AJAX-PICKERING - Residents here have expressed a
"quiet confidence" that Quebec should remain pan of Canada,
but it's "blatant" they have a "problem" with a proposed dis-
tinct society clause.
So says Marc Kealey, chair of Ontario Riding's People's
Forum on Constitutional Dialogue. After five months of public
consultations, the 13 -member volunteer committee set up by
Progressive Conservative MP Rene Soetens reported its find-
ings Friday at the MP's Pickering Village constituency office.
People here also "screamed loud and clear" on senate
reform, according to Mr. Kealey, moderator of the federal gov-
ernment's former Citizen's Forum on Canada's Future.
"People were inclined to embrace an elected senate,"
explained committee member and Ajax resident Henry Zaczek.
"Some felt Triple -E (effective, elected and equal) was the way
to go, but most felt that, if we must have a senate, it must be
effective. If not, let's abolish it."
While those sentiments are in keeping with the views of
many Canadians, Mr. Kealey admitted surprise to not hearing
about aboriginal self-government at any of the committee's five

Bay Ridges Library
PICKERING - Patrons of the
Bay Ridges Library are being
urged to fight to keep the branch
open.
The town plans severe cutbacks
in service at the branch this year to
meet tough budget demands at the
central library. By summer, the Bay
Ridges branch could be reduced to
a seniors' browsing library.
But a local community associa-
tion is calling on concerned resi-
dents to write letters of protest to
town council before the budget is
adopted Feb. 10. The Pickering
East Shore Community Association
says the town will be stripping the
community of a valuable asset,
undermining education and robbing
children of access to a library.

keep it open at all costs, but let's
take a damn good look at it."
The outgoing library board has
done just that, says chief executive
officer Sandy Cameron. During
budget discussions earlier this
month, he told council the only
alternatives are closing the central
branch a half-day per week or hir-
ing more staff and buying new
equipment.
" Me last thing the board wanted
to do was this," says Mr. Cameron
of the plans for Bay Ridges.
However, he points out nearly 50
per cent of people using the Bay
Ridges branch also use the central
library.

Tomorrow's students
will need more help,
school board told
DURHAM - As the region's pop-
ulation continues to change, the
demand for services to students will
"definitely increase."
That prediction comes from a
team of consultants hired by the
Durham Board of Education to look
at revamping its curriculum and spe-
cial education services.
Among the findings presented by
consultants from Peat Marwick
Stevenson & Kellogg and the
University_ of Toronto are the follow-
ing:
- Schools must take a more
proactive approach in identifying
students experiencing difficulties
before a crisis state is reached.
Support must be given to all needing
it, including English -as -a -second -
language students.
- As students with special needs
are being integrated into regular
classrooms, teachers will need addi-
tional help.
• Too much time is spent writing
reports on students experiencing
problems. More emphasis should be
placed on providing early support to
those students in the classroom.
The consulting team believes the
board can improve its services with-
out added costs, by more effectively
managing present resource staff.
According to a preliminary study,
integration of the curriculum and
special education departments would
provide a greater range of experts to
all students, while minimizing over-
lap of services.
Consultants suggest a "gradual"
implementation of changes over a
two-year period. An ad hoc commit-
tee will review the report and make
suggestions on putting its recom-
mendations in place.

Door-to-door canvassers are needed in March, which is Kidney Month, to
help raise money for kidney disease research, patient services and public

More than one million Canadians suffer from kidney disease and related
disorders. By volunteering to canvass in your neighborhood for just one
evening, you can make a difference, says Durham volunteer coordinator
Muriel Sillen.

Study finds:
Mo s aren s happ
with day-care choices
DURHAM - More rural day care,
extended hours at day-care centres
and a bigger role for schools are
some of the recommendations of a
region -wide child-care study.
The study, Child Care: Blueprint
for the '90s, was conducted for
Durham College by consultant
Nancy Draper. It cost the ministry of
community and social services
5170,000.
"Eighty per cent of families were
happy with their choice of child-care
services," Ms. Draper told an audi-
ence of parents and child-care work-
ers at Durham College recently.
"(However) many parents felt there
were not enough choices. It is quite
interesting that many parents identi-
fied school as a child-care option."
The study consisted of question-
naires, interviews and meetings.
Ms Draper said there's a shortage
of day care outside the cities and
towns, and not enough offering
extended hours, infant care and care
of sick children.
There's also a shortage of spaces.
The study discovered that the wait-
ing list for licensed day care grew
from 98 in May to 253 by
November.
According to Ms. Draper, schools
are part of the solution. "Public
schools are going to have a tremen-
dous impact on the whole system,"
with junior kindergarten and year-
round school, she said.
Mary -Lynn West-Moynes, man-
ager of child care operations at
Durham College, said, "What hap-
pens now is up to us. Nancy has
helped us by laying the ground work
for what our community can do."
That same evening, Premier Bob
Rae went on television to tell
Ontario there's no money left at
Queen's Park. Ms West-Moynes said
that meant little money will be avail-
able for expanded day care, but
"there are many things that don't
cost money. We can go back for the
dollars later at a time when the econ-
omy can respond to our requests."

