Judith Bailey, a friend and former neighbor of Patrick Joseph Clement, says he "always phoned his wife if he was going to be late. He loved his 40aughter. He was a good husband, a mood fatlles and a good r>eighbor." Clement moved to Oakville from his Magill Drive home in Ajax just two weeks before police shot him at the Royal Bank at Yonge and Bloor Streets in Toronto. They kept pretty much to them- selves; now that I think about it, I don't recall seeing people visit them " Tiberio Simoes was a neighbor of the Clement family for about a -year - and -a -half. Sirmoes says Clement was "an intellecaw type- He was well spo- ken. The levy will now pay for hard and "soft" services includ- ing policing, homes for the aged, waste disposal and administrative facilities. On top of the regional levy, devel- opers must also pay the town levy. Pickering's current levy is $3,250 for a single detached home and will rise to $3,951 in November. Ajax cur- rently charges $5,500 for a single detached home and is still working on its fall increases. Oshawa's levies may double in the fall. Claudia Fieder, representing the Urban Development Institute, says lot levies have doubled in the past five years in Durham. A developer currently pays about $10,000 in levies for each single detached home it builds, she notes. Fieder says these costs are "always passed on" to the homebuy- er and calls proposed increases "unfortunate." The proposed 100 per cent up front financing "will definitely cause us problems. That's a tremendous hardship." Also, Fieder says developers want to know "what effect Seaton would be on the levy." The proposed north Pickering community expected to house, 90,000 people should not be serviced using money from lot levies, she says. Because Seaton is a provincie initiative, "the province should pay its own way." Fieder estimates the cost to service Seaton will be "in the millions". The Urban Development Institute will prepare a report for Durham staff on the implications of the pro- posal. Recent news headlines have included the disappearance of a three-year-old Toronto girl and attempted child-snatch- ings on sidewalks and subways. How can you be sure your child is safe? There are no guarantees that your child won't become a victim of crime, says Durham Regional Police constable Peter Wraight. But communicating with your child and using common sense can help reduce the risk of your tot disappearing like Kayla Klaudusz, the Toronto girl who went missing July 10. "The big thing is to talk to kids in a way that you don't get the kids hyped up and scared," he says. A member of the police force's com- munity services department, Wraight gives talks on crimeproofing to both parent groups and school children. "Ask a kid what a stranger is and you'll be amazed at the answers. It's always a robber or a bad guy, never a woman." In fact, kids should be aware that a stranger is anyone they don't know, says Wraight. He says it's a "touchy situa- tion" what rules to teach children about strangers and adds that parents should decide for themselves. Many parents tell kids not to talk to strangers but parents themselves talk to people they don't know, he points out. "A little rule I tell kids about strangers is never get close enough to them when they can reach out and grab .You Wraight also suggests explaining the Block Parent program to your child, so he or she knows there are "safe strangers" to turn to. As well, let kids know police officers are their friends. Wraight says sometimes, when children are misbehaving in public, a parent will spy a uniformed police officer and tell the child, "If you're not good, he'll take you away." Children should have a posi- tive attitude toward police, he says. Some parents, when arranging for other adults to pick up their children, use a password system, he adds. If the adult doesn't know the password, the child knows not to go with that person. Wraight believes in playing "what if" games with your child. For example, you might say, "What if a car stopped and asked you for directions? What would you do?" "It gives parents an idea of what the child knows, and what the response of the child would be. Kids love playing it." The "best" answers in any "what if" situations are determined by the individ- ual parent, says Wraight. If the child gives you a wrong answer, you can tell them why their response isn't the best one and suggest an alternative. THE NEWS ADVERTISER SUNDAY JULY 21. 1991.PA(.F a • According to their age, teach children their name, age, telephone number and address. • When home alone and answering the phone, children should say parents are busy and offer to take a message. • Children should know how to use the phone properly and to dial 911 in emergencies. • When away from home, they should carry enough money to make a phone call. • Be familiar with your child's favorite play areas, playmates and the usual routes they take to school, the park, etc. • Teach them not to accept gifts from strangers and that adults rarely ask kids for help. For example, if an adult asks your child to help look for a lost pet, the child should be sus- picious. • Avoid putting your child's name on cloth- ing or toys; children may be more trusting of a stranger who knows their name. - If your child becomes separated from you in a store or shopping mall, he or she should go directly to a cashier or to a check-out counter clerk. • Teach your child to scatter books and belongings if they are forced towards a build- ing or car. From 1980 to 1989, there was a 42 -per cent drop in the numbertof alcohol-related traffic crashes and fatalities in 6'Ibe provincial ministry of the wormy general recent- ly released the statistics through its Drinking/Driving 'Countermeasures Office. Of drivers fatally injured in traffic crashes, the per- centage of those whose blood alcohol levels were over the legal limit dropped from 50 per teat in 1980 to 30 per cent in 1989. Between 1980 and 1989, the number of alcohol-related crashes decreased by 42 per cent. At the same time in Ontario, the number of licensed drivers increased by 26 per cent. The number of young drivers involved in alcohol- gJaW has been declining faster than any other Age group in Ontario. Drivers between the ages of 16 and 24 were once the age group which accounted for the largest percentage of drivers judged impaired by alcohol. In 1988 and 1989, drivers between the ages of 25 to 35 Wok that dubious title. Accidents involving alcohol in Durham region have also dropped. 