Those words of warning came from Dr. Earl Lagroix. director of the Durham Region Roman Catholic Separate School Board, at an information meeting for parents Wednesday at St. Bernard Catholic School in Whitby. "Our system is coming under attack," Dr. Lagroix told the crowd -of about 125. "You've all read about 40confederate or unified school `wards. It's being suggested there should be one school system. The argument being used is that it will save money." But, argued Dr. Lagroix, "We as a system are very economical. There's very little fat which we can trim." The system must also deal with an increasing number of students who don't attend church on a regu- lar basis. "At one time there was a triangle: the parent, church and school. Yet, in some of our schools, *up to 60 per cent of students are non -regular church attendants," warned Dr. Lagroix. "They're probably following the example of their parents. I say that not in a judgmental way, but as a fact we must deal with." The difference between separate and public schools is an important one, said Dr. Lagroix. "It's not a school in which Catholic students are segregated, staffed by Catholics and where religion is taught for two (phours a week. It's one in which God, his truth, and his life are inte- grated into the entire syllabus and life of the school." Groan One-quarter of homes must be affordable AJAX - The town will have to continue to provide affordable housing. While Ajax council's committee of the whole debated a new municipal housing statement (MHS) Tuesday, Norma Forrest, a senior planner with the provincial ministry of municipal affairs, said municipalities would be moni- tored to ensure that 25 per cent of new housing is affordable. The ministry of housing (MOlf), under the previous Liberal government, set the 25 -per cent rule as a way of ensuring municipalities provide afford- able housing. The rule was set out in a housing policy statement, which municipalities have been asked to comment on. "I have some problems with the provision of all new housing being 25 - per cent affordable," mayor Jim Witty told Forrest and Darlene Mahyr- Richardson of the MOH. "I hope (provincial officials) look at our past record and not tar us with the same brush as other municipalities that aren't as socially conscious." Pat Clark, regional councillor for Wards 1 and 2, said, "The province has told us they want 25 -per cent affordable housing and they've told us how to define affordable. What they haven't told us is how we control it. 'Sophisticated' school programs cited Durham dropout rate lower than average By DONNA DONALDSON DURHAM - The student dropout rate in Durham is lower than the provincial average. In 1987 the provincial dropout rate was one in three students. Durham's rate was consistent with the provin- cial average. However, Jim Weaver, chairman of a special dropout committee set up by the Durham Board of Education in 1986, says the committee found that Durham's rate is actually much less. "Ninety per cent do not appear to drop out," says Mr. Weaver. "Some of them leave and come back. Oshawa's "Central Collegiate enrolled about 200 stu- dents who dropped out of various schools in Durham," says Mr. Weaver. "We have a retention rate of around 90 pa c'em" The committee tracked every 10th student who start- ed Grade 9 in 1988. In 1989-90, 1,745 students dropped out, 9.1 per cent of the enrollment of 19,081. Of the students who dropped out, 46 per cent left for jobs; 8.4 per cent left for other education; 3.7 per cent left for other reasons — such as family crisis or mater- nity; and 41.3 per cent left for unknown reasons. (Tlte ministry of education's definition of a dropout is a person who leaves school before obtaining a secondary school diploma. Mr. Weaver says this definition is mis- ..._..._..«.--..---------- t leading, because it includes students who leave voca- tional schools for jobs, and those who leave for appren- ticeship program.) The committee's studies showed that students at risk of dropping out tend to have poor attitudes toward school, poor attendance records and poor self-esteem, among other characteristics. The committee also discovered schools are receiving increasing numbers of students from families where unemployment, alcoholism, drug abuse, violence and general instability are common. The study found 17 -and 18 -year-old dropouts tended to be males, but more girls left at 16; most students who drop out do so after five years in secondary school; most advanced -level students who drop out do so after five years; general -level students tend to drop out after four years; and basic -level students drop out after two years. Bill Fairburn, a member of the committee and the superintendent in charge of special education, says, "We have sophisticated programs we offer to hold on to our youth, and I can tell you they're working". The board offers many programs to get students back, and encourage them not