Councillors won't ask for 500 acres of airport lands

One maxis dream of a 500 -acre fairground located north of Highway 7 west of
Brougham will not become a reality in North Pickering.

The major issues :haat face voters in this federal election are
complex — growing debt, decreasing jobs, cutbacks in government
services, public mistrust of politicians.
Norm25y, those running for office only have a chance to present
answers that are simple and catchy and linked to their party's
.nage. NDP helps labor; Progressive Conservatives cut debt;
Liberals increase prublic works; etc.
This year, more than any election in. the past, the slogans and
sample answers are ringing false for most of us.
This year, The Bay News is going to give voters and candidates
an opportunity for some detail — for something deeper than the
ephemeral images, polls and photographic opportunities that are
the mainstay of electioneering today.
There are four essential issues that any candidate, and any voter,
should understand:
• Jobs: Economic restructuring and globalization has led to
four years of recession and is now leading to something called "a
jobless recovery." What is government's understanding of what is
happening and what will they do to deal with global forces, spark
the economy and truly help the truemployed?
Debt: Debt is piling up for individuals and for governments.
Today 30 cents of every dollar we pay in taxes goes to paying
national debt faterest. What specific steps is government going to
take to reduce the debt?
• Level of Services: We have cane to expel a high level of
service in programs tike health care, pensions, education, social
services, GO trains, infrastruchue. Clwtges are inevitable — a

changes in universality, and others. What changes must

• The Democratic Process:
There is an unprecedented level
of mistrust of political leaders,
skepticism about the system,
and polarization of voters into
smaller camps to protect their
interests. Regional parties are
rising in the West and Quebec;
special interest coalitions
proliferate, in the inner city to
fight NAFTA, in the suburbs to
fight taxes. How can
government harness these
increasing signs of involvement
to pull us together rather than
rip is apart?
During the next two weeks,
The Bay News will provide
background to these issues. In
the final week before the
election, we've asked each
candidate to provide a 75 -word
answer to each question, so you
can see their positions side-by-
side.
Seventy-five words isn't a lot
to say, but it should allow
candidates enough space to
move beyond their slogans and
?arty dogma to really address
:he issues. In that direction lies
Guth.
But moving beyond party
dogma is no guarantee of
popularity, as Bob Rae has
discovered. When first elected,
he stuck to NDP ideology and
brought in a whopping deficit
budget. It earned the wrath of
business and the praise of social
activists.
But as the recession took
deeper and deeper hold, the
NDP began to re-examine its
dogma. They began selling off
public assets like Suncor,
slashed Ontario Hydro,
embraced casinos and Sunday
shopping, and ultimately tried to
rewrite the social contract with
public workers.
This approach earned Rae
the undying enmity of organized
labor. And thus we recently had
the incredible spectacle of the
province's first NDP premier,
the darling of labor, being
banned from Labor Day
celebrations and being mocked,
ridiculed and vilified by his
` mer constituency.
Rae's actions clearly involved
all of the four issues we've
identified — growing debt,
decreasing jobs, cutbacks in
government services, public
mistrust of politicians.
His first answer was shaped
largely by party ideology, his
later answer moved away from
ideology towards reality.
Somewhere in this direction lies
truth.
We hope in this series to give
readers and candidates a chance
to move beyond simple answers
towards reality and truth.

A rookie Durham Region
police officer and three
Scarborough residents were
killed Sunday morning in a
horrific car accident at the Ajax -
Whitby border.
Andrew Kong, 23, of Palmer
Drive in Ajax, died after his
1985 Toyota Camry and a
1989 Ford Mustang, driven by
Briar. Francis, 26, collided and
burst into flames.
The accident occurred on
Lakeridge Road just south of
Taunton Road, shortly, before 8
a.m.
Francis' girlfriend, Michelle
Palmer, 24, and Palmers 7 -year-
old daughter Jocelyn also died in
the fiery cash.
Kong. who had been a
member of the police force less
than a year, was returning home
from a midnight shift at 26
Division in Uxbridge. Kong is
regularly stationed at 25 Division
in Pickering and scheduled to
return there next week.

