AJAX - The town's taxes could rise by 4.5 per
cent next year.
Ajax council's budget advisory committee
(BAC) instructed town staff Wednesday to work
toward the 45 -per cent guideline.
Town council and staff will hammer out a bud-
get in a special Saturday session next Apr. 11.

DURHAM - Catholic high school teachers and their employ-
er still hope to hamster out a contract agreement without shutting
dov►m schools, though 62 per cent of teachers voted in favor of
strike action Thursday.
u� The Durham Region Roman Catholic Separate School Board
is optimistic that an agreement can be reached.
"rhe fact that only 62 per cent voted in favor of strike action
suggests to the board that many teachers may have concerns or
reservations about (the union's) rejection of the board's offer,"
chair Tom Oldman told the News Advertiser Friday.

manufacturer Pitney Bowes has
decided to build a S21 -million
national headquarters in Pickering.
No official announcement has
yet been made but the company
plans to start construction in 1992,
says president Stephen McGill. The
new headquarters, to be located on
Brock Rd. south of Bayly St.,
should be ready for occupancy in
1994 when the company's lease on
its Don Mills head office expires, he
adds.

about the inflation rate, Mr. Witty
noted. "Staff can only cut out so
much. The politicians have to do the

inflation, I don't think that's tighten-
ing; 3.5 per cent is tightening."
Mr. Witty disagreed. "Coming in
too low is not the way to go. It's bet -

If the guideline figure was too
low, Mr. Witty said town staff would
be "doing the work we should be
doing."
Town staff will have to review all
capital projects and the level of ser-
vice the town provides if they are to
limit a tax hike to 4.5 per cent, Mr.
Witty said. "Staff will have to take a
long, hard look at everything."
The mayor said, "Other than
additional firefighters, I don't think
staff should look at any extra staff. I
don't want staff to spend time look-
ing at additional staff at this time."
During the 1991 budget delibera-
tions, fire chief Taf Evans sought at
least four new firefighters, but coun-
cil only approved the hiring of two.
In a report to council, town trea-
surer Greg Kirkbride said, "The
challenge at the present time for
council is to provide an acceptable
level of service and keep the mill
rate increase also acceptable. This
will not be easy in 1992 and will
require close examination of our
present levels of service to see if the
town of Ajax and its residents can
afford the resultant costs. If not, we
may have to make changes which
will allow us to accomplish the goal
of keeping the mill rate increase
acceptable."
At the BAC meeting, Mr.
Kirkbride said every one -per cent
change in the budget represents
between S 150,000 to $200,000.
Last year's tax increase was 4.9
per cent and the budget totalled
519.7 million.

AJAX-PICKERING - It takes a lot of
hard work and dedication, but Kerry
Ashley is making it as both a student and
a top-flight wrestler.
While it's a deli-
cate juggling act to
keep up with school
work and a full
wrestling schedule,
the 16 -year-old says
ie owes a lot to a

High School.
"Last year when we didn't have the
program, it was hard to keep up with all
the work and I was missing a lot of
school," says Kerry, who finished in the
top six at the provincial high school
wrestling championships and fourth at the
U.S. nationals this year.
Until recently, the chances of athletes
excelling at school and sports were
emote.
Faced with hours of training while
striving to maintain good grades in an
educational system unwilling to bend to
accommodate athletic goals, many athletes
were forced to make difficult choices.

In the past five years, high school pro-
grams designed to meet the needs of stu-
dent athletes have sprung up across
Ontario.
The High Performance Athlete
Program started at Dunharton High School
in September. Matched at only one other
school in Durham region (Whitby's Henry
Street High), the Dunbarton program cur-
rently serves 13 athletes who are either
nationally or provincially recognized in
their particular sports.
Ralph Reichert, the co-operative educa-
tion coordinator at
Dunbarton High j
School and the admin- '
istrator of the high perfor-
mance athlete program,
recalls the plight of one former
student who was training hard to reach the
pinnacle in figure skating while attending
Oshawa's Donevan Collegiate.
"I always tell the story of one of my
students, Jim Sirocian, who was skating at
one time with Barbara Underhill," says
Mr. Reichert. "He had to drop out of
school in order to pursue his figure skat-
ing career". He later had to return to
Donevan to pick up credits to finish his
high school education.

shouldn't be an

letes; the two can
complement each
other.
"The student
athletes have goals
they want to
achieve," says
Mrs. DeGray.
"When these kids
are reaching for
► the top, they have
to give 100 per
cent to the athletic
end. We would
like them to be
good in school,
too.
"I don't think a
student should
have to snake a
choice. Both
should be open to
them."
The Dunbarton
program offers a
number of benefits
Thirteen students are taking part In the first year of
Dunbarton's High Performance Athlete Program. In front,

Michelle St. Aubyn, a skilled player with Dunbarton's LOSSA championship -winning
senior girls' soccer team this year, has taken advantage of the school's program for
gifted athletes.

