Careless smoking
suspected cause
of deadly Ajax fire
AJAX - A 43 -year-old Ajax man described as an "excellent worker" died Sunday in a
fire believed caused by careless smoking.
Douglas lames Howard, a tenant in a basement apartment at 45 Tulloch Dr., was killed
in the blaze along with two dogs and possibly some eats that were living upstairs.
Three people residing on the main fl(x)r of the semi-detached home and a senior citizen
who lived next door were treated at hospiLd for smoke inhalation and later released.
Deputy Ajax fire chief Mel Wadsworth says his department was notified of the blame at
11:44 pm. When firefighters arrived, they removed Mr. Howard and began CPR.
A post-monern was conducted Tuesday to determine the cause of Mr. Howard's death.
says Durham Regional Police sergeant Sandy RNase.
Mr. Wadsworth says it took firefighters about 15 minutes to bring the blaze under con-
trol.
Three people — two women, aged 41 and 40, and an 18 -year-old male — living on the
main floor of the house needed treatment after they returned to try to rescue their pets. A
f,? -year-old woman living at 43 Tulloch also suffered smoke inhalation.
Mr. Howard worked as a millwright at Lear Seating in Ajax where he'd been employed

Politicians must
band together
to save GM jobs
Shock waves will be felt throughout Durham region if
General Motors closes one of its Oshawa plants. More than 40
per cent of manufacturing employment in the region is in the
automotive sector, and, on top of the jobs created by GM,
auto -related firms here employ about 9,300 people.
With unemployment growing and welfare costs putting an
unprecedented strain on taxpayers, we simple can't afford to
lose GM.
We also can't afford to bail out the company financially.
That's why area mayors have a big job ahead of them as
they put their heads together to come up with a battle plan.
They'll need to convince GM to stay here and, to do that,
they'll need co-operation from the provincial and federal gov-
ernments. It's those upper levels of government that have the
power to change legislation, thus making Canada a positive
business environment for companies like GM.
That's what's scary. When's the last time you saw the three
tiers of Canadian government working as a team toward a
common goal?
It's time to call on our elected representatives at Queen's
Park and in Ottawa, urging them to give our local politicians
all the help they can, and then some.

To the editor,
I have been a resident of Ajax for
naris 17 years, and really believe this
is a great place to live.
However, in the past year I have
found myself very upset at the prosprx-t
of losing the old Ajax feeling after
reading and hearing about some major
issues coming to light which would
change this town forever.
Our natural Lake Ontario shores
truly give one that rural feeling within
the town. Therefore, it literally boggles
my mind how these professional peo-
ple and the majority of "town fathers"
can spend hours and hours and dollars
and dollars debating and discussing on
ruining just that'. Why anyone could
even think for one minute about want -
Ing to put any kind of structure on those
shores, whether it be a water treatment
plant or high-rise, is unbelievable to
me' This is one time we cannot think
about money. Unless, of course there
are other business issues at stake that
the general public is not aware of. I'm
sum that, in years to Gonne, dearly every
citizen in this community could look
back and say "Isn't it a good thing they
decided not to put that 'thing' at the
lake?" Because, the natural shore line is
just that. `Natural" and we have it.
'Tile other issue that bothers me is
the proposal for a new mall at Hwy. 2
and Harwood Ave. Why in heaven's
name would we want another mall,
with one 10 minutes to the east and one
10 minutes to the west? Is this just to
cause more congestion, nun more land,
and say that we are creating more jobs

