PICKERING -The new year will be a time
of continued restraint in Pickering, mayor
Wayne Arthurs predicts.
On the eve of January budget talks, council
is aiming at keeping taxes down while provid-
ing a better level of service to residents.
"There'll be a deliberate effort on the part
of council to restrain any mill rate increase,"
says mayor Arthurs. "Tax increases will be
kept to an absolute minimum."
Last year's tax hike was 5.4 per cent, and
mayor Arthurs says council will try to bring in
a lower increase this year. "I tend to be very
optimistic," he says. "But, we have to try to be
optimistic. We have a great community and
every reason to be thankful... we're still doing
very well."
At the regional level, keeping taxes down
will be difficult due to an increase in the wel-
fare caseload, he adds. "We're in for an
extremely difficult budget
process at the region. Rising
costs of welfare have put
tremendous pressure on the
region."
The region hasn't experi-
enced enough growth to off-
set the cost of welfare and,
because there are no funds
available in reserve accounts,
the only alternative is to raise
taxes, mayor Arthurs adds.
Until the town's budget is
finalized, it's not known
which specific community
projects will take place this
year. One item up for debate

is a new arena and an outdoor skating rink at
the recreation complex.
Mayor Arthurs says there's been some dis-
cussion that this isn't the time
to build new ice pads, but he
points out the project would
create jobs and the town
wouldn't have to borrow any
money for construction.

looking forward to ground-
breaking ceremonies for
Pitney Bowes's S21 -million
headquarters. "It's an exciting
development," says mayor
Arthurs, adding the compa-
ny's move will likely create
employment here.

DURHAM - Asthmatic youngsters and their parents ant;
invited to take part in a hands-on learning program about
asthma
The Lung Association is now accepting registration for
its four -session Airforce program, which runs from Jan. 14
until Feb. 4.
The program is aimed at youngsters aged five to 12 and
their parents. The course offers basic information about
asthma and provides personalized instruction in relaxation,
breathing techniques and the correct administration of pre-
6mbed medication.
A pediatric specialist will speak at the first meeting.
Cost is $20 and spaces are limited. The course is being
offered at the Kinsmen Community Centre, 109 Colborne
St. W., Oshawa

DURHAM - An information evening for parents
of asthmatic children will be hosted by the Durham
Region Lung Association on Tuesday, Jan. 14.
Pediatrician Dr. S. Mehra will cover topics such
as when to seek medical help, the importance of
taking medication regularly, causes of asthma and
more.
A registration fee of $5 (family or individual)
can be paid at the door.
The fee does not apply to people registered with
the Lung Association's Airforce program.
Refreshments will be served.
The session will begin at 6:30 p.m. at the
Kinsmen Hall, 109 Colborne St., Oshawa.
To reserve a space, or for more information, call
the Lung Association at 436-1046.
Arthurs. Politicians have a chance to promote
Pickering as a retail -commercial centre for the
region and eastern Scarborough, he adds.
"This is our bread and butter for increased
assessment and to bring activity into town."
Council will also concentrate on communi-
ty issues such as Frenchman's Bay, the Altona
Forest and comparable environmental con-
cems. "If we manage to look at those, we'll be
going a long way to establish the types of
things we want to see happening in the future,"
mayor Arthurs says.
The town will continue to host community
events in co-operation with service clubs, and
will implement some business -assistance ini-
tiatives that don't necessarily require extra
staff, he adds. "We're doing some pretty good
things ... there are some things we can do (with-
out hiring extra staff) and we'll do as much of
it as we can."

AJAX - While some outstanding
matters could be resolved, 1992
promises to be a challenging year.

"I expect some resolution, finally,
to the Verona Mall situation," Mr.
Witty says. "I expect to see some
resolution, finally, to the water plant
situation."

ple."
Mr. Witty hopes to see some
improvement in the economy. "I'd
like to see everyone with a job."
He expects construction to begin
sometime this year on the 510,000 -
square -foot Markborough Mall at
Hwy. 2 and Harwood Ave. The mall
is slated to open in 1994.
Mr. Witty is hoping for an
increase in commercial and industri-
al development.
"We're looking for a little more
activity. The business development
department is working on a few
things. If they come together, I'll be
happy," he says.
On the Verona Mall, which was
partially built at lkayly St. and
Monarch Ave. before the developer
went into receivership, Mr. Witty
says, "I don't see how the receiver
(Peat Marwick Thorne) and the
investors can afford to allow this
thing to remain empty much longer.
The investors must be pressuring the
receiver."
Mr. Witty says he has some infor-
mation on one of three proposals the
receiver is considering. "I'm not
happy with (the one proposal)," he
says. Mr. Witty wouldn't elaborate
on the proposals.
A resolution of some sort will
also come on the proposed water
supply plant on the town's lakefront.

