He challenged some members of the public who were lobbying for the citizens' committee to take a greater interest in the entire budget process if they're interested in saving money. Oshawa councillor Brian Nicholson said he "quite strongly" believes there should be more public input in fie process and a citizens' committee would benefit Durham. Pickering councillor George Martin agreed council shouldn't be setting its own salary. "It's not so much a breach of trust," he said, "but the perception of a breach of trust." On Friday, teachers with the Durham Region Roman Catholic Secondary School Board voted 87.3 4 per cent to reject the offer. The teachers' union had advised its members to tum down the offer. The teachers' negotiating team will contact the board's representa- tives to ask that negotiations resume at the earliest possible date. The teachers have been without a contract since Aug. 31. Outstanding issues include maxi- mum class sizes, wages and working conditions. 0 DURHAM - The region might save $11 million in the long run if a new financial structure for funding services is accepted by the province and Ontario municipalities, says a Pickering politician. But, at the same time, local municipalities across Ontario could lose millions under the proposal. The new structure, called disen- tanglement, would see just one level of government providing funding and making decisions on a particular service. Currently, provincial and regional governments split the costs of more than 100 services, including welfare, health, roads and police. Disentanglement was the subject of a meeting recently between pre- mier Bob Rae, his cabinet ministers and the executive board of the Association of Municipalities of Ontario (AMO). Pickering regional councillor Doug Dickerson was in attendance. "We went over a broad range of issues, all tied to the theory of disen- tanglement," he says. `"fhe province likes the idea." The province has set up a negoti- ating team to pursue the idea while AMO plans to do likewise, says Mr. Dickerson. Meetings are expected to start in December. Ideally, the new financing struc- ture would see Durham getting rid of its huge welfare bill, with the province paying 100 per cent of the tab and dictating how welfare is dis- tributed here. Other areas, such as roads, would be completely assumed by the region. Mr. Dickerson says the intent is that the structure should be "revenue neutral", but, he claims, Durham res- idents will save about $11 million in the long term. But regional chairman Gary Herrema, who was a member of an AMO committee reporting on disen- tanglement, predicts the province will drag its feet on the proposal. "I'm afraid they'll never get to it. I'm afraid they'll unload on us; the feds are unloading on them," he says. "I don't have much faith in it. There's a whole lot of things they'll procrastinate on.- Mr. n"Mr. Herrema says the provincial treasurer will likely nix the proposal as it stands now, realizing that wel- fare will cost the province a lot of money and "there's no pot of gold at the end of the rainbow." And, while regional government will come out ahead by SII million, local munici- palities will lose $14 million, he says. The AMO committee's purpose in recommending disentanglement was to make regional governments "mas- ters of our own house", he adds. But, he predicts the issue will drag on for at least five years and "by then, we'll all be bankrupt. The euphoria of dis- entanglement is starting to wear off." On Nov. 1, the passes will be made available to adults, says Tent' Barnett, the town's transit director. It's the intent to make the passes available free of charge to the public, Mr. Barnett adds Once the Ridekeys are available to the adult pub- lic, Mr. Barnett says the next step would be to set up a system so transit users can connect with GO Transit. With the Ridekey, a transit user pre -pays for a cer- tain number of rides. The total is programmed into a computer chip the user carries. When boarding the bus, the chip is placed on a computer, showing the driver who the key belongs to and if it is valid. The Ridekey computer will record where and when a person got on the bus. Tardy high school students may not appreciate the Ridekeys. Mr. Barnett says that. if a student who's late for school claims his bus was late, the school can call the transit deparment which will check its computers to see when and where the student boarded a bus. In addition to a Ridekey, each passenger also receives a photo ID card, so the key can only be used by one person. For the school experiment, the computer will indi- cate the Ridekey belongs to a student. Mr. Barnett says 1,500 Ridekeys were distributed to students at Ajax High School, Harwood Secondary School and Denis O'Connor High School. The students can use the keys anytime, Mr. Barnett says, and not just to get to and from school. With the Ridckey, the transit department will have information on which routes have a heavier ridership. "We'll be able to redesign routes to serve the com- munity better," fair. Barnett says. Letters N1 'f:;� Public support needed to help feed the hun&7 To the editor, I am writing on behalf of the Ajax -Pickering Ministerial Association in response to your edi- torial of September 27 entitled "Food For Thought" and an article in your paper on September 29 entitled "Salvation Army Operates Last Food Bank Here". In your editorial there appears to be some criticism of those involved with the Ajax -Pickering Food Bank. I would like to remind you that those people are local volunteers who have done their best to show their concern for their hungry neighbors. The Board of Directors of the Food Bank served on a purely voluntary basis and did not have