Nuclear shutdown Hydro, DNA, at odds over risks from Saturday's heavy water spill by Glenn Hendry The bad news is there was a spill of heavy water at the Pickering Nuclear Generating Station Saturday, after heat transport valves at the ageing PkIeTing 'A' reactor opened unexpectedly. The leak, which was contained within the reactor building, released approximately 130 tonnes; of heavy water The accident dwarfed an incident in 1992 when 2,900 I&es (three tonnes) of tritiurn-laced water spewed into Lake Ontario. The good news is the emergerxy safety systems at the nuclear plant are working just fine, said station manager Pierre Charlebois. 'Fundament,*, we are extremely satisfied with the way the emergency systems responded and with the way staff responded," Charlebois said. 'Our emergency plan went into effect and the mfety equipment proved itself. There were no off- site leaks and no on-site risks." Durham Regional Police set up their command centre and notified the regional mayors, the health department, the province and Metro Toronto. The accident was classified as a Lewl I incident, which is the lowest level of priority. Warning signs were also posted at the station by Ontario Hydro employees and traffic into the plant was restricted for several hours. The reactor (number 2) is still in a 'safe shutdown state- and reactor 4 was also shut down as a precaution. The other two reactors at Pickering 'A' have alrea4r been. closed for routine m--tenance. According to Martin, the spill emphasized why his organization wants the board to review the nuclear station's licence instead of granting Ontario Hydro an automatic extension. All three teams that made the short-list for the competition were instructed to ignore provincial lindfill directives in planning the community, although they did have to identify to how the lands could be accommodated if EEI I won final approval. van Nostrum, whose winning design combines innovation and 'do -ability,' said his plan could still work 9 the dump is approved but noted some of the expected uses would be 'skewed' and the allowable population in Seaton would be reduced. Provincial housing minister Richard Allen, who made the announcement at the Civic Complex in Pickering Monday afternoon, called van Nostrum's plan a 'true first' in community plannirig. 'It was definitely a shock. He was a very good person — a perfect employee — for the three years he was here," she said. "There was no indication of anything like that." The 16 -year-old accomplice in the Scarborough robbery — a Pickering youth — is also charged vAth robbery, disguise with intent, possession of a weapon, forcible confinement, possession of stolen property and proceeds of crime from the November 27 Pet Valu robbery. Jason Cameron, 20, of Pickering, is charged with theft in the August 7 Pet Valu robbery. Tripp, who has already made a court appearance, was released on a $5,000 bond. Daughter charged with attempted murder A 50 -year-old Pickering woman is charged with attempted murder after trying to smother her 81 -year-old mother last week. police say. Many expect the board to merely rubberstamp the extension. despite requests by local polfticians at all levels that an independent environmental assessment be conducted. While it's reassuring to see that the emergenck, safety systems appeared to have worked as planned. it is disturbing that they were called upon at all. Pickering has some of the oldest reactors in the country. We all know that as things age. they tend to perform more poorly than when the ftem was new. That's certainly the case for most mechanical devices and there's no reason to diink that a different scenario applies for the bells and whistles that comprise a nuclear generating station. Seals age and valves get old. Despite a strong regulatory system that oversees such plants, the bottom fine is that old things tend to wear out. While an independent environmental assessment of the plant would likely cost hundreds of thousands of dollars. that cost pales in comparison to the costs to country, PTOVince and region in the event of a catastrophic incident. A fresh pair of eyes surveying the Pickering situation would be a welcome addition to the regulatory process that no one should fear. Seaton unclear it's prettier than a dump and would be a welcome addition to the community. But don't hold your breath that Seaton will see the light of day. It was glad-handing and back patting all around at the recent press conference held to announce the winner of the bid to build and develop Seaton, a conamuluty desligned to house ".000 people in north Pickering. Betty Sulliwn Pickering Adoptee bill important Dear editor: There is private members' bill going through the provincial legislature. I'm sure the majority of Canadians are probably unaware of its contents, so I feel this is one way of bringing it to their attention. Bill 158 is asking that adoptees can access their 'Statement of Live