Hydro was re-enacting the recent heavy water spill as it was experienced in the control room. Ministry examines 'design by Peter Woichak Pickering Nuclear Generating Station director Pierre Charlebois says a "design flaw" may have been responsible for the recent spill of 140 tonnes of heavy water at the plant. A three-inch diameter carbon -steel pipe ruptured in unit 2 on Dec. 10 after a pressure relief valve in the coolant system failed, allowing heavy water to spill into the reservoir at the base of the reactor building. Ontario Hydro does not yet know why the valve opened nor why the pipe cracked, although Charlebois speculated during a press conference Friday that vibration created by the valve may have been the cause. 'The pipe integrity was probably fine," he said. 'The vibration it experienced when the valve opened was probably the problem." This vibration may point to a design flaw, he added. "We must determine the root cause of the valve failure and the pipe damage. At the present time we do not know why the relief valve opened One report suggests high-pressure air was fed into the system," he said "It will be a few days or weeks before we understand what modifications we need to make." Immediateiy following the spill nuclear plant 'rade t personnel conducted radiation tests in some ad)acent neighborhoods. Three teams armed with Geiger counters tested the plant boundary, a three -kilometer semi -circle, and five kilometers downwind from the plant, taking them into residential streets on the west side of Frenchman's Bay. Tests showed only normal background radiation. All four reactors in the Pickering A plant will remain shut -down while the investigation continues. The building is sealed — "boxed -up" — and as of last Friday the clean-up was 95 per cent complete, according to Charlebois, with workers using mops to collect the remaining water. The four reactors in the Pickering B plant are safe from this type of failure, Charlebois said. "Pickering B is a similar design but the pipe section (that ruptured) does not exist in Pickering B. The air supply he is a different design." Meanwhile, the Atomic Energy Control Board has deferred its decision on re -licensing the plant. The review of Pickering's licence, which expires Dec. 30, began days before the accident. Charlebois is not concerned about the delay. 7m not surprised they're taking their time. The village will be used to teach safety and awareness to 15,000 to 20,000 elementary school children each year. The village will include scaled- down buildings, roadways, traffic lights and signs, miniature motorized vehicles, bicycles and a classroom. A full-time police officer will teach safety and street smart techniques on the site, just north of Highway 401 and just east of Brock Street. Approximately $480,000 has been raised so far. Hospital beds to close over holiday by Marta Kurek PHS co-op student Twenty medical/sargical beds and one operating room will be closed during the Christmas season at Ajax and Pickering General Hospital. The hospital will be temporarily closing the beds and an operating room from Dec -17 to Jan. 3 in order to meet the 1994/95 Operating Plan savings target. "We have picked a time when traditionally there is a slight reduction in our patient census," said hospital president Brice Cliff. "If the patient census permits, we will close an additional 10 beds from Dec. 23 to Dec.30. However, this closure will only occur if the beds are not required." From Dec. 27 to Dec. 30, the Ambulatory Care Unit will operate from 8 am to 12 pm. The intensive care unit, the emergency department and maternal and newborn services will be operating as usual. To Hydro: let's talk There's nothing worse than living in the shadow of a nuclear power plant and being in the dark about what may happen if a calamity does occur. The people of Pickering have lived with the Pickering Nuclear Generating Station and its potential dangers for 23 years without really knowing what goes on beyond the closed doors. Last Saturday "fear and relief" were the buzzwords after a design flaw led to a spill of tritium -laced heavy water, which was fortunately contained within the plant. But the empty rhetoric and self- serving platitudes — from both Ontario Hydro and nuclear opponents like Durham Nuclear Awareness — did little to ease the minds of residents, who were worried about the safety of their families. But there is something Ontario Hydro can do about it. Simply open up the lines of communications with the public. Convoluted and confusing information doesn't help. A free exchange of information between residents and Ontario Hydro will be a good start in fostering good relations