Regional Councillors Maurice Brenner, Rick Johnson and Local Ward 3 Councillor Enrico Pistritto had hoped the town would proceed with legal action immediately and voted against the tabling amendment. Aprile Edwards, of Griffiths Drive, was taken to Toronto's Hospital for Sick Children in critical condition after a two -car collision on Westney Road at Ritchie Avenue just before 8 p.m. Edwards was upgraded to serious condition Monday morning. Nadine Osbourne, 14, of Pickering Parkway, was taken to Ajax-Pickerng General Hospital after the accident suffering from multiple injuries. She was transferred the same day to the Hospital for Sick Children in crt:cai condition. Osbourne's school bus was travelling westbound or. Highway 2 when it stopped at Denmar Road to discharge passengers. Osbourne crossed in fron: of the bus and was struck by an eastbound car, driven by a 63 -year-old Harwood Avenue mart. Eastern Power Developers (EPD) Inc. were scheduled to appear in Whitby provincial court last month for allegedly discharging liquid that collects at the bottom of Brock West dump into storm sewers leading to Duffirs Creek. However, the case was ad;ournea to April at the request of the province's environment tiri<tty. According to ministry investigator Larry Park, the province's solicitor had to attend to a family matter. The ministry could decide to push up the trial date if it appoints another lawyer to the case. Eastern Power Developers Inc. are a private company that turns methane gas, drawn from Brock West leachate, into electricity. EPD operates an on-site facility on lards !eased from Metro Works. Durham Region's health department and the John Howard Society are hoping a pilot needle exchange program will help them learn how widespread drug use is in Durham and stem the tide of infectious diseases such as AIDS and Hepatitis B. The program, run out of the society's offices in Oshawa, encourages drug users to exchange used needles for clean syr ges at no charge. "When many people hear about this they think it brings mcre drugs and more drug users into the area," she said in an interview. "But studies have shown that it isn't the case. Communities with a needle exchange program have seen drug use decrease, instead." Not offering the program could have deadly consequences, she said. The purpose of the program, dubbed Project X, is to reduce the transmission of AIDS, Hepatitis B and other blood borne infections among injection drug users and their sexual partners. Its also designed to protect the general public from indiscriminate disposal of dirty needles in public places. Project. "This is certainly one means of controlling the spread of disease but this program goes further than that. It gives us contact with a group of people we haven't been reaching," Billings said. "Drug users are usually inaccessible to us and the exchange person may be the first professional that has contact. Only then can we hope to build a test and a rapport with them." Project X was actually launched during the summer. The Project X committee includes representatives from Addiction Research Foundation, AIDS Committee of Durham, Colborne Residential Services, Destiny Manor, Hostel Services, Police Services and YWCA, as well as Durham Region and the John Howard Society. The committee, which commissioned several surveys of ex -users and hosted focus groups before launching the needle exchange, hopes that drug users from across the region — including Pickering and Ajax — will use the service. "It's a big step for a user just to walk in the door. Seeking out treatment comes next." Billings said. The needle exchange centre is located at 492 Simcoe St. S. in Oshawa. Unfortunately, the world isn't perfect and thousands of children go missing every year. Durham Reoion is not immune to these tragedies and in response to growing public interest, Child Find Ontario is looking for volunteers to establish a chapter here. Child Find Ontario, registered in 1984, assists in locating missing children and tries to increase awareness of the problem in Canada. Volunteers also help teach ways of preventing abductions to children, parents, school officials and community representatives. They provide general assistance and emotional support to parents undergoing the trauma of a missing child. There are currently 15 Child Find Ontario chapters Executive Director Jackie Cutmore hopes Durham can become number sixteen. "We feel there is a great deal of interest in this area. We're pursuing it and looking for volunteers," she told The Bay News. "Initially we're looking for people who are interested in the issue of missing children but we want people who are also committed to the organization." Cutmore said response has been "very good" since the volunteer hunt began last month. Approximately 35 applications have been received so far with 25 coming from Oshawa, the likely future home of the Durham chapter. No 1994 rate hike for Ajax Hydro users Ajax Hydro has announced it won't generate an increase in power rates next year. The