DURHAM - 'lite recession is partly to blame for a soaring crime rate, says
Durham Regional Police Chief Da%id Edwards.
During the first nine months of the year, crimes against people, such as rape,
assault and robbery, have risen more than eight per cent, and crimes against prop-
erty, such as arson, break-ins and shoplifting, have soared more than 14 per cent.
More than any other crime, he says, domestic assault seems particularly prone
00 o a bad economy.

DURHAM - The public school
board wants permission from the
education ministry to provide alter-
natives to the implementation of
unior kindergarten.

"What we're looking for is per-
mission to provide alterative pro-
grams," says Durham Board of
Education chairman Ian Brown.
"We're not saying we're not willing
to meet the needs of three and four-
year -olds."
The ministry of education wants
junior kindergarten in schools by
September 1994.
Mr. Brown and representatives
from Halton, Waterloo, Wellington
and York region public school
*boards met with education minister
Tony Silipo Nov- 20 to discuss their
concerns of mandated junior kinder-
garten.
"It takes about $12 million to
convert schools in Durham to add
another kindergarten room," says
Mr. Brown. "Arid we just don't have
the money to do that."
He says the government had S50
million set aside for the implementa-
tion of the program, but now that
money has been "pulled out"
because of the deficit. "Now they're
not going to be paying for it," he
says.
The implementation of junior
kindergarten would mean an imme-
diate infusion of another 4,000 stu-
dents in Durham's already -over-
crowded public school system, says

PICKERING - Town bylaws are
preventing a 73 -year-old woman from
replacing her bumedout home.
Gita Brewer, who lost everything
in a fire Nov. 14, is homeless for the
second time in her life. Regulations
won't permit the distraught senior to
re -build a home or put a trailer on the
government-owned property where
she's lived for the past three years.
"I am not at home," she sobs over
the phone from Toronto, where she's
staying with friends. "I'm not happy."
She says she's been suffering

Village BIA meets Wednesday
PICKERING VILLAGE - The first general meeting of the Pickering
Village Business Improvement Area (BIA) will be held next week.
Formed earlier this year, the BIA represents between 100 and 120 busi-
nesses along Kingston Rd., Old Kingston Rd., Church St. and Randall Dr.
The meeting is set for Wednesday, Dec., 4, beginning at 7 p.m., at
Randall's Restaurant, at the comer of Randall Dr. and Kingston Rd.
A reception will start at 7 p.m., mayor Jim Witty will address the meeting
at 7:30 p.m., the meeting will start at 7:45 p.m. and a question -and -answer
session will follow.
The group overseeing the BIA is forming a variety of committees and
members are needed. Committees include advertising and promotion, eco-
nomic development, funding and beautification, council monitoring, and fes-
tival.

all large municipalities, he stresses there are ways to
combat it.
One way is more staff'. "We will be requesting
more police officers during the budget process for
1992."
Another is strategy. "We must continue to be
proactive in policing. We can't be strictly reamve

The creation of special units to deal with drugs
and youth gangs are fiat two recent examples of the
police force's commitment to proactive policing,
Chief Edwards says.
And the public will be a key factor. "It's been
quoted many times. The people are the police and
the police are the people."
The public, he adds, "have to be our eyes and
ears.

But her tiny house was never a
legal residence to begin with, accord-
ing to MPP Jim Wiseman's office. The
building had been classified as a "stu-
dio". There's no possibility of rebuild -

The town also has a bylaw that
would prevent Mr. Mueller from
putting a trailer on his property for
Mrs. Brewer. Mayor Wayne Arthurs
says council could consider allowing
an exception only if Mrs. Brewer tried
to find housing through community
agencies first.
"I'd like to see it handled through
the agencies we have," he says, sug-
gesting Durham social services. "If the
systems we have in place are not
effective and there's a need for sup-
port, we'll have to address it."

Hospital staff 'caring, compassionate and dedicated'
To the editor,
In a town where we hear so
much criticism about our hospital,
we feel it's justifiably time that a
word is said in its defense.
Recently our family lost a dear
member after a lengthy illness.
Mary Mitchell, who was a wife,
mother, sister, aunt, grandmother
and great-grandmother to many
people, obviously had a large fami-
ly, who wished to be near her as
she was leaving us.
Aside from the last week of her
life, when people were coming and
going at all hours, her last 24 hours
saw all of her family at the hospi-
tal, often all at the same time.
The purpose of this letter is to
publicly acknowledge the most
heartfelt thank you to the nurses
and staff of 4A.
We defy anyone to show us a
more caring, compassionate and
dedicated group of individuals in
any hospital anywhere.
During Mary's illness, the nurs-
es gave her the most competent
care possible. We know this,
because we saw it. Thev cared for
her and saw to her comfort through
all stages of her terminal illness.
On Saturday, Nov. 2, at 6:30
a.m., Mary slipped into a coma,
and went in and out of it until she
died at 5:10 a.m, on the 3rd. During
that time, the nurses were practical-
ly camped at her bedside. Getting
around family members was a part
of their job routine, never an incon-
venience. Most importantly, the

To the editor,
On Friday, Nov. 15 the Ajax Lions Club entertained the seniors of
Ajax at its annual Christmas party.
Lions and Lionette members are to be congratulated for a most
enjoyable evening of entertainment.
Members of the Sea Cadet Band and the Ajax High School jazz
band played carols and the oldies and we feel these young people
should also be congratulated for their musical efforts on our behalf.
Dance music was provided by Maureen Jarvis who kept things moving
all evening.
A sumptuous lunch was enjoyed and many door prizes donated by
friends were drawn over the evening.
Thank you Lions and Lionettes once again for an evening not easily
forgotten.