the support of any larger organization outside the com- munity. They did the best they could tinder difficult circumstances and for that they are to be highly commend- ed. Any food bank needs a high degree of public support and com- mitment in order to function. The Ajax -Pickering Food Bank did not receive that support which is the main reason it had to close. I know that other local organizations do receive'the necessary public support which enables them to function. The Food Bank did not and was therefore unable to carry out its operations. In terms of "informing the com- munity of the worsening situation", you will recall that in my letter to you of April 2, 1 solicited your sup- port in making the public more aware of both the Salvation Army Food Bank and the Ajax -Pickering Food Bank. I'm glad to note that you have supported and commended the work of the Salvation Army, as do 1, but that your support of those com- mitted volunteers of the Ajax - Pickering Food Bank has not been forthcoming. It is because of such lack of support that this food bank has been forced to close. With regard to your article of September 29, I wish to point out that, although the Salvation Army does excellent work and is to be highly commended in its efforts to feed the hungry people of our com- munities, it does not operate the only food bank in Ajax -Pickering. There are many local churches now operat- ing food banks on an individual basis and I understand that there are also some social agencies who arc active in this area. By placing the transfer station close to where the majority of the garbage is produced or at a more central location in Durban you can further reduce transportation costs. Why would Durham consider building a transfer station, for Durham's garbage at Brock West which is at the extreme west of Durham and on property owned by Metro? Who are we building the transfer station for, Durham or Metro? Who will actually own the transfer station? Building this on Metro land will virtually ensure that Metro's garbage will continue to come to Pickering forever. The combined facility is slotted for construction on a 24 -acre site on the north side of Taunton Road between Garden and Anderson Streets in Whitby, where a consul- tant's office is now located. Plans call for a four -storey educa- tion centre, a three -and -a -half storey school, and a link building which would house such common facilities as shipping and receiving, duplicat- ing, and food preparation and ser- vice. The school is scheduled to open in 1994. The board believes joint construction of the school and centre would result in savings in architect's and contractors' fees. At public information meetings on the centre last year, trustees assured taxpayers that building a new headquarters would not affect con- struction of new schools and addi- tions to schools. That's because the ministry of education does not pro- vide grants for facilities for employ- ees who serve in supporting roles. It provides grants only for facilities for the instruction of students. That means the S25.8 -million price tag must be picked up by tax- payers. And because the board plans to debenture the cost over a 20 -year period, the total cost of the centre would be S43.7 million. The average cost per public school household would be $6.14 each year for the next 20 years. The board now spends $834,000 a year to maintain the six facilities which house its administrative staff. It's the message health officials will take across Durham Oct. b to 13 during AIDS Awareness Week. The theme 'AIDS: Our Challenge for Life' also focuses on the need for more care for those afflicted with the disease. Durham College and selected bars throughout the region will participate in the campaign. Kim Lyons, AIDS nurse educator for the Durham health department, says some night x>ts in Durham will have condoms in the washrooms as well as coasters and wallet -size cards with IG messages about AIDS. Ms. Lyons says there are still many misconceptions about AIDS. "Some people still think you can tell if a person has AIDS by looking" at the person, says Ms. Lyons. The average time from exposure to the HIV virus to testing positive through a blood test is about 12 to 14 weeks, says tits. Lyons. Under the program, a child's fingerprints and records are documented to aid authorities should the child ever go missing. The Pickering session, to be held from 11 a.m. to 3 p.m., is sponsored by member brokers of Realty World. "It's a very successful program that Realty World brokers have committed to," says company president Harold Waddell. "There are far too many missing children and, as far as I'm concerned, the general public needs to actively help law enfoioement people put a stop to the crime of abducting children." Parents visiting the Child Find booth at the town centre will be given forms to fill out while their child's fingerprints are taken. "The program is a preventive measure," says Mr. Waddell. "I really think the Child Find program is a tremendous start to creating a public awareness about missing kids. People hear about children disappearing on the evening news, but wouldn't have a clue about where to turn or what to do if the unthinkable should happen to them." The Child Find Ontario program aims to educate the public on the issue of missing children, what can be done about it and how to prevent abduction. Facts about missing children are primarily publicized through posters. When given details about a missing child, the organization verifies the information and passes it on to authorities. The program is endorsed by the Canadian Association of Chiefs of Police. The parent organiza- tion, Child Find Canada, has a working relationship with many government