commission credited Ontario Hydro for its decision not to hike power rates and Ajax Hydro's self-imposed cost controls for maintaining =ent consumer costs. More than 86 per cent of the Ajax electrical power company's budget is used to buying power from Ontario Hydro. While rates won't change, Ajax Hydro says local operation, maintenance and administration costs will increase less than one per cent in 1994. The commission reported that it expects to see some improvement in local builder and developer confidence — estimating 500 new homes and several large commercia': projects will be buih. Approximately $1.5 rrill:or. will be spent on new hydro construction, around town, the power company estimated. Social Contract legislation is also expected to reap savings. ,Ajax Hydro said it will set aside these savings for expected Ontario Hydro rate increases in 1995. It was painfully evident during Monday night's Pickering council meeting. Despite the best intentions of a small, but determined, group of vocal residents there isn't the community outcry to force council into action Every council member who voted not to proceed with legal action to close Brock West cited this missing element. Sadly, it gives credibility to their position. Nobody is complaining about odors from Brock West, said Ward 2 Local Councillor Eileen Higdon. "We have to put a fire under this community if we want council support," she added. Pickering and Ajax Citizens Together (PACT) for the environment has more than done its part to try and keep the issue in the forefront. The group's lawyer, Peter Pickfield, put up convincing arguments — insisting the town is morally bound to proceed with a temporary injunction and can win a battle to close the dump for good. Community spokesman Dave Ryan launched a gutsy challenge, saying the community will match the town dollar -for - dollar in legal costs. A garbage gold mine One corr:rrtunity's garbage is another's gold. That seems to be t:,e case in Kirkland Lake based on the findings of a three-month, $25,000 study by consultants Peat Marwick Stevenson and Kellogg. The review was commissioned by a group called Impact North Coalition representing, among others, municipal councils and chambers of commerce in three northern Ontario towns — Kirkland Lake, Larder Lake and Englehart. The study, which will see its official unveiling today at Queen's Park, details the benefits to these communities if they served as hosts for a Greater Toronto Area dump. The coalition will ask the Ontario Legislature to consider the "willing host" alternative to a current much - despised Interim Waste Authority search. There are an abundance of sensible and practical reasons for considering the rail -haul option of GTA garbage to abandoned Adams Mine in Kirkland Lake — not the least of which is an unwilling Pickering host community. The dump is the key to economic recovery in these northern Ontario parts, say consultants. Twenty-five per cent of the working population in the Kirkland Lake area — a community that has traditionally relied on mining, forestry and tourism for employment — is either receiving UIC or welfare benefits. Town services are strained to the limit. From 1987 to 1992, the demand for municipal social and family services in Kirkland Lake increased by a whopping 50 per cent. These represent the sungle largest expenditure of the town. Kirkland Lake has reached its "taxing limit" and employment opportunities are "static," say consultants. What could a large-scale landfill do for the area? "The Adams Mine project will restore more than a third of the employment loss in the :-ost region in recent years," say the consultants in their report. "h will also provide a sound footing for municipal finances during a period of great financial strain." Over the next 20 years, the Town of Kirkland Lake could benefit to the time of more than $54 million — more than $2 million annually — from the operation of a dump. The town would receive provincial royalties of $206,000 a year — $274 per household. Those kinds of bucks would go a long way towards revitalizing a community that is reeling from economic decline. Its estimated that $2 million a year, for the next 15 to 20 years, will be needed to upgrade necessary town infrastrucrre. In terms of employment, a GTA dump will create 75 full-time jobs during the landfill preparation start-up phase, 75 jobs during building of a recycling and waste processing facility, and another 187 full-time positions when the entire operation is up and running. The total employee income generated during the life of the landfill will amount to more than $160 million. These are the direct economic benefits. Indirectly, millions more dollars will be realized through increased business activity, a healthier local economy, and a revived northern Ontario rail system. You have to like an idea that seems to have so much positive merit. During vigorous debate at a meeting Nov. 24, regional council voted against endorsing a City of North York resolution demanding a public