PICKERING - Library board chairman Gwen Mowbray has
retired after 24 years of service.
Mrs. Mowbray was honored recently at a dinner attended by
board members past and present. Of the almost quarter-century she
has served the library, she spent 21 years as board chair.
She is credited with steering the town's library system from a
group of village libraries to "a sophisticated and very successful
system delivering services through the popular central library and
community -level branches," says a library board spokesperson. She
has also served the library at the provincial level, belonging to a
variety of associations and advisory groups.
"I believe I and the boards I served with have witnessed the
most exciting period in the entire history of Ontario public
libraries," says Mrs. Mowbray. "We have one of the best library
systems in the world."
Chief librarian Sandy Cameron says Mrs. Mowbray "will be
missed for her energy, determination and vision."
A new chairman will be elected this month during the first
meeting of the 1992 library board, which is almost entirely com-
posed of new members.

opens doors
In the files of Franklin's
Frozen Food Stores, January
1992 will be remembered as
the time that the firm's 17th
store was opened.
Last Wednesday (Jan. 29) a
grand opening celebration
took place at this newest
location - at 282 Monarch
Ave. in Ajax. It is the most
recent in a lineup that is
expected to include many
more stores.
Al Franklin opened the first
Franklin's store in March,
1963, at 2847 Lawrence Ave.
E. in Scarborough.
This first location was known
as Franklin's Portion -Pak
Meats. The original concept
was based on the theory that
householders with home
freezers would welcome the
opportunity to buy frozen
portion -controlled meats in
21b. and 51b. boxes.
This concept was previously
only available to hotel,
restaurant and institutional
meat purchasers.
All meats were priced by the
portion so that a family would
know the exact meat cost of a
meal.
By the late 1960s, the chain
had grown to nine locations
plus two party paper goods
boutiques.
The food locations comprised
approximately 1,000 square
feet of retail area plus
sufficient back-up storage
areas to accommodate a
week's total inventory of food
products.
However, the poor economic
conditions at the time dictated

a consolidation and
retrenchment policy and
except for the three top food
stores, all locations were
disposed of. These locations
were 2847 Lawrence Ave. E.,
1809 Lawrence Ave. E., and
1062 Albion Rd. in Islington.
Utilizing his past market -
testing and experience,
together with a study of then
current trends, Al re-
organized these remaining
locations and with continual
refinements, established the
discount frozen foods and
groceries concept evident
today in the Franklin's Frozen
Food Stores.
The newly opened Ajax
store is ready to serve clients
with the traditional Franklin's
quality.

To the editor,
I applaud Ajax town council members for holding back on taking
their four per cent salary increases. In these bard economic times, every-

be so good for all of us. Why do those
who play the stock market pay no

pay GST on a hamburger, dance or

fair taxation, Mr. Soetens?
I suspect Mr. Mulroney won't tax
those people because he is afraid of
losing their support or the support of
MPs who use those services. Children
don't vote. Collecting GST on broker-
age service can be no more complex
than the nightmare concocted for the
rest of us. It's a matter of political

To the editor,
Ontario Riding Progressive

slammed Reform Party leader Preston
Manning who dared to talk against
tax deductions, exemptions and loop-
holes. Soetens expressed strong skep-
ticism about eliminating them. He
said they are very worthwhile. I say
many are immoral.
If tax deductions for parents and
senior citizens are useful, those
designed for businessmen and
investors are ha m furl for the majority
of taxpayers.
Indeed, businessmen can deduct
from their taxable income interest an
loans, assets' depreciation, and enter-
tainment fees (trips, restaurants).
There are also tax breaks when an
investor takes control of a corporation
or when a company sponsors profes-
sional sport.
Are tax exemptions on capital
gains justifiable, especially when you
think the rich take advantage of it at
the first place? These exemptions
allowed former Liberal leader John
Turner to gain more than $600,000
dollars when he sold his stately hoose
in Toronto, without paying a penny to
Michael Wilson likes to remind us?
You are taken care of with tax
exemptions, perks and excessive pen-
sions.
The only taxation politicians in
this country understand is raising
taxes for someone else, while protect-
ing their own incomes and those of
the friends of the party.
It is refreshing that one politician
has the courage to say something is
wrong with government policy and
the whole political process.
Politicians, once elected. suddenly
represent the party and themselves,
forgetting the electorate. One only
has to watch the Parliamentary
Charnel to see politicians in action.

