Pickering council's decision Monday to provide $400,000 towards the Altona
Forest purchase is proof that little appears to have changed in a week
Council -in -executive -committee a week earlier endorsed the same conditional
financial package — with the town targeting the purchase of specific Altona
properties. T.he forest ;, locz-ec ir: a- area north of Highway 2 and west of Altona

The Metropolitan Toronto and Region Conservation Authority KrRCA), who are
co-ordinating the purchase and attempting to raise $3.8 million to buy 21 additional
acres, had hoped for a more generous offer. The province has already given $10
million which has been spent on 110 acres.
A week ago, the MTRCA suggested the town provide $1.25 million. Monday
night, that request was reduced to $720,000 with no conditions attached. Both

Dr. Fritz Schmitz -Hertzberg, who set up practice in town the

Just a short note of thanks to the staff and sales at The Bay
News. With difficult economic conditions and a very competitive
market place, business success depends on many key factors.
One important factor is the marketing program, and with the help
of The Bay News this program is very successful for me.
Weekly ads, Spotlight On Business program, coupons and the
Christmas Gift Guide book all proved a profitable investment.
The growth of my tanning business is dependent on media
exposure and through The Bay News the word of our tanning
excellence is being heard.
Thank you all very much. ;

council.
MTRCA Chief Administrative
Officer Craig Mather admitted
he was disappointed with the
eventual decision.
"One concern. I have is that
maybe it sends the wrong
message (to other funding
partners)," Mather told The
Bay News. "h puts to in a bit of
a bind and we now have to see
what commitment we can get
from the region and the federal
government."
Don't expect anyone else to
:;take a significart contribution
towards the Altona Fores:
purchase on ^.e basis of
Pickering 's meagre contribution,.
arg,:ed Ward 2 Reg:ona:
Councillor K:p Van.. Kempe::.
"We will have extre: e
difficulty raising additional
funds," he told council. "How
do you expect the corservat:on
a, horsy to do ary more Char, it
hash"
Van Kempen scoffed at an
argument raised last week
suggesting the town's $3.4
:nil' on pari[ land reserve — the
account ta.geted for the town's
share of Altora `,:ndmg — worf,
receive a major injection of
future cash. It has been argued
that the account would be
significantly depleted by the
Altona purchase. He pointed
out that Tribute Corporation is
expected to contribute
$500,000 to the reserve
account by the end of the year.
Van Kempen made three
failed attempts to alter the
town's funding share. He first
suggested a $720,000 lump
sum contribution taken from the
town's $3.4 million park land
reserve, then the same amount
spread over a four-year period,
and finally the eventual
$400,000 figure, but with no
strings a-ach^.ed.
However, t^e majority of
councii members seemed
satisfied that a significant
portion of the (ores: will be
saved. In fact. Ward 3 Regioza.
Councillor Rick Johanson said the

$2.5 mi:lion in lot levies and
other revenue as a result of the
Ahona Forest purchase
"I have great difficulty bailing
out big developers and leaving
the little guys to fend for
themselves." Jo-nson said. He
exp!ained that the provincial,
$10 million was used to
purchase properties from
developers Bramalea Limited
and Landford Acres Limited,
while smaller property owners
were ignored.
The town has protected more
than 40,000 acres — including
18,000 acres expropriated for
Seaton community in north
Pickering, Johnson added.
"Pickering has done its share
in the preservation of green
space for the future. I think
we're choking ourselves off in
development."
X40,000
library cut
The Ajax Public Library has been
hit with a loss of more than
$40,000 because of the province's
Social Contract and expenditure
control.
The library had to review its
1993 budget as a result of the
prmwial reductions and ar xxmed
cutbacks at a recent budget advisory
committee meeting. The cuts
reduce the library's operating budget
to $1,350;000.