inquiry into the high cost of public housing and a temporary moratorium on subsidized housing projects in Ontario. The motion was defeated 18-11. The North York resolution stated that the cost to the taxpayer — if the province fulfills a commitment of funding 20,000 more ;:nits at a cost of $200 million per year — would be cat in half if the private sector took over the scheme. Oshawa Regional Councillor Linda Dionne, the president of Dur',,am Non -Profit Housing Corporation, disputed North York's figures, however, claiming that private industry failed to deliver affordabie housing when it had the chance. "Are we not destroying a private building industry that can't competes Fellow Oshawa Regional Councillor John Aker admitted that he supports non-profit housing, but in a year of provincial cutbacks "one area cannot be free of scrutiny." Pickering Regional Councillor Maurice Brenner noted that if the private sector took over non- profit housing "they would put a lot of people on the streets." Oshawa Regional Councillor Brian Nicholson also disagreed with the North York resolution — but for a different reason. "The last thing we need is more bureaucrats doing another study on social housing. It would just be another waste of taxpayer doilars," he said. Ajax is the only Durham municipality that operates its own non-profit housing corporation. Regional Councillor Roger Anderson, a former Ajax corporation board member, told The Bay News that the public housing issue is something the province should re -assess. "I agree with non-profit housing 100 per cent but there is such a thing as supply, demand and economics," he said. Anderson, who voted in favor of endorsing the North York resolution, said private sector can build for less. POLICE BEAT: Gunman robs convenience store An Ajax convenience store was robbed Sunday morning by an armed man who escaped with approximately $3,000 and the store's safety vault. A lone, 26 -year-old clerk was approached by the gunman at 6:25 a.m. at a Mac's Milk store on Harwood Avenue South. Durham Region Police say the man produced a handgun from his pocket and demanded cash. After taking the money in the ash register the gunman ripped a 12 -inch square safe — weighing approximately 40 lbs. — from its brackets and walked out of the store, heading south on Harwood Avenue. The Canada Mortgage and Housing Corporation (CMHC) reports a vacancy rate of 8.0 per cent in both towns — the highest figure reported in the region. That means eight out of every 100 apartments are vacant and available for rent in private apartment buildings with three or more units. The figure is slightly below an 8.1 per cert vacancy rate reported six months earlier. By comparison, Oshawa has a vacancy rate of 4.6 per cent while Durham Region as a whole has a vacancy rate of 5.2 per cent. Torontos vacancy rate is 2.0 per cent. The highest vacancy rate in Canada is St. John's, Newfoundland, with a reported 8.8 per cent. The lowest is Vancouver, B.C., with a 1.1 per cent vacancy rate. "These vacancy rztes indicate that the rental housing market in Durham Region is still oversupplied," said CMHC Market Analyst Tom Valks in a press release. "It is a very different market compared with the second half of the 1980s when vacancy rates were below the one per cent level." There is a 1.6 vacancy rate in rent -assisted units in Durham Region — up from 1.1 per cent a year ago. According to the CMHC, the oversupplied market has kept rents relatively stable and, in some cases, slightly reduced. The average cost of renting a bachelor unit in Durham Region is $480 a month — down from $513 a year ago. A three- bedroom unit rents for $747 a month — slightly down from $749 a year ago. Salvation Army serving 700 families this Christmas By Peter Wolchak With Christmas approaching, many families in Pickering and Ajax face a bleak holiday season. The depressed economy often means that elaborate meals and toys for youngsters are unaffordable luxuries. The Salvation Army is planning to help struggling families this year with its Give a Child a Christmas program. Family Services Co-ordinator Joan Harry said that more and more people require assistance. "People wno used to give are now coming to us for help," Harry said during a recent interview. "We have people on general welfare, disability pensions, Canada pensions, UIC, and mother's and father's allowance. Even people who have gone back to work for less pay-" The local agency plans to help 700 families this season. Last winter 658 received assistance. The numbers have increased by 75 :o 100 families each Christmas over the las: 4 number of years. Many feel awkward asking for help, Harry said. "For a lot of people, the first time is really difficult. They feel everyone knows they have come for a handout. But we're very confidential." Holiday concert helps Hospice Durham Hospice Durham has joined up with the Pickering Philharmonic to bring a special matinee performance of A Christmas Festival to Pickering and Ajax on Saturday, Dec. 18 at 3 p.m. The