Birth' which is unobtainable at present. In fact, if you were born after 1970, then even the last name is sealed into the records, and adoptees can only get their last JnW and a number. This is distressing to say the least. It was done for what people thought were good reasons (Le, not disturbing the birth parents) Adoptees, however, haw been disturbed about this all their fives, sometimes thinking they were just discarded because they were unwanted. Most children are giYen up with the hope that they are going to a better life, and it is the most emotional time of life of not just the bft mother, but the dWs father, and birth grandparents. There are major medkal reasons, including the future children of the adoptee, why they should have to their own background. Think entertainment, and you may have an idea of what planning consultant Victor Lind sees for the area. Lind, one of the authors of the study (deferred until January 23), won re -zoning approval for a parcel of land on the east side of Dixie Road, south of Kingston Road, owned by Emix Ltd. and Emix Holdings Ltd. The property is currently occupied by the Olive Garden restaurant and The Furniture Mall (with some office use) and also contains a vacant btiding. Lind, on behalf of Emix, successfully lobbied could to allow another restaurant, a place of amusement/entertainment and a commercial recreation establishment on the site. His grand scheme, he said, is to tam the area into an centre* for Pickering, noting the new Movieplex cinemas are adjacent to the property. He said he is already negotiating with a restaurant and several 'entertainment companies,' although he wouldn't get any more specific. His plans fit into the intent of the study, which will set pianning guidelines for the area (bordered by Dixie Road, Higivay 401, Kingston Road and Liverpooi Road) for future development. The report was supposed to be ready for council Monday but was instead deferred until the new year, a decision Lind agrees with. "it was pushed to January because of the (recent municipal) election. Think entertainment, and you may have an idea of what planning consultant Victor Lind sees for the area. Lind, one of the authors of the study (deferred until January 23), won re -zoning approval for a parcel of land on the east side of Dixie Road, south of Kingston Road, owned by Emix Ltd. and Emix Holdings Ltd. The property is currently occupied by the Olive Garden restaurant and The Furniture Mall (with some office use) and also contains a vacant btiding. Lind, on behalf of Emix, successfully lobbied could to allow another restaurant, a place of amusement/entertainment and a commercial recreation establishment on the site. His grand scheme, he said, is to tam the area into an centre* for Pickering, noting the new Movieplex cinemas are adjacent to the property. He said he is already negotiating with a restaurant and several 'entertainment companies,' although he wouldn't get any more specific. His plans fit into the intent of the study, which will set pianning guidelines for the area (bordered by Dixie Road, Higivay 401, Kingston Road and Liverpooi Road) for future development. Herrema, who hasn't faced opposition since winning the post for the first time in 1980 (besting 00awa councillor John Aker), is starting his record sixth term in the ch& Herrema, while expressing his pleasure at his appointment, brushed aside recent cries for Transportation top priority for region T r a n s p o r t a t i o n , administration and recognition from Queen's Park head up the issues Durham Region council will be dealing with in the next three years, said newly -re- elected chairman Gary Herrem. "We've dealt so much with sewer and water," he noted, referring to infrastructure projects recently approved and now under way in the region, "now we're going to deal with people." Herrema said the top priority will be transportation, inducting the acceleration of Highway 407 construction into Durham and the resumption — and extension — of GO Transit service. Administration headaches need to be deaft with as well, Herrema said. He would like to consolidate regional offices and settle the legal battle over regional headquarters now being fought by the region, the City of Oshawa and the Town of 1ANthy. "The easiest thing is to (consolidate) here; %ve've got 14 acres of vacant land. But it will depend on discussions with Oshawa,- he said. -But we will settle it, either in court or in the (council) chambers." 11 wo-, Herrema Gary Herrema Regional Chairman Herrema would also like to see an end to interference from the province on regional matters — such as the Official Plan — and continue discussions with Queen's Park on trading welfare responsibilities for roads. The first item on the regional agenda is the budget, Herrema noted. Durham will try to keep taxes at the 1994 level while increasing the approximately $400 million budget by about $2 million to ay-er iricreased policing costs.