environment is reviewing Durham
region's propos-
al and also con-
sidering a
request for a
'bump -up' to a
more stringent
environmental
review.
"It's my
intention to ask
the minister
(Ruth Grier) for
a meeting. I
want to advise
her to make a
decision one
way or the
other," Mr.
Witty says.
`"The lack of
a decision is
hampering the
town. Until she moves on it, the
development industry won't build a
sewage treatment facility they've
agreed to build. That's hampering
development of A6 and A7 0ands in
north Ajax), primarily A7," he says.
Once the water and sewage plants
are built, the town will be able to
promote the serviced lands north of
Hwy. 401, he says.
Working on budgets for both the
town and region will be difficult
because of the economy, he says. At
the region, politicians will have
"major hurdles" with increasing wel-
fare and policing costs.
"With welfare, we have little con-
trol. With policing, we're put into a
difficult position. There are demands
from all over the region for more
policing. But there are also demands
to keep taxes at reasonable levels. It
will be difficult to do both this year,"
says Mr. Witty.
At the town level, staff and politi-
cians are working toward passing a
budget that would increase taxes by
about 4.5 per cent.

DURHAM- Our schools are
overcrowded, provincial funds mini-
mal and local taxpayers burdened by
the cost of building new institutions
of learning.
School boards are anxiously wait-
ing to hear from the Ontario ministry
of education on the allocations
they'll receive next year. They're
hoping they do better than in 1991.
Last year, the public school board
requested more than $90 million for
new schools, additions and alter-
ations. It was promised 57.47 million
by the ministry in May.
The Durham Region Roman
Catholic Separate School Board
asked for $97 million and got $9.2
million.
For 1992 the public board is
requesting almost $137 million.
In November, former chairman
Ian Brown said the board will be in a
"crisis" situation if it doesn't get the
money it's asking for.
"We are really in a crunch situa-
tion and the province has to help us
out," said Mr. Brown, adding that if
the Board doesn't get the money it
needs it will be stacking portables on
top of portables and will have to look
at alternatives that may not be "palat-
able to parents".
These alternatives include putting
students on shifts; busing students
from crowded schools to ones with
more space (perhaps in another
municipality); and changing the
school year to get more use out of
schools.
It costs about 55 million to build a
new elementary school and $24 mil-
lion for a new high school, says pub-
lic school superintendent Mike
Graham, adding that construction
costs are currently down.
Mr. Graham says if the board gets
the go-ahead from the ministry for a
new elementary school, the ministry
puts up only 50 per cent. and local
taxpayers pay the rest.
Once the ministry gives the green
light, the process of building a
school begins. This includes hiring
an architect, designing the building,
putting the work out to tender, the
actual construction, and finally mov-
ing in.
With everything on schedule it
takes about one to one -and -a -half
years to complete an elementary
school and two to two -and -a -half
years for a secondary school.
To save costs and time, the public
board has been building duplicate
schools.
"We have been building a number

"When you start to look at cost
savings, you're probably saving 15

a repeat design." But he says
mechanical, electrical systems and
other designs have to be changed to
adapt to individual sites.
"You still have to pay for the
architect and consultant coming out
for actual construction, so you're not
saving there," says Mr. Graham.
"The Peel board decided there are no
real savings in using a repeat design.
The advantage is you can get a
design quickly out to tender."
The pressing question is, can
schools be built any more cheaply?
"I think if we're going to build
them cheaper, we'll be sacrificing
quality in materials and systems that
will be reflected in (future) mainte-
nance costs," says Mr. Graham.
"We're building buildings that we
can maintain. We're building with
materials and systems that will last
the length of the buildings."
Some alternatives have been
tossed around in recent years.
One is to get developers to build a
school when they're building a new
subdivision. Currently, new housing
is built, and then it's up to the boards
to provide schools for the children.
"The Carleton board had looked at
doing such a thing with a developer
up there, and the ministry didn't find
that an acceptable idea," says Mr.

"Developers are in the business of
making money," says Mr. Andrews.
"If they could build our schools cost-
effectively they too would bid on our
schools. If they thought they could
make money they would be bidding
on it with everyone else."

he says. "But much of the cost is
dependent on market conditions."
Tom Oldman, the new separate
school board chairman, says his
board is looking into the cost of
building schools.
"I've asked Grant Andrews to
report on why the public board's
costs for building schools is less than
ours," says Mr. Oldman. "And to
compare costs with (neighboring)
boards ... W'e must make every possi-
ble effon to try to control the cost of
construction."

