Teachers move to avoid sex

DURHAM - An increase in sexual abuse
allegations against male elementary teachers has
prompted a teachers' union to provide helpful
guidelines to its members.
"When our members find themselves subject
to those kinds of allegations it can totally ruin
their career," says Gene Lewis, president of the
Ontario Public School Teachers' Federation

to take retreat

PICKERING -Town council and department heads arc planning a week-
end retreat to a Peterborough hotel this month at the expense of taxpayers.
How much the trip will cost won't be known until the excursion is over,
but mayor Wayne Arthurs defends it as "money well spent".
A poor public image that plagued council during the past term of office is
one reason mayor Arthurs gives for planning the trip, during which he hopes
politicians and staff will come to "better understand" each other and set
objectives.
"I think with the size of this year's budget, the issues and the difficulty
council had last term, it's important for this council to strike a common
agenda. A weekend to do that is the most opportune time ... To focus attention
on the fact council is going to spend a weekend at a hotel in Peterborough is
the wrong focus. We're going away to work. It's not a junket."

without money
for new schools

DURHAM - Durham's sepa-
rate school board will be in a crisis
situation if it doesn't get the money
it's asking for from the ministry of
education, says a board official.
"We are one of the fastest grow-
ing boards in the province. Our
needs are obviously very critical,"
says Grant Andrews, associate
director in charge of business affairs
of the Durham Region Roman
Catholic Separate School Board.
In its five-year capital spending
forecast for i993 to 1997, the board
is requesting approximately $97.6
million for its English Language
Section and S9.97 million for its
French Language Section.
Last year the board asked the
ministry for S97218 million for 21
projects in the English sector,
including nine new schools. The
board got S92 million for additions
to three schools and for a new site in
Scugog.
"Like every other school board
we certainly didn't get the amount
of allocations we hoped to have got-
ten,- says Mr. Andrews.
The board was "very disappoint-
ed" when it didn't receive funding
for its top three priorities.
These -urgent needs" include the
relocation of Relocatable Classroom
'.Nodules (RC\1s) from Paul Dwyer
school in Oshawa to St. Catherine
of Siena in Ajax and a new French
school to accommodate Junior
Kindergarten to OAC.

opened last year) is in desperate

Other projects in the five-year
forecast include new elementary
schools for the A-7 area of Ajax,
southeast Ajax, and north Ajax; a
new high school for Ajax; RCSis
for St. Catherine of Siena in Ajax,
St. Patrick's in Ajax and St. w'ilfrid
in Pickering; and a new elementary
school for the community of Seaton
in 1997.

ons against (male teachers)."
In Durham there are 560 male
lementary teachers, compared to
bout 1,700 female teachers.
Mrs. Teague says elementary
teachers, both male and female, are
very caring individuals.
""Elementary teachers particular-
ly are teaching because of the love
of kids. And it's a natural tendency
to be a parent and feel that the kids
are yours. The male teachers don't
stop to think that what they're doing
as a caring person can be perceived
(as sexual abuse) to another person."
The federation has seen a steady
decline in males wanting to be ele-
mentary teachers over the past few
years.
Statistics from the faculties of
education show that out of 2,758
students enrolled for training in the
primary/junior division only 16 per
cent are male.
Mr. Lewis says, "Males simply
do not find teaching as attractive a
career as they once did".
He says the reasons for this vary,
but adds the issue of allegations is
raised on occasion as one of the rea-
sons.
"A lot of the difficulties arise
through innocent and naive behavior
on the part of the teacher treating the
students as if they were his own
children," says Mr. Lewis, and this
is where the guidelines can help
teachers avoid wrongful allegations.

school board's 19 French high
school teachers are being advised
by a neutral party to lower their
salary expectations as they try to
hammer out a new contract-

