die-hard Tory ready to switch parties Editor's note: This is an open let- ter to MP Rene Soetens following an article on him in the Jan. 26 edition of the Trews Advertiser. Sir, A small word of advice from a humble member of the Ajax commu- nity, and a former die-hard Conservative. It would probably be advisable, considering your party's and your leader's present track record, to be somewhat hesitant in using the word "incapable" to describe another political party. It would seem to me that after this fias- co of the last few years of Tory gov- erning, with escalating taxes, damag- ing free trade, Meech Lake, and a deficit out of control (to name just the top of the list) that there would probably be words that a good politi- cian like you would have learned to steer clear of using. In my opinion "incapable" should definitely be at the top of that list. I really have tremendous a riira- tion for your concern for whether or not this Reform Party (of which I am not a member) can deliver on its leader's promises. Truly, this state- ment says a lot about you as a politi- cian. Only a seasoned veteran of many a hollow, shattered promise could have that genuine feeling of concern, and no doubt over the course of the last few years of Tory mismanagement and ineptitude, it has been hammered home into your being time and time again. Mr. Manning has made some statements about income taxes and presented an idea on how the collec- tion of such might be improved. Personally, I don't find this "inca- pable". Actually, I find this rather refreshing in that someone has final- ly noticed that, due to the PC's taxa- tion policy, the middle class is being destroyed, and the wealthy are still paying what amounts to zilch! And you know, sir, I remember a Tory promise from just a few years ago that promised fair taxation. Do you think perhaps Mr. Manning might have picked up and dusted off this same promise that your Tories have so obviously discarded? Oh yes! We can't forget about your remark about "no tax loop- holes". I myself have watched year after year in frustration as the forms got more complex, and as we were nickelled and dimed to death. This form, under your Tories, is becoming some sort of warped law of physics "the more the twisted convoluted tax form, the greater the amount of deductions removed". If Mr. Manning is going to remove our loopholes, it seems to me he will have to put some back to do it'. And about this concern about par- ents and senior citizens. Very admirable! But sir, correct me if I am wrong, hasn't the amount we can claim on our tax form for our chil- dren been steadily dropping over the last few years? And as for our dear senior citizens, I believe one of the first things your party tried to do after being elected way back in your first term of office was to try to de - index their pension! Well, then again, your statistics do seem to indicate more people were filling out their own income tax forms. But, perhaps, due to their dwindling savings of after-tax dol- lars, they can't afford to hire profes- sionals anymore! It seems to me the more I consid- er the word "incapable", the more I can get wrapped up into what I think the real definition for the word should be, and golly, I haven't even got into Meech Lake, or the bungling of this free trade rip-off, which is bleeding our country of jobs! In my opinion, this word "inca- pable" would do much better if it was matched up with a few other words that have become somewhat unspeakable in my household, words like Brian Mulroney and Progressive Conservative, etc... 1 think it is very good for you to be concerned about Mr. Manning's promises, but I think it would be bet- ter to be concerned about your party's showing in the next election. Given the choice of a fresh face in the political arena, over your hon- ored opinion, of course backed by your party's spotless track record under the great Mr. M., I will unhesi- tantly pick Mr. Manning's party over yours on the next ballot I cast. Actually, to tell you honestly, it may not be a vote for his party. But I am positive it will not be a vote for yours! I have this feeling that I prob- ably will not be alone. Stop the yelling, start help ing each other out To the editor, I was shocked and appalled by the behavior of some residents of Ajax and Pickering at the recent Tax Coalition meeting. I attended the meeting expecting to gain some worthwhile information from this group. Instead I was horrified to see that the organizers were intent on inciting the crowd. There was no attempt to control the meeting. Instead members of the audience hurled insults and shouted at those people and politicians who had come out with all the best intentions of having a constructive discussion. Never in all my years have I seen an assembly of children behave in such an atrocious manner and would never have expected a group of adults to act in this way. Members of the Tax Coalition are encouraging people to withhold their taxes. As a senior citizen who has lived through the depression and now am living on a fixed income, I am horrified to think that there are a group of irresponsible citizens who are contemplating not paying their taxes. Although a world without taxes may sound like utopia, let us for a moment imagine what Ajax would be like if no one paid their taxes. We would be faced with seeing beggars on the street as people would have no other alternative if they wanted to feed themselves or