GO line garbage
1nas to go, says
fed -up commuter
By JUDI BOBBITT
Pickering Reporter
PICKERING - A Pickering GO train commuter, "fed up" with garbage
`!limped along the railway line, is trying to goad authorities into taking
action.
Sherry Irwin says GO riders are subjected to a landscape marred by con-
saucction waste, tires, storage drums. old railway ties, automobile parts, furni-
ture and discarded equipment.
"It depresses me to come in on
the GO train," she says. "What it
represents about mankind is discour-
aging."
Irwin wants officials to remove
the trash but says her efforts have
been "disappointing", due to the
number of property owners and
- _ authorities involved. She's calling
for authorities to "take whatever
action is available to them."
Inquiries made by the News
f Advertiser reveal that, depending on
the situation, authorities often feel
it's not easy to enforce their own
bylaws. And, as illegal dumping
worsens, officials find it difficult to
keep pace.
CN spokesman Mike Matthews
calls railway property "a wide-open
target" for litterbugs. The company's

AJAX - A request for an
increase in grant money for the
Pickering Village Festival was
turned down by Ajax council's
budget advisory committee
Wednesday.
The Pickering Village Business
Association, which is hosting the
festival on Saturday, June 15, had
been seeking a 5500 increase in its
grant. Ajax council has already
approved a grant of S 1,200.
In the request for an increase,
Donald Thorne, chairman of the
business association, said extra
money is needed because of an
expanded list of events, including a
car rally.
Joe Atkinson, chairman of the
budget committee and regional
councillor for Wards 3, 4 and 5,
noted council increased the amount
of grant money to $1,200 from
$1,100 during the recent town bud-
get deliberations.
The business association and
festival committee also filed a
request for an increased grant for
the 1992 festival. The groups are
seeking $2,000 next year. The bud-
get committee referred the matter
to the 1992 budget deliberations.

fun at school
DURHAM - For parents whose child needs to be
tended before, during and/or after school hours, centres
at their community school may provide the care they're
looking for.
According to a ministry of education mandate, new
schools will receive funding to build a child care centre.
Each centre is eligible to receive a start-up grant from the
ministry of community and social services to cover initial
capital costs, such as equipment and furnishings. That
grant also covers an anticipated operational deficit for the
first year, after which the centre depends on user fees.
While the centres are aimed at families who live in the
community and have children attending the school,
they're also open to others, such as teachers in the
school.
In Durham, six such centres have opened since
September 1989, operating under an umbrella group
called Schoolhouse Playcare Centres of Durham.
According to administrator Denise Gilbert, the centres
provide a "seamless day" for those children who attend
class either full-time or part-time. "Their day is less frag-
mented because they don't have to leave school proper -
Ryan Madden, kont, likes hang -

h'•"
As well, teachers and child care -givers are able to
work as a team because of their close proximity to one
another. "That is especially important if a child has spe-
cific needs that must be met," says Gilbert.
"Younger children benefit from knowing an older sib-
ling is just down the hall," she continues. 'They often
drop by for a visit at lunch and look out for one another.
That's also comforting for parents."
The centres, which operate year-round, are open from
7 a.m. to 6 p.m. Monday through Friday. Not all centres
offer programs to children of all ages.
Although the centres work cooperatively with the
schools in which they are located, they are nut indepen-
dent of the Durham Board of Education by a volunteer
board of directors.
Public school board trustees recently passed a motion
which supports the provision of quality, non-profit child
care services in its schools through qualified, licensed
child care operators where space is available.

Centres, call 576-4600, extension 339.