To the editor,
I have been a resident of Ajax for
naris 17 years, and really believe this
is a great place to live.
However, in the past year I have
found myself very upset at the prosprx-t
of losing the old Ajax feeling after
reading and hearing about some major
issues coming to light which would
change this town forever.
Our natural Lake Ontario shores
truly give one that rural feeling within
the town. Therefore, it literally boggles
my mind how these professional peo-
ple and the majority of "town fathers"
can spend hours and hours and dollars
and dollars debating and discussing on
ruining just that'. Why anyone could
even think for one minute about want -
Ing to put any kind of structure on those
shores, whether it be a water treatment
plant or high-rise, is unbelievable to
me' This is one time we cannot think
about money. Unless, of course there
are other business issues at stake that
the general public is not aware of. I'm
sum that, in years to Gonne, dearly every
citizen in this community could look
back and say "Isn't it a good thing they
decided not to put that 'thing' at the
lake?" Because, the natural shore line is
just that. `Natural" and we have it.
'Tile other issue that bothers me is
the proposal for a new mall at Hwy. 2
and Harwood Ave. Why in heaven's
name would we want another mall,
with one 10 minutes to the east and one
10 minutes to the west? Is this just to
cause more congestion, nun more land,

'Business basics
'
will determine
GM plants'fate
By MARIANNE TAKACS
DURHAM - Local mayors'
joint effort to persuade General
Motors to keep its Oshawa plants
open is helpful but will only be a
secondary factor in the decision
about which plant to close, accord-
ing to a GM Canada spokesman.
The main issue is one of internal
competition within GM," says Stew
Low. He explains the decision would
be made on "business basics" such
as the productivity, cost, quality and
responsiveness of the plants vying to
remain open.
Mr. Low adds, however, the
municipalities do have "a part to
play in helping foster a positive
investment climate" to encourage
the company to maintain its opera-
tions here. He suggests the munici-
palities might want to lobby the
province for changes to its gas guz-
zler tax, proposed labor law reforms
and other policies that affect busi-
ness confidence in Ontario.
All these things really have a
negative impact upon our business,"
he says.
Mr. Low also says the municipal-
ities could make the area more
attractive to GM with a commitment
to keep local property taxes low.

He notes the issue of the $30 mil-
lion in tax incentives offered to GM
to keep its Arlington, Texas, plant
open does not affect Oshawa's com-
petitive position, since the Arlington
plant makes full-size cars while
Oshawa is vying with other mid-size
plants.
According to Mr. Low, the eco-
nomic impact a closure will have in
any community (the Durham munic-
ipalities are preparing a report on
the impact of a closure here) will
only be considered by GM if all
business factors are equal between
plants.
The plants have to be very com-
petitive," he says. "They have to be
at the top of the list in all those fac-
tors in order to win the day."

cling plant at 610 Finley Ave.
Materials are sorted, with recyclable
materials removed and sold.
With the expansion, the company
would construct a building where
more recycling would be conducted.
Mr. Campitelli said the materials to
be sorted come from the company's
commercial and industrial customers.
Items recycled include wood, glass,
metal, fibreglass, paper, cardboard,
plastics, furniture and appliances.
Hazardous wastes aren't handled, he
said.
J and F also has a trucking division,
but Campitelli said that "as the reces-
sion has taken its toll in Canada. truck-
ing has been greatly reduced."
When asked if some recyclable
items would be stored outside before
being shipped to markets, Mr.
Campitelli said, "Our intentions are
not to, but I'd be lying if I didn't say
there would be some temporary stor-
age. We wouldn't stockpile material.
"We handle large amounts of mate-
rial now and we don't stockpile that,"
said W. Campitelli.
The company makes sure it has
markets for materials before items are
12 jobs
separated for recycling, he said.
Materials that can't be recycled are
landfilled, he added
Town business development direc-
tor Grant Whittington reported to the
E&D committee, "A waste recycling
operation proposal before the town is
the first of its kind in Ajax.
"Decisions made on the processing
of this application will have significant
impact on all future interpretations
relating to waste management and
recycling operations in the town"
The only similar operation in the
region is the Durham Recycling Centre
in north Whitby, Mr. Whittington
added.
The committee approved further
meetings between town stag and J and
F on the proposal. The company would
need a rezoning to operate the expand-
ed recycling facility.

