She brought with her a petition bearing 451 signatures which she alone had collected. "It is not a feather in your cap to attract industries other municipalities don't want," she told councillors adding, "if council is voting in favor of this, they are diametrically opposed to the wishes of the people." When advised by Councillor Enrico Pistritto that "council is only exploring this as an alternative," Ms. Senis responded that "six out of seven councillors are on record as supporting it." Residents polled by Ms. Senis also said they favored WMI rail haul. "Composting is not the problem," she emphasized. "People are opposed to importing." Referring to minutes of the April 18th meeting of council, in which it was stated that up to 90 per cent of raw garbage might have to be imported to make composting cost- effective, Ms. Senis stressed that if this is the case, then Pickering should not even be considering this proposal from CCI. "My biggest fear," she added, "is that, while it might start out Pickering -only, how long will that last? If it must also be cost- ffective..." Ward 2 Regional Councilor Kip Van Kempen, who has repeatedly come out in opposition to CCI's proposal, brought forward two Notices of Motion. In the first, he proposed that council seriously consider "rail haul" of garbage as an altemative to the Interim Waste Authority's solution. His second motion urged that council "advise CCI and others that we are not supportive of any waste processing plant within our borders that will process garbage that originates from outside our borders." In discussing the possibility of "rail haul" to the States, Van Kempen noted, "We have to realize what is going to happen if we don't do something here. J ~ <40 o arc W H WY 2 = 401 o M 5 BAr Y Harwood realignment deal will open up Ajax's future By Glenn Hendry After nine years of negotiations, the Harwood Avenue realignment agreement is finally a done deal, opening up hundreds of marketable acres and paving the way for future development in north Ajax. The agreement between the Town of Ajax and four contributing developers means the construction of New Harwood Avenue can go ahead and allows the balance of Markborough Properties' Durham Centre lands to be completed. New Harwood Avenue will curve east of the existing road at Highway 2 before tuming north to Rossland Road. The existing Harwood Avenue will be stopped up near Chapman Drive in the south and at Millers Creek in the mor*.h. Servicing can now begin for :he lands bordered by Highway 2 on the south, Harwood Avenue on the west, Rossland Road on the north and the Pickering Beach Road allowance on the east — an area dubbed the gateway" to Ajax from the north. "This will be a tremendous catalyst for some much needed commercial and industrial development in an area of town that we've been working on since 1985," said Ajax Mayor Jim Witty. "We're taking the 'vision' of Ajax to the north and this area is going to explode." The realignment deal, reached after a series of marathon meetings (the last agreement was not in place until minutes before Monday's council meeting), will cost $3.95 million, with developers picking up all but $610,000 of the tab. Approximately $300,000 of the remainder will be paid for by Loblaws, a Durham Centre tenant, leaving Ajax with only a $310,000 share of the project. Witty said there are still a few is to be crossed — the developments approved as part of the realignment agreement has a "hold" provision until subdivision agreements and regional approvals are in place — but construction is expected to begin in late August with completion by the end of the year. The design of the nein road will incorporate the "boulevard" concept of the existing Harwood Avenue, adding to the esthetic value of the lands and joining together the areas of Ajax on both sides of Highway 401. Ajax chief administrative officer Barry Malmstem pointed out that the deal will also go a long way to addressing the town's dismal industrial/residential development imbalance. Currently the split is 81 per cent residential and 19 per cert industrial/commercial. Developments approved Monday represent a combined assessment value of $75 million, of which 40 per cent is commercial and industrial. Chaired by Maurice Brenner, Regional Councillor for Ward 1, the Special Services Committee, made up of members from the community, has been working on this plan for several months. By using a "stake holder" approach rather than hiring in consultants. it is estimated that the net savings to Pickering taxpayers has been "around $20,000." Currently subsidized by the province, the transit system should remain eligible for two levels of subside ender the new plan. The report involves three stages for implementation by the year 2000. The first involves expanding the existing Specialized Services Committee into a committee which would be responsible for a total transit service. This new council - appointed "Pickering Transit Citizens Advisory Committee" would be made up of residents, staff and council members, with one of its mandates being to monitor the implementation of the full Accessibility Plan over the next five years. The second stage