Among them:
• Special timetables which fit in with
the student's training and competitions
• A support team of teachers and
administrators who understand the needs
of the student athlete
• A teacher monitor who closely super-
vises the student's athletic and academic
progress
• Flexibility which allows the student
to meet competitive commitments and not
fall behind in academic studies
- Regular meetings with other athletes
in the program to talk about mutual con-
cerns.
As the staff monitor, Mrs. DeGray
works closely with the students, other
teachers and coaches to ensure the pupil is
fulfilling both training and school require-
ments. She meets with all the coaches of
the athletes in the program six times a
year for an updae on their progress.
Most of allyi Mrs. DeGray, the stu-
dents and coaches appreciate the effort by
the school to accommodate their athletic
goals. As a result, the students have flour-
ished academically under the program.
With the success of the program at
Dunbarton this year, it will be expanded
next year with room for up to 20 students.
And, the program will see the introduction
of a new section titled the Psychology and
Sociology of Sport.
Mrs. DeGray says this deals with the
pros and cons of competition as well as
coping with success and failure so the ath-
letes are "better prepared for what lies
ahead".
There will also be time scheduled for
talking and learning about each others'
athletic experiences as well as instruction
on how to prepare for SAT tests for those
wanting to attend colleges in the U.S. ,

should be out to serve the pub-
lic."
Mayor's closed -door policy fails Pickering residents
Editor's note: This is a copy of
a letter sent to Pickering Mayor
Wavne Arthurs.
Dear Mr. Arthurs,
I recently tried to arrange an
appointment with you to seek your
advice on the potential use of a
small part of a municipal facility to
carry out a "Supervised Access
Program". A program which has
been piloted, tested and proven to
be a totally relevant need in
Pickering. Of particular impor-
tance. materially in this period of
restraint and recession, is the fact
that this program requires no fiscal
assistance or the expenditure of
municipal tax dollars. This program
can be delivered in the best inter-
ests of those Pickering families
who will appreciably benefit from
this much needed service without
that assistance. You also should be
aware that the Ontario
Government, at this time, has
deemed it advisable and important
to set aside Sl million for the use
of community-based groups to ini-
tiate Supervised Access Programs.
Regrettably, your office
responded that an appointment with
you to discuss this matter is not
possible. Apparently, there appears
to be a policy that you will not see
or discuss matters with individual
citizens in or through the Mayor's
office.
Nevertheless, your office
referred me to Mr. Tom Quinn,
your Director of Community
Services and Facilities. I was told
that he would make himself avail-
able to explore the proposal with
me, and use of available space in a
municipal facility for this service to
residents of Pickering who would
benefit from this proven program.
However, Mr. Quinn would not
even speak to me to consider the
need for this program. His office
(at his direction I assume) referred
me to a Mr. Steve Reynolds, who
without probing or understanding
the rationale underlying the pro-
gram, finally spoke to me. He told
me to call the Social Planning
Council to see if they had an inter-
est in this area.

I would like to congratulate the Town of Claremont on its spirit.
Through the year, I have seen homes decorated for holidays and seasons.
Christmas is no exception. I have never seen Claremont more beautiful
than it is now. Lights, bows, garlands and wreaths are all up giving this
country town its unique character.
The people of Claremont are responsible for the warm welcome you
feel as you drive into the town. The people are also the reason I am
proud to call Claremont my home. Congratulations Claremont!