and wife Kathleen — a tower of
strength throughout her
husband's illness — arrived in
the village of Dumbarton.
"In a way he was a pioneer in
the community. It took quite a
long time for other doctors to
arrive," Kathleen recalled.
"The community had been
looking for a physician. He
became the only physician this
side of the (Pickering) Village.
He felt this was the right
opportunity for him."
Hertzberg would spend
nearly 40 years serving patients
and the community, most
recently at The Medical Centre
on Sheppard Avenue (at Whites
Road). He was also an or.g.nal
member of the rned:ca: s'aff at
the hospital — he was chief of
staff from 1969 to 1975 — and
a founding member of the
Canadian College of Family
Physicians.
Hertzberg also found
fulfillment through his family
interests. He and Kathleen had
three children and he was a
roving "Opa" to six
grandchildren.
His love of art and music, as
well as literarnre, gardening and
photography were also
important. "We had a very
beautiful and creative life,"
Kathleen said.
His spiritual life, however,
was centred in lifelong suppor.

Who wants garbage?
If there's a community that is willing to accept garbage from.
Durham Region, then Pickering is determined to find it.
During a meeting Dec. 20, town council endorsed a motion that
will ask willing landfill host communities to let that interest be
known. Council also endorsed a similar motion in support of
Metro Toronto's efforts to conduct a similar search for its trash.
Ward 3 Regional Councillor Rick Johnson, who proposed the
Metro resolution, said the intent is to send a strong message.
"The residents of Pickering have had it with landfills. That's the
message this resolution sends," Johnson told council. "We do not
want to be the end-afl solution for landfills."

During a pre -council meeting
Dec. 20, Pistritto sought the
support of his political
colleagues to authorize the trip.
He'll be looking to transfer
$2,000 from his 1993
convention budget and combine
it with his 1994 allotment.
The item was to have been
dealt with during Monday's
council meeting, but was
withdrawn when Pistritto left
early to attend to a family
emergency. A majority of
council appeared ready to
authorize the plan based on
activity during pre -council.
"It looked as though the
general consensus was that it
would (pass)," town Clerk Bruce
Taylor reported.
According to Pistritto, the
course will be an important part
of his learning as a political
representative and will enhance
his efferiveness.
"1 hope it will give me the
tools that I need to tackle the

Pistritto added that hell pay

Association fights for residents
By Randy Vaine
Special to The Bay News
A man speaks to a town
council and asks them to
approve construction of a new
fireball. A woman talks with a
town planner and a developer
about a proposed new
development. A group of
people discuss new crosswalks
with their local police
department.
What do all of these people
have in common? Each are
members of local community
associations.
Community associations
sponsor scouting groups and
local sports teams, organize
picnics and parades and, most
importantly, they work with city
hall to shape the future of the
community and the town.
Over the next little while. I
will profile various community
associations and community-
based groups in Pickering and
Ajax to introduce these
important groups.
Today's profile is The Bay
West/Lookout Point
Community association
(BWPCA). The man leading
this association is Bob Mitchell,
a former Pickering Councillor
for nine years.
This association was formed
from the ashes of the
Westshore Community
Association and expanded to
include Lookout Point. It
started up in the spring of
1993.
Its geographic boundaries
extend from the west side of
Frenchman's Bay to Whites
Road on the east, from Bayly
Street on the north and south
to the lake, but does not
include Fairport Beach which
has its own association.
BWPCA represents
approximately 5,000 residents.
"Many people in the
community wanted to get back
to community events and get to
know their neighbors better, to
introduce the old guard to the
new residents. There are a lot
of new peopie in the area."
said Bob Mitchell, explaining
why the association was
formed.
"The community also needs
an association to keep up with
political developments and
social aspects ... and to keep our
eyes on changes."
The association is currently
working with the public school
board on the issue of busing
students to and from school. It
arranged a meeting between
residents and school trustees.
The state of roads in the
area is another concern of the
association. BWPCA works
with the Town of Pickering to
ensure road repairs and
improvements in the areas
around Westshore and Lookout
Point are a priority.
During its short history,
BWPCA has thrown its support
behind the Liverpool West
Community Association in a
successful fight for a Dixie
Road and Finch Avenue
firehall. BWPCA fought with
the East Shore Community
Association to defeat a
proposal for an apartment
building at the site of the IGA
plaza at Liverpool Road and
Bayiy Street.
The future of Frenchman's
Bay — will it become a haven
for boaters or an area of major
development? — is a major
concern for the BWPCA. The
community group will fight to
keep the area as it is.
If you would like to know
more about the BWPCA or
help out. call Bob Mitchell at
539 6055. The cost to loin
the association is $5 per family.
The next meeting is in January.

