Lucky, a frightened yet friendly, ob,.;oisly undernourished and matted Collie -mix pooch, is extremely fortunate that Ajax resident Alan Rhodes, a 60-year-oid pensioner, took his usual walk along the Rotary Park waterfront at around 7:30 p.m. on Sept. 16. Rhodes, who routinely feeds ducks and geese during these everting strolls, heard a whimpering sound from a small island 50 to 75 yards offshore. He quickly recognized an animal in distress and set about trying to help. "I heard the whirring," Rhodes recalled during an interview with The Bay Neus. "1 shone a flashlight over in the direction of the noise and spotted the dog. He was so terrified. I tried to call him but he wouldn't go. He kept running up and down the bank but wouldn't go near the water." Returning home, Rhodes' daughter Leigh set about trying to get help. Assistance never did arrive. Her telephone calls included those to the Oshawa and District Humane Society (closed), the Toronto Humane Society (out of their jurisdiction), Pickering -Ajax -Whitby Animal Control (not equipped to deal with the situation), the Ajax Fire Department (extremely sympathetic but couldn't help), and Durham Region Police (who Leigh said "their basic attitude was 'It's just a dog"). Rhodes and his family gathered towels, blankets and rope then returned to the waterfront at 11 p.m. that evening but couldn't spot the dog. He retuned at approximately 7 am. the following day. The province's natural resources ministry announced Sept. 16 that it will target $10 million to buy 53 hectares (131 acres) of Pickering's Altona Forest in an effort to protect it. Natural Resources Minister Howard Hampton revealed the commitment during a press conference, set amid the lush green of the forest itself. Durham West MPP Jim Wiseman and Metropolitan Toronto and Region Conservation Authority (MTRCA) Chairman. Bill Granger were also on hand. An additional 13 hectares (32 acres) of adjacent valley lands are also targeted for acquisition. The estimated cost for the 66 - hectare total is approximately $13.8 -million — spread over a five-year period. Most of the land earmarked for purchase is owned by Bramalea Limited (93 acres sold to the province) and Landford Developments (17 acres). "I'm so excited I could practically burst my seams," said a beaming Jim Wiseman during a brief speech. It was also announced that the MTRCA will "hold title to" and manage the lands. MTRCA Chairman Granger explained how the Authority will administer the Altona Forest. "We intend to manage by keeping our hands off," he said, explaining that little will be done to alter the natural setting. "We believe this is a wonderful location for people to enjoy nature right on their doorstep. We're very strongly committed to preserving this forest as an intact ecosystem." That includes preventing roads or hydro corridors traversing through the property, Granger said, adding that trails could likely be introduced at some point. The last remaining hard e in the acquisition scheme wi: be an effort :o raise an additional $3.8 million. Granger said the MTRCA has held discussions with officials from Durham Region and Pickering. He is confident the money shortfall can be raised. "We're not looking for all that money from Durham Region or the Town of Pickering," the MTRCA chairman said. "We would like as significant a contribution ... as they can muster.' Pickering Mayor Wayne Arthurs said a recommendation by town staff to contribute $400,000 was tabled earlier this summer at the request of the MTRCA. The town is identified by the MTRCA as one of three principle partners responsible for putting up part of the $3.8 million shortfall. The Conservation Foundation of Greater Toronto, a fundraising arm of the MTRCA, is working towards acquiring four hectares of property known as the Spiers woodlot, located in the southwest corner of the Altona Forest. Pickering Regional Councillor Kip Van Kempen, who attended a special MTRCA meeting on the day of the provincial announcement, said the scheme was approved as a project. LEARN While the $10 million provincial commitment came as welcome news to many, Katherine Murray of the Friends of Aftona wants even more to be done in the future. She is hopeful that the province will eventually protect a 130 -hectare area in and around the Altona Forest. "It's like an original painting," Murray said, comparing the forest to a valuable work of art. "You don't just purchase half — you buy all of it." Tina Thompson, a Harland Crescent resident, made the request to council in June, complete with a 94 -name petition of support. Council, however, noted the bowling green would cost at least $250,000 and close to $400,000 with lights. Parks and recreation sub -committee co-ordinator Jim McMaster said the proposal is not time sensitive because the nearby 75 -member Whitby club has available space. Regional Councillor Susan Duiny, while expressing support for the proposal, said council would have to be assured of "consistent membership" in the future before funding a bowling green. "It's not something we don't want to do, it's the reality of (the financial expense)," she said. ' Whitby newspaper owner latest federal candidate A sixth candidate - a Whitby newspaper publisher who once challenged the GST - has entered the political race in Ontario Riding as an independent. Doug Anderson, publisher and owner of the Whitby Free Press, says he has entered the race in order to give voters the option of someone who will actually represent them. "I, like 85 per cent of the population, am fed up with politicians who win say anything in order to get elected and then ignore the wishes of those that put them there. Every speech and promise from the main parties is completely irrelevant because there is absolutely no reason to believe they will do anything that they say - and people know it. That's the real issue," he said in a news release. "I believe passionately in democracy. Democracy is based on representation and 1 will vote the way the majority of my constituents want me to. As an independent, there wont be any party to tell me otherwise." Toronto- ' has lived i., Married, with two children, he spent 20 years in the medical technology field before buying the Whitby Free Press newspaper in 1986. In January 1991 Anderson took a stand against the GST and generated national press coverage when he withheld the tax from the federal government. Although he was unable to muster the kind of grass roots business revolt he had hoped for, he did withhold close to $40,000 in tax from the government for a year and a half until the Supreme Court ruled the tax law constitutional. Very few independent candidates ever get elected in federal elections, but Anderson intends to be one of the exceptions. "Public opinion is clearly on my side," adding that he has no interest in being an also-ran.. 