AJAX - The province will be asked for more than $1 million for a new

Council's budget advisory committee (BAC) approved a motion
Thursday to have the parks and recreation department seek a New Facilities

DURHAM - The picket line
may no longer be the scene of
trouble between strikers and
police officers, both sides hope.
A labor relations unit, set up
by Durham Regional Police fol-
lowing a suggestion by the
Durham Regional Labour
Council, is ready to hit the
streets.
Police inspector Harry
Raetsen believes the unit will
"enhance the relationship
between police officers and mem-
bers of the labor council.
"Strikes can be volatile," he
explains. "This unit will get to
know union representatives and
management. If potential prob-
lems arise, we'll know who to
contact in hopes of averting
them."
Council president Jim
Woodward agrees. "In the past,
there's been pretty bad communi-

be non -confrontational."
Problems have occurred, for
example, when replacement
workers crossed a picket line.
"That often created confrontation
and fights," says Mr. Woodward.
"One day, we'd see three police
officers, and the next we'd see
another three. There was no con-
tinuity. When a problem did arise,
we had no one to talk to.
"I've seen people arrested
when maybe all they needed was
a good talking to," he adds.
Constable Jim Grimley was
selected to head the unit based on
his experience as an officer and
his active role as a police associa-
tion executive member. He's also
worked as a labor representative.
The council represents about
4,000 unionized employees in
Durham.

To the editor,
I read with continuing disgust
Alex Robertson's hollow insinua-
tions against Pickering council
members. He, on behalf of council-
lor Van Kempen, used this same
type of character assassination
against myself during the last
municipal election. However, I can
assure you his little gang will not get
away with it any longer.
Let's start with the six -storey res-
idence for the physically and men-
tally handicapped slated for Hwy. 2.
Mr. Robertson conveniently
leaves out the fact that council
endorsed the setback suggested by
the Metro Toronto Conservation
Authority (MTRCA). He also fails
to mention his buddy, Van Kempen,
sits on MTRCA and would be aware
of their findings if he would read his
agenda.
It also makes imminent sense to
locate any high density buildings
along major arterial routes where
public transportation is readily avail-
able. Perhaps Mr. Van Kempen
would like to see Hwy. 2 be nothing
but strip plazas such as were built
during Mr- Robertson's years as
councillor. For my part, we have
enough empty plazas and it's time to
implement other uses if we are to
avoid Scarborough's Lawrence Ave.
- Kennedy Rd. appearance.
Mr. Robertson defends Van
Kempen's absence from council
(when he should have been in his
chair for this important vote) by sug-
gesting the mayor called the meeting
knowing Van Kempen would be on
holidays. What rubbish!
The meeting was the first regular-
ly scheduled executive meeting of
the new term and Van Kempen had
an obligation to be there — not on
some exotic vacation. He could have
taken his vacation during the three
weeks council was suspended for the
Christmas holidays which occurred
just one week later.
Van Kempen, during the election,
stated he wanted to be a regional
councillor because he felt "frustrat-
ed" at not being able to speak out
against spending by the region. So
how does he get started? By being
away.
He missed his first finance com-
mittee meeting where the vice-chair-
man is selected and the budget pro-
cess highlighted.
He missed the joint finance and
works committee meeting set to dis-
cuss welfare costs soaring out of
sight.
Perhaps Mr. Van Kempen, you
should be made to repay some
S3,000 (1/3 tax free) you received
from the taxpayers' pocket for being
absent so much in December. But

were single paned, there was no
insulation in the exterior walls or

All mechanical equipment was

reasons was the fact that the origi-
nal building was built on the bed
of Duffins Creek without a solid
foundation.
In 1963-64, it was raised and
placed on reinforced concrete
slabs. The proposed addition
would have been constructed, as
the new building was, with steel
pillars driven 30-35 feet into the
bed rock and therefore would not
move or settle, whereas the origi-
nal building was continually shift-
ing.
The incompatibility between
the old and new foundation would
have presented countless prob-
lems.
After all the studies, tenders,
and reports were complete, there
was less than 550,000 difference
between the cost of a new com-
plex and renovation and expan-
sion of the old. On a $5 million
price tag, that isn't too bad con-
sidering the difference didn't
include the extra maintenance that
would have been required in the
fttture on an expanded building.

Death and taxes. It has been said
these are the only two things you
can count on with any certainty.
Well, a new fund introduced by
Mackenzie Financial Corp. - the
Industrial Strategic Capital
Protection (ISCP) Fund - assures
investors that they will at least get
their money back.
In light of the declining interest
rates in recent months, fixed income
funds have lost their lustre.
The challenge has been to provide
retail Canadian investors with
protection for their long-term
capital investments, while giving
them the benefits of better returns in
the equity market.
The ISCP Fund is a managed
Canadian product with an assurance
of safety.
That assurance can be given
because each year the fund will
allocate a portion of its assets to a
capital protection strategy.
Here's how it works:
The fund makes an agreement with
with Confederation Treasury

Adwr1ng Feabi,e

Services Ltd. (CTSL),'a wholly
owned subsidiary of Confederation
Life Insurance Co.
Every six months the fund will
purchase government of Canada
treasury bills from CTSL, at a price
that is fixed for 10 years. The
maturing amount of the T-bills is
reinvested on a continuing basis.
Because of the fixed price, the
process will produce a
predetermined yield to maturity.
Even though the investment
contract does not guarantee the
fund's net asset value, investors can
rest assured that by Dec. 31, 2001,
the fund will have placed enough
with CSTL to at least give back
investors their money (minus
commissions, if any).
Unofficially, the fund is expected
to take in 5300 million.
This initial offering is available
only until March 31, 1992.

You don't want to retire on a small oension. So why invest in an RRSP
product that delivers small returns?
Unfortunately, that's what you may be getting in 1992 if you trust your

So, why not investigate a fully managed mutual fund RRSP investment
from the professionals at Mackenzie Financial Corporation?
As Canada's long-term mutual fund performance leader, Mackenzie has
delivered big returns in the past. And in our view, Mackenzie is properly

.Financial planning lets you realize your goals
Peace of mind is one of the
requirements for a happy and
healthy lifestyle.
Having peace of mind, however,
requires - among other things -
freedom from financial worries.
The biggest investment the
average Canadian makes in a
lifetime is in taxes. A Fraser
Institute study informs us that only
after working for half a year does
the family start earning mont.y for
themselves. Up to that point, the
money earned is equivalent to the
year's tax outlay.
Yet, the government has provided
legitimate ways for individuals and
families to minimize taxes.
Helping people minimize taxes -
or being 'tax smart' - is the role of
Money Concepts.
John Price, president of Money
Concepts Financial Planning Centre
in Ajax, says the financial planning
services offered by his organization
really has to do with concepts of
money.
Consistently setting aside a certain
amount from each pay check is not
just a good habit.
'Paying yourself first' displays an
attitude towards money. But in
practical terms, over a long period

prepare for their retirement.
The RRSP program allows
individuals to set aside a certain
amount of money each year and
defer paying tax until you take it as
income during your retirement. For
just about everyone, their tax rate
will be lower during retirement; and
in the meantime, they have earned

Local rinks still in hunt for provinc
AJAX - For the third year in a row,
Bob Turcotte's mixed curling team is
one of eight rinks currently vying to
represent Ontario in the Canadian