orchestra will be joined by the Jean McDonald Singers of Pickering to present Vivaldi's Gloria and a number of choir selections to put you in a holiday mood — including a carol sing - along. The concert will be presented at Pine Ridge Secondary School, 2155 Liverpool Rd. N. in Pickering. December S, 1993 Olympic hopefuls at Pickering swim meet The Pickering Swim Club will host the Christmas Classic swim meet at the Pickering Recreation Complex on Dec. 17, 18 and 19. The seventh annual Christmas Classic swim meet is one of the largest and most significant swim competition held in Durham Region this year. The meet has grown in reputation because of the calibre of the swimmers it attracts. It is now one of the most popular swim meets in the Central Ontario Region. The best swimmers in all age groups in Ontario will be represented, with some ranked in the top three in all of Canada. Because of the intense competition, these swimmers will be trying to obtain qualifying times that will allow them to participate in the Winter Nationals, and hopefully gain a spot on the Canadian Swim Team. "The ability of these swimmers is such that you will definitely see these same competitors racing to qualify for a chance to represent Canada at the Olympics in the future," said Pickering Swim Club coach Bob Boadway. Approximately 500 athletes representing 19 clubs from the Central and Southern region of Ontario have already registered for more than 100 events spanning the two -and -one-half days. PACT meeting to discuss EE 11 Pickering -Ajax Citizens Together for the environment (PACT) will host an information meeting next Wednesday to give residents an oppomsnity to voice their objections to proposed EE 11 durnp in Pickering. The meeting will allow citizens a chance to let the Interim Waste Authority (IWA) and the NDP government know their concerns and objections to another landfill in the town, as well as to renounce the entire MA process, said a PACT press release. "There are no winners in the TWA process, only victims," said PACT chairman Lloyd Thomas in the release. Thomas said the process is divisive, pitting resident against resident, the environment against garbage, farmland against dump sites and recycling initiatives against "a mega-iandfill." The EE11 site, the future home for Durham Region garbage, was chosen by the ]WA Nov. 12. The proposed site is adjacent to Brock West landfill. Lee, the owner of Photoveniance stores at Harwood Place mall in Ajax and Midtown Mall in Oshawa, as well as Whitby Camera Centre in Whitby Mall, says price forms only a small part of the equation. Topping the list is excellent service and top quality products. "Everyone wants to fight over prices but service and quality are the keys," he said. "Deep down, service and quality are what the customer wants." Of course, his prices are still very competitive, Lee added. There are three different photo finishing prices — for one-hour, three-day and seven-day, pre -paid. The stores offer regular specials for all customers. Photoveniance also offers its own version of in-store cash with PhotoBucks. Customers receive PhotoBucks on the purchase of photo finishing services and can use the coupons to buy merchandise, such as frames or camera accessories. "We always like to have specials for our customers in the store," Lee said. "But we're not good at doing deals for a select few. We want to offer specials to everyone." An experienced staff at the Photoveniance outlets provides quality workmanship Lee's customers need. Each store has three employees, some of whom have worked for Lee for as long as six years. "Technically, we know what we're doing," he said. IS 'Me Bay News, December 8, 1993 Airport land sale on hold The future of surplus federally -owned airport lands are up in the a?r until the completion of a review of the process, says Ontario Riding MP Dan McTeague. After meeting with McTeague and other area MPs, federal transport minister Douglas Young deeded to ground pane to sell 5,100 aces o' land — sr: aside for a future airport in North Pickering in 1973 — until the review is finished. McTeague, who has voiced opposition to the land sale in the past, said Young is prepared to hear the views of community groups, tenants, Pickering council and the provincial government before reaching a decision. McTeague said he agrees with Ed Phillip, the provincial =-nicipal affairs minister, who warned last month that he will 7:ace a rn nisteis zoning order — effectively blocking development — on the lands :f :ederal government doesn't take steps to preserve farmland in the area. The federal review will give airport land residents time to make their case to Ottawa for keeping the lands agricultural, McTeague added. "It's time the people have a say on public assets, not the bureaucrats," McTeague told The Boy News. "Tm confident the voices of the people around Pickering will be heard.- McTeague said he expects the word from the minister" on the future of the airport lands to be heard in late January or early February.