from a fact finder's report issued. by
Dr. John Valiquette of the
Education Relations Commission.
The teachers, all employed at
Ecole Secondairc Catholique
Charles Garnier in Whitby, want
parity with their public school
counterparts, so they're asking for
an 8.42 -per cent raise — six per
cent in the first-half of a one-year
contract, and an additional three per
cent in the second half.
The board has offered the teach-
ers a 4.5 -per cent increase retroac-
tive to Sept. 1, and a further one -
per cent hike effe-tive Feb. 1.
That same package is being
offered to the board's 290 English
high school teachers, who are set to
stage a work -to -rule campaign in
mid-January. They're asking for a
-1.5-per cent raise retroactive to
Sept. 1 and a 3.25 -per cent increase
effective Feb. 1.
(Following a recommendation
from Dr. Valiquette, the board has
granted its French teachers parity
with their English counterparts.
There had been "significant differ-
ences" between the tAo branches in
a number of categories.)
It is my humble opinion that
this set of negotiations is contingent
on the negotiations between the
board and the (English) secondary
school teachers," he says. "Once
these negotiations are settled,
everything will fall into place."
He also recommends teachers
head a fact finding report involving
Sudbury's separate school board
because the two boards "demon-
strate highly identical profiles: they
are poor Catholic boards."
That report discusses the issue
of full funding, which took effect in
1985. While public funding was
extended to Grades 11, 12 and 13 at
that time, it did not put Catholic
boards on "anything close to the
same financial footing as the public
boards," it states.
That's because all boards spend
more than the amount allocated to
them by the province and must
raise additional funds through local
Taxation.
Since there are "considerably
fewer people and businesses who
will choose to support the separate
school system with their tax dol-
lars," separate boards would have
to levy a "much higher" mill rate
than their public board counterparts
to bring in the same amount of
funding.
But if they did so, they would
risk losing supporters to the public
system, especially those who don't
have children in school.
According to the report, parity
with public teachers "would seem
to be a logical impossibility" if par-
ity of mill rates is also maintained.
As the province reviews the
entire education financing system,
the separate board "must fervently
hope that the financing system will
be reformed in a way which
removes some of the inequity
between it and the public board,"
states the report.
Durham's separate board has

Teachers be warned:
hugs on the way out
Hugs in the classroom or congratulatory pats on the back could
soon be a thing of the past -- particularly from male teachers.
Increased sexual abuse allegations against male elementary school
teachers has prompted a teachers' union to provide a set of guidelines
to its members to help avoid charges of sexual assault. The union
warns that male teachers in Ontario should be wary of giving a child
a hug for fear of risking a sexual assault charge.
It's unfortunate that incidents of sexual abuse and harassment have
taken us to the paint where people are almost afraid to associate with
each other -- except on the strictest of business terms. Joking around
the office is no longer a smart thing to do. It could be misinterpreted
and lead to charges.
In the case of a teacher, a sexual abuse 6harge -- even if the
accused is proven innocent -- could be career -ending. While many of
the Ontario Public School Teachers' Federation's (OPSTF) recom-
mendations are common sense, they should be heeded by all teachers
and people working with children.
Highlights of the union's guidelines include:
• Keep classroom doors open, especially when there is only one
student present;
• :Avoid keeping students in class for long periods of time after
school;
• Call in another teacher when disciplining students or discussing
contentious issues such as poor grades;
- Never go behind tall dividers or bookshelves with a single stu-
dent.
While some of these may seem extreme, they are necessary for
teachers today. During the 1990-91 school year, investigations were
launched into 49 allegations of sexual assault, and into 55 cases of
physical assault. Charges were laid in only 17 cases. Five teachers
were acquitted, three were convicted and two charges were with-
drawn. The remaining seven cases are still before the courts.
As Gene Lewis, president of the OPSTF, states, "This is the reali-
ty of life in the 1990s." Unfortunate, but true.

that ails us at the news media. For

The purpose of the media is to
report, in as factual a way as possi-
hle, the goings-on of our commu-
nities. For some that includes
international news, for others
national, and for those community
papers such as the Ajax -Pickering
News Advertiser, that means
reporting on our community.
As one colleague put it this
week, we are mirrors of what is
happening in our society.
There are those critics who say
the media is making the recession
worse by writing about it. There
are those who say if the media
would only write more positive
things about the economy, the con-
stitution and Brian Mulroney,
Canada could pull itself out of the
mess it's in.
But when I ask them what it is
they would have us write about, I
hear a lot of I don't knows.
Yes, there are considerably
more negative stories in the media
than positive ones, for the same
reason that people are quick to
condemn the media for things they
don't like and keep quiet about the

things they do like. It's human
nature.

today, the News Advertiser will
start a new feature called Good
News. Every edition we will do our
best to seek out some small tidbit
of good news for our front page.
Some days it may he brighter than
others, but we'll do our best to add
a ray of sunshine to your daN
cverytime you pick up our newspa-
per.
Make no mistake, all is not rosy
in our community and we won't
ignore it, but our communities have
much that is good to crow about
and we're out there looking for it.

For Ruby and Bob Kane, Jan. 7
was a milestone day, as they cele-
brated their 50th wedding anniver-
sary. The Kanes were long-time res-
idents of Pickering Village, having
moved here 35 years ago. They
emigrated from Ireland in 1947.
The couple moved to Wellington,
near Belleville, recently and are
missed by their many friends and
neighbors in the Ajax -Pickering
area. Love and best wishes came
from Rosaleen, Garry and grand-
daughter Nikki, all of Pickering
Village, grandson Garry Jr. of
Vancouver, and Gail, Dean and
grandchildren Haley, Sable and
Dillon, all of Orono.