their families. If our apartment caught on fire there would be no fine department to come and put the fire out. Crime would be rampant, our streets not safe as there would be no police to protect us. When we called for an ambulance there would be no ambulance to come. Hospitals and schools would be closed, garbage not collected, buses would not run and snow wouldn't be plowed. This isn't the type of place that I want to live in, so I will as long as I am able, gladly pay my taxes and be grateful that I live in a country where I have the opportunity to do so. If you feel that your taxes are not used very wisely, there are many alternatives people may wish to explore; commence by becoming better informed, attend council and school board meetings, talk to your representatives (they are always willing to discuss issues) or why not present yourself as a candidate for an elected position if you feel that you are better qualified than those in office. The schools need volunteers on the parent associations. There are many volunteers trying to make the schools a better place for the chil- dren. They also raise considerable amounts of money which is used to purchase books for the libraries, computers etc. Volunteers at the hos- pitals and other agencies are also welcome. I would suggest that in these hard times, people (rather than withhold- ing their taxes and screaming and yelling at each other), pay their taxes and then help those less fortu- nate by giving any extra money to the food banks, Salvation Army, invite an unemployed family to din- ner or take a couple of their children out for a treat. In other words do as we did in the last depression. We helped one another? Sandra Agassiz, Ajax Reform Party has Tory MP Soutens shaking To the editor, How cute of our Progressive Conservative MP Rene Soetens lambasting the rapidly -rising prophet from Western Canada for daring to be different. Whether one likes what he says or not, he most certainly has touched a nerve in a lot of Canadians across the country. I detect a little bit of envy in Mr. Soetens, when Mr. Manning drew 4,500 to his rally — and our elected mem- ber of Parliament can entice only a dozen or so to his "Vox Pop" forums. How ironic it is for Mr. Soetens to say the Reformers are incapable of delivering on their promises — when his own party has not fulfilled most of its pledges of the 1988 election. The latest poll showing his party back down to the incredible low of 12 per cent popularity is a good illustration of the electorate's displeasure. Terry Mills, of The Master Building Group, says getting your renovation done right begins with the hiring of a professional renovator. He recommends choosing a renovator by doing your homework — check their references, ask if the company belongs to the Greater Toronto Home Builders' Association and check their financial solidity to ensure the company will survive the job. Try to hire people who do the exact kind of work you want done, says Mills, a members of the Greater Toronto Home Builders' Association Renovation and Redevelopment Council. To test this, contact three of the references and ask if they are happy with the work. "A renovator's previous customers are his sales staff. People shouldn't feel shy about calling these people up and asking if they are happy," says Mills. If more than one trade is required for the job, homeowners must be realistic about who has the ability and time to oversee the job — themselves or a general contractor. Acting as one's own general contractor is "a little more complicated than going shopping on Bloor St.," says Mills. It is exceedingly time consuming and potentially disastrous. A renovator has a team of experienced and reliable tradespeople, overs construction from the drawings stage to completion and acts as a mediator to ensure the process moves smoothly. In addition, all the work is guaranteed by a general contractor. It's also important, says Mills , a customer clearly know what they want before they request estimates. Plans should be carefully reviewed and discussed with the renovators at the estimate stage. Don't make the mistake of paying more attention to the numbers at the expense of the actual plan specifics, says Mills, or you could end up with an inexpensive kitchen without enough room for your kitchen table. Being realistic about the renovation also requires that a standard contract between the customer and the renovator be prepared and signed. Discovering that the job did not include the cost of your new $10,000 kitchen cabinets after the fact can be more than a little distressing. Call 391 -HOME and ask the Greater Toronto Home Builders' Association Housing Information Service for a copy of the Standard Renovation Agreement developed by the Renovation and Redevelopment Council. "Often when there is a misunderstanding between the homeowner and the renovator it comes down to the fact there was no written agreement," says Mills. Included in that agreement should be a four -seasons warranty from the renovator, on top of the product warranty. If an air conditioner is installed with a new heating system in the fall, for example, you won't know if it works properly until the next summer. If there is a problem, the four -seasons warranty ensures that the renovator will correct it. Once the work is ready to begin, homeowners should realistically expect some disturbance and disruption — from opening doors early in the morning to allow