always did. On the last day, the
nurses and ward aides set up chairs
outside Mary's room for us. There
was a cart with coffee, tea and juice
for us which was kept freshly
stocked. The nurses moved the
other patient in the room to give us
privacy. They also made up the
empty bed afterwards for the family
to use to rest.
I was one of three who was with
Mary when she passed on.
She was my grandmother, and
one of the most cherished people in
my life. The hardest thing I ever
had to witness, my Nan's passing,
was made easier by nurses who
handled her gently and lovingly,
like I did, then insured we were
okay after she passed.
Although we can't thank every-
one individually, there are a few
who stand out. Mary's day nurse,
Kelly, who was a true angel. Eileen
on afternoons, who let me cry on
her shoulder. Mamie and Renata on
midnights who were with us when
she died. Linda Adams, the nurse
who showed up for us at the funer-
al, and Charmaine Nicholls, the
ward aide who always had time for
Mary and made food for the wake.
And to all the staff.
You are all truly wonderful.
Special thanks to Doctors
Campbell and Hoffman, for making
her last days painless and comfort-
able.
Despite what you hear about the
state of health care, these profes-
sionals are truly dedicated and wor-
thy of our thanks.

during those cold winter evenings

It is that time of the year again.
A time when the colder, often
inclement, weather places many
pets in uncomfortable, and fre-
quently dangerous, situations. Most
people do not knowingly place their
pets in these predicaments, but,
rather are ignorant of the potential
perils facing their animals.
Dogs kept out-of-doors with no
or inadequate shelter likely suffer
the most with the arrival of cold
weather. It is sad that companion
animals, such as dogs, are kept out-
side where many of these social
creatures are virtually forgotten.
Canines which are kept outdoors
must have appropriate shelter.
Ethylene glycol, present in
antifreeze, brake fluid and other
items is another danger facing ani-
mals. This substance is extremely
toxic and causes severe and often
irreparable damage to the kidneys if
ingested. Even small amounts of
ethylene glycol can be fatal.
Vomiting and weakness are two
common signs of an animal suffer-
ing from this poison. Animals sus-
pected of ingesting ethylene glycol
should be immediately taken to a
veterinarian. As well, ensure sub-
stances containing ethylene glycol
are locked away in a storage cabi-
net or made inaccessible to animals
(and children). If products contain-
ing ethylene glycol are spilt, they
must be immediately and
thoroughly cleaned up. Although
ethylene glycol is present through-
out the year, it is more prominent
during the winter months when
antifreeze is used to a greater
extent.
The arrival of cold weather also
results in numerous felines being
severely injured and killed by vehi-
cle fans and fan belts. This tragedy
usually occurs when a cat huddles
around the engine of a vehicle in a
desperate attempt to keep warm.
This gruesome occurrence can be
avoided by simply tatting the time
to alert any felines which may be
lurking under a vehicle hood by
banging on the hood or honking the
horn. If honking the horn is the

ing the engine. And, while cats are
more prone to crawl up under vehi-
cle hoods during cold weather, they
have been known to do so during
warmer weather as well. So, get
into the habit of always alerting
curious felines before starting your
vehicle.
Winter is a beautiful time of
year. Enjoy it, but make sure that
your pet and other animals do not
suffer. For a free pamphlet entitled
"Ideal Doghouse For Ontario's
Outdoor Dogs" and/or a supply of
informative handbills (which can be
distributed in your neighborhood,
workplace etc.) warning of the
hazards of ethylene glycol and cats

There are many options boards
would like the ministry to consider
before the program is mandated.
"One thing we want to explore is
the opportunity to provide space
other than in a school building," he
says, giving as examples a church
basement, community centre or
childcare centre. He adds that, with
both parents usually working these
days, it would be feasible to find a
facility that could offer both a junior
kindergarten program and childcare
centre.
Another issue concerning boards
is the staffing of a junior kinder-
garten program. The ministry
requires boards to hire certified
teachers. However, Mr. Brown
would like the ministry to give
boards the option of using early
childhood education graduates,
childcare workers or other profes-
sionals who have the skills to work
with young children.
"When the legislation comes for-
ward for the second reading or final
reading, we're asking for the word-
ing to be changed to allow boards
more flexibility in how and where
these programs are offered, and how
they will be staffed. We simply

He says boards also asked for an
extension of the implementation
period. "We can't reasonably
explore these alternatives in just two
years."
Mr. Brown is not certain of the
merit of a junior kindergarten pro-
gram. "That's the core of the issue
— whether it's an educat(o
mnal ser-
vice or a social prograor alterna-
tive to daycare," says Mr. Brown.
"Does it have educational benefits
to do with social skills?"
There are 23 out of about 150
boards in the province that don't
offer junior kindergarten, says Mr.
Brown.
Durham's separate school board
has been offering junior kinder-
garten for 12 years. Board chairman
Catharine Tunney says, "From what
I understand back 12 years ago there
wasn't a lot of students in the sepa-
rate school system and we (added
junior kindergarten) to encourage
people to come." She says the
schools of the Durham Region
Roman Catholic Separate School
Board had extra class space to
implement the program because of a

runs very much like a kindergarten
program with objectives, curriculum
and a certified teacher. "It's very
much like a kindergarten class; it's
not like a daycare at all."
The public school board is
expected to hear back from the min-
istry on its proposal in about a week.

sue us or put us in jail. Or we'll
have to bite the bullet and another
program will have to suffer because
of it. But I'm optimistic the ministry
will make changes to the legisla-
tion."