between the two sides. A full environmental assessment will be another and The Bay News is again asking the Atomic Energy Control Board to not grant the plant an automatic licence renewal, but to open up the plant. with its ageing reactors, to public scrutiny. As one resident at Pickering council put it Monday night, it's time to put aside "political differences" and work together to ensure the safety of this community. The numbers are roughly the same as last year, when police were using two RIDE teams instead of just one. A total of 65 drivers were checked on the roadside tester last week, bringing the two-week Holiday Ride Program totals to 110. In the same period 14,538 vehicles have been stopped, 31 12 - hour suspensions have been issued and 13 people have been charged with drinking and driving. One person was also charged with possession of an narcotic. A dozen people were arrested for drinking and driving offences by regular patrols last week. The RIDE unit operated in Pickering, Ajax, Whitby, Oshawa, Bowmanville and Port Perry. Last year during the holiday RIDE blitz, more than 24,000 cars were stopped, down from 36,500 during the previous year, resulting in 304 ALERT tests and 31 drinking and driving charges, 80 12 -hour suspensions and 35 other charges. The decision is expected today. Brenner said the board's decision will not change the town's position on public forums, noting if the station is re -licensed, Pickering will try to ensure information meetings are held and if an environmental assessment is required, the town will ask that it be held here. 'It's a fail-safe mechanism." Brenner also earned support from members of the public in attendance Monday. Stephanie Piercey, a Weyburn Square resident, said now is the time for Ontario Hydro to be 'open and honest" with the public, instead of 'down -playing" Saturday's spill. 'This is not the time for overblown rhetoric and platitudes. This is a time for clear and open lines of communication where the public can be absolutely certain that everything possible is being done to insure their health and safety." Piercey, who said many residents are concerned but afraid to talk about the potential dangers of a nuclear station in their backyard, said she greeted the news of the spill with a mixture of fear and relief. 'Relief that a potential disaster had been averted and fear that the next time, we may not be so lucky." Dave Martin, a spokesman with watchdog group Durham Nuclear Awareness, also addressed council with his concerns with Ontario Hydro communication. Martin said much of the news from Hydro after the accident was 'white lies," and getting detailed information from the utility was difficult. Allowing Ontario Hydro to monitor the radiation levels at the plant isn't smart thinking, he added. 'As a matter of principle, it's not a great idea to let the fox guard the chicken coop." Several police cars responded to the alarm at 2:27 am from the Harwood Avenue South business and the getaway car was spotted eastbound on Mandrake Street, police say. The officers converged at the corner of Pickering Beach Road and Highway 2, where they caught two men with the stolen property still in the trunk. Charged with break, enter and theft and possession of stolen property is Cohn Grant, 24, of Bramalea and Toronto's Sylvester Walters'22 ' 22. The grinch was also in attendance at a Golden Griddle staff party in Plckenrig. During the party, attended by 250 people, $1,000 was stolen. The money, part of the day's receipts, was kept in a desk drawer in the office. Police say all 250 party -goers had access to the office during the evening. Pickerim ,_ Santa's going high-tech Kids writing to Santa Claus with their Christmas wish list is an age old tradition. But a personal telephone call from Santa? Welcome to the new high-tech world—with a twist. This year, Santa Claus is going "high-tech" in his North Pole headquarters. "I was just running out of time and just couldn't get all my letters written and all the toys ready for the sleigh too," Santa said during an interview. "Mrs. Claus was always worried that with all those letters Td get behind and forget someone. I needed some help." So for Christmas, 1994, Santa is working with a telephone management service bureau located in the centre of North America to contact kids by phone, as well as mail, all in good time for Christmas. Santa's helper, David Vanderwees of North Pole Enterprises Inc., explains that parents, friends and relatives of children who have passed the "naughty or nice" test can call 1 -800 -99 -SANTA toll-free from anywhere in North America and arrange to have Santa personally call a child of their choice at a pre -arranged time. "We'll just ask a few basic facts about the child's interests — names of pets, favorite toys, hobbies, favorite things to do, that sort of thing — to make sure Santa's file is up to date. Then well arrange a time and date in December when Santa can make the call." Vanderwees says. The average call will be three to four minutes. Santa Calls will be returned at pre -arranged times between 7 a.m. and 9 p.m. local time to fit in with children's bed times. If, however, you paid your way into the match between the Pickering Panthers and a touring Moscow Red Army junior squad looking to be entertained — nearly 900 did — you were in the right place. The Russians made it look easy with an brilliant display of skating and passing, roiling over their Pickering opponents 17-3. The previous week the touring squad kicked off their 30 -game tour in Madoc, Ont. with a 14-3 pasting of the Panthers. 'They're a helluva team; they're an exciting team. The people of Pickering got thew money's worth,' said Pickering general manager Bud Bower, who also provided color commentary for the televised game. Bowersaid it has been a long time since 900 people watched a local hockey game and placed the credit for the attendance figures on *the mystique of the visitors. 'People came to see the Russians. They didn't come to see the Pickering Panthers, we know that,' he said. 'They came to see good entertainment and they got it with the Rmsi w The Red Army squad — still a famous drib despite the fall of the Iron Curtain — has been Turning roughshod over al their Tler 2 junior opponents on the tour, with easy wins over top league dubs Mm Kingston and Wellington, as wel as the pair of victories over cellar -dwelling mss. The tourists are led by the One of Sergei Samsonov (at 16 he was named player of the year in Europe last season), Andre Petrunin and Dmitri Glanyuk, who simply proved to be too much for the locals to handle. 'That one line was worth the price of admission alone," Bower enthused. 'They're excellent skaters. You try and 'nit them, it's like trying to swat a fly. They really are a pleasure to watch." Samsonov, Petrunin and defenceman Andrei Zuzin are the top-rated junior hockey players in Europe, Bower said, adding that the squad is also a young team. All but two are 17 and under. In the first game against Pickering Samsonov was held off the scoresheet but hnemate Petrunin was the big gunner with four goals. Vasihy Kemenev and Oleg Kvasha each scored twice for the winners while captain Bill Govedaris, Adam Parks and Eric Wheeler scored for Pickering, who trailed only 3-1 after one period. In the second match, the Russians blew 'em out early, building up a 7-0 lead after 20 minutes and a 14-0 lead after two periods, before coasting in the final period. Samsonov and Petrunin combined for five goals and 10 points to lead the Red Army juniors while Park, with two, and Govedars answered in the thi-d period for the Panthers. All three Pickering goals were scored against Red Army back- up goalie Ryan Miles, who happens to usually wear a Pickering uniform. Miles was picked by Red Army after the Russian team was only able to find one goalie for the trip. Miles will remain with the Red Army team for the duration of the 52 -day tour. The two ckibs were scheduled to meet a third time January 7 but that game has been cancelled - The Russians lost their first game of the tour Sunday, dropping a 7-5 decision to $t. Michaers. Local swimmers ride the waves at youth cup Durham Aquatic swimmers splashed to an impressive showing at the Youth Cup, a meet that attracted 1,001 swimmers from three countries. The club sent 10 swimmers to the Dec. 8 to 11 meet, hosted by the North York Aquatic Club, and came away with two medals and seven top -five performances. Mike Lockett, 14, earned both medals, placing second in the 200 - metre backstroke in a time of 2:11.9, and third in the 100 -metre backstroke in 1:02.09. Matt Bell, also 14, carne fourth in the 100 -metre backstroke in 1:02.3 and fourth in the 200 -metre backstroke in 2:13.7. The boys 13-14 200 - metre medley relay team placed fourth overall with a time of 2:00.38. The team was made up of Mike Lockett, Chris Mendes, Sam McLoughlin and Matt Bell. McLoughlin, who competes in the 12 and under class, added two fifths, in the 50 -metre freestyle (28.4) and the 100 -metre freestyle (1:03.3'). Seventy-two teams participated and Canada had teams from Newfoundland, Alberta, Nova Scotia, Quebec and Ontario. England and the United States (Michigan and California) also sent swimmers to the annual meet. The local swimmers also impressed at a recent meet in Woodbridge, with eight medals including five firsts.