DEN aims to help environment

Durham Environmental Network
(DEN) is a non-profit volunteer orga-
nization working to further discussion,
education and co-operation on envi-
ronmental issues among concerned
individuals and environmental groups
in Durham region. By emphasizing
networking and education, DEN seeks
to encourage individuals and groups to
share information and work together
on common issues.
DEN's meetings are always rotated
throughout the region and the next reg-
ular meeting will take place in Ajax
Wednesday, Jan. 15, at 7:30 pm, at St.
Berrtadette's Church, 21 Bayly St. at
.Harwood Ave.
A number of DEN's current pro-
jects will be discussed. Membership is
open to all interested individuals and
organizations in Durham. For

From the Recycling Council of
Ontario's publication Ontario
Recycling Update comes news that
residents of Germany who purchase a
1992 Volkswagen Golf will be able to
return the model for recycling. The
metal, representing three-quarters of
the car's weight, is totally recyclable
and the plastics are also suitable for
recycling. Volkswagen intends to grad-
ually expand the idea to other models
and introduce it throughout Europe,
subject to local conditions and regula-
tions.

Company Inc. has announced it'll
build a new tire -grinding facility in
southern Ontario. The location has not

Rubber Recycling Inc., is expected to
take five million tires within five years.
This number would represent about 60
per cent of the scrap tires generated in
Ontario each year. The company will
not only grind the scrap tires into
crumb, but also will convert the crumb
into a variety of manufactured goods.
The Ontario ministry of the envi-
ronment will support this project with
nearly $8 million in grants. More than
half of the MOE grant is slated for
research and development.

Kindergarten
Applications for French Immersion Kindergarten classes beginning in September 1992 are now
being accepted from parents whose child will be five years of age on or before December 31, 1992.
Admission criteria. Due to the popular nature of the French immersion program, the following
order of priorities has been established for determining the admission of pupils:
1. Pupils who live within the designated geographic attendance area of the school offering the

2. Pupils who have brothers and/or sisters currently enroled in the school.
3. Pupils (whose parents reside in Durham) who have been in a day care facility within the
designated geographical area for a reasonable period of time (approximately one calendar year)
before the date on which they commence Kindergarten.
4. Pupils who live outside the attendance area but within the Region of Durham.
5. Pupils who live outside the Region of Durham.
CbM Sire: The maximum size of a unit of Kindergarten is 23 pupils. A unit wrtH not be estab-

about those feathered friends which
spend the winter months in Durham.
The Central Lake Ontario
Conservation Authority (CLOCA)
will host an information day in the
Lynde Shores Conservation Area on
Sunday, Jan. 12 at 2 p.m.
Staff will discuss survival tech-
niques of those birds which don't fly
south for the winter. They'll also
share hints on attracting hirds to
your backyard, including bird feed
and feeders.
Staff will lead a tour of the bird
feeder trail, giving you a chance to
see numerous species of hirds. Seed
will be provided so you will have a
chance to feed the chickadees.
The conservation area is located
in Whitby. From Highway 12, take
Victoria Street west 2S kilometres to
the parking lot on the south side of
the road.

Durham Regional Police
DURHAM - Crime Stoppers and
the Durham Regional Police are again
asking for the public's help in solving
two ?sexual assaults which occurred in
Whitby.
At about 9:40 p.m. on Sept. 23,
1990, a woman left the Tim Horton
Donut Store at 301 Dundas St. W.,
walked directly across Dundas and
then north on Kent St. As she walked
past the rear parking lot of 312
Dundas St. W., she was grabbed from
behind by an unknown male. The sus-
pect wrapped his anus around the vic-
tim's torso and grabbed the victim's
left breast.
He then attempted to drag and
push the victim to a more secluded
area The victim was off balance and
fell to the ground and her attacker
attempted to jump on top of her. The
victim then kicked the suspect in the
groin and was able to escape.
A re-enactment of this assault will
be shown on CITY TV, channel 57
cable 7 on Thursday, Jan. 9, during the

Another similar incident occurred
on Apr. 20, 1991 at about I a.m. in
Whitby. A woman was walking east-
bound on the south side of Manning
Rd. when she heard a noise behind
her. The victim started to tum, but was
gabbed by a male. The suspect started
to scratch at the victim and punched
her in the face. During the assault, the
victim was able to knee the suspect in
the groin and then run home.

sible for both crimes. He's white, 57'
to 5'9", and skinny. The suspect has
long, unkept matted dark hair, is
rough in appearance and has very
strong body odor.