The shift to another court divi-
sion is due to recent changes in the
Municipal Elections Act and has
no implications at all, says Mr.
Matheson's attorney, Thomas
Barlow. The only difference
between divisions is the nature of

Arson charge laid
in town hall trash fire
AJAX-PICKERING - An Ajax man has been charged with arson follow-
ing a minor fire at the Pickering Civic Complex.
Durham Regional Police say a pile of garbage was set alight at the town
hall, One The Esplanade, at about 9 p.m. New Year's Day.
According to fire chief Steve Stewart, the fire was set in a garbage can
just outside the main doors of the civic complex. Damage was minimal but
the town will have to replace the garbage can and clean a brick wall, he says.
Charged with arson is Mario Simon, 31, of Willows Lane, Ajax.

Fight a ainst drinking
drivers n stops
While the holiday RIDE (Reduce Impaired Driving
Everywhere) program may be over for another year, drivers
must still keep in mind that drinking and driving don't mix.
Durham Regional Police and the Ontario Provincial Police
warn that while regular spot checks may have ended, police
patrols are always on the lookout for impaired drivers.
Superintendent Alex McMurray of Durham Regional Police
warns the RIDE program will be out from time to time.
From Nov. 12 to Jan. 1, Durham's holiday RIDE program
stopped more than 36,000 vehicles, with 65 impaired driving
charges laid and 105 12 -hour suspensions issued.
It's reported that New Year's Eve was quiet. Durham
Regional Police stopped 1,679 vehicles, with three impaired
driving charges laid and two 12 -hour suspensions handed out.
Over the four-day period from Sunday to Wednesday, the
local OPP RIDE program stopped 475 vehicles, with one
impaired driving charge laid and two 12 -hour suspensions
given.
While impaired driving charges are down considerably
from years past (police have vet to compare this year's figures
with last year), police shouldn't rest easy until everyone stops
drinking and driving -- all vear long. Programs such as SADD
(Students Against Drunk Driving) are helping make teens
aware of the consequences and making tremendous headway.
We must all continue to work together to stop this irresponsi-
ble killer.

of the Ajax Spartans Minor Baseball
Association this past September, and
if so, did any of the 2,000 parents
who sign their children up for base-
ball each summer spare a thought or
care as to how the teams magically
appear on the fields each season?
The executive of the ASMBA
consists of 15 volunteers elected to
organize, equip, direct, and manage
76 house league teams, six rep
teams, and one all-star team. That's
approximately 1,000 young players
who rely on 15 people to register
and insure them, sort them into
teams, arrange a schedule for the
season, purchase uniforms, find
sponsors, supply bats, balls, helmets,
umpiring equipment; train and hire
the umpires, set their schedules, find

diamonds, book times; organize and
staff tournaments; have team photos
taken, purchase trophies, arrange
play-offs, mediate disputes between
players/coaches/managers/umpires/s
pectators; find coaches and man-
agers, arrange coaching/umpiring
clinics; man the snack bar and keep
it supplied; write, print and dis-
tribute newsletters; plan the budget,
balance the budget; organize and run
bingo nights, barbecues, and other
fund raisers; plead for advertising in
the local media, beg for co-operation
from the town, barter souls for addi-
tional diamond time...
Fifteen people do all of that and
more, folks. And this coming
February we are anticipating 1,500
children will turn out to register.
Only 996 will be lucky enough to
make it on to teams, leaving an esti-
mated waiting list of anywhere from
one to 500 disappointed ballplayers.
Moreover, there will probably be
just as many. phone calls from irate
parents demanding to know why
their son or daughter can't play ball
this summer.

ball diamonds out of cornfields or
light them with wishful thinking. We
would love to expand... we should
expand... we must expand — but we
don't have enough diamonds now to
comfortably field the 76 teams we
had last year.
And even if we did, we are faced
with a shocking lack of interest and
support from those who should be
more than willing to do whatever
they can to help the children have as
much fun as they can, to learn as
much about the game and the rules
Of sportsmanship as they can, and to
go as far with their skill and devel-
opment as their enthusiasm and
energy will take them.
Call me naive, but I thought that
was how all parents were supposed
to feel.
Representing the 996 children
ages 6-19 registered last season,
Only 34 parents bothered to show up
at the annual general meeting. Of
those 34, 15 were members of last
year's executive, and another half-
dozen had been past
members.Would anyone care to
recall the wanting signs given prior
to the girl's baseball association
folding? Believe me, it is no exag-
geration to say that the Spartans
Minor Baseball Association could
be in just as much trouble now. We
have an abundance of apathy and a
desperate shortfall of volunteers
willing to give their children and
their community a few hours of their
time a week. As of this date, we
have no convenor -in -chief for house
league teams. Without an executive
in this position, there will be no
Tyke, Peewee, Bantam, or Midget
teams. That will mean only 392 T -
Ball players will get to register in
February — the rest, ages 10-19,
will go on the waiting list. If you

know times are tough and everyone

budget greater than that of many
small towns. One man, alone, has to
order uniforms, helmets, bats, balls,

ment... not only order it but assign it,
distribute it, account for it and keep

can't run these games without vol-
unteers, and we can't get volunteers
because everyone assumes someone
else will see that the job gets done.