Given that the mayor and the
responsible senior civil servant in
the municipal bureaucracy had no
interest in discussing an important
and needed service with a con-
cerned citizen or citizens of the
community, 1 decided, with disgust,
to not pursue the matter any further.
In addition, I resolved not to offer
my services, at any time, to the
existing administration until it
shows some maturity with positive
leadership in the best interests of all
the citizens they were elected to
serve; and as well, to the civil ser-
vants paid as professionals to reach
out, listen and serve the community.
Fortunately, I have just been
given to understand that, Oshawa is
now seriously considering apropos -
al to proceed with a "Supervised
Access Program" to meet the needs
of their municipality. Therefore,
one can only come to the conclu-
sion that Oshawa is a much more
responsive, progressive and caring
community than Pickering.
Mr. Mayor, it seems to me that
the closed door policy of your
office, which is intended to try to
respond to the needs of the resi-
dents of Pickering, is directly
opposed to its purpose as approved
by the voters in your recent re-elec-
tion to this office.
Your "lay back" style of leader-
ship waiting for things to happen
rather than becoming actively
involved to make things happen,
will in the long term, prove to be
detrimental to the quality of life
now being enjoyed by the residents
of Pickering.
The immediate and long term
future of Pickering lies in the hands
of its mayor and councillors sup-
ported by a caring and efficient
civil service who will respond to
the policies of council and keep
abreast of the fundamental human
needs of the citizens of Pickering
they have been hired to serve.
Mr. Arthurs, your leadership as
mayor of Pickering will never serve
our citizens properly if you do not
make an effort to openly communi-
cate and continue to build walls
around yourself rather than build
the necessary bridges that will
facilitate access to you.
As for Mr. Quinn, I have found
his attitude, temperament and
behavior, as the senior civil servant
heading up the Department of
Community Services and Facilities,
totally unacceptable.
As his title implies, he has been
engaged to be aware of the needs of
the community and to reach out to

toward the citizens of Pickering he

I trust that you Mr. Mayor and
Mr. Quinn will re-evaluate your

The Reform Party Of Canada,
Ontario Riding, conducted a gener-
al information meeting on
November 28 at Harwood
Secondary School in Ajax. We
were very fortunate to have Mr.
John Warren, co-author of, "A
Capital Scandal" as our guest
speaker. Mr. Warren brought to our
attention the significant waste and
excesses built into our present Sys-
tem.
Our federal government pro-
vides our MPs with a 500 -page
book detailing all of the expenses
which they are entitled to incur.
The Reform Party Of Canada
says that the generous compensa-
tion and expense allowance of MPs
and Senators, coupled with their
fully indexed pensions for which
they become entitled with as little
as six years service, is tax waste
and is a national scandal.
Compounding this scandal is the
fact that a significant percentage of
the compensation and expenses
paid to MPs and Senators is tax
free.
The Reform Party calls for•
freeze and a complete review of
the salary, pension and tax-free
benefits for MPs and Senators.
Approximately 86 interested
persons attended our meeting and
24 volunteers assisted. Ontario
Riding added 28 new members and
various fundraising activities
proved very successful. We extend

to exhaust all attempts to reach a nego-
bated settlement with the board before
any sanctions are imposed."
Still, teachers are looking for work-
ing conditions and salaries comparable
to those in the public system, says Mr.
Morris. The union is asking for a 4S
W cent pay hike in the first half year
of a one-year contract, and 3.25 per
cent in the second half.
The board's final offer provides for
a 4.5 per cent increase effective
September 1, and a further one per
union' m�
cent raise effective February 1. That
offer would increase the average high
school teacher's salary from $51,330
to $54,1543. The top salary would
increase from $59,344 to $62,634.
And, says Mr. Oldman, 60 per cent
of teachers would get individual incre-
ments of about $1,900 for increased
experience during the past year.
Union demands would cost the
board 17.9 per cent over last year's
contract, while the board's offer repre-
sents an increase of eight per cent.

Ajax transit fares to rise
AJAX - Some Ajax Transit
fares will rise in February.
A single adult fare will
increase to $1.15 from the current
$1.10.
All other single fares will
remain the same.
Adult monthly passes will cost
$42, up from the current $39.
Student monthly passes will jump
to $30.50 from $29.
Terry Barnett, the town's tran-
sit director, told council's budget
advisory committee Wednesday
that Charterways, the contractor
used by the town, is increasing its
fees 4.3 per cent and the rise in
transit fares is needed to offset
the Charterways hike.
The new transit fees will take
effect Feb. 1.
Other current single fares are
$1 for students, 50 cents for chil-
dren and 25 cents for seniors.
Council will vote on the matter

AJAX - Registration for the pub-
lic library's Storytime sessions will
be held on two days in January.
Storytime is for pre-school chil-
dren with sessions offered at the
main and Village branches of the
Ajax Public Library. Activities
include stories, games and finger -
plays.
The winter Storytime sessions
run from the week of Jan. 20 to the
week of March 9.
Registration for the main branch
sessions will be held Saturday, Jan.
11, beginning at 9:30 a.m.
Storytime sessions for two- and
three -year-olds will be offered
Tuesdays from 9:45 to 10:15 a.m.,
and Thursdays from 9:45 to 10:15
