DURHAM - There are no plans here for mass vaccina-
tions against meningitis although two area people are in hos-
pital with the infection.
"Clearly when anybody becomes affected, we're con-
cerned," says Dr. Robert Kyle, Durham region's medical

officer of health.
However, he adds, the fact two people are in Oshawa
General Hospital with meningitis doesn't warrant such "an
extraordinary measure" as the mass vaccinations elsewhere
in the country.

and eight the year before.
There arc problems with giving the vaccinations on "a

rolling back pay raise
AJAX - Ajax council may
not have its pay raise for long.
At its meeting tomorrow
(Jan. 20), council will consider
an immediate roll back to 1991
levels of a recent salary
increase, thus foregoing a four -
per cent jump that took effect
on January 1.
The roll back in salary will
only be in effect until the end of
the town's budget process.
Once the town's 1992 budget
has been completed, council
will review the impact of a
salary increase on the budget.
The budget will be finalized
R in April.
I Council salaries rose four
j per cent on January 1, with
another one -per cent increase
slated for April 1. With the
four -per cent increase, the
mayor's salary jumped to

salaries rose to S 18,007.
The motion to have the roll back
included on the council agenda was
made during a sometimes heated
debate at a budget advisory com-
mittee (BAC) meeting on Thursday.
Wards 1 and 2 regional council-
lor Roger Anderson proposed the
roll back, but Ward 1 councillor
Frank Schaper said he called for a
pay freeze three weeks ago but
couldn't get any support from other
councillors.
Mr. Anderson, in an interview,
says, "Rumor mills persist that
councillors are costing (taxpayers)
thousands and thousands on the tax
bill. What I said was let's roll back
the pay raise and show the effect on
the tax increase."
Reform leader in town Wednesday
AJAX-PICKERING - "Phenomenal" ticket sales to a meeting host-
ed by the leader of the Reform Party show Canadians "still hold hope
for their country".
That's according to Marnee Stern, vice-president of the Ontario
Riding of the Reform Party of Canada.
Party leader Preston Manning will speak at the Metro East Trade
Centre in Pickering on Wednesday, beginning at 7:30 p.m.
The response has been overwhelming," according to Ms. Stern. Of
the 4,000 tickets available, 3,600 had been sold by Thursday morning.
Tickets are S 10. For information, call 686-0278.

Throughout Durham Region, the
residential Blue Box schedule is chang-

will take place every second week. On your
regular household garbage day, but every
other week.
In January, each household will receive a New
1992 Blue Box Collection Schedule, a compact
calendar that Geary outlines the new collection
weeks for your area. Please post this informa-
tion at home for ready reference.

Blue Box recycling, but also the "what' and the
fir "how." New items—telephone books and corru-

Teachers'hopes dashe d'
by failed mediation talks
DURHAM - Catholic high
school teachers feel "duped" by
their employer after seeing large
ads in many local papers the day
both sides met with a mediator.
"When teachers found papers
with large, expensive ads, they
were really outraged," says Blair
Morris, president of the 290 -mem-
ber Ontario English Catholic
Teachers Association, Durham
Secondary Unit.
"Their hopes were dashed...
They didn't think the chair (Tom
Oldman) had acted honorably."
The ad, entitled Fairness and
Economic Reality, states the
board's response to the teachers'
work -to -rule campaign, which has
J
left students at the region's six high
schools without extra -curricular
activities since it began last
Monday.
The ad which appeared in the
News Advertiser says the board
can't afford the union's salary
demands, and asks for "public
understanding and patience" as it
tries to reach a settlement.
But Mr. Morris calls the ads
"distorted. The only thing they have
discussed is salary" and the cost to
the board. "I am unsatisfied with
the explanation of where they
invented these numbers." Prices Effective HOURS

money. "That's far from the truth,"
says Mr. Morris. "There are nine
issues outstanding. Most can be
resolved at no extra cost or minimal
cost to the board."
Class size is among the out-
standing issues. "That issue hasn't
been addressed in three years," says
Mr. Morris.
"By not settling when they
should have last spring, the board
effectively prevented any improve-
ment in that area this year."
Teachers "recognize the board is
facing difficult financial times,"
says Mr. Monis. "We don't have
our heads in the sand"
The union is looking for work-
ing conditions and salaries compa-
rable to the public school system.
It's asking for a 4.5 -per cent pay
hike in the first half of a one-year
contract, and a further 3.25 -per cent
raise in the second.
The board is offering a 4.5 -per
cent increase retroactive to Sept. 1,
and an additional one -per cent hike
effective February 1.
"I have to question whether the
board ever intended to reach a set-
tlement that night," says Mr.
Morris. "I think we were led down
the garden path by the chair who
said he was optimistic. The adver-
tisements would have made a sham
of any agreement reached."
Blue box pick-up soon
every second week
DURHAM - The region's Blue Box program will change from a
weekly pickup to collection every second week beginning next month.
Durham Region's works committee has announced that a new
schedule will be in effect Feb. 1.
An information booklet outlining new pickup dates and those items
which are accepted for recycling will be hand -delivered to every house-
hold with curbside Blue Box collection by month's end.
According to works committee chair John Aker, the change will
save the region $3.25 million over five years. The decision to change
the collection schedule, he adds, was made by the region and local
municipalities.
Two new materials, cardboard and telephone books, are being added
to the program, also as of February 1. The information booklet contains
instructions on how to pack these materials in your Blue Box, along
with newspapers, metal cans, glass bottles and plastic soft drink con-
tainers.
Waste reduction manager Ken Donnelly says he's pleased with the
additions and hopes the region will be able to add more materials in the
future.
You're asked to keep your booklets handy, but if you have any ques-
tions, call your local municipality. In Ajax, call 683-2951 and in
Pickering, call 420-4630.