Seniors get transit fare break
In the spirit of Christmas,
Ajax council has decided to give
seniors who ride the Canada
125 bus a 75 -cent fare
reduction, at least until March
31.
Council introduced the
motion at its Dec. 13 meeting
asking that seniors who use the

the fare break.
The normal senior fare on
regular town buses is 50 cents.
Other users of the Canada 125
bus — a low -step vehicle
designed to ease the burden or.
both handi-trans and regular bus
service — will still pay the $1.25
lull fare.
Regional Councillor Roger
Anderson said he received
numerous calls from seniors at

reduction. He asked fellow

Three wise men came from country

This star drew nigh to the northwest,
O'er Bethlehem it took its rest;
And there it did both stop and stay,
Right over the place where Jesus lay.
Then entered in those wise men three,
Fell reverently upon their knee;
And offered there in His presence,
Their gold, and myrrh, and

Then let us all one with accord

Once In loyal
David's City
(Key of G)
Once in royal Davids city
Stood a lowly cattle sheet,
Where a mother laid her Baby
In a manger for His bed.
Mary was that mother mild,
Jesus Christ her little Child.
He carne down to earth from heaven
Who is God and Lord of all,
And His shelter was a stable,
And his cradle was a stall.
With the poor and mean and lowiv,
Live on earth our Saviour holy.
And our eyes at last shag see Him,
Through His own redeeming love,
For that Child so dear and gentle
Is our Lord in heaven above.
And He leads His children on
To the place where He is gone.
And through all His wondrous child-
hood
He would honour and obey
Love and watch the lowly maiden
In whose gentle arms He lay.
Christian children all most be
Mild, obedient, good as He.

Be happy
this Christmas
It's become a tradition for
newspapers to say something
hopeful and reassuring around
Christmas time. Lord knows it's a
task that becomes more and more
difficult each year.
So, despite depressing times and
gloomier predictions, we'll attempt
to continue that upbeat trend. We
won't talk about unemployment,
the state of the economy, or the
declining dollar. Let's not mention
the stress of Christmas itself — the
time of year when both charge
accounts and suicide rates
escalate. (Oops, sorry.)
Instead, we'll focus on something
positive.
The fact is, despite how poorly
off and troubled many of our lives
appear to be, things can indeed be
much worse. Yes, it's a cliche, but
it's the truth.
So make an effort to consider
what's good about your own life.
Search for something that brings
you joy. The love and friendship of
families and friends is a good place
to start. If there is one thing that's
special about Christmas it is that
we're all inexplicably drawn closer
together because of the season.
Celebrate the occasion with
everyone around you.
Do something that makes you
feel good. Make a donation to a
food bank, buy a toy for a needy
youngster, or offer your time and
assistance to countless worthwhile
social agencies in this community.
Spend time with those who can use
.a friend — possibly someone in a
hospital or nursing home.
.Above all, it's important to
remember that everyone has the
;capacity within themselves to be
happy. ;.
There's an adage that goes
something like this: l can affect
the way that i feel by the things
that I say and do. By changing the
things that I say and do I can
;change my feelings too. These are
:words to live by especially in
troubled times. ,