As for coaches and managers,
they don't just appear magically at
the beginning of each season either.
They have to volunteer, and the
sooner the better. We need men and
women (excuse me, but who says
women can't attend a coaching clin-
ic and take a team on to the field?)

sponsors, equipment and diamond
time in the world won't see our
players going up to bat.
And come spring, we will need
field directors, house league and T -
Ball convenors, umpires, equipment
managers and fresh faces on the list
of auxiliary volunteers. We will meed
you. The children will need you.
Your community will need you.
Everyone wants their child to play
baseball, but unless we have some
solid show of support, and soon,
there is a very real possibility that
there will be no baseball in Ajax in
the very near future.

one thing is certain — more cars than
ever before were stopped.
Of 1,662 motorists pulled over by
Whitby OPP RIDE program in
December, three were charged with
impaired driving and eight received
12 -hour suspensions. Officers on
routine patrol handed out an addi-
tional five impaired driving charges.
The previous year, of 1,300 vehi-
cles stopped, three motorists were
charged with impaired driving and l l

minor bantam 'AAA' Raiders ended 1991 with a bang, win-
ning the Wayne Gretzky International Hockey Tournament in
Brantford Dec. 28 to 10.
The Raiders captured the tour-
ney championship by blanking the
Buffalo Regals 3-0 in the final.
Tim McCarthy, on an unassisted
effort, scored what turned out to
be the game winner in the first
period.
Chris Smith added a goal in the
second stanza, assisted by Doug
O'Grady and Rob Vessio.
Dave Duerden finished the
scoring in the final period, assist-
ed by Smith.
Raiders' goaltender Dan St.
Aubin recorded the shutout with
an outstanding effort
To get to the finals, Ajax -
Pickering first had to defeat its
long-time rivals from Whitby in
the semi-finals.
In an exciting, end-to-end con-
test, the Raiders prevailed by a 1-0
score.
Duerden's goal late in the game
gave the local bantams the victory
and vaulted the team into the
championship game. Smith drew
an assist on the play.
Goaltenders St. Aubir. and Joev
Colasuanno shared the shutout.
Ajax -Pickering started play in
the prestigious tourney with a 5-0
win over the Toronto Young fiats.

assists were Smith, Steve Quinn,
O'Grady and Duerden.
The Ajax -Pickering minor ban-
tams are currently in second place
in the Eastern Ontario 'AAA'
standings.

Recycling books a good idea
at The Paperback Exchange
For almost two years now,
book lovers in the Ajax -
Pickering area have had the
privilege of reading popular
books at economical rates.
The Paperback Exchange,
in the Discovery Bay
Centre, south Ajax, is a
book recycling centre.
A family-owned and
operated business, the Ajax
outlet is run by Paula Clark.
(Another outlet has been
operating for 12 years in
Scarborough).
Customers take a book
they have read, and receive
up to a 25 percent credit.
Paula says, "The newer the `
book, the better the
percentage." That book is
then sold to another
customer for half of the full
cover price, and the first
customer's credit is then
used towards the purchase of
another book.
There is a wide range of
paperback novels in the store. You
will find mystery, war and
espionage, historical romance, and
a large section of Harlequin
romances.
At the front of the store, to the
left, is an attractive display of the
newer novels, sectioned for men
and another for women. Here,
customers will find best sellers and
recent releases of the last 6 to 12
months.
Collectors of science fiction and
westerns regularly visit the store,
in search of the next item on their
agenda. For that reason, Paula
says, she especially welcomes
books in those two categories.

With the recent passing of Louis
L'Amour, the author's western
stories are extremely popular.
Danielle Steele, Catherine
Cookson, Barbara Taylor Bradford
and Stephen King, are among the
most popular authors.
"We like to keep several copies of
their books," Paula says.
In addition, there is a section for
children and teens, offering
special- interest reading, as well as
novels such as the Sweet Valley
High series.
Although the concept of The
Paperback Exchange is primarily
for the recycling of books that are
in good condition, there is a
smaller selection of new items.
These include such children's
books as the popular Dr. Seuss
m
series. New Star Trek and Fantasy
books, as well as specialty cards
and role playing games are also
available. New, issues of collector
comics are in the store every
Friday.
Obviously, The Paperback
Exchange is a place that has
reading material for all ages.
Seniors with time to spare often
buy a month's supply of books,
then return them for a generous
credit to purchase another supply.
Paula notes that Go -transit
commuters also buy many books to
kill travelling time.
The store is open 10 a.m. to 6
p.m. Sat., 11 to 6 Mon. to Wed.,
and 11 to 9 Thurs. and Fri.