tradespeople in to actually moving out if the job is large and complex. Mills suggests homeowners hire renovators who arc "house trained," who will try to work with you to keep the disruption as minimal as possible. It also wouldn't hurt, says Mills, to check that your relationship with your mate can endure the stress of a renovation. Provided your expectations are realistic and you've made the right choice in a renovator, the renovation experience should be an exciting and happy one. Not only will a renovations increase the enjoyment of your home, it will ultimately add to its value. Not permanently, but just long enough to gain some valuable experience from the high-level training program in Cuba. Ajax Boxing Club coach Don Ross and 11 of the club's boxers will train for one week beginning Feb. 9, with Cuban boxers at the site of last summer's Pan-American Games in Havana. "We're hoping to gain some valuable experience. We'll be training with our own calibre of fighters," says Ross. . Ross says Cuba's method of Gaining its amateur fighters is different from the mainstream. He hopes to gain some new insight and new ideas to better pre- pare his fighters for high-calibre competition. "I think we've reached a point where we're doing the same things over and over again. Although the Axemen finished of the playoff picture this year, their coach feels it was a good first season of Junior ' B' hockey for his charges. . "Overall, we're pleased. I honest- ly thought we would be in a playoff -position at this point, but I'm pleased with the result with the team we had. We had a young team this And, if there's a silver lining, it's that the fledgling Axemen will finish ahead of Collingwood and Newmarket — two established fran- chises in the Central Junior 'B' east- ern division. .However, there were a number of problem areas for the Axemen this year, including goaltending and defensive deficiencies, which LaBelle feels plagued the team through much of the season. We had a lot of one -goal games that didn't go our way. I think our downfall was a weak defence and I think our goaltending was a wee bit too inconsistent," he says. "People movers", as they are now generally called, are flood- ing the market. General Motors has the Astrovan and Ford the Aerostar. Japan currently runneth over with people movers from the mid-size (Eagle Summit and Nissan Axxess) to family size (Mazda MPV and Toyota Precida) to new releases like the Nissan Quest/Ford Villager due later next month. But the "coin of the realm" remains the Dodge Caravan/Plymouth Voyager duo which started it all. They got it right the first time and they've kept it right since. Through a combination of tar- get marketing, shrewd use of existing parts and getting it right the first time, Chrysler found an industry winner, and a partial company savior in the bargain. We tested the Dodge Caravan with the 3.0 -litre V6 in these nani+c tu,n Lour: •urn :mJ h,,., ' more than adequate in every respect and superior in many. One of the many was the ability of the Caravan to take cargo and still look empty. Another factor is how the slid- ing door at the side has its floor just at curb height — perfect for loading in bulky items. The back door is one piece and folds up with no effort at all. I have become a convert to all -wheel drive (where those wheels which can use the power get it) and/or full-time four- wheel drive (where all wheels get power all the time). With the freak snow storms just after the New Year, I finally got my hands on a new Plymouth Voyager SE with all -wheel drive (AWD). The base Voyager lists at 515,810, while the SE lists at 517,160. Put in AWD, like our test car, and the price is S20,750. If you want the stretch version, known as the Grand Voyager, list is S19,105 for the base model, S19.350 for the SE and S21,300 for the SE with AWD. Further up -scale is the LE at $20,845 and the AWD version at S23,260. If you want to be sur- rounded in leather from stem to :tern. the Chrysler Town and :an ;et you back $33,335. However, that much leather with that many windows means steamy hot pants in the summer and frozen buns in the winter. I'll take the cloth any- time. Many of you may have seen last season's commercials on TV where the old-style Magicwagon is re -shaped into the 1992. It looks much the same, but that only makes sense. To have radi- cally, or midly changed, your product leader is something which just isn't done if you want to stay in the car business. Thus, subtle re -styling on the outside combined with detail improve- ment throughout the interior is the order of the day in this case. Firstly the AWD was a bless- ing to have during that night when the weatherman was call- ing for 30 -plus centimetres of snow. We got half that amount, but it really doesn't matter to the Voyager. With the power of the new 3.3 -litre V6 and the torque splitting of the central differen- tial, I could tackle slush -covered to dry back to slushy highway stretches without feeling the dif- ference through the steering wheels or the seat of the pants. In a vehicle this outwardly large, haying that extra traction gives a decided edge in bad weather. But during the rest of the year, it's sunny, right? If you've ever been on the 401 when after a week of the sun it rains lightly, you'll know what a slippery road can be like. Here's another occasion when the AWD pays for itself. But back to the Voyager. You may already know the Voyager and