Pickering watchdogs
vow election will bring
`beater government'
By JUDI BOBBITT
Pickering Reporter
PICKERING - A group of residents,
unhappy with Pickering's current
council, has formed a committee to
"elect a better government" this
November.
The group, which calls itself Grassroots for Good Government, intends to
endorse one candidate for each seat in the upcoming election. Dissatisfaction
with the current council's "lack of vision and effective leadership" led to the
group's formation, organizers say.
Although the group will eventu-
ally be lobbying for specific candi-
dates in the election, "we're trying
to avoid becoming a political
machine," says member Fred Beer.

according to Wilson. She predicts a waiting list of 400 children who won't be

Pickering's aquatic coordinator is more optimistic. "We have two pools,
so I don't foresee any problem," says Liz Bowes.
The Durham Board of Education cut its Grade 5 learn -to -swim program

$64,000 over the remaining four months of the fiscal year. Over a full year,
that amount rises to S 160,000.
Meanwhile, the Durham Region Roman Catholic Separate School Board
cut a Grade 3 learn -to -swim program and a swim therapy program from its

Director Dr. Earl Lagroix assured board members
that, because of open access, Catholic high school stu-

"A student could get the course he needs if it is
offered by their local public board," he explained. "We
work closely with our coterminous board and try not to
play one off against the other."
The Durham Board of Education also cut transporta-

Atkinson won't
seek re-election
to Ajax council
AJAX - Joe Atkinson reiterated Tuesday night he won't seek re-election
to Ajax council in November's municipal election.
During the town council meeting, Atkinson, the regional councillor for
Wards 3, 4 and 5, said his duties as a politician take 100 to 125 hours a
month. "I can't continue to keep up that pace," he told fellow councillors.
Atkinson was elected Ward 4 local councillor in 1985 and was acclaimed
to the position in 1988. Last year, when then regional councillor Joe Dickson
resigned, Atkinson was appointed to fill the vacancy and Roger Anderson
was named Ward 4 local councillor.
At the time, Atkinson said he
wouldn't seek re-election this year.
In his newsletter to his con-
stituents and to council, Atkinson
said, "I cannot continue to keep up
this pace. I cannot continue to make
this commitment of both time and
energy nor could I, in all good con-
science, continue to represent you
without such a commitment."
Seeking a third term, he said,
would be "unfair not only to you the
residents, but also to me and those
close to me." He added a third term
would be "blatantly unfair to my
employer", the Ontario Public
School Teachers' Federation.
Atkinson said he spends at least
one full day a week, but usually
more, on political duties.
Atkinson also said his time on
council has been "for the most part
immensely rewarding", but he added Joe Atkinson
"it has also become increasingly
more fnutrating and disappointing. My second term has produced very litt!e
personal satisfaction."
He will continue to serve as a volunteer on the board of directors of the
Ajax and Pickering General Hospital.
As for a replacement, Atkinson said, "Before running for something, they
should stand for something."
The municipal election is set for Tuesday, Nov. 12.

New'_g`ra_de school won't
be ready by mid-August
AJAX - Construction of a new Catholic elementary
school here has fallen behind schedule.
The Durham Region Roman Catholic Separate School
Board anticipated completion of St. Patrick Catholic
School on Delaney Avenue in Ajax by mid-August.
But, according to a site progress report issued by the
board last week, bad weather and poor site conditions have
interfered with construction.
To further complicate matters, the masonry sub -con-
tractor working on the project went into receivership last
month, forcing the general contractor to find a suitable
replacement.
It's unlikely that the school will be complete by the end
of August, the contractor has announced. As soon as the
new masonry sub -contractor reaches full production, the
board will be advised of the expected date of completion.

that the extension of public funding
to the Roman Catholic separate
school boards in Ontario is extreme-
ly expensive. This was a political
decision made by the legislators at
Queen's Park, a decision which was
opposed vehemently by public
school boards, including the Durham
board of education. Prior to this act
of the legislature, separate schools
were publicly funded only to Grade
10 and, beyond that, parents paid
tuition on behalf of their children.
You should be aware that there is a
strong movement by other religious
groups to access public funding for
their schools as well. The public
school system exists to serve all citi-
zens, without regard for race,
ethnicity, or religion. Having one
school system would not decrease
the number of schools or teachers
required, since those requirements
are based on the total number of stu-
dents to be served in the community.
Nor would it necessarily reduce the
amount of busing since, wherever
possible, students walk to schools in
their neighborhoods. 1 should point
out, too, that trustees are not hired
but are indeed elected by the voters
in each community and the costs
associated with trustees' salaries and
expenses constitute a very tiny por-
tion of the overall school board bud_
gets -
The Durham board of education
does not discriminate in its hiring
practices, employing people only on
the basis of qualifications, without
regard for religious afI-tliation.
There is considerable co -opera_
ben between this board and its cote-
mauious board, the Durham Region
Roman Catholic Separate School
Board, particularly in the areas of
bi& courier services, film library,
and computer services. We continue
to seek ways of expanding the
Opportunities for sharing of
resatictes and services.
We do not teach religion in our
schools, other than instruction about
different world religions. We do,
however, teach values through the
words and deeds of all our staff
members, and through particular
curricular emphasis.
Regarding the provision of
school supplies, your point is well
taken that some families could
undoubtedly pay for such materials
themselves. Indeed, the Education
Act (Chapter 150, Section 1,
Subsection 12) states that a school
board may provide school supplies,
but is not required to. Nevertheless,
trustees repeatedly hear from parents
requesting that more (not fewer)
supplies be provided for their chil-
dren.
Taxis are used only when abso-
lutely necessary, and only for special
needs students who could not other-
wise get to school. Taxis used to
transport school teams to events are
paid for from school funds.
While boards of education are not
required to provide transportation
for students, this board has made the
decision to transport elementary
school students who live more than
1.6 kilometres from their designated
school, and secondary school stu-
dents who live in excess of 32 kilo-
meters from their designated school.
A portion of the cost of such trans-
portation is provided by the provin-
cial government. If the board insti-
tuted a user -pay system, as you sug-
gest, the provincial contribution
would cease. resulting in an m ase
in the overall cost to local taxpayers.
Currently. the board either eoottacts
service from private companies or
purchases passes for students to use
on the municipally -nm systems.