Police bust butt thieves
AJAX-PICKERING - A phone tip from a resident who witnessed a
smash and grab at an Ajax drug store led to the arrest of two men
within just 30 minutes.
Two Scarborough men, both 27, were arrested in Pickering around
1 a.m. Thursday after a pair of men were seen breaking into Pharma
Plus Drugmart, 190 Harwood Ave. S.
A witness called Durham Regional Police and gave a description of
the getaway vehicle, which appeared to be heading toward Hwy, 401.
A cruiser sat on the highway and pulled over a car matching the
description. Police found about 140 cartons of cigarettes in the vehi-
cle.
The men were charged with break, enter and theft, possession of
stolen goods over S 1,0(X) and possession under 51,000.
The two appeared in Oshawa court Thursday for a bail hearing.

There's no "hard-and-fast rule"
for ordering a mass vaccination. But
usually it's because of a "significant-
ly -high number of cases" or a "strain
that's particularly virulent or nasty".
The two victims at Oshawa hos-

hospital spokesman.

Only one of them — a 21 -year-
old man admitted Jan. 7 — has the
bacterial strain that is prompting
mass vaccinations in other parts of
the country.
The other — a 35 -year-old
woman admitted Dec. 30 — has
viral meningitis.
The hospital won't release their
names or where they live.
_Meningitis, explains Dr. Kyle, is
THE NEWS ADVEICMM SUNDAX AN. 19,1"2 -?AGE 5 A
s verysimilar to the flu
"an infection of the coverings of the
brain and spinal chord". The cause
can be either a bacterium or a virus.
The bacterial form, he says, "can
be treated with antibiotics; viral
can't".
With viral meningitis, "you have
to wait it out", treating symptoms
such as fever, headache and nausea.
In about 90 per cent of the cases,
victims make a complete recovery.
In the other 10 per cent of the cases,
"complications can occur, including
death".
Fortunately, Dr. Kyle says,
meningitis "is not very contagious".
It spreads from person to person
through contact with the "discharges
of the nose and throat from someone
that is infected to someone that is
susceptible".
The people who are susceptible
are those "not exposed before" —
mostly young people.
As we become older, "we become
exposed to more and more bacteria
and develop antibodies".
Dr. Kyle says in the early stages
it's difficult to tell meningitis from
the flu. In later stages a stiff or sore
neck and drowsiness set in. He rec-
ommends that anyone with those
symptoms see a physician.

Newsprint
Recycling
Does you community newspaper use recycled paper?
Yes, and we're proud of it.
For the past few years, Ontario's Blue Box program has been so
successful that used newspapers have been piling up in warehouses.
Nicanwhile, recycled newsprint has been almost impossible for
newspapers like ours to buy.
That's because there was only one recycling plant in eastern Canada,
and all of its production was already taken. Until very recently, there
were few newsprint recycling plants in North America.
But several plants are now opening, including one in Whitby. These
new plants will create such a demand that it's forecast the value of 'old
news' could rise from $10 to $100 a tonne. This Week has been
fortunate enough to purchase some recycled newsprint and now a
portion of out paper every week is printed on recycled newsprint.
There will soon be much more recycled newsprint available. When
there is, we'll be using more of it.
In the meantime, please keep supporting your Blue Box program. We
support it by paying a voluntary surcharge of $3.50 to OMMRI for
every tonne of newsprint we us.
In 1990, this surcharge (which only some community newspapers have
agreed to pay) cost our company at total of $140,000.