MP Report
The GST is a cash cow. It's anoth-
er unnecessary government tactic to
fill Ottawa's cof crs. These are some
of the skepticisms that were evident
when the GST was first passed. Even
today, after being in effect a year,
there are still misconceptions about
the tax.
The GST was developed as part of
an overdue reform of Canada's tax
II
Rene
Soetens
M. P.
system. Far-reaching changes were
necessary to increase the fairness of
the tax system and its capacity to pro-
vide assistance to Canadians in need.
Also, these reforms had to take into
account the continuing need for a sta-
ble source of revenue. The GST was
clearly a part of this reform.
The GST replaced the old Federal
Sales Tax, which was a hidden tax
with a variable rate ranging from fotr
per cent to 19 per cent. The FSI' dam-
aged competitiveness, favored
imports over Canadian -made goods
and distorted consumer choices. The
GST is easier to implement, promotes
greater competitiveness among
Canadian -made products in Canada
and abroad and is a fairer tax.
Hopefully, we can convince more
provinces to harmonize their tax with
the GST, which would be beneficial
to all.
In regard to the use of GST rev-
enues, there is currently a bill before
the House of Commons that will
establish the Debt Servicing and
Reduction Account. This fund will be
comprised of net revenues from the
GST, as well as net revenues from the
sale of Crown Corporations and dona-
tions to the Crown. Revenues in the
ac amt will only be used to pay into
on the public debt and eventually
to pay down the net debt. This will
ensure that money raised by the GST
will not be used to pay for new pro-
grams and services. The Auditor
General will audit this account to con-
firm that GST funds are only used for
the servicing of the debt.
In the fust six months of imple-
mentazim the GST has garnered $7.3
billion, with a year-long projection of
$16.4 billion. As the February 1991
budget predicted $16.35 billion in
year-long GST revenues, this shows
that we are on target. Transitional
payments to small businesses were
necessary for the first six months that
the new tax was in effect. Revenues
will increase in the latter half of the
year since these payments are no
longer applicable, and also due to the
anticipated upswing in the economy.
I believe that this explains the
logic behind the tax many people
view as an extra burden on their lives.
The GSI' may not be a popular suc-
cess, but it's going a long way to get-
ting Canada off the treadmill of debt
that it has been on for over two
decades.

Premier Rae
address
For the first time in Ontario's his-
tory, a premier made a special televi-
sion address about our economy
before the provincial budget is made
public. On Jan. 21, Bob Rae opened
the books before the budget to share
with you a complete report on our
finances — what we spend money on,
and how we raise and borrow money.
He shared some important infor-
Jim
=I Wiseman
M.P.P.
mation with the people of Ontario,
information about the next budget,
and about the devastating effect this
recession is having on the province. 1
don't need to tell you how tough
things are for people here in Durham
West. But he also outlined how
Ontario is adapting, and how we are
taking maximum advantage of new
opportunities.
Mr. Rae told Ontarians that this
year, for the first time since 1945, the
government received less money from
tares than it did the year before. And
according to the balance sheet, unless
we make real changes this year our
operating deficit will he too high. fir.
Rae was clear. That situation is unac-
ceptable to our government, so we are
doing all we ran to reduce the deficit
from the 1991 level.
We're wrestling with some of the
hardest challenges we've ever had to
confront.
But we're meeting those chal-
lenges. Part of our solution involves
each person making a contribution to
help the province through these tough
times. As a start, we made the tough
decision to limit the increase in funds
we transfer to agencies like hospitals,
schools and municipalities to one per
cent this year. They'll get two -per
cent increases in 1993 and 1994.
That's why reconstruction of these
services is our goal. The alternative
— cutting and slashing of services —
is unacceptable.
And for our part, we're changing
the way we work. In October, we
imposed a freeze on the salaries of
politicians and senior civil servants.
We also cut the operating budgets for
ministries by 10 per cent.
But building a fairer society, with
good public services, must not get put
on hold, especially in tough times. We
will not forget our commitment to
helping the people of Ontario. For
example, we must maintain our health
insurance system, and make invest-
ments in schools, bridges and roads.
And that's our focus — jobs. We
are getting the province moving
through initiatives such as better skills
training program. We're giving top
priority to the research and develop-
ment that will bring new jobs to
Ontario.
There are challenging times ahead,
but the province has many strengths
and 1 can tell you that the economy
will start to improve

