If you've recently purchased a resale home, your tax sup- port may be heading in the wrong direction, according to Durham Board of Education's superintendent of business Brian Cain. That's one reason why the board's finance committee will look at hiring a clerical assistant to the assessment review offi- cer. "It would allow for tighter policing of every student in the system," Cain told trustees at a regular board meeting last week. "It might cost $21,000, but would be offset by additional revenues that we haven't included in this year's budget." The two councillors' recommendations include: senior municipal and school board employees should be included in conflict of interest laws; local politicians should be required to disclose significant assets and busi- ness interests; and a review process should be established that would evaluate claims of conflict of interest and, where charges are deemed to be on reasonable grounds, provide financial assistance to residents who want to pur- sue charges in court. Councillor Kip Van Kempen, while accepting the report, complained that the latter recommendation would put another burden on taxpayers who, he said, are in the "midst of a tax revolt". 'Thanks a million!' The towns of Ajax and Pickering have delivered their promised cheques of $500,000 each for the expansion of the Ajax-Pkdcering General Hospital. "Justice is a strong principle of any social issue," Carmen Germano told separate school board trustees at a regular board meet- ing Monday. "We must ensure a better future to come for the next generation." The council pre- sented a copy of Multiculturalism Alive, a resource kit to be used by both the separate and public school boards in Durham, to each to be proud of their heritage, "it also promotes a strong Canadian identi- ty," according to Fraser. "Despite our diversity, there are common factors which bind people together and help us mould a strong Canadian identity. "We must be proud of where we live," he continues. trustee. Comprised of 20 posters, the kit can be used in teaching almost any subject, according to Durham Board of Education's multicultural consul- tant Donovan Fraser, one of five committee members who put the package together. "It's up to the imagination of the individual teach- er," he says. On the back of each poster, which features local students, is a poem written by a committee member and suggested topics of discussion. For example, among the issues which accompany a photo on French immersion at Southwood Park Public School in Ajax are building a bilingual nation, bridging differ- ences, and language as a door or a wall. While the kit encourages students "I think the kit will promote our com- ing together and appreciation of what we have." St. Monica Catholic School vice-principal Betty Ann Craig agrees, adding, "Students can relate to what they see in the package because it comes directly from their commu- nity." A kit has been distributed to each school in Durham, and both boards will offer instruc- tional workshops to teachers on how to use it. The council, which is celebrating its 10th anniversary this year, pro- motes better understanding and friendship among all cultural groups. Members came together following the disastrous 1980 earthquake in Italy, when Oshawa's Italian com- munity and the General Sikorski Polish Veterans' Association encour- aged other community associations to participate in a fund-raising cam- paign. Since that time, the council has sponsored several projects focusing on multiculturalism and race rela- tions, and has supported heritage language programs at both boards of education. "It's not really a paying job," according to Smith. "Basically, we reimburse people for the use of their home." Foster parents employed by the society earn about $16 to $30 a day, depending on their ability to care for kids. "Not all people are capable of dealing with the more difficult kids," Smith explains. But the way foster parents are rated, classified, matched and trained needs to be addressed, he says. "We need more training dollars to make the system more workable for kids," says Smith. That abuse has probably occurred over a long period of time, which makes it more difficult for the foster parent." Smith also sees a need to work at a provin- cial level to find a positive solution to the funding problems for all children's aid soci- eties. The Durham branch faces stiff competi- tion when it comes to paying foster parents. "We don't have enough money to com with other agencies," he says. "A Pete as the Children's Aid Society (of Metres such Metropolitan Toronto) and Catholic Children's Aid Society (of Metropolitan Toronto) are able to hire in Durham and offer higher rates than we do." There are about 50 such agencies across the province, and they're all "fighting for the same dollars," according to Smith. The Conseil des organismes francophones Ajax mayor not fit to be tied In challenge AJAX - The town is try- ing to regain bragging rights as the fittest community. And, to do it, residents' help is needed. Last year, Ajax finished second to Pickering in a Challenge Day contest with Pickering and Newcastle. In 1989, Ajax defeated the two municipalities. Challenge Day this year is Wednesday, May 29. In an effort to get as many Ajacians active for 15 min- utes during the day, mayor Jim Witty will lead his Mayor's Fitwalk, beginning at 2:30 p.m. On Challenge Day, the town with the most residents taking part in an event that increases the heartrate wins the challenge. The walk will start at the town offices, at Kings Crescent, head south on Harwood Avenue to Bayly Street, then back to the Ajax Plaza. Town staff will then call the Challenge Day headquarters and record the number of people who par- ticipate. For those taking part, L.E. Green's Ice Cream Shop, in the plaza, will offer a 50 -cent discount on ice cream. Participation better than criticism To the editor: This letter is in response to Mr. Theoret's letter of Apr. 5 headlined "Ajax youths live with discrimina- tion". It is unfortunate that many small convenience retail businesses find it necessary to impose somewhat dis- criminatory measures against our young people, i.e., policies disal- lowing more than two students at a time in the store, especially since the great majority of our young peo- ple are indeed responsible and decent. This majority is basically unseen and unnoticed, as is the majority of customers in general, for these people enter the store, make their purchase, and leave. However, a minority of Ajax youth choose to use these conve- nience stores, their walkways, and parking lots as "hangouts", where they intimidate both customers and staff with their disrespectful behav- ior, for example: foul -language, consuming alcohol, and spitting excessively. By midsummer the sidewalk is covered with chewed gum, spilled pop and broken glass. Perhaps Mr. Theoret would like to pay for security minors, cameras, public education, appropriate inven- tory