Ignoring the problem doesn't solve it
To the editor:
In their letter of Apr. 21, 1991
headlined "Participation better than
criticism," Mr. and Mrs. Maurer
concur with the fact that it is unfor-
tunate that retail businesses find it
necessary to impose somewhat dis-
criminatory practices against young
people. However, they suggest that
"participation" would be more
valuable and appreciated than "crit-
icism" of store owners who do dis-
criminate against youth.
It is necessary to realize, howev-
er, that the identification of a prob-
lem is valuable and significant in
itself. It constitutes the first step in
the process of creating solutions
and solving the problem. One must
initially participate by identifying
that a problem exists before solu-
tions can be formulated. Avoiding
criticism, as Mr. and Mrs. Maurer
suggest I do, would undermine any
need or motivation to solve it.
Burying one's head in the sand is
not productive nor does it serve to
address my concerns about commu-
nity issues assertively.
In response to their rhetorical
query and shallow attempt at a
solution, no, I do not plan to volun-
teer my time to "monitor the activi-
ties at the local plaza, vandelism to
homes, fences, outside light fix-
tures, parking areas, and alcohol or
drug consumption in (their) town-
house complex." Nor do I intend to
volunteer to "help pay store owners
for security mirrors, cameras, etc."
Why should I and how is that in
any way helpful or related to
addressing my concerns about dis-
crimination?
I think they missed the point.
The issue is not whether I am per-
sonally willing to take on the role
of a plaza landlord or the municipal
police force or whether I am willing
to help finance store owners wish-
ing to upgrade security systems.
The point is simply that discrimina-
tion in the form of signs prohibiting
freedom of entry to a specified sub -
group of our community is discrim-
inatory and wrong. I stand by that
view.
I fear that Mr. and Mrs. Mauer's
elucidation of "crimes in their
townhouse complex, youth who
spit, swear and use foul language,
intimidate customers, consume
alcohol, chew gum, spill pop, break
glass, and hang-out" is merely a
diversional argument to propogate a
negative image of our youth in
order to perpetuate the justification
toward continued discrimination
against the majority of youth who
do not fit that rather narrow, biased,
demeaning and unrepresentative
characterization of most Ajax

youth.
Certainly, Mr. and Mrs. Mauer's
caricature of some youth can not be
a morally valid excuse upon which
to advocate discrimination against
all youth. Nor can ignoring discrim-
ination serve to solve the problems
to which they refer.
At the least, their letter fails to
offer just one constructive sugges-
tion in solving their own stated
problems about individuals who do
not respect others nor do they seem
to recognize the point of the need to
afford dignity, respect, and equality
to the majority of youth who do.

exempting the Pledge of Allegiance
to the Queen is just another contin-
uing eroding factor which is under-
mining what little tradition and
cohesion we have in this country.
And this is to prevent. God forbid,
the embarrassment of a minority
faction. What about offending the
majority? What about our feelings,
and wishes, and faith in the system?
One person said we should
pledge allegiance to Canada, not
the Crown. The Crown is Canada.
We have a constitutional monarchy,
which means the Crown acts and
represents the better interests of its
subjects. It is inextricably linked to
the parliamentary process by which
this country is governed. If they
wish to change that, it would neces-
sitate a complete re -structuring of
our government. This is something
Canadians cannot economically
afford. Nor do I think they want it.
But don't take my word for it. Let's
have a national referendum. After
all, French Canada (namely
Quebec), has them on a regular
basis. Let's have equal time for the
rest of us.
Although another statement that
we should look at this as a disgrace
is correct, but not for the link to the

Commonwealth. We should be
appalled because we are Canadians,
and our national identity is being
soundly fractured and ruined.
Yet another states the Queen has
nothing to do with Canada. Please,
please! Go to the library and read
up on the Canadian constitution and
legal system.
Find out how all legal business
and laws are enacted and enforced
in the name of Queers Elizabeth II,
Queen of Canada. And all Canadian
police officers, at all levels, act on
her behalf, and uphold the law in
her name, and lay charges upon
individuals which often end up in
court as the Crown vs. so and so.
These are the same officers who are
no longer allowed to publicly avow
their loyalty to the Queen. Tell me!
What's wrong here?
The last one is the clincher. He
said "It doesn't bother me at all."
Well, it bloody well should. It is
that indifference that causes memo -
ry lapses at election time, when we
should recall political transgres-
sions and vote accordingly. It is
exactly that apathy which has put
us in the position we're in.
The country is going to hell in a
hand -basket, and the government, is
carrying us there. If you can't see
that, you either need a white cane,
or you're just not looking. Wake