Algonquin Park for a camping
trip.
Police are still investigating
the accident but, according to a
report in a Toronto newspaper,
investigators believe Francis lost
control of his car while passing
another vehicle. The car spun
into the southbound lane and
was struck broadside by Kong's
car.
All four victims, who were
burned beyond recognition,
were pronounced dead at the
scene. The bodies have been
taken to Toronto's Centre of
Forensic Sciences.
Michelle Palmer also had a
one -and -a -half -year-old son
Mikey, who had been staying
with friends. Kong was single.

The decision was a bitter pin
for Storey to swallow.
"I just cant believe it," he told
The Bay News following the
meeting. "I wanted it to be in
Pickering. That was the point of
the whole thing."
Storey outlined his proposal
during a presentation to
committee. The plan included
barns, stables, a landscaped
concert bowl, sports facility,
offices and agricultural and
environmental pavilions located
amid a 500 -acre rural setting.
The fairground was to be the site
for a lengthy' list of annual affairs
including trade shows, heritage
days, corporate picnics, an annual
agricultural fair and a variety of
other community events.
However, the concept couldn't
become a reality without the help
of local politicians. According to
Storey, only the town could
ensure that 500 acres of land
would be available through a
formal request to the federal
gavrnment to set aside part of is
Pickering airport land surplus.
That amount of property could
not be acquired through a private
sen -off.
There was also a deadline to
consider. The towns request had
to be submitted before Sept. 30
so a decision had to be made
immediately.
"This does not obligate the
town to purchase the lands when
they come on the market in two
to three years," Storey said
during his presentation. "It just
puts the lands on hold until a
proper presentation, with full
disclosure, plan details, land study
and the results of a survey of the
people in the immediate area on
the proposed Pickering
fairgrounds site, can be presented
to council."
Wellman, for one, was willing
to give Storey a chance.
"I just saw a man before us
with a dream," the Ward 1 local
councillor said. "1 would like to
give him an opportunity to pursue
that and report back"
However, Wellman could only
convince Ward 2 Local Councillor
Eileen Higdon. Other local
politicians (except Regional
Councillor Rick Johnson who
declared a conflict of interest)
rejected the motion, citing the
proposal's uncertainty.
Although he did not give
specifics, Storey described the
prospective investment
consortium as a group that has
helped out many municipalities
over the years.
"They're not developers, but
money people who invest in good
ideas," he said.
The proposal would have
generated 30 fun -time, year-round
jobs in addition to employing
"hundreds" of people during
events, Storey said. He added
that the fairground would be
financed over a period of three
years — to the tune of $2.5
million in 1996, $4 million in
1997 and $5.5 million in 1998
— and would pay for itself within
five years.
'It's a real exciting thing and I'd
hate like hell to lose it," Storey
said before committee members
opted to reject asking the fells to
set aside the land.
After the committee meeting,
Storey said he and his investment
consortium will now look to the
province for 500 acres of rural
property needed for a fairground.
Storey admitted that amount of
land likely won't be found in
Pickering, since he doesn't think
the Ontario government owns
that much local land in one
parcel.

council books in one form or
another for more than six years.
Judgement day for the current
proposal — located at Kingston
Road west of Harwood Avenue
— will come at the Oct. 7

Developer Richard Rondeau
holds most of the cards on the
47 -unit townhouse and semi-
detached project after winning
an Ontario municipal Board
(OMB) decision in July.
Rondeau, however, is presenting
council with essentially the same
proposal that was last before
council in February.
The proposa! includes the
preservation of the century -old
Arnold Estate.
Both sides must reach a site
plan agreement by Oct. 21 —
90 days from the OMB hearing.
Final council approval, if
Rondeau and town politicians
can work out a few details, is
expected at the Oct. 18 regular
meeting.
The town presented a list of
29 conditions to Rondeau at
Thursday's committee meeting.
Construction on the project, if
all approvals are met, is
expected to begin next spring.

