tor has been appointed to boost
` some life into stalled contract talks
between Catholic high school teach-
ers and their employer.
The Education Relations
Commission has named Kenneth
Levack to act as mediator in the
negotiations between the Durham
Region Roman Catholic Separate
School Board and its 290 English
secondary teachers. He's scheduled
to meet with both sides Wednesday.

make any progress and I was hoping
we could have avoided any work -to -
rule. If it could be settled on the

401, killing himself and three

Metro Monday night, was an
"excellent" driver, his wife says.
"He was an extremely good driv-
er," David Garland's widow Diane
says. "For him to do something like
this is unbelievable. He could han-
dle a car in snow and ice when oth-
ers couldn't."
Mr. Garland, 53, of 5016 Barber
St., was killed instantly when his
westbound pick-up truck collided
with a car in the eastbound lanes at
Holt Rd. in Newcastle around 6:50
p -m.

from the previous year.
While the provincial
family benefits caseload
increased 3.9 per cent
from September to
October, its cost to the
region dropped I1 per
cent. That's because of a
new, policy which requires
the province to pay 100
per cent of costs associat-
ed with sole support par-
ents. Until then, the region
had been forking out 20
per cent of payments.
That policy change
reduced Durham's expens-
es by about 5900,000 in
the month of October
alone.

Catholic teachers want parity

Teachers are looking for working conditions and
salaries comparable to the public school system. They're
asking for a 4S -per cent pay hike in the first half of a
one-year contract, and a further 3.25 -per cent raise in the
second.
The board is offering a 4.5 -per cent increase retroac-
tive to Sept. 1, and an additional one -per cent hike effec-
tive Feb. 1.
According to the commission, Mr. Levack is well-
known in the labor relations community as an "expert in
dispute resolution." He has served as a mediator special-
ist with the ministry of labor's conciliation and media-
tion branch and is a member of both the Ontario
Arbitration Commission and the Crown Employees
Grievance Settlement Board.

The Ajax -Pickering Ministerial
Association will conduct a prayer
service for Christian Unity Sunday,
Jan. 12, at 3 p.m., at the Pickering
Village United Church, 300 Church

The service will include congre-
gations, choirs and clergy from both
towns, with Rev. Colin Johnson and
Sally Longo speaking.
The service will be broadcast
nationally by the CBC on Sunday,
Jan. 19, at noon, on the television
program Meeting Place.

leadership convention
delegates tomorrow

West Liberals will select delegates
tomorrow for the party's upcoming
provincial leadership convention.
Terry Breen, the president of the
riding association, says up to 16 local
delegates will be chosen.
The riding association will meet at
St. Bernadette's Church, at the corner
of Harwood Ave. and Bayly St. in
.-.jax.
People who'd like to be delegates
at the convention must file their nom-
ination papers at 12:30 p.m. Saturday
and party members will vote between
3 p.m. and 8 p.m.
The leadership convention will be
held in Hamilton Feb. 7 and 8. The
provincial Liberals are choosing a
successor to former premier David
Peterson, who resigned the leadership
after losing his own scat and the elec-
tion in September, 1990.

There are six candidates for the
leadership — Charles Beer, Murray
Elston, Steve Mahoney, Lyn McLeod,
David Ramsay and Greg Sorbara.
The leadership race didn't gener-
ate much excitement until the last of
13 province -wide debates was held in
Toronto last Sunday.
"Prior to that, it was pretty quiet.
That (Sunday debate) increased the
profile, plus it's getting down to the
(delegate selection) this weekend,"
Mr. Breen says.

Biting the bullet
is inevitable
A stabilization in the number of families receiving welfare in Durham
region has at least one official optimistic that we're heading into -better times.
Garry Cubitt, the region's commissioner of social services, reports
the increase in welfare cases is less than half of the previous year's growth.
And while the number of families receiving assistance (almost five per cent of
Durham's population) is still high, he points out that the numbers are starting
to show some stability.
Ontario MP Rene Soctens is also optimistic next month's federal budget
will "set the stage for further growth in the economy."
On the provincial front, Premier Bob Rae is set to appear on television to
announce the province's economy is in far worse shape than the government
has admitted.
He is expected to announce one of the bleakest economic forecasts for
Ontario since the 1930s. Tax increases and cuts in services are sure to follow.
If taxes are raised too much, residents will scream; if services are cut, resi-
dents complain. It's a lose, lose situation.
But if we are ever to recover from this economic recession, biting the bul-
let is inevitable. Taxes will have to go up, and some services will have to be
cut. Municipalities, school boards, universities and hospitals are sure to be hit
hard
Pickering residents are likely to lose a library branch this year as town
councillors struggle to keep taxes down. A major reduction in services at the
Bay Ridges library was tentatively agreed to Wednesday during day two of
budget talks. New staff positions, overtime allowances, office equipment and
conference budgets are some of the other early casualties. More will follow as
council attempts to keep this year's tax increase at 5.4 per cent or lower.
It's tough decisions like these that will have to be made by all levels of
government in the near future. It may seem unfair, but it's the only way to get
Ontario and Canada back on track and in the economic forefront that we've
grown accustomed to.