departments, including the Royal. Canadian Mounted Police Missing Children's Registry, agencies such as the National Centre for Missing and Abused Children in the United States and the International Social Service in Ottawa. Child Find is a non-profit, volunteer organization. All volunteers are required to undergo a security check conducted by local police departments and the Children's Aid Society. Volunteers are always needed and applications are accepted through the organiza- tion's provincial headquarters. "Volunteers are the backbone of this organiza- tion," says Mr. Waddell. "They're an amazing group of dedicated individuals who want to help find miss- ing kids and provide moral support to families. Just one child being found makes all the work and time investment worthwhile." Child Find relies on donations from private and corporate sectors. The organization's national headquarters is located in Saskatoon, where it began in 1983. With the exception of Newfoundland and Quebec, Child Find has provincial ''headquarters in every Canadian province. To say the 12 -year-old Ajax swimmer had a big year last year would be an understatement. Along the way, Sutherland estab- lished himself among the premier performers in his age group in Canada last year. In the course of last season, Sutherland was ranked in the top 10 in the country in seven events in the 11 -and -12 -year-old age group. He was ranked number one in the 100 -metre freestyle, fourth in the 50m free, fifth in the 400m free and the 200m individual medley, sixth in the 200m freestyle and ninth in the 100m back stroke and 200m back. "It was my best year, so far," says the lanky swimmer who's been with the Ajax Aquatic Club for the past six years. "But, this year, I'd like to improve my times greatly." The pinnacle of last year's suc- cesses came at the end of the swim season. Competing against the best age - g r o u p swimmers in North America at the Far Western L o n g Course Meet in Concorde, California, Sutherland had the meet of his young career. There, he not only established himself as one of the up-and-com- ing swimmers on the continent, he ;posted eight personal best times. Competing against the best swimmers from 120 clubs across North America, Sutherland was fourth in both 50m free and 100m free, while finishing sixth in the 400m free Q' and seventh in the 100m back and 200m free. Q The California meet is "a massive event, larger than any event held in Canada," says Ajax Aquatic Club head coach Paul Meronen. "It's one of the highest calibre age -group meets in the west- ern United States." Meronen's hopeful Ll Sutherland can keep west- ) em up the torrid pace 7)6 he set the year before. "I have great confidence in what he can do this sea- son," says Meronen. "He's typical of the best age -group swimmers. The aver- age to the above-average swim- mers will improve consistently over the course of a season. But, the most talented of individuals will fall off the cliff in terms of improvement and Willie has done that." While Sutherland's meet sched- ule hasn't been confirmed at this early stage of the season, he will train 14 to 16 hours per week, and will receive his first taste of weight training this vear. More than 100 walking enthusi- asts took pan in the kick-off of the Mall Walk program at the Pickering Town Centre on Sept. 25. Following greetings from a umber of guest speakers, the walkers were led by Pickering Recreation Complex fitness instructor Daryl Andrews in stretching and warm-ups prior to the first Mall Walk. The Mall Walks, also known as Hearty Walk -Abouts, enable inter- ested people to walk six days a week - Monday to Saturday from 7 a.m. to closing time all year round. The Mall Walks - a joint ven- �Ilre of the Durham region depart- ment of health services, the Heart and Stroke Foundation and the Pickering Town Centre - allow strollers to select convenient times and days to suit their own sched- ules, in a safe, controlled atmo sphere and out of the elements ' both summer and winter. Further registration for the Walks will be held the first Wednesday of every month from 7:30 a.m. to 9:30 a.m. near the information booth at the Pickering Town Centre. Cost is S5 for each member which includes a T-shirt, a membership to the program, a mileage card and some special edu- cational topics to be covered throughout the year. Various stores in the Pickering Town Centre are currently arranging to provide special dis- counts for registered Hearty Walk - About members only. Mall walk- ers will be notified of this and other upcoming events at the registration table and by posters near the infor- mation booth on the days of the walks. Although a volunteer committee has been established, more volun- teers are needed. Mr. McLean is the third person to announce their intention to run for the seat. Both Roger Anderson and Nob Wright have filed registration papers indicating they'll seek the position. Pat Clark holds the seat, but she announced last week she won't seek re-election. Mr. McLean says, "Our town is finally getting its chance to rid itself of the rubber-stamping six, and that includes our sanctimonious mayor." A resident of Pickering Village for 33 years, Mr. McLean retired three years ago after working for an electrical company for 39 years. He was a member of the planning board for Pickering Village before regional government came into effect in 1974. He ran for the Ward 1 council seat in 1974, but lost. Mr. McLean was one of 12 candi- dates last year who sought an appointment to the vacant Ward 4 seat on Ajax council. "I'm looking forward to an all - Jim McLean candidates' meeting to inform the residents of the past wrongs commit- ted by the present council," says Mr. McLean.