would see the retro fitting of the existing fleet over the next three years, at the nominal cost of $53,250; third would be the routine 7epiacement of all existing vv_tiicles, based on age. "There are many things that we have not really looked at," conceded Brenner. "The citizens committee would have to review the entire process and address such matters (of concern) as these. But I think it's important to note that this is not a political document, it is a community statement." A seminar on mentorship is planned, with South Asian professionals conducting workshops on guidance, leadership, and network and study techniques. Quoting figures from a recent survey which, "out of sheer frustration" he undertook at his own atperue, he reported that 97 per cent of the almost 300 responses said "No" to the question of whether they would support "importing" garbage from elsewhere; 88 per cent rejected accepting a waste processing plant to service Durham Region. Stating that he felt this was just an election ploy on Van Kempen's part, Pistritto then urged that council "continue to explore the alternatives." Anderson looking for second term at region By Glenn Hendry Politicians who keep their word are not as rare as some people might believe, says Ajax regional councillor Roger Anderson, who announced Monday his intention to run again in the November 14 municipal election. Anderson said he doesn't believe in fancy campaign promises, preferring to run on a track record of trust and old- fashioned hard work. "As long as you work hard for your residents and keep your word, that will go a long way," he said. "1 hope it does again." Anderson, who represented Ward 2 from 1985-88 and Ward 4 from 1990-91, won by a large margin at his second crack at regional council in 1991. But after two decades of community volunteer work, someone decided it was high time to give her something back. Maxwell, 50, was honored by the Town of Ajax as the 1993 winner of the Ajax Civic Award, given to the person deemed to contribute the most to the community. "I was surprised and shocked," Maxwell told The Bay News. "But I guess there was some satisfaction and pleasure to get recognition like that. Its nice to be included with the others who have won. Its a great honor •" All seven previous winners of the Ajax Civic Award were in attendance at the ceremony held in the Commodore Room at the Ajax Community Centre. Maxwell, a tireless volunteer, moved to Ajax with her family in 1971 from Oakville. Two years later she was canvassing for the Canadian Cancer Society in South Ajax, the beginning of a long career in charity work that AJ takes up virtually all her free time and shows no sign of abating. "I went to a church meeting and there was someone there from the Cancer Society who asked if there was anybody who wanted to help," she recalled. "I ended up with the South Ajax area That's how it all started " She co-chaired the Ajax campaign with husband John that year and she still canvasses for the Cancer Society. Again this year there's lots to see during Ajax Home Week from June 12 to 19. Just check out these great activities and events: June 12 - 19 The Royal Canadian Legion Open House is from 11:30 a.m. to 1 p.m. at the Royal Canadian Legion Branch 322 located on Hunt Street in Ajax. For further information call 683-7811. Sunday, June 12 • The Home Week Auction (Board of Trade) viewing is from 7 to 8 p.m. The auction starts at 8:30 at the Ajax Legion. The two Kinsmen also brought to Ajax the famous De La Salle Oaklands Drum Corps and 2 other corps to provide a drum corps exhibition in Harwood Mag. That was the start of it. It was designed to be a weekend for the people of Ajax, old and new, courtesy of the Kinsmen with little or no profits! This year the Ajax Kinsmen tried to expand the Horne Weekend to include events on the Friday, Saturday & Sunday. The Kinsmen Club again ran the Steak Bar -B -Q on the Friday Nlght, the Ajax Home Week Book was produced and the Saturday parade was larger than ever, and the first judged and sanctioned drum corps competition was added. It was authorized as the Canadian Cystic Fibrosis Drum Corps Championships. With Joe Dickson's third term as chairman, the Kinsmen also added the Free Fireworks on Sunday evening and publicized the Town & the Weekend on a large sale. Choppy waters on Lake Ontario cancelled planned Speed Boat races that year and it was decided future 197 2 —Sports would be held on land! In the 71-72 Kinsmen year Menzie became - 1974 Ajax Kin president and Dickson again became Horne Weekend Chairman. He presented to the club the change of name to Ajax Home Weekend, as well as the date to be the third weekend in June on an annual basis. It was approved unanimously by the Kinsrneri. 1972 saw a full Drum Corps competition, a larger Home Week parade, the introduction of the Home Week book to raise money through this advertising publication to under%Tte other eve^N- for Aiacians, and the initiatior. of he Stea:K Bar - X, The Turning Point Further growth came in 1974 with Jim Witty taking the chairmanship and providing the first fully event filled Ajax Home Weekend. 