Trial ban not working
If I can get hold of banned information
about the Karla Homolka/Paul Teale trials,
anybody can.
It took me less than 76 minutes of my
high school study period to obtain a copy
of the Nov. 23 Washington Post article
which revealed the much -sought-after
banned details. Tracking down the story
was easier than studying for a test, and
quicker than a full class in school.
Realistically, it wasn't even a challenge.
My source, who is not much older than
myself, tapped his computers modem into
an American bulletin board network where
he found the newspaper article. Al he had
to do was print out the information and just
like that, the publicity ban was broken — a
ban which now has become a national
joke.
I didn't set out to break the ban because l
was that curious about the details of the
cases. 1 broke it because I felt I had to
protect my rights. If I don't, who will?
In the process of cleansing the media
from biased material, I feel the rights of all
Canadians have been lost. Paul Teale's
rights have been well taken care of
throughout this whole ordeal, and it seems
to me that for his benefit all of our rights
have been compromised.
Our freedom of information and the
freedom of the press have been tossed
aside in hopes of being able to round up an
unbiased jury when Seale's trial comes up.
In my opinion, the publicity ban is self-
defeating.
If you tell people they can't have
something, they'll simply go out and get it.
If you tell all Canadians that they cannot
know the details of the Homolka/Teale
trials, everybody — including a lot of
people who probably wouldn't have cared
originally — feel challenged to seek the
truth.
1 believe that, if the truth were to have
been revealed at the beginning, the
curiosity surrounding the real-life drama
would have worn off by now.
It's a lot like writing a book and not
allowing anybody to read the last chapter.
National interest was fueled to a near
frenzy in an effort to find the kidnapped
girls when they were missing. Now that
the case is unravelling in court the book is
being closed, so to speak. If people can't
read a last chapter themselves, they will
write their own versions — obviously
malting an unbiased juror a rare find.
What I read in the Washington Post
article did not surprise me. AU it did was
confirm some rumors I've heard. It was
reassuring to hear the truth — something
the courts seem to believe Canadians carit
handle.
Whether it's through rumors or factual
format, marry Canadians are familiar with
the facts kept from them. Why has the ban
continued?
It makes me wonder if it's still in place to
ensure a fair trial or because the legal
system won't admit its plan has failed?
If a high school student can beat the ban,
it can't be working.

There's still time to give cheer this Christmas
By Rob Du1eau
PHS co-op student
There is still time to help
brighter, somebody's holiday
season before the big day arrives
this Saturday.
The Salvation Army will aid
approximately 600 families in
Ajax and Pickering this
Christmas with food and toys.
Although this year's food drive is
two days from being over,
there's still time to give what you
can.
"The food and money
donations are slightly down this
year," said Doug Dutt of the
Ajax Salvation Army Family
Services Centre. "But the toy
donations have been coming in
really good."
The Salvation Army supplies
families in need with donation
hampers consisting of canned
non-perishable foods, two toys
for each child and a food
voucher redeemable at local
grocery stores. The hampers
are given out in two sizes — one
for small and one for larger

through a locked door at the
back of the Bayly Street store
at 4:35 a.m. on Dec. 15.
The first was described as
white, wearing a black bandana
and a tan ski jacket. A good
description was not available
for the second youth.

Honest Goodwill employees return $700
By Rob Dubeau
PHS co-op student
Christmas is a holiday
season that often brings out the
best in people.
At the Ajax Goodwill store
on Harwood Avenue, their
holiday best was the finest gift
a local woman could have
asked for. On Dec. 8 an
unidentified woman donated
several bags of clothing to
Goodwill along with something
she had not intended to give
away — a purse containing
$700.
Evelyn Mandros, a sales
clerk at the Ajax Goodwill, was
sifting through bags of clothing
when she discovered the purse
under a sweater.
'T opened the purse and saw
the money," said Mandros. I
just said to my boss to put it in
a safe place."
Store manager Mike Holm
put the purse in the store's
office for the night.
'We searched for ID but we
couldn't find any," Holm told
The Bay News. "But we
figured that the woman would
be back eventually.
The next morning the
woman, who had accidentally
donated the purse, did indeed
return. "She was crying and
really upset," recalled Assistant
Manager Carolyn Hellowell.
"The woman had told us that
the money was her Christmas
spending money. We gave the
purse back to her after she
described it to us "
The woman told Goodwill
staff that the money was
hidden in the bag to keep it
safe until she needed it. Then
when she went to get the
purse, she realized her mistake.
"When she gave her back
the purse she was so happy,"
said Mandros. "She told us that
she was going to remember it
for the rest of her life."
The relieved woman left the
Goodwill store but did not leave
any identification.
"We realized after she had
left that we didn't get the
woman's name,said Holm.
'By then it was too late." But,
by returning her money, staff
surely helped to make the
unknown woman's Christmas
season a lot merrier.