10 In 1980, there were approximately 8,899 motor vehicle accidents reported in Durham region. In 1989, sonic 13,870 accidents were reported. 0 In 1980, there were 58 fatal accidents in Durham, 26 alcohol related. And, of 61 fatal accidents in 1989, alcohol was involved in 14. * The number of personal injury accidents in Durham involving a driver who was drinking was 517 in 1980 and 326 in 1989. And the number of property dam- age accidents involving drivers who were drinking but not injured dropped from 438 to 429. 0 Mak drivers in Durham region continue to lead in all types of drinking and driving crashes. 0 Between 1980 and 1989, six fatal motor vehicle accidents involved a woman driver who was drinking. During the same time period, 20 men drivers who'd been drinking were involved in fatal crashes. 0 Of the 8,835 motor vehicle crashes involving alco- hol between 1980 and 1989, mak drivers outnumbered females 7,919 to 916. 0 In Ontario, 69 per cent of drinking drivers were involved in crashes between 6 pm. and 3 a.m. 10 Two-thirds of alcohol-related crashes occurred on Friday, Saturday or Sunday. 10 There are more alcohol-related crashes in the sum- mer than in winter. 0 Of all drivers involved in fatal crashes in Ontario between 1988 and 1989, 92 per cent were male. And, 88 per cent of drinking drivers involved in crashes were male. If you were outside, you had to call him over or he wouldn't come. If he walked by, he would wave hi. He was pretty talkative once he got going." Clement's wife Lisa was "nice, very quiet," but she "didn't seem happy Clement and his wife had a three-year-old daughter and Simoes says Lisa also had a teenage daughter from a previous marriage living with them in Ajax. The Clement family had been renting the house at 40 Magill Dr. Simoes says it was "kind of sudden" when the family moved to Oakville. "He didn't say any- thing to us. It was all of a sudden." Simoes doesn't know why the family left Ajax. The shooting is being investigated by the Special Investigations Unit of the provincial ministry of the solicitor general. Milan Then, a senior investigator with the unit, says it hasn't been determine what type of gun Clement used during the incident. There have been reports that he was using a replica -type gun. "It's been sent to the Centre of Forensic Sciences for analysis," he says. The results should be known by Monday at the latest. Then won't Pomment on the Cal- ibre of the gun until the testing was complete. Clement was shot twice, once in the head and once in the neck. Then says, "Either shot could have proven fatal." He wouldn't disclose if the shots were fired by one officer or two. A coroner's inquest is "normal in a situation like this." Then doesn't know how long the unit's investigation will take. Dear Premier Rae, Save The Oak Ridges Moraine (S.T.O.R.M.) Coalition Inc. repre- sents a network of citizen groups and individuals whose focus of concern includes preserving the environmen- tal integrity of the Oak Ridges Moraine area In addition to this pri- mary focus we also share the provin- cial government's broader concern about the ecological and cultural well-being of the province of Ontario. The problem is a land -use plan- ning system in Ontario which has failed at its highest level to protect both the cultural (e.g. agricultural) and environmental attributes that make Ontario so unique. S.T.O.R.M. Coalition frequently receives pleas for advice and direct assistance from various citizen groups or individuals who all appear to be faced with that same problem. One does not have to go far to find the indicators of this failure in our provincial planning system. For example, the over-riding of provin- cial concerns in Grey County, the destruction of wetlands and agricul- tural lands throughout southern Ontario, and the lack of regard for the cumulative environmental impacts of urban and residential pressures on areas such as the Oak Ridges Moraine. All these indicators are evidence of the urgent need for an "official" land -use plan for the province of Ontario. To quote the Ontario Environment Assessment Advisory Committee in its Report No. 38 to the minister of the environment: "In sum, the existing land -use planning and approvals process in Ontario is inadequate to the task of maintaining social and ecological quality in the face of "development pressures". In the committee's view, this situation is unacceptable." (EAAC. 1989: p. 37). We need COMPREHENSIVE planning so that all environmental concerns are considered in reference to each other, so that provincial poli- cies are not segmented by ministerial or local jurisdictional boundaries. We need planning that is truly INTEGRATED among all levels of government, all ministries and relat- Nature takes precedence11 , io the eaitor: We're all interested in conserving Ontario's natural environment. But an apparent policy reversal by Ontario environment minister Ruth Grier will inevitably lead to more garbage in all our local fields, streams and trails. Last October, Mrs. Grier promised us that the soft drink industry would have to produce more refillable containers, so that less of their throw -away bottles and cans would be strewn across the province. Starting Apr. 1, all soft dunk manufacturers who didn't pro- vide at least 30 per cent of their product in refillable containers were to be charged, with fines ranging to 510,000, Mrs. Grier said. But now, she has reneged. Although the industry is only mar- keting about 15 per cent of its total product in refillable containers, the ministry still hasn't laid charges - and there's no indication they plan to enforce their own policy. We strongly advo- cate that such a royal commission NOT displace ongoing land -use planning reviews currently bei• undertaken in this province. An independent, unbiased royal commission with an established timeframe and clear terms of refer- ence would go far to meet the con- cerns of the citizens of Ontario. The recent experience of the royal com- mission on land -use planning in Prince Edward Island is good evi- dence of the value of such a mea- sure. S.T.O.R.M. "It's really an honor to do it," says Nash, who's been belting out O Canada for Ajax �ay since 1988. Nash says she was 'discovered" for this special duty by then Ajax mayor Bill McLean. The mayor had heard her sing the anthem at the Legion in Ajax. At the end of the evening, she was offered the chance to sing at the Blue Jays' game. The rest, as they say, is history. "I'll be doing this for as long as they want me, sure I will," says Nash who has resided in Ajax for the past 10 years.
