The new Development Charges Act requires municipalities to draft a lot levy bylaw by Nov. 23. A lot levy is the fee a developer pays the town to install "hard services- such as roads, sewers and waier. A developer currently pays about $10,000 per new home in Durham region. This cost and any increased cost are passed on to the new home- buyer, says a spokesman for the development industry. Developers are opposing proposed fees and methods of payment. Many of the gaskets under a car's hood are formed from these materials, which may also be used to bond windows in place because they provide water -tight seals. Among the reasons Pickering was selected as home of the 70,000 -square -foot facility was its accessibility to transportation routes. The operation was previously housed in five different locations throughout Toronto and is now consolidated under one roof on Silicone Drive in Pickering, formerly Quartz Drive off Brock Road South. The town's economic development coordinator Joan Alfrey says she's "thrilled" to see GE locate here. "It's a state-of-the-art company and it will help us to attract other businesses. I think you'll see more companies like it here." Alfrey is also impressed with GE's commitment to the environment, as it is aiming for zero emis- sions to the outside. To prevent the accidental leak- age of chemicals into groundwater, its internal chemical handling area is totally enclosed. As well, GE is aiming to reduce waste throughout the facili- ty. "We're very concerned with the environmental spinoff of a company," says Alfrey, "and because of that, a decision is made whether to pursue that company or not." Groen Pickering hotel proposal proceeds PICKERING - The town is one step closer to seeing its first hotel built. Council Wednesday night approved an official plan amendment to allow a mixed-use development at the northwest corner of Brock Road and Finch Avenue. The proposed development includes a hotel, which would be a first for Pickering. The project, proposed by J.F. Coughlan, also includes apartment buildings. seniors' apartments, office space, retail outlets and a banquet ball. The News Advertiser apologizes for the error. Pickering orders 8 & ice rink designs PICKERING - The town is proceeding with plans to build two new ice rinks. Council Wednesday night approved $140,000 for architectural designs of an indoor arena and an outdoor skating rink at the recreation complex. Cost of building the rinks is estimated at $5A million, with construction projected to begin early next year. During council's meeting, various sports groups reminded politicians that the rinks are badly needed, cit- ing a shortage of ice time and overcrowded conditions. Once the design is finished, politicians will review it with sports groups, the timing of construction will depend on how quickly the design is finalized and approved. Council debated design and building procedures after Doug Dickerson argued against giving the architectural job to the staff -recommended firm of Moffat Kinoshita Associates, the lowest bidder. Dickerson advocated that the project be both designed and built by one firm — Inducon — a move he said would prove cost-effective in the long run and speed up the process. But Dickerson's pitch for Inducon was defeated after mayor Wayne Arthurs argued against making a deal with one company to both design and build the rinks. Arthurs said commitment to construction costs should be dealt with through the normal budgetary process and added that election candidates should be given the chance to go on record as to how they feel about the expenditure. AJAX - Cadarackque Public School has received funding for a new child care program. The province has given a $75,000 grant to the Schoolhouse Playcare Centre of Durham. The funding includes a $45,000 capital grant for toys and equipment and a second grant of $30,000 to cover initial staffing and operating costs. The centre is sched- uled to open in September and provide care for 31 children. This program will be a welcome addition to child care services in the Ajax area," says Durham West MPP Jim Wiseman- "Its in -school loca- tion will provide a very positive setting where children can learn and play during the day while their parents are work- ing." The ministry of edu- cation provided a $248,240 grant for the construction of the cen- tre. The school is operat- ed by the Durham Board of Education. We also thank NOVA Corporation of Alberta, Ontario Multi -Material Recycling Inc., the Ontario Ministry of the Environment and various local governments for their major financial support