To the editor,
In response to your editorial of
Dec. 26, 1991 re: "NDP belabors
work icgislabon".
I am disappointed in the position
your newspaper has taken with
regards to the proposed changes to
the Ontario Labour Relations Act.
You appear to be dismissing the
entire document based on the fact
that the proposed changes will make
it easier for employees to form a
union and, the banning of replace-
ment workers during legal strikes.
The reasons you offer for condemn-
ing the proposed legislation are
twofold, 1) "it could virtually stop
production or service at businesses
during strike action" 2) "an exodus
of business to other provinces and
the U.S."
With respect, I believe you are
missing the entire focus and intent
of the proposed changes. With this
legislation Bob Rae's government is
attempting to change the face of the
outdated adversarial style that has
dominated union/management rela-
tions in this province for decades.
The message is quite simple, job
security and healthy businesses are
interdependent. Germany, Japan,
Norway, Sweden and most success-
ful countries have long recognized
this fact.
The only way to reconcile these
two objectives is for business and
labor to form a true partnership
based on mutual trust and under-
standing. A partnership where
employee involvement goes beyond
a mere consultative process but
instead focuses on real decision
making. A partnership where
employee safety and job security
rank right up there alongside profits
and competitiveness.
This vision is not some Utopian
pipe dream designed to drive busi-
ness from the province nor to make
good on campaign promises to orga-
nized labor. Instead it's an honest
attempt to build bridges between
traditional adversaries.
It's a vision that was adopted by
my own anion (CUPE 1000) and
the employer (Ontario Hydro) 18
months age. In the past our relation-
ship has been marred by work stop-
pages, strikes and an endless string

we have successfully transformed
our relationship into a solid trusting
partnership.
That is not to say we will not dis-
agree or have differences of opin-
ion, it means when the cracks begin
to appear both parties are better
equipped to deal with the problem.
By entering into a partnership both
parties have managed to address
some of the issues that have dogged
business and labor for years. It is
not uncommon these days for a
union representative to be sitting
down with a manager to discuss
budget constraints and alternatives.
The main difference between today
and two years ago is, through this
partnership we have managed to
develop mutual taut and'respect.
To suggest as you do that busi-
ness will leave the province merely
because they will be unable to use
replacement workers in the event of
a strike is patently wrong. Besides,
only a small percentage of union-
ized workers ever have to resort to
strike action. The experience in
Quebec where a similar law was
introduced more than 10 years ago
did not result in the doomsday sce-
nario you suggest. By all accounts,
Quebec has far less labor/business
strife today than it had prior to the
introduction of a similar piece of
legislation.
If the NDP at Queen's Park can
convince business and labor that
partnerships are the future of this
province, then the measures con-
tained within the proposed legisla-
tion would be less ominous and 1�
threatening to the business coml,
nity. MPP Drummond White is
absolutely correct when he says "a
partnership will reap benefits for all
concerned."
The partnership between CUPE
1000 and Ontario Hydro is good for
the union, is good for the employer
and above all is good for the taxpay-
ers of Ontario.

NDP forcing exodus of Canadian companies
To the editor,
I've found your editorial about the NDP govern-
ment's reform of the Ontario Labour Relations Act quite
relevant.
Undoubtedly, if the government's proposals were
applied. it would make a union's job easier and a busi-
ness's task harder — because it would make union mem-
bership quicker and it would impose anti -strikebreaker
legislation. Note that such a law already exists in
Quebec. It was voted in in 1977 by the Parti Quebecois
led by Rene Levesque.
The NDP government insists it will improve relations
between business and labor. It will instead speed up the
exodus of many Canadian companies toward the United
States and increase unemployment here. Pretty stupid for
a government that creates a huge deficit to fight the

Bob Rae may also have headaches when the employ-
ees of his government go on strike and hold the popula-
tion as hostages. But it is in financial management that
the NDP proved incapable; a $10 billion deficit for the
current fiscal year. Laughren warmed us that he will do it
again next year, in fact the provincial debt will double
for the next three years. Because of its madness, the
NDP will put the province into debt in an incredible way
just like Trudeau and Mulroney did for Canada. It is
exactly this serious lack of concerti from governments
that push our country deeply into recessions.

a female version of Neil Simon's
comedy The Odd Couple this spring
and auditions are set for next week.
Six females and two males are
