South Picketing residents, still jittery after a house explosion that
rocked an area neighborhood, Will receive some reassuring words
from town staff and politicians during a public meeting planned this
week.
Ward 1 Regional Councillor Maurice Brenner announced during

at the West Shore community centre on Tbursday at 7 p.m. He has
also spoken to principals at Fairport Beach and Frenchman's Bay
pubic schools, suggesting that the boards social workers provide
trauma counselling to children who need it.
Area residents are still shaken by a natural gas explosion at 535
Marksbury Rd. at approximately 8:10 p.m. last Friday that
completely leveled the house. Celia Dearn, 53, the o* occupant
in the home at the time, was killed.
Brenner said the community is rampart with rumors and false

Out of the darkness of death, Roz Crowther is trying to
find a little light to help ease the pain.
Crowther is the sister of Celia Dearn, the Pickering
woman killed instantly when a freak natural gas explosion
destroyed her MarksWry Road home last Friday night.
Crowther, who only learned of her sister's death
Monday, is hurriedly making plans to fly here from her
Florida home to be with Deam's family. In a telephone
interview from Rockledge, Florida, Crowther said she
takes some solace from the fact that her sister's death was
instantaneous.
" Cm trying to think of the positive things — it happened
so fast she didn't feel anything. She didn't have time to
be afraid," Crowther said.
Crowther emigrated to the United States from England
in 1972, while Deam came to Canada. But the sisters
have remained dose and Crowther hopes she can be of
some help to her two nephews, Marcus, 25, and Ben,
16.
"The older one seems to be holding it together pretty
well, but the younger one, he's 16 and it's a tough time in
your life even if you don't have a tragedy."
Crowther, who is still in shock, is content that her sister
"finally got her life the way she wanted it."
"But still, you're never ready for it She's just gone."

Region provides $150,000 for landfill battle
Pickering Mayor Wayne
Arthurs received some good
news last week when Durham
Region agreed to chip in
$150,000 to help the town
wage a landfill battle with the
province.
The cash will be used to
defray costs the town has
already incurred to oppose the
provincial Interim Waste
Authority's November decision
to locate a new Durham dump
in north Pickering. Pickering
spent nearly $360,000 last year.
The town expects to spend
more than $2 million in 1994.
Arthurs said he is pleased
with the "strong show of
support" given by members of
the region's joint finance and
works committee, adding that a
clear majority of committee
members supported Pickering's
Arthurs said the region has a
shared responsibility with
Pickering to ensure the IWA-
approved location — adjacent to
the Brock West dump — is the
best site.
"It's a cost-effective way for
(Durham) to participate in the
process without duplicating
efforts already undertaken by
Pickering," Arthurs said.
A second request by Pickering
for $200,000 from the region
to help with future costs was
defeated by committee

or so6tie'years, there has been an
on-going "debate" among parents,
teachers and educational
<=@searchers on the teaching of
:reading. This might be loosely
entitled "Whole Language versus
Phouies."
The saddest thing about the ensuing
tragedy is that it should never have happened
in the first place. Whole language was never
meant to replace phonics as a method of
teaching reading. It was originally conceived
as a philosophy, aimed at empowering
children by exposing them to an enriched
language environment.
Somewhere along the way', whole language
seemed to become synonymous with "whole
word." The "sight word' or 'look/say'
approach became first the primary, and
finally the exclusive method of teaching
reading. Phonics, if taught at all, was soon a
totally separate subject, completely divorced
from reading.
Rudolph Flesch, author of 'Why Johnny
Can't Read,' refers to this sight word only
approach as 'word guessing.' He claims it
encourages children to scan the page looking
for familiar words. They also look up
frequently to any picture clues that might he
available. Thus. their eyes are constantly
flitting about the page.
This may be one of the reasons we see so
many children with extremely poor tracking
skills and jerky eye movements. At this
centre, we have noticed that after 36 hours in
Beginning Reading students who do rather
badly in this area on the pre -teat frequendy
show a significant improvement on the post-
test.
Is tracking important? Does it really
matter if a student skims and scans a page as
long as he or she understands the overall
content? les, in these early stades, it is very
important. Not only are the eye muscles being
trained to move smoothly, but the part of the
brain that deals with visual sequential
processing is being stimulated.
Are phonics advocate@ trying to say that
homes are the be-all and end-all of reading?
o, certainly nod Phonics are simply a toot
to help children acquire the crucial skill of
decoding
language.
Even students without any formal teaching
in phonics still appear to learn phonetically.
According to Adams, human beings are
selectively 'wired" to 'hear' phony=$.
Research studies show that when reading,
children don't focus on the whole word.
Rather, they move their eyes along the word.
Letter by letter, and put eoands together until
they can read it.
The great thing about phonics is that after
mastering the proem, you don't ever have to
worry about it again. The more you read, the
better you become. Once children have
acquired good phonetic blending skills, they
have the key to accese all the knowledge that is
contained in the printed word.