which allowed the campaign to proceed. Thanks to the efforts of 1,200 volunteer coordinators and 1,563,500 volunteers, more than 3,491 projects were undertaken in 503 communities across the province. Donated labor reached the $44 million mark, amounting Cigarettes not for sale here To the editor: I'm writing this letter about the sale of illegal cigarettes. I went into a drug store to purchase a comb and some cigarettes. These were placed in a bag and given to me. When I arrived home and opened the contents, I imme- diately realized there was something different about the cigarette package. There was not a yellow band around it. Instead there was a clear wrapper. It read "Only for sale outside Canada". I found this to be unac- ceptable. I then phoned cus- toms and excise. Their reply was, "We don't want to know, take it back to the store." Then I phoned Durham police and got the same reply. After all this, I phoned the store and of course they denied they sold such items. The moral of this story, it seems, is it is illegal for an individual to smuggle and sell cigarettes from outside the country, but it is okay if you are a large and respected company. Adequate liability insurance should be a must. To consider a pit bull as a fami- ly pet is proof again that some people manage to believe anything that flies in the face of common, documented knowledge. Any experienced veterinarian knows that dogs, under even slight duress, will do what comes naturally. A bee sting, any internal pain, acci- dental step on their tail or paw, if it is a pit bull, will likely have grave results! Living in a community that is a place where people care about people, where neighbors make oth- ers feel comfortable and safe, where children can run and the worst thing is getting licked by an overly -friendly beagle, we need good laws, based on reliable infor- mation and common sense. I am for people - no pit bull at any excuse. One of the prime goals for edu- cation in Ontario is to assist each child to acquire skills that con- tribute to self-reliance and the oevelopment of personal responsi- bility in our society. As a school system we must help students acquire skills and attitudes that will lead to satisfaction and productivi- ty in the world of work. This is only possible with the co-operation of the community and especially the business portion of the Durham region. Loeb's is a company that has recognized the importance of our students, all our students, including the disabled, as our future. The management and staff have devot- ed hours of their time to co-opera- tively work with school staff to develop work programs for our dis- abled students. These are some of the findings in a recent report on housing sales and rental conditions from Durham's Planning department. Other findings include: ® The number of resale homes sold in Durham increased from 5,723 sales in 1985 and peaked at 9,257 sales in 1988. In 1990, 5,610 resale homes were sold in Durham, which was similar to the number of resales sold in 1985 (5,273) prior to the building boom in Durham. • On an area municipal basis, in 1990, 72 per cent of all of Durham's resales were in Ajax, Oshawa and Pickering. • The average price of resales in Durham increased from $81,258 in 1985 and reached $176,736 in 1990. Average resale home prices reached a peak in 1989 when the average price for a resale home was $198,293. • The average price of a resale home by area municipality in Durham during 1990 ranged from $151,311 in Oshawa to $202,761 in Pickering. The highest average price for a resale home in Durharn in every year since 1986 was in Pickering, resulting from the proximity of the Toronto market, and the lowest average price for a male home in Durham for every year since 1987 was in Oshawa. • The distribution of resales by price range in Durham indicates that in 1990, 41 per cent of resale homes sold were in the $150,000 to $199-999 price range, 38 per cent of resale homes were sold for $149999 or less, while 21 per cent of resale homes were sold for $200,000 or more. ® Between April, 1988 and October, 1990 the rental vacancy rates for Du loam ranged between 03 per cent and 2.3 per cert, which was below the three per cent figure considered by CMHC to be most suit- able for healthy rental market conditions. By April, 1991, the rental vacancy rates for Durharn rose rapidly to 4.1 per cent This high rate can mostly be explained by the occurrence of a high vacancy rate (25.4 per cent) for private three-bedroom apartments in the Ajax/Pickcring/Uxbridge market arra. From discus- sions with staff' from the Town