Jesse's art suitable for space travel
By Peter Wokhak
The danger and mystery of
space hold little fascination for
Jesse Morgan. Art is his
consuming interest.
But when the 12 -year-old
Pickering resident heard about a
spacesuit design contest he
dmped at it. An aunt living in
Brevard County, Florida, told
iiesse about the competition,
soonsored by the newspaper
.lorida Today. Entrants were
-equired to draw the perfect
spacesuit.
..I just sat down and did it in
an afternoon. I didn't really
think about it," Jesse said of his
winning design.
The suit does incorporate the
necessities of space survival. It
has a jet pack, air tanks,
environmental controls, helmet
lights, communications
equipment and air -boost boots.
Clearly, design decisions were
secondary to the joy of drawing.
"Anything to do with drawing I
Ike," Jesse said. "I draw mostly
comic book characters. Not
Archie or anything like that,
more Marvel. And mechanical -
type things, like helicopters."
Jesse has started work on his
own comic book, tentatively
called Nick and Sammy. It will
be similar to Saturday Night
Uve's Wayne's World but set in a
high school.
As for the future, anything
related to drawing will make him
happy. "I want to_pursue art.
Designing ads, illustrating
articles, maybe architecture," he
explained.
But Jesse plans to keep his
feet on solid earth.
"My generation will be
working in space," Jesse said.
"But for now space travel is toc
risky. Even in my suit. "

'The Truth Behind Rudolph's Shine'
It Came Upon A
Mzdni ht Clear
(Key of B Flat)
It came upon the midnight clear.
That glorious song of old,
From angels bending near the earth
To touch their harps of gold.
Peace on earth, good will to men
From heav'n's all gracious King,
The world in solemn stillness lay
To hear the angels sing.
Sti11 through the cloven skies they
come,
With peaceful wings unfurled;
And still their heavenly music floats
O'er all the weary world;
Above its sad and lowly plains
They bend on hovering wing,
And ever o-er its Babel sounds
The blessed angels sing.
But with the woes of sin and strife
The wound has suffered long;
Beneath the angel strain have rolled
Two thousand years of wrong;
And man, at war with man, hears not
The love song which they bring;
O hush the noise, ye men of strife,
And hear the angels sing.
And ye, beneath lifes crushing load
Whose forms are bending low,
Who toil along the climbing way.
With painful steps and slow,
Look now! for glad and golden hours
Come swiftly on the wing;
O rest beside the weary road
And hear the angels sing.
For lo, the days are hastening on,
By prophet -bards foretold,
When, with the ever -circling years.
Comes round the age of gold;
When peace shall over all the earth
Its ancient splendors fling
And the whole world givesback the
sang
Which now the angels sing.