The News Advertiser asked some area residents if they would be willing to accept a decrease in regional ser-
vices to avoid a tax increase.
Roy Johnson says, "No. I
don't want a tax increase, but I
like the services."
Frank Penny says, -'No (to a
tax increase). They get too much

Reader suggests putting waste nthat 'big landfiI.Imtheskys'
To the editor, produce ener in th f
It is interesting that Ajax council
on November 1 endorsed a Metro
Toronto recommendation to the
province's Environment Minister to
consider incineration in anv waste
management policy.
Since Ajax already has an incin-
erator which burns approximately
100 tons per day of waste wood,
and since the Interim Waste
Authoritv is conducting a search
gy a orm of
steam. All that would be required
for this would be to install some
pollution controls (the steam plant
burns waste wood in much the
same manner as an air -tight wood -
burning stove.)
After all, our consumer society
seems disinclined to stop making
garbage, and our air is already so
polluted that a little bit more won't
make much differ A1o S
subject among them. Just throw in
the word 'alternate energy source'
to camouflage the real intent —to
get rid of garbage, and they'll be all
for it.
The steam plant was built when
the air was clean and resources
were endless. Some would say that
wood (trees) is not an instantly
renewable energy source, and that
the waste wood could be used for
chipboard, sawdust, or other prod-
ucts. Some might point out that
wood smoke has been shown to be
associated with high levels of asth-
ma, and that many states in the
USA (and Europe) are passing laws
to control combustion byproducts
from woodburning stoves and com-
plete bans have been placed in
some areas where smog is a major
health problem. In fact here in Jax

Peterborough trip
waste of tax dollars
To the editor,
As taxpayers of the Town of
Pickering we would like the
mayor and town council to know
that we are very much opposed
to our tax dollars being used for
the planned weekend retreat of
council and department heads at
a hotel in Peterborough.
This is an outrage and in total
disregard of these times of
restraint.
If there is any need for a
meeting towards better under-
standing one another, let it be
held in our beautiful new town
hall, which was built for the pur-
pose of running the business of
the Town of Pickering.
Surely there are a large num-
ber of urgent priorities which
could be served with any surplus
funds, such as the one to be used
for this folly.
No wonder we have had such
a low voter turnout, there is sim-
ply no confidence towards our
elected officials and their com-
mitment to work in the best inter-
est of the public.
Werner Mohr,
Pickering
The News Advertiser welcomes letters to the editor on topical issues,
ttroversial matters and anything else of interest to our readers. We

hhold letters deemed not fit for publicatwit. All letters must include

To the editor,
I write in response to the letter
from Mr. Sid Ryan who wrote that
business and labor must form a
partnership if North American
(Ontario) industry is to survive,
and that the proposed changes in
the Ontario Labour Relations Act
facilitating union formation and
giving unions more power in the
workplace will somehow accom-
plish this.
I do not see how he makes the
connection. It is true that this has
been accomplished in successful
economies, but only because the
union leadership is enlightened and
does not have a "we" and "them"
attitude, but rather thinks in terms
of "us". This is far from the men-
tality of union leaders in North
America where any lessening of
the confrontational attitude is
viewed as a mortal sin.
You don't need to legislate
increased union power; all you
have to do is change the curriculum
in the labor colleges and persuade
union leadership to be more realis-
tic.
Finally, if Mr. Ryan wants to
hold up his union and Ontario
Hydro as a shining example of how
well this partnership works, I pity
the poor Ontario taxpayer who this
year and for the next several years
faces rate increases of 10 per cent
plus per year, as a result (partly) of
the 11 per cent wage increases
Hydro union members were recent-
ly granted by management. This
type of "partnership" works in a
monopolistic industry and a union
that can hold the public to ransom,
but not in normal free market
industries. How can Mr. Ryan
claim that above all, this "partner
ship" is good for the taxpayers of
Ontario?"
Paul Vidlak,
Ajax
It' s your town
and your team,
let's show support
To the editor,
Remember... The little boy a few doors from you that made so
much noise on a Sunday morning firing his puck on the metal garage
door — so much that you felt like getting out of bed and wringing his
neck?
Well, that little boy is just under six feet now and about 170 lbs.
and you can see him and others just like him every week at the
enlarged Community Centre in Ajax. They are the "Axemen" team of
Ajax and are very determined to get into the playoffs this first year in
a tough league (Junior B).
I believe we should give them our vocal support by filling the seats
the rest of the schedule. Oh, by the way, it can be profitable too — just
by buying a 50/50 ticket you might be able to pick up anywhere from
$50 to $100 (the more in the seats, the more you win.)
So, think about it — your own home-grown youth, zipping around
"your" rink for our town in the most rugged of competitions.
You paid for the place, why not enjoy it? And besides, it sure beats
watching the junk on television. See you there...

Ajax peewees come up short in Undsay
AJAX - The Ajax -Village Telecom Canada major peewee `A' hockey
team played well, but still came up short at the Lindsay tournament this past

goals. Clarke had three, while Mc Walters and Clarke notched one each. The
line also counted a total of seven assists. Other Ajax marksmen were Neil
Christiansen and Trevor Rifle. Assisting were Marc Vincent with two, Mike