Tips t

whenhiring
Remodelling your home is a major, and
often, expensive undertaking. The Better
Business Bureau offers the following tips to
help you find a contractor who is up to the
challenge.
When selecting a contractor, first ask
your friends, relatives and business associ-
ates for recommendations. Be sure to obtain
written estimates from at least three con-
tractors. The estimates should all be based
on the same building specifications, quality
of materials, labor and time needed to com-
plete the project.
Do not automatically choose the lowest
bid. Discuss the bids in detail with each
contractor to make sure you understand the
variations in price. Ask for customer refer-
ences, and if possible, go look at the con-
tractor's previous work. Also, contact your
local BBB to determine how long the com-
pany has been in business and if any com-
plaints have been filed against it. from liens against your home in the event

Insurance is another important consider-
ation. Ask the contractor if the company has
worker's compensation coverage, and is
insured for property damage and personal
liability claims in case of accidents. Once
you get the name of the insurance company

Finally, be wary if you are asked to pay
for the entire job in advance. The downpay-
ment should be no more than one-third of
the total contract price. And do not sign a

Initially there usually is good root growth
as the young roots grow into the new soil and
additives. But, once the roots reach the hard -
packed original soil, this outward growth
stops. Instead of spreading into the surround -
mg garden, the tree roots encircle the piantmg
pit like the roots of a potted plant in a clay or
plastic pot.
An additional problem with this older
method is what may be termed the bath tub
effect. By digging a large hole in heavy clay
soil, and filling that hole with loose topsoil
and additives such as peat moss, it can often
become a type of French drain; ie. the place to
which the excess surface water drains during
spring ninoff or heavy rain storms in the suirn-
mer. If this happens, the tree could literally be
sitting in a filled bent tub of water which will
cause its demise in just a year or two.
The Canadian Garden Council recom-
mends a six -step strategy for ensuring
stronger, healthier and longer -lived trees.
1) Choose only the best quality trees, pur-
chased from a reliable supplier who will still
be there if you have any problems,
2) Plant teas on your property where they
will have sufficient room for bolt than roots
and branches to grow without interference
with the house, other unxxures or advices
such as Overlhead wires or sewer pipes.
3) For each tree, peps e a sham Plaint-

which the excess surface water drains during
spring ninoff or heavy rain storms in the suirn-
mer. If this happens, the tree could literally be
sitting in a filled bent tub of water which will
cause its demise in just a year or two.
The Canadian Garden Council recom-
mends a six -step strategy for ensuring
stronger, healthier and longer -lived trees.
1) Choose only the best quality trees, pur-
chased from a reliable supplier who will still
be there if you have any problems,
2) Plant teas on your property where they
will have sufficient room for bolt than roots
and branches to grow without interference
with the house, other unxxures or advices
such as Overlhead wires or sewer pipes.
3) For each tree, peps e a sham Plaint-

who escaped from a prisoner of war camp with Doug Ferguson (right).
POWs' great escape
revisited in Ajax
AJAX - A trans-Atlantic journey
has brought together two families
who share a chapter in history.
After years of searching for the
man his father had escaped from a
Japanese prisoner of war camp with
almost 50 years ago, Welshman
Leslie Howarth Jr. found himself at
the home of Doug Ferguson in Ajax.
"My father didn't talk much about
the escape," explains Howarth, "but I
wanted to know the whole story. I
guess it was curiosity more than any-
thing else. In the process, I've created
a common bond between two families
and stirred up some old memories."
Ferguson agrees, commenting on
the memorabilia Howarth brought
along with him. "I lost everything I
had when we escaped," he recalls.
"Faces are easier to remember than
names, so the pictures have brought a
lot of things back to life.-
Ferguson
ife"Ferguson and the now -deceased
Howarth Sr. were stationed in Hong
Kong as part of Great Britain's World
War D defence forces when they were
captured by the Japanese on
Christmas Day, 1941. They spent the
next eight months in a prisoner of war
camp at Sham Shui Po, on mainland
Hong Kong.
"Everyday, we were burying 15 or
20 of our men," Ferguson recalls.
(Most of those deaths were the result
of malnutrition, as the men were fed
just a couple of bowls of rice per day.)
We decided we might as well try
to get out rather than wait to die," he;
continues.
A number of men had escaped
during the camp's early days. But, by
the time Ferguson and Howarth Sr.
planned their escape, towers, fences
and sentries were in place.
"Everyone I talked to says their's
was the one true escape," says
Howarth proudly.
Though Ferguson chose to be sta-
tioned in China after the escape, :he
two men finished up their services
together in England. Shortly there-
after, they parted for what would b*
the last time.
Some years following his father's
death, Howarth decided to learn more
about his war experience. "I was
stonewalled in some of my
enquiries," he says, "but tried other
avenues until, eventually, all the
pieces fit together.
"And now," Howarth says happily,
"I've renewed a very special friend-
ship"