The sheer number of property

by Pickering clerk Bruce Taylor.
Secondly, he points out that the
municipal property standards bylaw,
which permits the town to clean up
private property and charge the

to its lengthy process. In a recent
case, it took Pickering nearly three
years of red tape before work crews
could legally set foot on one piece of
private property to clean it up.
Scarborough bylaws allow work
crews to enter industrial and com-
mercial properties if trash is deemed
hazardous, says Frank Weinstock,
the city's director of property stan-

recipient of someone else's trash,
gets stuck with the bill.
Weinstock agrees that the proper-

In the city of Toronto, "dumping

PICKERING - Living with kid -
t, ney disease isn't easy.
Just ask Pickering resident Stuart
Bett. In 1969, at age 28, his kidneys
failed, forcing him to spend the next
14 years on life-sustaining dialysis.
It wasn't until 1983 that Stuart
underwent a successful kidney trans-
plant.
"Home dialysis was still in its
infancy stage in those early days,

get used to it."
(Today, kidney patients receive
dialysis treatment at hospitals. In
July, Durham patients will no longer
have to travel to Toronto for treat-
ments. A unit consisting of five
haemodialysis stations and one peri-
toneal dialysis station is scheduled to
be in operation at the Oshawa
General Hospital.)
By 1979, Stuart considered a
transplant, and got as far as the oper-
ating room with his brother as a

and transplants were considered
risky," he recalls. "I could tolerate
dialysis, so I didn't rush into having
a transplant."
"Tolerating dialysis" meant
spending 12 hours every other day
on a machine at his home. Those
hours gradually decreased as equip-
ment improved, but Stuart admits to
feeling "tied to the machine. It was
very restrictive," he says.
And, he adds, those restrictions
were imposed on his family as well.
lite support of your family, friends
and employers is an absolute must,"
he explains. "It can break a family
up or bring them closer together."
After an intense training period,
his wife Pat took charge of Stuart's
dialysis. "It was scary at first," she
admits. "and took a lot of confidence
building. But, like everything, you

A few years later, his body rejected a
transplant from a cadaver.
Finally, in 1983, Stuart had a
successful transplant, and was once
again free to travel and enjoy other
hobbies without being tied to a stria
routine.
Today, Pat volunteers as a peer
support counsellor with the Kidney
Foundation of Canada. —rhe people I
work with are entering a stage of
their lives where they don't really
know what's going to happen to
them," she explains. "They learn a
lot from their doctor, but want to talk
to someone who's been there, some-
one who's experienced the disease
and the transplant."

make people more aware of the
importance of transplants. One per-

son's decision to be an organ donor
could help as many as 10 people,
Stuart points out.
Last year, 1,257 life-sustaining
organ and tissue transplants were
performed in Canada, almost half of
them in Ontario. There are still
almost 2,000 people waiting for
transplants.
While there are no "right" or
"wrong" choices according to the
Canadian Coalition of Organ Donor
Awareness, there are many good rea-
sons to consider organ donation. For
some, the decision may come from
knowing the need for organs is
greater than ever. For others, the idea
k p
S
of helping others indicates that
something good can come out
of a tragic loss.
If you'd like to become an
organ donor, it's important to
make your wishes known to
your family. "Discuss the issue
at home, where it's not so diffi-
cult to deal with," Stuart advis-
es. "It makes it easier for your
next-of-kin should a tragedy
occur."
Likewise, the medical profession
must be made more aware of the
need for transplants, according to
Stuart. "If there are no transplant
facilities at the hospital, it's not often
on the doctor's mind," he explains.