deductions
the government
There you are, examples of deduc-
tions and exemptions that should be
removed because it allows business-
men and investors to pay little or no
income tax at all. It is a huge loss for
the government. That's why the latter
have to tax the middle class even
more, and to impose the dreadful
G.S.T., a regressive kind of tax.
Furthermore, it aggravates the prob-
lem of deficits and debt which are at
the disastrous level of $419 billion.
Instead of saying that revoking
exemptions and deductions is impos-
sible, instead of criticizing Manuring.
Soetens ought to put some pressure
on Prime Minister Brian Mulroney
for more fiscal fairness.
Mayors of Ajax and Pickering,
Jim Witty and Wayne ArthuTs, talked
about cautious optimism for 1992.
Witty believes Ajax to be "alive and
well" and "will continue to flourish".
The proof? Well, there will be a new
shopping mall at Harwood and
Highway 2. Ajax is already saturated
with shopping malls with plenty of
commercial space for rent, but no
problem, let's build some more even
if the Verona Mall is a fiasco. The
and he means just that — no deduc-
tions, no perks, no exemptions, one
tax rate for all. Simple math, Mr.
Soetens: anyone with Grade 5 can
figure it out. (Income x Tax Rate =
Tax Paid). I can only hope Preston
Manning carries on in the footsteps
of his father and former Alberta pre-
mier E.C. Manning, and eventually
forms a government that is honest
with people.
As for the Reform party being
racist, what can be more racist than
any political party which would cre-
ate a special constitutional status
(based on language) for one province,
at the expense of the others? That's
racism to me.
Harvey Kirsch,
Pickering

project is interrupted, all you see are
upright concrete columns and for the
past eight months, not a creature has
stirred around them. Will our politi-
cians ever learn?
Also mentioned are the opening of
a municipal building, a new building
for Ajax Hydro, the expansion of a
community centre and what about the
Pickering indoor rink built at the cosi
of $3.5 million? Quite a luxury in
these hard times. Now all these exam-
ples are government expenses, paid
with our taxes; these are not private
investments. Odd, when Durham's
municipalities are facing budgetary
crisis, when taxpayers are squeezed
like lemons, the people we elected
spend more money.
Let's get more realistic. A munici-

the following basic services: police,
fire protection, water, sewer system,
garbage collection, roads, lighting and

these items, not all the taxpayers.

AJAX-PICKERING - Area resi-
dents can help battle the number -one
killer of Canadians for the price of a
coffee and muffin.
Febru:.-y is Heart and Stroke
Month in Ontario when volunteers
will canvass homes for donations.
Gail Forbes, the Durham region
coordinator for the Ontario Heart
and Stroke Foundation, says the
foundation hopes to raise $50,000
in Ajax and Pickering — $25,000 in
each community.
Last year, the door-to-door cam-
paign raised $22,800 in Ajax and
$19,000 in Pickering.
Ms. Forbes notes area residents
don't have to dig very deep to help
in the fight against heart disease.
"For the price of a coffee and muf-
fin, or even $2", the foundation
would be able to reach its goal.
Canvassers will go door-to-door
during February soliciting donations.
In Ajax, "most streets are cov-
ered, so it's certainly a surpassable
goal," Ms. Forbes says.
"Pickering is better covered than
at any other time in the history of the
campaign," she says. But, because
the town is so spread out, it's diffi-
cult to cover all sections.
The Durham -wide campaign goal
is $279,000 and, Ms. Forbes says,
"We have more coverage than we've
ever had before."
The door-to-door campaign
accounts for 18 per cent of the foun-
dation's funds. Of the money col-
Iected, 67 per cent goes toward find-
ing causes of and cures for heart dis-
ease, 14 per cent to fund-raising, 10
per cent to education and nine per
cent to administration.
Each year, 80,000 Canadians —
30,000 in Ontario — die of heart
disease and stroke. That's about 42
per cent of all deaths.
Anyone who'd like to canvass an
area should call the Ajax office of
the heart and stroke foundation at
686-1521 or Ms. Forbes at 571-
1582.

PICKERING - The town of
Pickering has won a certificate of
merit for its marketing efforts.
The award, presented by the
Economic Developers Council of
Ontario, recognizes the town for out-
standing achievement in the area of
comprehensive marketing.
The award is "given for effective-
ness," says Joan Alfrey, the town's
economic development officer. "It's
because we've got all the bases cov-
ered. We have a really good informa-
tion package."
Companies considering moving to
Pickering are given a comprehensive
package listing information such as
population figures, advantages and dis-
advantages of the area, transit routes
and skills found in the labor force here,

she says. In addition, the town has a
promotional video and brochure and is
featured in appropriate magazines and
guides.
"We're doing what has to be done
and we're doing it properly," adds Ms.
Alfrey. "It's a shot in the arm for us,
because we're up against places like
Mississauga and Markham, and they
have astronomical budgets. We're
holding our own with the big boys."
