Sherrill Willard, the Ajax Save the Waterfront Committee representative on the regional water :):an* committee, told The Bay Nears that current -o; Goring equipment can only detect surface contaminants. Developing a model for detecting tritium movement and installing an on-line tritium measurement device (when it becomes available) are :wo of 21 terms and conditions set out by former Environment Minister Ruth Grier when the water plant was approved last September. "It will be impossible to meet those conditions. rm really worried," Willard said. "I hope the ministry wont grant certification but I think the region is willing y to go ahead whether the are met or not.' But Gord Spiehnann, a technical superintendent with Ontario Hydro who attended the Aug. 25 eommdttee meeting, said lack of proper technology kr trithan detection is not a cause for concern. Spiehnann said the Ontario Hydro model can find the tritium "AW but not the come t ration levels below the surface. "But we've come a long way in a year. Now we have a tool that can tell the region where the plume is in case of a spill. That's a very useful t; ng to know." Willard, who believes the region will give "lip service" only to her committee's findings, said she doesri t want a repeat of the 1991 heavy water spill from the Pickering nuclear generating station when 3,000 litres of water containing radioactive tritium were accidentally released into the lake. Spielmann noted, however, that with monitoring devices available the tritium can be detected in case of another spill. And if the volume and proximity of the contaminants were deemed to not be a health hazard, the water plant could continue to operate. The water plant committees mandate is to look at 21 terms and conditions set out by the ministry dealing with such items as water conservation, visual impacts, water quality, and emergency action plans. The committee is, so far, satisfied with about eight of 21 conditions, Willard said. • Own 1 of our new 93 Jetta's for as little as $359/mth with only $1000. down over 60 mths. During an interview this week. Soetens said the opposition to the sale of 2,064 hectares (5.100 acres) of North Picker.ng federally -owned property is a recent development. "rye lived here a long time and over the years residents have been united in the concept that the land should be returned to private ownership," the Ontario Riding MP told The Bay News, adding that the surplus land sale was first announced in 1987. "Never once in all of that time did people say not to sell it. I've been following the process all the way through without receiving any cl jectlons from anyone." In fact, Soetens suggested objections to the surplus land sale "isdt the overwhelming view of residents who live on the properties." He specifically named Fred Beer of the Green Door Alliance and Lorne Almack as two people who have spearheaded the notion of keeping *he property in government hands. The impending sale of the airport lands was made official last week. Over the next three years the federal government expects to recoup $60 million or more from the sale of approximately one-quarter of the land they expropriated in 1973. Twenty years ago, for approximately $140 million, the government expropriated 7.527 .ectares of property located .enerally west of Brock Road, -or— of Brougham, south of Ixbridge and east of Stouffvilie and Markham in York Region. According to a set of disposal process guidelines, provincial and municipal governments will De given a first option to buy the excess land which will be sold at -narket-value prices. Existing 'enants are next in line while the general public can get in on whatever is left. Governments have 30 days to declare an interest to buy while tenants will be given 90 days to decide. The land win be sold in stages over the next three years beginning with properties in the northern and eastern boundaries. In addition, tenants who purchase will receive a 15 per cent discount if they agree to remain on their properties for at least five years. Transport Canada will continue to manage the remaining airport land through lease agreements. Soetens said tenants on 92 properties west of Claremont can expect to receive notices by Oct. 1. Those tenants have 90 days to decide whether to buy or leave. It's expected neither the Ontario nor local municipal government will elect to purchase major portions of the available surplus airport property. The province may want to protect a future Highway 407 corridor and it wouldn't make sense to sell these lands to the private sector if the province will expropriate at a later date, Soetens said. He added that, for those looking to purchase, there will probably never be a better time to buy considering current real estate prices. And the 15 per cent "community stabilization" discount could mean a down payment for those willing to remain on the properties for five years, Soetens reasoned. "I think that in all, the price structure is fair," he said, adding that he doubted that a better deal would eventually be negotiated between the government and the tenants. But Bryan Hurrle, chairman of the Committee for a Pickering Airport Community, said the government will have to do better than that if the majority are to remain. "It's a Waal community here. Even at the best of times it's not a place that's floating with money," he told The Bay News. Hurrle was quoted in a Toronto newspaper last week saying that 70 per cent of current renters can't afford to take advantage of the government land sell-off. But those who cant afford to buy will be given consideration.. Soetens said. The government will deal first with those who want to purchase and delay selling off properties that tenants can't afford to purchase, he explained. Some will be accommodated on other existing airport properties. The Bap rNews, September 1, 1993 9 Provincial loan means more jobs for Ajax company An $800,000 provincial term loan to an Ajax company will provide