There's a confusing end to the
tale of Lucky — the dog rescued
by an Ajax pensioner on Sept.
16.
Alan Rhodes of Harwood
Avenue, with the help of a pair
of passing fishermen, retrieved
the dog from a small island off
Rotary Park in Ajax. He dubbed
the animal Lucky and hoped to
keep him as his own pet.
However, a day after the story
appeared in The Bay News, the
apparent owner of the dog
claimed the animal after
recognizing it in a photograph
that ran with the story.
According to Alan Rhodes'
family, it was anything but a
happy rotation for all concerned.
Jeff Yondo, Rhodes' son-in-
law, said Lucky's owner visited
his father-in-law's home on the
evening of Sept. 23 to reclaim
the dog. Yondo admitted things
became somewhat heated and
the dog owner left and returned
later that evening with Lucky's
tags and a police officer.
The family turned the dog
over to its apparent owner, who
paid the veterinary bill! of
approximately $100 incurred by
the family and gave an
additional $20 to Asan Rhodes
for his efforts. The man, who
Yondo said was from Pickering,
left without leaving his name.
The family didn't get the
name of the police officer who
accompanied the dog owner. A
call to 24 Division in Ajax did
not reveal the owner's identity
either.
Yondo said the family was told
by the dog owner that Lucky
was approximately 14 years old
and had a history of medical
problems. According to Yondo
and wife Leigh, the dog owner
said he intended to "put the dog
to sleep." That statement has
the family understandably
worried.
The dog owner said the
animal had been missing for two
days before he was found by
Rhodes, Jeff Yondo said.
There is good news to report
regarding Lucky's health.
According to Susan Dorland, the
Ajax Anima: Hospital
veterinarian who examined the
animal, Lucky won't need
surgery. There was a measure
of confusion regarding the dogs
initial medical: diagnosis.

Rhodes received a number of
calls from those willing to help
pay for the dog's surgery, when
it appeared he needed it.
"We've had a fantastic
outpouring of help," Jeff Yondo
said.

A 29 -year-old Pickering
woman had to fend off two
attackers during an attempted
abduction in Pickering Friday
morning.
The woman was walking to
work on Glenanna Road rear
Dixie Road shortly before 11
a.m. when two men approached
her, grabbed her by the arras,
and tried to entice her into their
car. The woman managed to
break free and escape.
The men were described as

The future of the A3
Development Area in Ajax now
looks a little clearer — and
greener — after the town's
committee -of -the -whole -of -
council conditionally approved a
series of recommendations to
take them into the next century.
The town was forced to make
decisions on the future of the
area because of a transport
ministry decision to build a
Highway 401 interchange at
Pickering Beach Road,
sometime after 1998. The
highway interchange at
Harwood Avenue will be closed
when the interchange at
Pickering Beach — just to the
east — is completed.
A contentious issue at the
Sept. 27 meeting was the
alignment of Achilles Road —
an east -west residential street
located just south of the highway
— with a future street east of
Pickering Beach Road. The
town's engineering department
recommendation attracted
approximately 60 local residents
to the meeting to voice
displeasure with the proposal,

It was a night of shattered dreams
and missed opportunities.
You couldn't help but share Kurrie
Storey's bitter disappointment Monday
night when local politicians wouldn't
help him pursue his exciting plan.
While the Claremont resident's scheme
for a 500 -acre fairground on surplus
airport lands in North Pickering was
short on specifics, it was an idea that
held a great deal of optimism and
promise.
The dreamer spoke confidently about
a consortium of investors who were
anxious to buy into his vision. And the
plan seemed like an ideal fit for
everyone. Area residents are looking
for a major facft to house a number
of community events and a group of
private entrepreneurs seem willing to
build it for them.