Panthers cling to playoff spot
Pickering blanked by Wexford; bombs first -place Richmond Hill on weekend
By AL RIVETT
Sports Reporter
PICKERING - With the Mimico
Monarchs nipping at their heels, the
Pickering Panthers scored an impor-
tant win in Richmond Hill Sunday
night to cling to the last playoff
spot.
After being blanked 4-0 by the
Wexford Raiders in a less -than -
spectacular effort at home Friday
night, the
Panthers sal-
vaged the
weekend by
pasting the
first -place Rams 7-1 in Metro Junior
'A' action.
The victory over Richmond Hill
"keeps us in a playoff spot," says
Panthers' head coach Paul Watters.
"We were delighted. It was a great
rebound from Friday's game."
The victory keeps the Panthers
one point ahead of the Mimico
Monarchs for the 10th and final
playoff spot. Mimico split games
against the last -place Oshawa
Legionaires on the weekend.
The Richmond Hill contest was a
marked turnaround from Friday's
loss to Wexford when the usually -
reliable Panthers' offence was com-
pletely stymied, says Watters.
"We were just flat Friday night,"
he says. "To me it was a bitter dis-
appointment. We pride ourselves on
our offence. We have an offence
which is comparable if not better
than any in the league but, we were
flat with no zip, no enthusiasm
whatsoever. It was a slap in the face
which forced us to quit resting on
our laurels."
However, the Panthers' power-
play broke out in a big way against
Richmond Hill, scoring six goals on
man -advantage situations, twice on
five -on -three opportunities.
"We played a 'dump and dance'
game with them and we just kept
Pickering Panthers' goaltender Erik Goldhar braces for the shot from a Wexford Raiders' player during
Metro Junior 'A' action at the Pickering Recreation Complex Friday night. Pickering lost this one 4-0, but
rebounded to defeat the first -place Richmond Hill Rams 7-1 Sunday night.
pounding them," says Watters.
`"They lost all their discipline; they
lost all their composure."
The Panthers were without three
players when they defeated the
Rams. Tony Patruno was injured in
the Wexford game and didn't dress
for Sunday's contest, while Josh
Boni served a one -game suspension
for fighting. Also, Slawomir Furka,
one of the Panthers' best all-round
players, was bounced early from the
Richmond Hill game after taking a
fighting major.
The Panthers were led by Bill
Govedaris who netted his first hat -
trick in a Pickering uniform. The
line of Jason McDonald, Kelly
Nobes and Michael Stolf combined
for five points in the game.
McDonald netted a goal, while
Nobes and Stolf contributed two
assists each. Sean Fraser also had a
five -point night with a goal and four
assists. Other scorers were Tim
Stewart and Alex Stepanoff.

The Panthers' record is eight
wins, 11 tosses and three ties for 19
points. Pickering is 6-3-1 in its last
10 games.
The Panthers host the St.
Michael's Buzzers at the Pickering
Recreation Complex Friday. Game
ume is 7:30 p.m.
PANTHERS' POSTSCRIPT: The
Panthers have replaced Norm Noble as
the team's general manager. Taking
over is long-time Panthers' executive
member Tim Wheeler.

J Throughout Durham Region, the
residential Blue Box schedule Is chang-
ing. Starting in February, 1992. collection
will take place every second week. On your
regular household garbage day, but every
other week.
In January, each household will receive a New
1992 Blue Box Collection Schedule, a compact
calendar that clearly outlines the new collection
weeks for your area. Please post this informa-
tion at home for ready reference.
This schedule will not only give you the "when" of
Blue Box recycling, but also the "what" and the
"how." New items -telephone books and corru-
gated cardboard --can now be collected in munici-
pal Blue Boxes. In order to recycle right, all resi-
dents should prepare their recyclables in the sim-
ple ways described in the schedule.
H you need more information on the schedule change, contact your municipality at:
