United Way comes close to $1M goal By Glenn Hendry The 1993 Ajax -Pickering United Way campaign has been declared a success, despite missing its $1 million -plus target. The campaign has been extended until Dec. 31, giving local residents ore last chance to push it over the top. The campaign, as of Dec. 8, had raised $917,787, less than $82,000 short of its "oal 'We knew we were going to have a tough go of it. The recession ur deep and there wasn't one segment of the community that hadn't been affected," said Gale Mossman, this year's campaign chairman during a wrap-up party at Gallantry's banquet hall in P,�kering last week. "But I'm very encouraged to come this dose. Td like to say we reached our goal, but (reaching) 90 per cent (of the target), that's rantastic." The campaign team devised a unique demonstration to unveil the campaign totals, although some would say the United Way had gone to the dogs. Three dogs were used to run an obstacle course and retrieve numbered balls, with the numbers adding up to $917,787. The Tour of Dreams house tour raised approximately $8,000; the TV Auction garnered $7,500; aid the United Way Ball earned approximately $9,000. Mossman said she is "cautiously optimistic" the campaign will reach its target in the final days. It will, however, be extremely difficult to expect residents to come up with more than $80,000 in just a few weeks, she said. "We feel we've pretty well tapped it right now. Anything that comes now will be unexpected money." Peter Beatteay, the local chapter executive director, agreed it will be tough, but "not impossible," to reach the $1 million -plus target by the end of the month. He noted the Ajax -Pickering campaign was affected by a slow start. He added that most other Ontario United Way campaigns are suffering similar problems, many only reaching 65 per cent — or even less — of their targets. Louise Farr, the trustee chairman of the Durham Board of Education and this year's co-chair of the education division for the United Way campaign, was unveiled as next year's campaign chairman. During a meeting of council - in -executive -committee Dec. 13, representatives of the Metropolitan Toronto Region Conservation Authority suggested a $1.25 million contribution. Ward 2 Regional Councillor Kip Van Kempen, who has spearheaded the effort to preserve the forest, suggested a more modest $834.000 amount paid over four years. In the end, committee endorsed a $400,000 contribution targetted for specific properties. Pickering Mayor Wayne Arthurs, who suggested the $400,000 amount, reasoned that the town has numero.:s other commitments to acquire properties and upgrade and -naintain commun:*y serv.ces. "That is exactly what that fund is for - that reserve account," Van Kempen told committee. 'This will have no impact on the taxpayer." It was noted during debate that the parkland reserve fund - money paid by developers in the form of cash in lieu for parkland - likely won't receive large injections of cash in the future Arthurs noted that there is no major growth potential in town apart from the Seaton lands in north Pickering. Committee rejected the Van Kempen proposal. Ward 3 Regional Councillor Rick. Johnson, for one, reacted angrily towards the suggestion that the town contribute money to the proposed purchase. CMD Properties, the Toronto owners of the Ajax Medical Arts Building on Harwood Avenue South, contracted Impark Ltd. of Toronto to install a parking kiosk on the site in October. The system was created without approvals from the town and operated for one day before it was temporarily shut down by the Ajax Fire Department because the kiosk blocked a fire route. After satisfying the town's emergency access requirements, Impark booked a Dec. 9 date at Ajax's executive and development committee to seek final approval. On Dec. 1 the company started charging at the parking lot again. Ajax Mayor Jim Witty told committee members last week he has received numerous complaints about the parking lot, many from elderly patients. He noted that the towns hands are tied on the matter but hinted CMD Properties will get enough complaints themselves to "revisit" the idea or "suffer the consequences." Ward 3 Councillor Steve Parish was even more blunt, calling the idea "an excuse to milk more money from the property." There's no need for this type of regulation... and fve had more complaints about this, from doctors as well as patients, than anything else," he said. "But the landlord is not a resident of the Town of Ajax. They just don't care." The parking lot, with approximately 250 spaces, is the first pay-as-you-go lot in Ajax. The rates are $1 per hour ($2 maximum) with the first 30 minutes free. Ed Charlebois, the manager of business development for Impark, admitted to committee members that the new parking system is not popular with doctors in the medical centre. Dr. Rom Stas, who has a practice ;n the building, confirmed Charlebois' statement. Stas, the president of the Durham Medical Association, said the major-, of tenants in :he facility are against the idea. -We're upset for a couple of reasons. We weren't consulted — they just went ahead and put it in — and in these economic times, it's a bit of a hardship for many of our patients," he said. That extra dollar means quite a bit over time and in a way, it can act as a deterrent. If they have to pay, they might not go to see their doctor." Ward 5 Councillor Pat Brown agreed and told Charlebois she expects the idea will eventually backfire on the owners of the building. "I can go to 50 other doctors in the community without having to pay (to park)," she said. "If I had to pay, 1 might try and find another doctor." The Town of Ajax announced Monday that Loblaws Supermarkets will construct a 60,000 sq. ft. food store in the Highway 2 mail that is already anchored by Costco Wholesale Corporation. Ground -breaking for the Loblaws store is expected next spring with an opening scheduled for late 1994. Ajax Mayor Jim Witty said he was excited by the announcement, noting that Loblaws will bring people into town to shop, encourage Ajacians to shop in town, and entice other businesses to want to locate to the area. Officials at Loblaws and Markborough Properties, the developer of the mai;, were not as thrilled with the announcement however, and appeared to be take^b,,• surp7:se by the timing of the press release. Shirley Hawkins, the Loblaws consumer affairs director, and Tim McInnes and Dan Logie, both executives with Markborougri s shopping centre division, all offered terse •' no comments" when contacted by The Bay !News. Grant Whittington. the Ajax business development director, said Loblaws, at least, was aware the town had planned to make the announcement. He admitted "certain initiatives," such as Harwood Avenue improvements and site servicing, still had to be worked out, but noted that Loblaws already submitted a site plan application. The food giant has also entered into an agreement to purchase, he added. The store, Loblaw's 60th Ontario location, will employ approximately 250 people with the possibility of a future expansion. The Town of Ajax thought it had written the final chapter in the 20 -year develop -or -not - develop story of the lakeside community last January when it approved zoning changes to allow limited development. These changes would have eliminated certain building restrictions and allow some homeowners to sever their property to create as many as 106 new lots. But a small group of residents who wanted the character of the community maintained (the neighborhood was established in the 1920s as a summer cottage community) protested the town's decision and appealed to the OMB. There are a number of good reasons why the sale of surplus Pickering airport lands by the federal government should not take flight. First and foremost is the often -asked but never answered question of whether or not there will ever be a Pickering airport. Former Ontario Riding MP Rene Soetens, during an address to Pickering council earlier this fall, had hinted probably not. Recently, newly -elected MP Dan McTeague announced on behalf of the transport minister that the federal government will conduct a review of the proposed surplus sale. It's a mise decision, in light of how uncertain the situation is. There's a wide-ranging set of opinions regarding the future of these airport lands. Some, including Durham Region Chairman Gary Herrema, strongly support the concept of a Pickering airport. They see an airport and its related industries as the region's next largest employer — replacing dwindling General Motors. Others in the know have suggested a second major Toronto area airport will never happen — citing the disastrous example of Montreal's Mirabel. The Town of Pickering has a great deal at stake in any decisions. Major growth in the town will occur on these federally -owned properties with or without an airport. The Town of Pickering will have an important say in the nature and scope of any development that takes place. Then there's the matter of those who currently live on these lands. What's fair to them? Should the airport lands remain as they are, largely rural and agricultural, or should comprehensive urbanization be allowed? It's impossible to answer any of these queries. What it all boils down to is the future of a Pickering airport. While the federal government is looking to hear concerns from those who might be affected by the surplus land sale, it must first answer the question of a future airport and end the uncertainty once and for all. Rene Soetens — Letters — Tax evasion Dear editor: Re: your editorial on tax evaders. The truth got buried underneath the moralistic rubble. There is no commandment that states 'Thou shalt pay taxes." We, who live in one of the most heavily taxed nations in the world, feel that our pockets are being invaded by thieves — politicians. Despite vigorous public protest, the GST was imposed at the worst possible time — in the middle of a recession — with 10 per cent of the population unemployed. It is a fact that dictatorships spawn underground economies and black market activity. Witness Russia. In order to pay taxes, a person has to generate income. If there are no jobs, he or she must turn to self-employment, as many have done. The person with little or no income still has to pay a myriad of other taxes in addition to the GST. As if that isn't difficult enough, he is forced to act as a tax is a protest collector for the government. Those who oppose the GST turn to their only avenue of protest — tax evasion. A parking ticket is merely another form of tax collecting, but it is open to appeal. Instead of wasting more of our hard- earned money on Gallop polls, why doesn't the government live up to its promise to pay down the deficit from the GST account? The government spends time and effort worrying about the missing 33 per cent of revenue while Canadians wonder what happened to the 66 per cent of GST funds that were collected. Where is that money? Does anyone really know? And why is this money not applied to the deficit on a daily basis, as it is collected? Governments who refuse to listen are stupid and have only themselves to blame for lost revenue. Governments who don't keep their promises are liars. "It's a strategy based on a vision for the future," said Business Development Manager Doug Undeblom, who presented the report at council. "If i was Jean Chretien, this would be my red book." The document is the result of eight months of study by politicians, town staff and members of the Ajax business community working on the Mayor's Task Force on economic development. The task force identified the ratio of residential assessment to commercial assessment as a major stumoung block to balanced future growth. It was noted that 81 per cent of the town's assessment roil comes Tom the residential base — the worst ratio in the GTA. Business development pays rnore taxes and requires less services than residential. A ratio of 60/40 is considered ideal. The report, compiled by the town's business development department, established a 75 to 25 ratio as "achievable." Committee members noted that the target was "not aggressive enough," a sentiment echoed Monday by Ward 3 Councillor Steve Parish. Parish successfully pushed through an amendment asking that the target ratio be 65 to 35. The report identified a co- operative approach — one-stop shopping — as the best way to attract new business to Ajax and correct that imbalance, especially in the area of municipal land approvals. In the highly competitive GTA, pre - zoning land for industrial or commercial uses will be the only way to attract non-residential uses in the future, the report stated. The population of Ajax has experienced rapid growth, doubling in the past 10 years to 60,000. The team, however, took the legend one step further by capping a near -perfect season by winning the Vanier Cup, emblematic of the national championship, at SkyDome in Toronto Nov. 20, and taking a pair of Ajacian footballers along for the ride. Football will still play a role in Brindle's life, however. Next fall he hopes to strap on the pads for another shot at the Vanier Cup. Region wins most Official Plan battles By Glenn Hendry The fuss over Durham Region's Official Plan turned out to be much ado about nothing, says Uxbridge Mayor Gerri-Lynn O'Connor, the chair of the regional planning committee. Municipal Affairs Minister Ed Philip approved the plan — a document that will act as a guide for Durham for the next 28 years — on Dec. 2, after more than two years of delays. Regional officials were not shown the final document until five days later, however, and expressed concern that some of their planning work might have been in vain. Not to worry, said O'Connor during last week's regional council meeting. "It was worth it, but it was very trying at the end," O'Connor said. "We have an Official Plan that will guide us for the next 20 or 30 years." The region and province had been at loggerheads over the plan since the ministry returned it to Durham last March — complete with revisions local politicians said will stifle future development. After numerous meetings between, regional planning staff and ministry officials, Durham thought it had a deal in July. The document went back to the province and, four months later, Philip announced the Official Plan approval and congratulated regional officials for a job well done. O'Connor and Ajax Mayor Jim Witty, the planning committee's vice -chair, hadn't seen the finished document at the time and were in the dark over what they were being congratulated for. Since having a chance to see the final document Witty, like O'Connor, declared himself unhappy over delays, but satisfied with the resun. "It took way too long and, because it took so long, there were a number of last minute (zoning) referrals that are causing us problems," he explained. "But I think it's an excellent blueprint for the future." The region appears to have won most of the battles with the province, especially over future density requirements. The ministry originally demanded a 10 -unit per acre requirement — a number not reached by Metropolitan Toronto and called "not practical or applicable," by Ajax Planning Director Peter Tollefsen — but settled for the region -recommended seven units per acre. Most of the other Durham concerns, such as excessive regulations, duplication of services and an unbalanced emphasis on environment and housing issues, were addressed, "There were areas of deferrals (most dealing with farmland and land in the Oak Ridges Moraine in western Durham) and some referrals. But most of the changes were minor wording changes — no problem," O'Connor said. "We were in limbo for more than two years while (the plan.) sat. We didn't know what we were dealing with, but as it turned out, no one is upset." O'Connor said the only contentious issue in the document is the future Iocation of a link between Highway 401 and Highway 407. Durham, as well as the transport ministry, want the link to follow Halls and Coronation Roads in western Whitby while Whitby councillors want the link to follow Lakeridge Road in Ajax.