When I started working as a
reporter for The Bay News four
years ago, it was a given that
my stay here would be short-
lived.
After all, this was my first
newspaper job and, I _
believed at the time,
merely the first step
towards bigger and better
tangs. Of course, like all
best laid plans, mine
charged tight around the
time that the country's
economy came tumbling
down with a recessionary thud.
Journalism jobs are scarce at
the best of times, but the
employment pool *traly dried
up when economic disaster
struck.
So 1 was resigned to staying
put and appreciating the fact
that I was among a quickly -
disappearing breed — a full-
time working newspaperman.
Four years at The Bay News
certainly wasn't the worst thing
that could have happened to
rne.
In fact, as 1 prepare to leave
here at the end of the week and
move on to an ed'itor's job at a
trade publication, I'm realizing
W how much 111 miss my first-
ever newspaper job.
I remember my first day at
work back on Feb. 2, 1990. 1
came in that morning, picked
up a copy of the previous
week's Bay News issue and
noticed that front cover

what I had gotten myself into.
By the end of that fast week.
I quickly realized how bray I w+as
going to be. I was a staff of
one — the editor of The Bay
News at that time was quite

more. But those first two years
were enjoyable ones. The
paper was healthy and there
were high hopes that we would
grow.

Peter — the nicest fcierds a guy
could have.

explosion)," he told The Bay News. "Both the town and the region
are looking into all of the rumors flying about."
During Monday's executive committee meeting, town staff and
politicians offered reassurance that the explosion is not evidence that
future danger in the neighborhood exists. Town Manager Tim
Sheffield said the cause of the explosion has not been determined by
investigators. A natural gas service line on the property had been
damaged and that section of pipe is being examined by the Fire
Marshals Office.

The Bay News they have previously detected methane gas -type
odors iu the neighborhood.
"We've been complaining about methane gas (odors) here for
years," resident Denis Grant said in an interview. "Everybody is
denying it, but I'm going to get to the bottom of it. Once a month it
smells fike an outhouse here."
Grant said he has heard rumors that the neighborhood was once
the site of a garbage dump. He suspects that methane gas has been
collecting underneath the ground as a result.
Resident Anne Mattingly, who lives in the home directly across
from 535 Marksbury Rd., said she complained about the odors in
her neighborhood to Durham Region's works department on two
occasions last summer.
Brenda Morrison, who witnessed the explosion from the front
window of her living room, said she routinely smells odors that seem
to emanate from area sewers. She has vowed to move from the
neighborhood by April or May.
Councilor Brenner said he has personally not heard complaints
from residents about odors, prior to last iwek's explosion, nor is he
aware that the area was once the site of a landfill.

Reports have suggested that the occupants of 535 MarksWry Rd.

Speculation is that the blast may have been triggered when Celia
Dearn turned on a light switch in her basement and ignited the gas.
Witness Brenda Morrison said the explosion "shook everything."

recalled. "There was fire everywhere. I phoned 911 and just told
them the house blew up."
Firefighters from Pickering and Scarborough responded to the
explosion. Pickering Transit buses were used to evacuate the area.
Approximately 75 residents spent three hours at the Pickering
Recreation Complex and were returned home at approximately 1
o'clock that morninu.

Every college stands behind
the quality of its graduates.
Durham College is taking that
stand one step Nether by putting
its money where its mouth is
with Ontario's first "satisfaction
guarantee."
The college promises
employers, starting with this
June's graduating class, that
graduates will have the skills to
do the job. If an employer finds
that a Durham College graduate
lacks a skin or area of training
needed at the company, the
school will provide additional
training at no extra charge.
"Our business, essentially, is
to prepare students for the
working world," said Durham
president Gary Polonsky. "With
this guarantee, Durham College

Durham cops a changing breed

of Dragnet fame. Toss out
images of Robocop.
Say "hello" to today's Durham
"supercop," an officer who can
arrest armed criminals, raise
money for charity and street -
proof children.
It's a far cry from 1974 when
the Durham Region Police
service was formed out of the
ashes of seven different
departments to coincide with the
birth of regional government.
Today's police officer does
more than catch crooks, says
Chief Trevor McCagherty.
Police officers today have a
stake in the community.
"Twenty years ago we were
more of an enforcement
organization," McCagherty said
in an interview. "We were less
involved in the community than
we are today. We're still
required to enforce the law, but
we no longer have a 'just the
facts, ma'am' approach. Now
we're trying to prevent crime
and be a positive influence on
the community."
A lot has happened to crime -
fighting in Durham since then,
and many of the changes have
W been for the better.
Valent crime is up — assaults
alone have quadrupled. Two
decades ago, incidents involving
guns were rare. Today, guns are
involved in domestic disputes,
they're found in drug alktre and
street gangs, and they're in the
hands of the young. There were
563 weapons charges laid in
Durham last year, nearly five
tortes the total of 1974.
But McCagherty, a 32 -year
veteran and a founding member
of the region's police force,
takes a positive approach to his
job. He has learned to look
beyond the barrel of a gun and
W the eyes of the community.
When asked about being a
Durham cop in the nineties, you