of Pickering, it's felt ... that pert of the reason for high vacancies in three-bed- room units in the town is related to low demand for this type of unit coupled with relatively high costs (approximately $940 per unit, which does not include the cost of utilities.) • Seventy-seven per cent of the total rental supply in Durham in April 1991 was private, 23 per cent pub- lic. • Tlx supply of private rental units increased by six per cent (866 units) from October 1988 to April 1991 while the supply of public rental units increased by 78 per cent (1,938 units) over the same time period- - In April 1991, on an area municipal basis, Oshawa had the largest supply of rental housing (6) per cent of total) in Durham, followed by the Ajax/Pickcring/[Jxbridge area with a combined total of 19 per cent of the rental housing in Durham. Whitby and Newcastle accounted for the remaining 20 per cent. • Generally, the average monthly rent for apart- ment units has doubled in the region since 1980. In 1990, the average monthly rent for a two-bedroom apartment was approximately $600 in the Oshawa area and $650 in the Ajax/Pickcring area, compared to rents of $301 and $304 respectively in 1980. The average rent for three bedroom apartments has increased by 150 per cent in the Ajax/Pickering area and by 95 per cent in the Oshawa area • The median price (the sale price of a new home whereby half of all new home sales during a particular time period are sold at less than this amount and the other half are sold at values exceeding this amount) of all new homes reported to have been sold in Durham in 1990 was $204,000, well above the S157 -5M price determined by the Ministries of Municipal Affairs and Housing as "affordable". The ministry determines "affordable housing" based on the 60th income per- centile value (60 per cent of residents earn less than the established Income needed to purchase an -afford- able house" and 40 per cent of the residents earn more). The 60th income percentile in Durham was determined by the province to be S55,800. • Based on the province's formula on what is an -affordable" house in Durham, regional planning staff estimate a household income of $72,400 per year would be needed. And, these calculations assume a downpayment of 25 per cent of the house price. - The province determined "affordable rent" in Durham to be 51,400 a month in 1990. AUGUST 11.19101 -PAGE 13 AJAX - The Ajax Aces came away as champions from the recent Labatt's Hockey/Slo-pitch Open Tournament in Ajax. The Aces competed in four hockey games and four slo-pitch contest and won all but one to claim the title. The tourney was held at the Ajax Community Centre and surrounding baseball diamonds on July 19 to 21. The Ajax Aces ended up second in their division in the preliminary round. The squad won both hockey games 9-1 and 6-2. However, they split their slo-pitch matches, win- ning 10-0 and losing 30 -0 - This put the Aces in the quarter- finals of the playoffs, which started with a ball game. The Aces pulled off a win in extra innings to move on to the hockey semi-finals. The Aces won by a convincing 9-2 score. Dave Roberts' first of two markers proved to be the win- ner. The Aces then moved on the the finals against Poolscape. The final consisted of a hockey game and a slo-pitch contest, with total com- bined score deciding the winner. The Aces once again showed their strong hockey skills by win- ning 3-1. Dan McKinnon notched the winning marker. Dave Smith's strong play in goal kept Poolscape at bay. Next came the slo-pitch game with the Aces' backs against the wall. Poolscape was the team which pasted the Aces 30-0 in the preliminary round. Spurred by coach Shawn Flood, the Aces came away with a big 4-1 win, redeeming themselves for the earlier embarrassment and taking the championship. Gord Bennet managed to drive in the winning run to cap off an excellent weekend at the plate, going seven for 10. The rest of the Aces are Reid Hubbard, Ed Kranc, Dan Spadafore. Ajax Spartans' T -ball selects semi-finalists at Canadian open tournament in Kitchener AJAX - The Ajax Spartans' Square Boy Pizza T -ball selects advanced all the way to the semi- final of a Kitchener totuttament last weekend. The Ajacians lost in the semi- final to the eventual champion Clarkson Braves 21-11 at the Canadian Open T -ball Chaapionships in Kitchener. A seven -run first inning by Clarkson was too much for the local boys to mccome in the wmi4inal- Clarkson defeated Erin Mills 18-9 in the championship Signe. The T -bail Spartans started the ,tournament on Friday, losing to Erin Mills 22-18.