an expanded facility, expanded business volume, and increased local employment, said the company's president. Paintplas Inc., a custom painter of plastic auto components, received a loan under the Ontario Development Corporation's (ODC) Manufacturing Recovery Program. The news has already paid dividends, said Paintplas president Richard Myron. He told The Bay News he knew the loan was "likely to proceed" a couple of months ago and that the company had already added additional staff. Paintplas, located on Finley Avenue, now employs 340 workers — up from 290 at the beginning of the year. Another 60 employees are expected to be added to the company over the next five years. Plea for volunteer dogs is a howling success Pickering residents certainly have a soft spot for seniors after a call was made to volunteers with dogs to make weekly visits to nursing homes. "The response has been fantastic," said Pickering Dog Therapy Club representative Jan Morgan. "I was in a quandary for a while. I thought five or six people would cal]. But Ive now got 60 vohinteers." The response has been so good, Morgan added, that she has had to can on a long-time volunteer, Sherri Levesque, to help with organinng visits. Volunteers and their dogs make visits on alternate Thursdays to Valley Farm Nursing Home and orchard Villa Retirement Centre in Pickering to bring a smile to the faces of residents. Many nursing home residents are bedridden and do not receive visitors. A visit from a friendly dog can work wonders for the residents' spirits, Morgan said_ "Everyone who called me said, Tve got the perfect dog for you,- Morgan added. An orientation meeting for volunteers and their dogs is scheduled for Sept. 16 at 6:30 p.m. at the Metro East Trade Centre, south end. For —ore 'nforrnatton on -: e club ca' Morgan at 839-9292. There are two basic levels of responsibility for elementary and secondary school education in Ontario. They are the ministry of education and your local school board. The ministry of education — which is part of the provincial government — determines what students should be taught. The ministry also sets out Hiles and regulations about such things as how long the school day should be; what students need to know to receive their diplomas, requirements for teacher certification; and the duties and responsibilities of teachers and school board officials. The minister of education is an elected member of the legislature responsible for setting education policies. Your local school board is responsibie for ensuring studeM,s are taught. So, the board hires teachers and other staff; makes sure there are enough schools and that they are adequately equipped; and determines an annual budget The top administrative official on the board is the Director of Education. But, teachers and school prindpals are the people most familiar to parents and students. Local taxpayers elect a board of trustees to represent their interests in the operation of local Parents, guardians or students who have questions or concerns about the school system should feel free to contact their local trustee for help. ef our New larger Cume , >:<::.Suifet Over 100 items PMPW*d 17 CW V* Kant PA& aA1W at %9W acid bmw etMlrM at 1Iw Mt rroeM aoa lltfoe M shies. aal,Ar bW la mono-, Clime lion ru C Ahreicdsys $7.99 »1IWrrlcas X8.99 --------------- ----------- DINNER FOR 4 i 4 Rotas, BBQ Chicken Wings, Reg. $3050 Dicrd Beef with moo,. That's why the :^inistry of education is stepping its efforts to better assess s, dents' achievements. The minister of education is accountable to the public oecause his ministry sets out chat elementary and secondary ;c^ooi students must learn. Local school board officials and teachers are accountable because it's their job to see students are taught what the ministry says they should be :aught. It's important parents and g-:ardians be given clear criteria for ;edging how well their duldren are doing in school. T ,e ministry of education has three programs aimed at helping schools become more accouritabie to parents. Your child's future is in school Technology is changing the world in gigantic leaps and bounds. Just look at how difficult it is for many adults to read and understand the instructions for their VCR. Before you know it, there s a new improved model with even more bells and whistles. The same thing is happening in the places where we work. The difference is in the workplace you can't keep up with the changes to your job if you dont have the hmdamental skills of reading, writing and arithmetic. Typewriters have been replaced by computers. Office telephone systems are more complex to operate. Without at least the basic skills you won't be able to ltieep yourself up to date and useful at work It's not going to change. Parents have to make we their children kiow that they must get an education d they are to lead pradutlive lives. Throughout their working lives, they will have to go back to school in one way or xv&er. Not necesswily in the sense of dropping everything and attending school hAl time. There is the provincial reviews program. These reviews are conducted on a regular basis to see how Ontario students are doing in selected subjects. The ministry is also developing a provincial benchmarks program which will clearly indicate what students are expected to know and by what grade they are expected to know it, A draft of the provincial benchmarks program will be tested this fall. The ministry is also participating in a Canada -wide testing program Called the school achievement indicators program. Thiswill test the literacy and numeracy skills of 13 -year-old . You as a parent or guardian are a big part of it. Here are some suggestions for parents and guardians who want to make sure they're clued in. • Get involved in your home and school association. They are plugged into the school and can shed some light on current school related issues. Attending meetings may also help you get to know teachers and other parents.