to leave in the first place, including flexible hours, a teen pregnancy team, a spe- cial program for 14 -and 15 -year-old potential dropouts and a "storefront" program at Oshawa Centre to encour- age students to return to school. That's the vision Ontario minis- ter of citizenship Elaine Ziemba shared with about 250 high school students and teachers from across Durham at a multiculturalism con- ference at the Ajax Community Centre Thursday. The theme of the conference, which was sponsored by the Multicultural Council of Oshawa & District, was People Are People. "Multiculturalism in Canada is strong, alive and well. It works and makes our culture," said T1s. Ziemba. "Our identity is that many, many people have chosen to live here. Let's rejoice that we are differ- ent." Still, Ms. Ziemba recognized that discrimination here dates back many centuries. "We always talk about (Canada) as a new country, but it's very old." Attempts to convert native Indians, or First Nations, was a form of racism, she said, as was the head tax on Chinese at the turn of the century and the interment of Japanese Canadians during the Second World War. "It's a hard thing for us to admit as Canadians," she said. "I didn't think we had discrimination here. It's subtle ... but it's a tradition I hope we can wipe out and elimi- nate." As minister of citizenship, Ms. Ziemba is responsible for human rights, disability issues, seniors' matters and race relations. Among the initiatives introduced by the ministry is employment equity, which targets four groups: First Nations, visible minorities, people with disabilities, and women. Statistics show members of these groups earn less than the average white male, said Ms. Ziemba. Women, for example, earn 61 per cert of the average white male salary, while individuals from visi- ble minorities get 44 per cent of that salary and people with disabili- ties 16 per cent. "We have a long way to go in employment equity," said Ms. Ziemba. "People still look at the outside ... rather than inner quali- ties." Following Ms. Ziemba's com- ments, students were set to work with a theatre group and watch a video on multiculturalism. On Tuesday the board ratified an agreement with its 346 educational assistants, the last group to settle. The two-year agreement is effective until Aug. 31, 1993. The hourly rate for permanent and probationary educational assistants increased by 6 per cent in the first year to $16.91. In the second year the classroom assistants will get a 5.5 per cent raise bringing their hourly rate to $17.84. Assistants filling in on a temporary basis will get less — $15.95 per hour in the first year of the agreement and $16.06 in the second. Pickering councillor George Martin told a Durham regional council meeting Wednesday that, at rush hour, traffic is backed up for miles because of a four-way stop sign at the intersection. A better method, he said, would be to install traffic lights or to make Taunton Rd. a through street. At the board's regular meet- ing Tuesday, trustees voted against a motion that called for an increase to 30 cents a kilome- tre. Ajax trustee Duncan Read argued that, according to the Canadian Automobile Association, the average rate is about 32.5 cents a kilometre. Trustees finally approved a rate of 31 cents a kilometre. Chairman Ian Brown said, "This is an annual thing. Last year the recommendation was 32 cents. According to the CAA figures we're short-changing staff. But 31 cents is an improvement from 29 cents last year. We're stili below the CAA rate." Committee goes ethno-cultural DURHAM - So what's in a name? A lot, if you're on the Durham Board of Education's Multicultural and Race Relations Advisory Committee. The committee has a new name — the Ethnocultural Advisory Committee. Chuck Powers, superintendent of human resources, says, "Provincial governments are referring to it as eth- nocultural now. It's a broader term to encompass more than just race." Mr. Powers says the board is attempting to get a clear definition of just what "ethnocultural" means. He hopes to come forward with the defini- tion at a future meeting. View by Mother Nature. Ajax council fails to make the grade To the editor, After being a casual observer of the Ajax Council for the past 17 years and a more interested watcher over the past three years, I'm compelled to write this letter to share my observa- tions and thoughts. I am going to grade each Council member's performance as this politi- cal term comes to an end, just as teachers do at the end of a school year. Mayor Jim Witty - Head of the class. Seems enamored of upper clansmen at Region. Champions the cause of developers and develop- ment. If it's being built it must be good even if it is another empty strip plaza. Appears to conduct business behind closed doors, at Region, or with his cronies at recess. - Grade F. Regional Councillor Joe Atkinson - Class bully. King of the public lec- ture usually