So says Marc Kealey, chair of Ontario Riding's People's Forum on Constitutional Dialogue. After five months of public consultations, the 13 -member volunteer committee set up by Progressive Conservative MP Rene Soetens reported its find- ings Friday at the MP's Pickering Village constituency office. People here also "screamed loud and clear" on senate reform, according to Mr. Kealey, moderator of the federal gov- ernment's former Citizen's Forum on Canada's Future. "People were inclined to embrace an elected senate," explained committee member and Ajax resident Henry Zaczek. "Some felt Triple -E (effective, elected and equal) was the way to go, but most felt that, if we must have a senate, it must be effective. If not, let's abolish it." The town plans severe cutbacks in service at the branch this year to meet tough budget demands at the central library. By summer, the Bay Ridges branch could be reduced to a seniors' browsing library. But a local community associa- tion is calling on concerned resi- dents to write letters of protest to town council before the budget is adopted Feb. 10. The Pickering East Shore Community Association says the town will be stripping the community of a valuable asset, undermining education and robbing children of access to a library. That prediction comes from a team of consultants hired by the Durham Board of Education to look at revamping its curriculum and spe- cial education services. Among the findings presented by consultants from Peat Marwick Stevenson & Kellogg and the University_ of Toronto are the follow- ing: - Schools must take a more proactive approach in identifying students experiencing difficulties before a crisis state is reached. Support must be given to all needing it, including English -as -a -second - language students. - As students with special needs are being integrated into regular classrooms, teachers will need addi- tional help. • Too much time is spent writing reports on students experiencing problems. More emphasis should be placed on providing early support to those students in the classroom. The consulting team believes the board can improve its services with- out added costs, by more effectively managing present resource staff. According to a preliminary study, integration of the curriculum and special education departments would provide a greater range of experts to all students, while minimizing over- lap of services. Consultants suggest a "gradual" implementation of changes over a two-year period. An ad hoc commit- tee will review the report and make suggestions on putting its recom- mendations in place. The study, Child Care: Blueprint for the '90s, was conducted for Durham College by consultant Nancy Draper. It cost the ministry of community and social services 5170,000. "Eighty per cent of families were happy with their choice of child-care services," Ms. Draper told an audi- ence of parents and child-care work- ers at Durham College recently. "(However) many parents felt there were not enough choices. It is quite interesting that many parents identi- fied school as a child-care option." The study consisted of question- naires, interviews and meetings. Ms Draper said there's a shortage of day care outside the cities and towns, and not enough offering extended hours, infant care and care of sick children. There's also a shortage of spaces. The study discovered that the wait- ing list for licensed day care grew from 98 in May to 253 by November. According to Ms. Draper, schools are part of the solution. "Public schools are going to have a tremen- dous impact on the whole system," with junior kindergarten and year- round school, she said. Mary -Lynn West-Moynes, man- ager of child care operations at Durham College, said, "What hap- pens now is up to us. Nancy has helped us by laying the ground work for what our community can do." That same evening, Premier Bob Rae went on television to tell Ontario there's no money left at Queen's Park. Ms West-Moynes said that meant little money will be avail- able for expanded day care, but "there are many things that don't cost money. Mrs. Mowbray was honored recently at a dinner attended by board members past and present. Of the almost quarter-century she has served the library, she spent 21 years as board chair. She is credited with steering the town's library system from a group of village libraries to "a sophisticated and very successful system delivering services through the popular central library and community -level branches," says a library board spokesperson. She has also served the library at the provincial level, belonging to a variety of associations and advisory groups. "I believe I and the boards I served with have witnessed the most exciting period in the entire history of Ontario public libraries," says Mrs. Mowbray. "We have one of the best library systems in the world." Chief librarian Sandy Cameron says Mrs. Mowbray "will be missed for her energy, determination and vision." A new chairman will be elected this month during the first meeting of the 1992 library board, which is almost entirely com- posed of new members. Last Wednesday (Jan. 29) a grand opening celebration took place at this newest location - at 282 Monarch Ave. in Ajax. It is the most recent in a lineup that is expected to include many more stores. Al Franklin opened the first Franklin's store in March, 1963, at 2847 Lawrence Ave. E. in Scarborough. This first location was known as Franklin's Portion -Pak Meats. The original concept was based on the theory that householders with home freezers would welcome the opportunity to buy frozen portion -controlled meats in 21b. and 51b. boxes. This concept was previously only available to hotel, restaurant and institutional meat purchasers. All meats were priced by the portion so that a family would know the exact meat cost of a meal. By the late 1960s, the chain had grown to nine locations plus two party paper goods boutiques. The food locations comprised approximately 1,000 square feet of retail area plus sufficient back-up storage areas to accommodate a week's total inventory of food products. Febru:.-y is Heart and Stroke Month in Ontario when volunteers will canvass homes for donations. Gail Forbes, the Durham region coordinator for the Ontario Heart and Stroke Foundation, says the foundation hopes to raise $50,000 in Ajax and Pickering — $25,000 in each community. Last year, the door-to-door cam- paign raised $22,800 in Ajax and $19,000 in Pickering. Ms. Forbes notes area residents don't have to dig very deep to help in the fight against heart disease. "For the price of a coffee and muf- fin, or even $2", the foundation would be able to reach its goal. Canvassers will go door-to-door during February soliciting donations. In Ajax, "most streets are cov- ered, so it's certainly a surpassable goal," Ms. Forbes says. "Pickering is better covered than at any other time in the history of the campaign," she says. But, because the town is so spread out, it's diffi- cult to cover all sections. The Durham -wide campaign goal is $279,000 and, Ms. Forbes says, "We have more coverage than we've ever had before." The door-to-door campaign accounts for 18 per cent of the foun- dation's funds. Of the money col- Iected, 67 per cent goes toward find- ing causes of and cures for heart dis- ease, 14 per cent to fund-raising, 10 per cent to education and nine per cent to administration. Each year, 80,000 Canadians — 30,000 in Ontario — die of heart disease and stroke. That's about 42 per cent of all deaths.