placement and display and suf- ficient staffing which he suggests is necessary but which is far too expensive for the small business owner. And, perhaps he would like to volunteer his time to monitor the activities at his local plaza to dis- courage "hanging -out" and restore "dignity to all our community." And if Mr. Theoret has a whole lot of extra time, maybe he would volunteer to help monitor vandalism to homes, fences, outside light fix- tures, parking areas, and alcohol and drug consumption in our townhouse complex, by the same youths who are on their way to or from "hang. ing-out" at the local plaza. We concur with Mr. Theoret that a problem exists, but suggest his active participation in finding a solution to deal with this minority would be more valuable and appre- ciated by the community than his criticism of the store owners who are trying to cut their losses and maintain a decent business with everyone. A trustee for that school board presented a statistic which, at first glance, would indicate a high level of teacher absenteeism. Just as you would expect, a store this large generates a lot of garbage. "We had our recycling plan in place even while we were in the old store," adds retail manager Terry Phillips. Recycling all its cardboard, tires, oil and metal doesn't come cheap - the company uses a com- pactor as well - but being a good corporate citizen also means cre- ating a good example. Many peo- ple may not realize that, because old batteries can be sold to a recycler, Canadian Tire will give a $2 credit for each old battery custorners bring in (with a limit of two). "Rather than have a cus- tomer have an old battery lying around where it could do some- body some harm we will take it," says general manger Barry McMillan. Motor oil, considered a serious contaminant, is another product now being controlled within Canadian Tire. "All our old oil goes in a drum, gets picked up and goes for recycling," says I At Pickering Town Centre I Recycling effort, amount increases • We are very excited about our new recycling program," says Stuart Cork, general manager of the Pickering Town Centre. The program, initiated just recently, r enables and encourages shoppers to be a part of the centre's commitment to a cleaner environ - Situated in the food kohl, on 1 the lower level, are separate refuse 1 bins for cans, bottles, and plastic bottles. Once a week, The 1 Recycler Inc. simply removes the 1 full portable bins and replaces them with empty ones. "So far, the Pickering Town Centre is showing a 30 per cent recovery rate," reports Howard Baker of the Recycler. "But plans are underway to increase this substantially. We expect to boost this to 60 or 70 per cxmt." Although recovery will never reach 100 per cent, the success rate really depends on the amount of support the program receives from the shopping public and whether or not customers will take the time to sort their refuse into the appropriate boxes and take care to remove contaminants such as drinking straws and leftover food. Less evident to the public is the centre's commitment to total recy- cling. Newspapers and corrugated cardboard are other recyclable materials which the centre has tar- geted. All newspapers within the centre are removed to the waste area each day. "We used to have a compactor," says Cork, "now it's all collected for recycling." "Some source separation is done on-site, at the centre," says Baker, "and then it's taken to our depot for further further separa- tion." At the depot in Scarborough, fine papers are sepa- rated into three categories; white, colored and computer stock. Cans are divided into aluminum, tin and steel. Plastic is sorted and lids are taken off bottles. New buyers are found for unsold materials. "Nothing goes to landfill," he adds. "It may be stored until a buyer is found." So, how much waste does the Pickering Town Centre recycle each week? According to The Recycler, the figures are impres- sive: newspaper - 1,000 to 1,500 lbs. per week; plastic bottles - 200 to 300 lbs. per week; fine paper - 1,000 lbs. per week. The Pickering Town Centre generates a lot of garbage. Fortunately, if The Recycler's findings are accurate, 70 per cant of all waste is recyclable. ..Whitevale celebrates 171 st birthday, Arbor Day with tree -planting May 4 WHITEVALE - The hamlet of Whitevale will celebrate spring, Environment Week and its 171st birthday when vil- lagers plant hundreds of trees Saturday, May 4. The trees will be planted in all directions leading away from the village between 10 a.m. and 2 p.m. Everyone is invited to join in and plant evergreens and mixed hard- wood to beautify roadways, prevent erosion, check farm run-off and for fin. Take your spade and a buck- et to water your trees. Registration is at the Whitevale Community Centre. Residents have approached both the town of Pickering and the provincial government for support and hope to make the project a regular event that can expand to include surrounding hamlets. Eco Oil is one of two Canadian Tire products certified by the government of Canada's Environmental Choice Program. The other is their Mastercraft Premier Latex Paint. Both prod- ucts are currently being promoted through a coupon program in conjunction with Sunlight Laundry Detergent. Environment -friendly products are everywhere throughout the store. "It's hard to keep track of them all," says Phillips. Not sur- prising in a store with over 35,000 products on the shelves. "Canadian Tire is doing a lot in this area." he adds. "All our spray paint is ozone friendly - as are all our cleaning supplies." "We have just bought a very expensive machine for separating freon when we service car air conditioners," says MacMillan. "We used to sell freon on the floor so people could top it up themselves. But that can now only be done in the service department, so it's not leaking out into the atmosphere. People don't think about these things, so we have to. Many people really don't care," he adds. "We supply garbage cans outside but many people don't bother to use them. We find an awful lot of waste in our parking lot." Composters and various com- pounds to assist in decomposition are also available at Canadian Tire. The store recently sponsored a demonstration of the newest composter on the market by Rubbermaid. "We have offered our services to the Durham region works department as another out- let to distribute their composters," says MacMillan. "Only gardeners go to garden centres - we see another segment of the public." Canadian Tire is the place to find clear garbage bags for leaves, 100 per cent natural fertil- izer, chipper/shredders which mulch leaves and shred twigs and branches, and information on Durham region's new Toxic Taxi. And there are many more innova- tions still to come. It has grown so much recently that their regular monthly meetings usually held at the Rouge Hill public library will have to be moved due to the popularity of the group among families, she says.