its kin are the easiest of the "people mover" vans to see from. Credit the large, barely curved side and rear windows for this. The instrument cluster is visi- bly changed, but still easy to read. And the Voyager has a plethora of nooks and oddment holes liberally placed throughout. Overhead, for instance, are drop-down trays for sunglasses and another for your garage -door opener. Under the front seats is a lockable storage bin. These are all people -friendly touches which represent a refinement of the concept and the willingness of Chryco's marketing people to act on areas which need detail or wholesale improvement. Chrysler Canada researchers have found Voyager (and Dodge Caravan) buyers are more afflu- ent than anv other Plymouth buyer group. A::or,itn,�: t� Chrysler, Voyager continues to represent one of the greatest opportunities to change the way people perceive Plymouth. Now that's a bold statement indeed, but all you have to do is go and sit in one. The seats are perfectly placed so you are slightly above the traffic, but don't have that in -a -truck feeling. The upholstery is first class, nothing has been scrimped on. And, while most Caravan drivers have higher incomes, it should be noted that for 1992 there is the short wheelbase and long wheelbase Value Wagons which are ideal for families on a tight budget seeking roomy, ver- satile transportation. Lastly, you should also know there is Chrysler engineering under the sheet metal and that should be important to any new vehicle buyer. If you don't believe me, go ask the Class A mechanic down at the corner gas station and find out what car he'd want to own after the warranty runs out. Suffi--z it to say, that in the people mover market segment, the Chrysler Magicwagon and its variants continue to be the stan- dard by which all other are N.. Avg% Summit provides room at an affordable price A pleasant surprise to many Automotive Journalists Association of Canada (AJAC) members, who recently tested cars in the Vans Category for the annual Car of the Year Awards was the 1992 Eagle Summit All - Wheel -Drive passenger wagon. It has two outstanding fea- tures: price and size. As for price, the base model with front -drive and the 113 -hp, 1.5 litre, 16 -valve engine is $14,960. But for under $20,000 ($19,886) you can get the model tested here with a host of options which begins with all -wheel - drive. Regular readers already know of my enthusiasm for four- wheel and all -wheel drive sys- tems in family vehicles. Modern systems driving all four wheels don't wear out fast and they don't require inordinate amounts of fuel to operate. In fact, they are transparent except when you need them like in wet snow or sleet where it pro- vides the security of all wheels pulling ahead. But there is also the fact the engine brakes on all four wheels when you lift off the gas. That's almost as important on the highway. The Summit comes in three trim levels including the entry DL, the mid-range LX, and the AWD which comes equipped with most of the options one wants as standard. Included in the AWD's list price is two-tone paint; anti-lock brakes; power locks on the doors Eagle Summit AWD surprises its riti ccs with price and size and windows; air conditioning; cruise control; better interior trim; a roof rack; gage package; and cargo cover. As mentioned above, the drive on this system is full-time and adjusts to driving surfaces utiliz- ing a central differential to move power to the wheels which can use it the most. The test car came with the optional 2.4 -litre, eight -valve 116 hp engine mounted transversely in the front. While it has only three more horsepower than the four -cylinder, the torque is 136 ft/lbs compared to the smaller car's 116 ft/lbs. You feel the dif- ference particularly on uneven ground such as a grass and mud infield where I tried to make the Summit lose traction. I was unsuccessful. Inside the wagon uses a full tailgate at the rear which lifts upwards and a sliding door on the curb side for the back seats passengers. With the back seats folded out of the way, there is 1,920 litres or 67.8 cubic feet of cargo space. The vehicle also has a lot of little things you don't expect at the price like heater vents for the rear seat passengers and coffee cup holders. The Summit comes with a choice of five -speed manual or four - speed electronic automatic trans- mission. Either one is tried and true Mitsubishi quality; ergo, it should be trouble-free for years like the rest of the drivetrain. If the big people mover vans drive like big cars, then the Eagle Summit drives like a compact car. Although you have all that room, the wheelbase is only about three -inches longer than the Summit sedan on which the van is based. The van rides on the standard P205/70 14 -inch tires which gives the car a supple feeling despite the short wheelbase. Visibility from the seats is exceptionally good. Backing up into a parking space is not of the hunt and peck variety because you can see the rear corners on this van. I was not alone in finding the Eagle Summit AWD an enjoy- able vehicle. The other writers, by secret ballot, selected it as one of the three finalist for Best Van of the Year beating out such stiff ocmpetition in the category as the new Volkswagen Eurovan and the Pontiac Trans Sport with 3.8-11ve V6. There's much to recommend this peoplemover to those seek- ing room for a family and their accoutrements but at a price one can afford.