Remember Christ our Saviour
Was born on Christmas Day;
To save us all from Satan's pow r
When we are gone astray.
Refrain
O tidings of comfort and joy,
Comfort and joy;
O tidings of comfort and joy.
In Bethlehem, in Jewry,
This blessed Babe was bom,
And laid within a manger,
Upon this blessed mom;
The which His mother Mary
Did nothing take in scorn.
From God, our heavenly Father,
A blessed angel came;
And unto certain shepherds
Brought tidings of the same;
How that in Bethlehem was born
The son of God by name.
-Fear not then," said the angel,
'Let nothing you affright,
This day is born a Saviour
Of a pure Virgin bright,
To free all those who trust in Him
From Satan's power and might."
Now to the Lord sing praises,
All you within this place,
And with true love and brotherhood
Each other new embrace;
This holy tide of Christmas
All other doth deface.
Good ping
Wenceslas
Good King Wenceslas looked out
On the feast of Stephan,
When the snow lay'round about,
Deep and cusp and even.
Brightly shone the moon that night,
Though the frost was cruel,
When a poor man came in sight.
GatHring winter fuel.
"Hither, page, and stand by me,
If thou know'st it telling.
Yonder peasant, who is he?
Where and what his dwelling?"
"Sire, he lives a good league hence,
Undemeath the mountain,
Right against the forest fence,
By St. Agnes fountain."
Bring me flesh, and bring me wine
Bring me pine logs hither:
Thou and 1 will see him dine.
When we bear them thither."
Page and monarch, forth they went,
Forth they went together:
Fails my heart. I know not how;
1 can go no longer.
'Mark my footsteps my good page
Tread thou in them boldly:
Thou shalt find the winters rage
Freeze thy blood less coldly."
In his masters steps he trod,
Where the snow lay dinted;
-seat was in the vert' sod
Which the Saint had printed.
Therefore. Christian men, be sure,
Wealth ;>r rank possessing,
Ye who now will bless the poor,
Shall yourselves find blessing.
'ori 7o The Wort
(Key of D)
Joy to the world! The Lord is come;
Let earth receive her King;
Let ev'ry heart prepare Him room
And heav'n and nature sing,
And heav'n and nature sing,
And heav'n and heav'n and nature
sing.
Joy to the world! The Saviour reigns;
Let men their songs employ,
While fields and Floods
Rocks, hills and plains,
Repeat the sounding joy,
Repeat the sounding joy,
Repeat, repeat the sounding joy.
He rules the world with truth and
grace,
And makes the nations prove
The glories of His righteousness,
And wonders of His love,
And wonders of His love,
And wonders, wonders of His love.

HO HO HO from The Mortgage Factory
Well, another year has almost passed,
:nd if you're like me, each year seems to
faster and faster; however, 1
,rsonally will be glad to see the end of a
. ,ar of economic and political turmoil.
Will 1994 bring wealth and happiness
all? Although I hope it will, 1 think it
sill be a few years till prosperity shines
,n us all.
The most common questions asked
nowadays are 1) what will rates do next
ear and will values ever start to rise?
'WELL ITS UP TO YOU AND ME
Rates and values are dictated by supply
and demand, the more demand, the
higher values will go and thus rates will
also increase.
The greatest problem today is not
rates, values or inflation, it very simply is
the concern of ag people whether or not
they will have a job over the next year or
if their company wig even be in existence
over time. Hopefully our new
government recognizes this and will work
WIM *A M ti®

diligently to install some confidence in
both the public and corporate world.
ON THE POSITIVE SIDE
The housing market in Scarborough is
moving quite well, and the high price
homes have suddenly started to sell with
a great flurry. Pickering has become
much more active, and Ajax and Whitby
are definitely holding their own.
Oshawa still is having problems, mainly
because of the Toronto papers constantly
predicting DOOM AND GLOOM for
G.M.
As long as houses keep selling the
supply will eventually slow down and then
we will finally get some stability back.
Interest rates should be relatively stable
for at least the first half of '94 with some
minor glitches up and down, just to make
it interesting.
BEWARE of companies that promise
"everything for free." REMEMBER as in
everything, you get what you pay for.
When someone claims to have YEARS

they have been in business.
"MCST IMPORTANT" NEVER give
money up front, licenced brokers are not
allowed to take application fees or up
front fees of any kind — period, stop.
"DON'T GIVE UP" "HANG ON" "IT
WILL GET BETTER"
IN CONCLUSION, I would like to
thank our many customers, friends and
family the absolute best of the festive
season, and wish health, happiness and
prosperity not only in the coming year,
but in all the years to come.
I would like to thank my staff for the
dedication they provide to each and every
customer. (P/S — they are the best
group around, and are truly concerned
for their clients best interest. BUT
DON'T TELL THEM I THINK THEY
ARE GREAT BECAUSE THEY WILL
WANT A RAISE"')
Again my tharks and best wishes.