The form was in its infantcy in
1974 when 47 officers from the
Piclieft aid Aja departments
plus 52 officers from
departments in Whitby,
Uxbridge, Bowmanville and
Cannington joined the 127 -
member strong Oshawa police
It was former Chief Jon
Jenkin's task to create one
police service to serve the
region. The change was
completed a few years later
when responsibility for Brock,
Cartwright and Scugog
townships was transferred from
the OPP, making the new
Durham force — now with a
staff of 584 — the fifth largest
in the province.
Changes were needed for
reasons of efficiency and
because, as McCagherty pointed
out, "criminals are not limited by
municipal boundaries."
But changes have been
greater than simply the
consolidation of seven
departments — described by
McCagherty as "underfunded
and understaffed" — into one
unit.
In the early days of the
Durham poke service, the only
involvement officers had in the
community was school visits to
teach children Ebner the Safety
Elephant rules (don't run
between parked cars, look both
ways before crossing the street,
etc.)
Today, officers are "adopted"
by students and teach subjects as
diverse as hie skills and values.
They provide their own time to
projects like Big Brothers, the
Special Olympics and help with
food and toy drives, and blood
donor clinics.
The effort has paid off,
especially in the perception
Durham residents have for
police, said McCagherty who
was promoted to chief in 1991.
"We've evolved to meet the
public's expectations. The
public has expected us to
change and we have," he said.
"Tile reality is that the Durham
Regional Police get tremendous
citizen support "
More emphasis in the future
will be placed on technology.
The bad news is this technology
will be used to battle against
crime that is becoming bloodier
every day.

Machete bandits

A Mac's Milk store in Ajax ,Am robbed by two teenagers — one
wielding a tea -foot machete — Sunday night.
The two suspects, both carrying knives, surprised a lone male
clerk at the Harwood Avenue South convenience store shortly
after 11:30 p.m. The suspects fled on foot with a small amount
of cash and three packs of cigarettes, Durham Regional Police
say. The clerk suffered a bruise when he was poked in the chest
with the machete.
The first suspect is described as 18 years old, white, 5 ft. 11 in.
and weighing 160 pounds. He was wearing a brown hat and a
brown and black jacket. The second suspect is approximately 15
years old, 5 ft. 6 in. and weighing 140 pounds. He was wearing a
brown hat and dark jacket.
A Ione bandit robbed an Ajax gas bar Friday night, getting away
on a bicycle with a small amount of cash.
The man confronted a female clerk at an ESSO gas station on
Bayly Street East, at Pickering Beach Road, at approximately
8:15 p.m. He produced a knife and demanded cash. He was last
seers rung north on Pickering Beach Road.
The man is described as white, approximately 18 or 19 years
old, with a slim build.
An RCMP officer suffered minor injuries last weep when a van,

botched escape attempt.
Two officers from the RCMP Bowmanville detachment were

Aiance Road in Pickering when they noticed two men in a van

The 1994 Mustang occupies
roughly the same amount of
parking space as the '93 model
it replaces, but comparisons
between the two cars should end
there, especially if you examine
the body and chassis.
Mustang customers will notice
a world of change to their
favorite car because of new body
structures for the coupe and
convertible and the car's new
platform.
The new Mustang has:
more - capable
handling and braking,
steering that's tight
and precise, a body structure
that's noticeably free of twists
and shakes,
an improved ride.
"The whole purpose of
redesigning the Mustang for
1994 was to bring it up to
world-class standards in ride,
performance, quality and overall
satisfaction," says Will Boddie,
Director, SmaIl and Midsize Car
Segment.
"We really emphasized body
rigidity," Boddie says. The
reason: A stiffer body gives
engineers more leeway to tune
the chassis and make it behave
the way they want it to under
varying conditions.
"People will notice the new
Mustang's manners the most on
rough roads and tight turns,"
Boddie says. "h really holds the
roads.'
The quest for body stiffness
meant eliminating the hatchback
design. Hatchbacks have a large
opening in the back of the body
to accommodate the lift -gate.

engineers to build a stiffer
structure and gain the leeway
they wanted in order to tune the
suspension.
The gains are phenomenal.
The 1994 Mustang coulee body
structure is some 56 per cent
stiffer in bending and 44 per
cent stiffer in torsion that the
design it replaces — with
minimal weight gain. The new
convertible — to be
manufactured on the same

The sleeker aerodynamic
design of the car, along with the
tighter body, results in a

speeds and hold a normal
conversation with your
passenger without raising your