basement with win streak

Panthers are flirting with success
after a disastrous first half of the
season.
After struggling through most of
their earlier ice wars and appearing
destined for the basement of the
Metro Junior 'A' Hockey League's
Bauer Division, the Panthers have
been hot of late.
They've put together a four -game
winning streak, and have moved up
to fifth place in the six -team Bauer
division with a record of seven
wins, 19 losses and two ties, five
points ahead of last -place Oshawa
Legionaires.
The four -game winning streak
includes a 4-2 victor) over second -
place Rexford Raiders Sunday night
in Wexford, and back-to-back wins
over the Legionaires, the latest a 8-3
clobbering of Oshawa at the
Pickering Recreation Complex
Friday night.
"I don't think this team has had a
winning streak in the past three sea-
sons," says

The win
(over Oshawa) is a real confidence
booster and it moves us ahead of
(Fullan Division) Mimico and
Muskoka in the overall standings
2nd two points back of Weston.
"Ota goal is to catch Wellington
(for fourth spot in the division). We

Pickering. Sure, that possibility may
be a long way off, but if you're
going to dream, dream big."
In Friday's contest against
Oshawa, the Panthers busted loose
for five unanswered goals in the sec-
ond period after the teams played to
a scoreless draw in the opening stan-
za.

minor novice hockey team captured
the consolation championship at the
Streetsville tournament over the
Christmas holidays.
Pickering and host Streetsville
squared off in the consolation final,
playing to a 0-0 stalemate at the end
of regulation time. During the five-
minute overtime period, Pickering's
Joey Anstey fired home the winner.
Scott Gray, in net for Pickering,
made several spectacular saves and
was selected Pickering's player of
the game.
Pickering opened the tournament
with consecutive shutout victories
— 6-0 over Lorne Park and 3-0 over
Georgetown. The defence of Kevin
Rogers, Sean Kostka, Ryan Morgan
and Rejean Hillis restricted Lorne
Park to a single shot on goal and
Georgetown to two shots.
,,Scoring for Pickering against
Lorne Park were Michael Perulli
with two, Andrew Hopkins, Alex
Greig, James Cummins and
Jonathan Walsh. Assisting were
Brennan Taylor, Rejean Hillis, Joey
Anstey, Ryan Morgan, Rocky Ruta
and Perulli.
Against Georgetown the scorers
were Walsh, Perulli and Anstev.

Pickering suffered its only loss in
the tourney against the Toronto East
Enders. Perulli, assisted by Taylor,
accounted for the only Pickering
goal in a 3-1 loss.

Erindale with a 5-3 victor). Scoring
were Taylor, Walsh, Ruta, Anstey
and Mark Rogers. Assists went to
Ruta, Taylor, Perulli and Hopkins.

player swiped by Pickering off the
St. Michael's roster.
- Joshua Boni, a former Toronto
Young Nats midget who joined the
Panthers from the Aurora Tigers of
the Central Junior 'B' loop.
• Defencemen Alex Stepanoff
and Brett Kowan and forward Steve
Gibbins who came to Pickering
from the Junior 'B' Ajax Axemen.
• Back-up goalie Bruce Beachner,
a former North Toronto midget play-
er who was nicked un frnm the
Junior 'B' Aurora Tigers' roster.
The Panthers' next home game is
against Weston at the Pickering
Recreation Complex Sunday, Jan.
12. Game time is 7:30 p.m.

PICKERING - The Pickering
Toyota minor atom 'A' hockey team
put on a fine show at Jhe Oshawa
Little NHL Hockey Tournament
over the Christmas holidays.
The team of 10 year olds
advanced all the way to the champi-
onship game before bowing out to
Orillia 5-1.
Playing six games in four days,
Pickering won 3-0 over the Oshawa
Bruins and 3-2 over Leamington),
tied London 2-2 and lost 4-3 to the
Oshawa Canadians in the prelimi-
nary round of the tourney.
In the semi-final game Pickering
had to recover from a three -goal,
first -period deficit to take a hard-
fought 5-4 overtime win over the
Oshawa Blackhawks to advance to
the final.
Still feeling the effects of the
overtime game, Pickering found
itself behind a good Orillia team by
four goals in the first period before
coming to life to play good two-way
hockey the rest of the way in the
championship contest.
Michael Nason led the way for
Pickering with six goals and two
assists during the tourney. James
Pascaris picked up eight assists.
Jonathan Angrove also had six
goals, while teammates Steve
Puddister had a goal and three
assists and Michael Escoffery one
goal and two assists. Robert
Alexander pitched in with two
goals, and Jesse Meldrum came
through with a goal and an assist
while playing double -duty at
defence and forward. Michael Rogan
Hanna, Tim Despres, Matt
MacLennan and Brian Hughes all
had assists.
Handling the netminding chores
were Kristopher Edwards and Drew
Taylor.

'B' champs at Bowmanville
PICKERING - The Pickering Remax major novice 'A' hockey
team claimed the 'B' championship title at the
Bowrnanville tournament over the Christmas break.
Pickering was matched against Trenton in the
'B' final. Although the score was close through
two periods, Pickering notched three goals in �v �►