Committee, studying the sale of the
surplus federal property, quidciy voiced
his support on first hearing the plan
that night. Fred Beer stood up and
addressed committee immediately
following Storey's presentation. He
was brief and to the point.
"The Pickering Rural Association

Dear editor:
It was interesting to hear how Pickering
town council intends to find the money to
solve the NDP Ontario goverrument's Social
Contract demands.
With characteristic ignoring of the effect
on local residents, they have decided that
there will be no pubic transit on Oct. 8 and
Nov. 11 plus three additional days in the
future.
It will affect school children dependent on
public transit, senior citizens without cars
and the infirm — to name a few.
Surely it is not too much to ask of council
members to look inward first before striking
at the public once again. Car telephones,
with secret costs, conventions with high
expenses, smaller cars for those who use
town -owned vehicles, are things that come
easily to mind.
Most cat** a little bit of soul-searching
by council, a Me less seff pffication and
deeper thought would open many
unthot*-of doors.
Certainly the public would be more
appreciative of other approaches.

Does Queen's Park's left hand know
what its right hand is doing?
The province's Interim Waste
Authority (IWA) garbage dump site
search in Durham Region has resulted
in a short list of five sites. All four sites
in Pickering conflict with other major
provincial developments.
One is located in the plarm-ed path of
Highway 407. Is Queen's Park
planning a four -lane tunnel under the
garbage dump, a bridge over it, or will it
expropriate extra land for a costly
detour around the mega -dump?
That same site and two others are
within the planning area for the
proposed Seaton community. Is
Queen's Park actually propMg to No
this "model community" of more than
75,000 people around the largest
garbage dump in Canada? Surely flus is
a new departure in community
planning.
The fourth is located in the
agricultural preserve announced by the
Rae Government as part of the Rouge
Park. Preserving good farmland by
dumping garbage on it is one of the
strangest notions I've ever heard come
out of Queen's Park.
These blunders raise troubling
questions about the viability of a process
which seems to have marched forward
for two years with its eyes clamped
closed. It's past time for the Rae
Government to let its right hand — the
IWA — know what its left hand — the
rest of the government — is doing.
Maybe Mr. Rae should just follow the
Environmental Assessment Act like
everyone else.

council meeting, providing the
amended bylaw is approved,
homeowners who rent their
basements will become law-
abiding citizens again.
The apartments would still
have to meet minimum building
code, fire, health and safety
standards. The units must also
have a minimum floor area of
25 square metres and be
equipped with at least one
parking space.
The only catch is houses with
ancillary apartments win have to
be owner -occupied — a
stipulation that town planning
staff say will alleviate problems
with tenant behavior and
property maintenance.
Without the owner -occupancy
rule, said Ward 3 Councillor
Steve Parish, local
neighborhoods are in danger of
being turned into "slums"
because of absentee owners who
don't maintain their homes or
control their tenants.
The provincial government,

recreation department, however,
is stepping in to fill the void.
For the first time since the
community centre opened in
1966, the pro shop will be run
in-house.
Regional Councillor Roger
Anderson said at the Sept. 23
executive and development
committee meeting that, with
the hockey season just getting
underway, the department
should not waste any time
getting the service up and
running.
"I find it amazing we have a
community centre with two ice
pads and you can't get your
skates sharpened," he said.
Community Pro Shops
removed their own inventory in
April. They also owe the town
approximately $2,000 in back
rent but town solicitor Ronald
Hawkshaw, while agreeing the
town could sue, did not
recommend such action.
"We could be throwing good
money after bad," he said. The
pro shop service is expected to
generate a small profit for the
town.

protesting the plan.
Closing the Rouge Hill branch
is an option highlighted in a five-
year plan report released last
month by Pickering Public
library's board. The document
is an effort to stimulate
discussion regarding current
resources and current and future
library service needs.
Manuel said the Rouge Hill
branch is an important resource
for Rosebank students and
others in the community.
"It's a resource we cherish and
use a great deal," he told The
Bay News. "We see it as a
supplement to this school's
existing library. (The school's
library) can't cover the wide
range (of services) that a public
library can."
"They've asked for responses
and we're definitely going to give
them responses," Manuel
added. "We're hoping it will
have a positive influence."
During an interview with
library board chairman David
Farr in August, he told The
Bay News that the town must
decide whether the existing
building should be torn down
and reconstructed. Manuel, for
one, hopes that the town will
choose to preserve the facility.
"We're hoping Pickering will
see that as a viable option — to
purchase the property nearby."