1974 saw the first appearance of Clark Mason's "Mason's Marauders" who have been a tremendous support over the years, and Donkey Baseball on the Sunday afternoon. It was in 74 that Moustaches were used as a Home Week promotion item which gained wide publicity outside the community! Kinsmen with Ken Rekus in the chair started to achieve their goal by having all service clubs combine to run the project The Ajax bons were the first to join the Kinsmen by taking over the Gala Fireworks. The Ajax Rotary, through Norm Adams, also became an original member and sponsored the always popular Sunday morning Pancake Breakfast as well as other art and craft projects. These tickets were sold by the five Home Week service groups with proceeds forming part of their Ajax Hospital Building Fund commitment. To cap the festivities past co-chairman Bill Graham and Jim McMaster presented a gift to former Mayor Bill McLean on behalf of the Home Week committee in commemoration of his tireless support of Ajax Home Week. 11990INS The 20th Anniversary of Ajax Home Week saw the relocation of most of the events due to the construction at the Ajax Community Centre. Unfortunately, Mother Nature was not cooperative at all and we were graced with the coldest weekend in recorded Canadian history. This played havoc with the attendance at our outdoor events. The deletion of the Miss Ajax Pageant was not for political reasons, but for the lack of time to prepare and provide an entertaining show. The lions Club brought back the Italian dinner which was a great success. And for the very first time the Ajax Legion (Branch 322) will be in the driver's seat for the 1993 Ajax Home Week. As well the Home Week committee decided it was time to restructure and designed a format to provide a sturdy financial base for the future Home Week committees to build on. 199 3 The weather dldn t co-operate for the tinal weekend, but spirits were high during the 1993 Ajax Horne Week, the 23rd consecutive and one of the most successful. Rain forced the postponement of the festival -ending fireworks display to June 27, but the parade was a big success and 1993 marked the return of the Miss Ajax Contest, won by Crystal Lee Magda. Several events, like the Italian Dinner, Monte Carlo Night and Pancake Breakfast, were big successes in 1993. A provincial advisory committee, asked to review the present acceptable levels of tritium, have recommended to the environment ministry that the limit be reduced from 40,000 becquerels per litre (bq/1) to 100 bq/1. The committee further asks that the limit be reduced to 20 bq/1 in f ive years. Tritium, a radioactive form of hydrogen, occurs naturally in the atmosphere and is also a by- product of nuclear reactor operations. The radiation is considered weak but is also considered carcinogenic in humans. If the recommendations are adopted by the ministry, the water plant would immediately shut down anytime it exceeded the accepted tritium level. Current levels at the water plant, located near the Pickering Nuclear Generating Station, range from 5 bq/1 to 15 bq/1. Ken Thompson, the director of engineering with Durham Region's works department, said the proposed !unit of 100 bq/1 wouldn't be a problem, pointing out that the level would only be exceeded with a major heavy water spill from the nuclear station. But slashing the tritium limit to 20 bq/1 could "conceivably" force plant shut- downs, he added. Other water plants in Ontario regularly exceed 20 bq/1, Thompson said. Panaro said the proposed guideline is much lower than international standards, noting the World Health Organization believes 7,800 bq/1 is acceptable and the original environment ministry recommendation was set at 7,000 bq/1. "This would certainly be the lowest standard in the world that I would be aware of," she said. To Sherrill Willard, however, the announcement came as "great news." Willard is a member (along with Thompson) of a committee asked to recommend a location for a new local water plant ani has repeatedly demanded the new plant not be built close tc the nuclear station. The committee's recommendation, despite objections from Willard, is to construct the new facility adjacent to the present water plant. She called the provincial recommendation a "real victory for public health," adding that the five-year plan to reduce the tritium limit to 20 bq/1 may force the region to change its mind on the location of the new plant. "It gives a chance for emissions to be reduced, if that's possible. If it's not possible it gives us a chance to move the water plant to a safer location," she said. Willard did credit Ontario Hydro for their efforts in reducing the amount of tritium entering Lake Ontario from the nuclear plant but expressed doubts the utility company could reduce emissions further. He wouldn't offer a prediction on Wildman's decision, noting he wouldn't want to "second guess" the minister, but Willard made it dear she wanted to see the environmental committee's recommendations adopted by the region, who earlier this year approved 7,000 bq/1 as an accepted tritium level. "I would hope they would take these recommendations very seriously and protect the public health by moving the new water plant," she said.