'This one 1 intend to win," he said. The campaign headquarters is located at the Whitby Free Press offices at 131 Brock St. N. in Whitby. Anderson feels his election would be a major catalyst for real reform. "Canada's major political parties will not reform the system - they created it the way they like it and unless we force it, they will not change." Cni1 18, Pickering, Ontario LIW' 3E6 Let's make a deal for airport lands Pickering Regional Councillor Kip Van Kempen insists both the region and the town should consider their interests before the Pickering airport surplus lands sale takes flight. It sounds like good advice. Surprisingly, both Durham Region and the Town of Pickering have expressed virtually no interest — at least in a public forum — in acquiring any portion of 2,064 hectares of federally -owned North Pickering property for sale. And while the reason may be that there's simply no money in the municipal coffers to buy, it would be prudent to make some inquiries anyway. A few questions might reveal a great opportunity. For instance, might some of these lands for sale be an important acquisition for the town or the region? Is there a good long or short-term Investment opportunity here? is there a deal to be had from an anxious seller? Van Kempen, for one, believes there could be a bargain. "I've heard some pretty low estimates of what people would pay for this land," he recently told The Bay News. "But you've got to find out what the federal government is looking for. What kind of deal would they cut with (the town or region)?" We're inclined to agree with the Pickering councillor. At the very least the notion is worth exploring. The federal government has come under a heap of criticism for the timing of the airport lands sell -oil Property prices -are extremely low and the fells have made no secret that they're anxious to sell. it all sounds like a great opportunity for those in a position to buy. The investment potential its worthy of serious consideration. One of these days real estate will rebound and property lin -the immediate vicinity of Metropolitan Toronto will be at a premium. Consider that a major highway may traverse the north part of town, an airport may still be a poor, and a projected community of 80,000 may be in the offing. None of these plans may ever unfold, but it makes the area an attract n investment. Its worth taking a good, hard look at'. Thirty or 40 years from now this might be remembered as the sale of the century. Pickering says that it has always enforced a strict residency requirement In a recent response to my complaint about its unfair hiring practices, Pickering stated that it considers residency vital and a safety requirement. Yet, on the other hand, the town openly admits some of its current male volunteer firefighters do not have Pickering mailing addresses — they are non-residents? Is the town trying to have it both ways? Are there different rules for male and female applicants? Let your readers be the judge of that. Then let them worry about whether Pickenr4s priority is to hire the best avail" people, based on merit, or maintain this "boys dub" without regard for the safety of cams. Requiring residency is a systemic barrier to employment equity. Prwamity is important, residency is irrelevant. Whatever Pickering decides to do, all applicants must be made aware of the conditions, and they must be treated equally. "Von" Vondette. At a time when the population of Ajax consisted of, in the main, veterans of the Second World War and their farnibes, Von bought the dream, anpounded by The Father of Ajax the late George Finlay, that one day Ajax would be a town of 35,000 souls. For a long time Mr Vondette was the only realtor operating out of Ajax. h is hard to imagine, but less than fifty years ago this community had but one store. Von did what many of our pioneers did. He worked hard, promoted the town and made it a better place for all. A decorated veteran, I never heard him once mention his medals or his service. 1 considered him a business associate and a valued ostomer. The four attempted to use altered credit cards at the mall's Eaton store. They fled when a store clerk called mall security. Security followed the group by Armed robber still at large Two men are in custody and a third is still at large after an armed robbery at a Pickering residence during the wee hours of Thursday morning. Three masked men forced their way into a Reesor Court home shortly after midnight on Sept. 16. The robbers then assaulted three men inside and stole approximately $250 in cash. At least one handgun was spotted by witnesses, police were told. One robber was arrested that everting outside his Scarborough residence. A second one was apprehended Sept. 17, police say. Pickering town staff will attempt to answer those questions during the next two months. During a council 7neeting Monday night, staff were directed to offer up a definition of what constitutes an "incidental use" at a gas bar. The issue has become a concern to at least one area .onvenience store operator who ';b?ects to a neighboring gas bar yelling 'he same items. The GTA mayors, after a meeting in Oakville Sept. 17, announced they want "priority action" given to property tax reform. The specific changes the mayors want is unclear, however, especially in the area of market value assessment. Pickering Mayor Wayne Arthurs noted there is "a wealth of divergent opinions" on the issue, with outlying communities such as Pickering and Ajax being in favor of market value assessment. Urban centres, such as Toronto, are against the plan, he added. Mississauga Mayor Hazel McCallion, chair of the GTA Mayors' meetings; said there's a Costco opening It's a go for an early December opening of Costco Wholesale Corporation's outlet is Ajax, with representatives for arch -rival The Price Club backing off efforts to delay the project. Susan Rogers, of Toronto legal firm Goodman and Carr representing Invar Industrial Ltd. (who in turn are leasing the land to The Price Club), applied to the Ontario Municipal Board (OMB) in March for a hearing into he Costco plan. In May, her firm also applied for a full environmental assessment on the realignment of Harwood Avenue — a project =cial to the fmue of the Ajax shopping centre. Either application, if successful, could delay the Costco project for several years. In June, however, Goodman and Can dropped the appeal to OMB. And after all the principals involved met in Ajax Mayor Jim Witty's office in July, '`:e Toronto firm also shelved its request for the environmental assessment. Witty, who spoke on the matter after last week's regional lot of "confusion and inconsistencies" surrounding market value assessment.