directed at the public who don't agree with the views of himself or his friends. Great at telling everyone how tough he is and how he can take the slings and arrows of political school life, yet he never lets the mildest slight pass. I didn't expect much when his schoolmates appoint- ed him Regional Councillor and he didn't disappoint. By the way, Mr. Atkinson, I'm not involved in any- one's 1991 campaign, and my phone number is in the book. Bullies don't scare me. - Grade F. Regional Councillor Pat Clark - Attempts to be the class conscience. Thinks that logic and public debate will arrive at the best decision. Doomed to fail as she won't play Bed race raises $5,000 for hospital To the editor, On Sunday, Sept. 29, the Ajax and Pickering General Hospital held its 4th Annual Great Hospital Bed Race. Thanks to the 14 beds that participated in the race and those who attended to cheer the beds on to the finish line the event was a huge success. The events ran according to schedule and that is due to the efforts of an excellent bed race committee. To these peo- ple I say a special thank you. Once again Volkswagen Canada Inc. sponsored our race, Bay Sports donated the trophies, Joe Atkinson was our M.C., and the Pickering Swim Club handled our timing. The weather cooperated, every- one had a good time and $5,000 was raised from the various teams for the Hospital's Expansion Fund. Councillor Roger Anderson - It appears that whatever is good for the real estate business is good enough for this student. His vision begins and ends with the almighty dollar. How much will it cost? How much will we make? Needed classmates' help to get back into school after hanging around the playground all year. - Grade F. Councillor John Price - Hard to grade this student as he participates little in class and rarely expresses an opinion. Goes along with classroom friends on all votes. - Grade D. Who is responsible for this group We are! If their marks are low, ours as voters and concerned citizens are lower. Most of these people have been acclaimed in past elections and even those who have been opposed needed only gamer a small percent- age of the eligible vote to be elected. This year we have choices. Get involved; go to public meetings; question candidates when they come to the door and vote on election day. Maybe if we improve our mark as citizens we won't elect another fail- ing class. As has been proven ove0 the last three years, the issues are too important. William Mairs, Ajax Local councillor challenged on environmental stand To the editor, It really aggravates me to think that our local councillors exhibit such blatant contradictions of char- acter, previous to any electorate proceedings. I opened the News Advertiser a few days ago to find Kip Van Kempen's forced smile augmenting a declaration that he would be seeking a regional seat during the Nov. 12 municipal elections. In this brief, the public was advised that Van Kempen is... "Concerned with taxes, employment and the environ- ment." Well, Van Kempen certainly does not hold a monopoly on con- cern about taxes and employment, but it is an insult to think that he could be in a position to comment, with any credibility, about his envi- ronmental commitments. Let us be reminded that Kip Van Kempen actively positioned himself against preserving the Pine Grove Forest here in our commu- nity. In fact, Van Kempen was advised, by overwhelming docu- mentation, that the Pine Grove Forest qualifies for ANSI (Area of Natural & Scientific Interest) sta- tus through the Ministry of Natural Resources. This is a critical eco- logical designation: comparatively, the recreational value of Frenchman's Bay does not fit the same categorical criteria. Instead, Van Kempen (lately) has positioned himself to champi- on Frenchman's Bay, While the Bay is unquestionably threatened, there is still the question of whether he supports recreational usage (ie. motorboats, Jet Skis, etc.) over natural protection of Ir -1 L migratory wildlife habitat, like the Trumpeter Swan. Ironically, with elections pending, advocacy of Frenchman's Bay is also much more sensational — much more prolific! Certainly Van Kempen could tug on heartstrings with such an endorsement. Now, we owe it to our community to see through this facade! I do not think that Van Kempell has yet earned the credibility to advocate the environment. As a matter of fact, with the incidents that occurred in council chambers this last year, (in perspective to the immature behavior going on in our Federal legislature recently) I do not think that Pickering needs someone like Vats Kempen on any council! Ajax trailed 19-7 at half-time and by as much as 29-11 at one point in the game. But, Ajax stormed back to outscore O'Neill 35-22 in the second half. With her team down by a point late in the contest, Andrea Langille scored with about eight seconds left to give Ajax the victory. She led Ajax in scoring with 14 points.
