Ward 1 Regional Councillor Maurice Brenner wants a review of
Pickering's tendering process with senior staff, based on a $162,000
mistaken over-estimate on a road construction project.
At a special meeting on Aug. 4, council rejected a $162.000 over-
estimate tender for two road reconstruction projects worth approximately
$730.000. The items included reconstruction of a section of Valley
Farm Road. between Finch Avenue and Highway 2. and another
ro' ect estimate
reconstruction project on McKay Road.
However, barely a week later, council reversed its decision after
discovering upon re-examination that the tender was actually only
$15,000 over the projected budget for the project.
Councillor Brenner. for one, says he's concerned about the town's
entire tendering process.
"How many more of these have we approved in error?" he wondered,

Residents near the Port of Pickering Marina might be scratching their
heads this week figuring the area was hit with a summer snow storm.

Durham Regional Police were able to put a dent
in the local soft drug market last week when they
uncovered a sophisticated hydroponic marijuana lab
in a Pickering basement.
Police executed a search warrant at 1103
Ridewood Ct. where they found 173 marijuana
plants, each between one and four feet tall, 2.5 lbs.
of packaged marijuana and a small quantity of
cocaine.
Police didn't release a dollar value for the drugs
seized but did say the hydroponic equipment - the
entire basement was redesigned to create the lab -
was worth an estimated $18,000.
The suspects had also bypassed the house's
hydro meter by splicing into the hydro cable
through the basement, police said.
Because of the spliced cable, which Staff Sgt.
Sandy Ryrie described as potentially dangerous,
Pickering Hydro assisted police at the scene.
Michael Fronto, 30, is charged with ad ivation
of narcotics and two counts each of pmsession of
marijuana for the purpose of trafficking and
possession of cocaine. Also charged are Michael
Schinsld, 39, and Gail Schinski, 40, both with
possession of marijuana for the purpose of
trafficking, posisession of cocaine and cuhivation of
narootICS.

For their part, staff, in the
person of acting -Town Manager
Tim Sheffield, said the
miscalculation was a
misunderstanding. The tender
report was not as complete as it
could have been and was
misread by those who presented
it to council on Aug. 4, Sheffield
said.
Staff were directed to re-
evaluate the tender the following
day. There was concern that
the projects might be doomed
since partial funding was being
provided by Durham Region.
The investigation, by the town
treasurer, revealed that half of
the $162,000 stated over-
estimate could be reduced since
the province funds 50 percent of
the project. Factoring in an
'administrative subsidy" and
other money to be provided by
the region, it was determined
that the tender was only
$15.000 over the original
projection. Council, including
Brenner, reversed its decision

Sheffield said the over -
budgeted $15,000 can be easily
recovered through expected
savings achieved from other
tenders and there was no need
to ratify the political approval
through a formal council
meeting.
Public Works Director
Stephen Vokes said the author
of the tender report was not
present at the Aug. 4 council
meeting when the item came up
at approximately 4 a.m.
Therefore confusion was created
when the report was explained
without the benefit of the
author's interpretation.
However, Councilor Brenner
said he's concerned such errors
may have happened before and
could happen again.
"All we ve done is caught this
error. We haven't corrected
anything for the future."
Brenner said hel request that
council and town senior staff
meet to consider what steps to
take to ensure an error of this
magnitude won't happen again.
He's particularly concerned that
the over-estimate involved a
works project.

Brenner added that he's been
concerned about the town's
tendering process "for some
time."
'Some of the quotes we
receive are inflated," he said.
"They're higher than they should
be. I don't think we maximize
our savings."
Part of the problem may be
the traditional way that projects
in the town have been tendered.
Brenner said staff should be
encouraged by politicians, to be
more innovative and creative
when it comes to financing.
"Council has a role to show
leadership. We should
encourage staff and set the
framework."
While Brenner questioned the
actions of town staff, Ward 2
Regional Councillor Kip Van
Kempen wondered about the
political process. He expressed
concern oven the way in which
council reversed its decision - by
circumventing the formal
process of a council meeting.
"The wrong decision got
made but rm not sure that's how
you reverse a bad decision," Van
Kempen told The Bay News. "1
take exception to how the
change was handled. I think it's
a very dangerous precedent —
to say one thing in public then
reverse that over the telephone. _
Van Kempen said he rejected
the $15,000 over -budget tender
on the basis that the decision
wasn't made pubGcally.

pockets.
More accurately, prepare to be fleeced
by the province. The government of
Ontario, that has already brought you
increased personal income taxes,
decreased public services, and an end to
the universal nature of social services, is
about to expand a scheme that will grab
even more of your hard earned dollars.
It's called the Non -Tax Revenue strategy
and it will mean you'll pay more for things
like provincial licenses, fines, penalties,
royalties. and other government fees. The
province already earns $S billion a year
through these non -tax revenue sources and
aims to double that amount.
What's worse is that the province will
actually encourage Ontario ministries to
find ways of making you pay more.
Ministries that are resourceful enough to
separate you from your cash will earn a
piece of the action. The province will give
these ministries a share of these buxeased
revenues.
It's a strategy designed to wrestle the
province's massive $9 billion plus deficit.
According to an "insider" quoted by a
Toronto newspaper last week, the New
Democrats have proposed the scheme
since taxes can't be hilted any more. It's
an ingenious way to raise more money.
But it's also an utterly despicable Pian.

for every participant, from golf
equipment to cellular
telephones, and tickets to the
play Showboat. Golfers lucky

win a vacation package or new

The tournament along with
the Terry Fox Run, held every
September in communities
across the country and around
the world, pays tribute to Fox's
1980 Marathon of Hope.

Ninety per cent of vision injuries can be prevented
It can happen at work, during
sports, while doing repairs around the
house or while enjoying yourself at
home — an accident causing injury to
your eyes or vision system.
The Ontario Association of
Optometrists (OAO) says that 90 per
cent of all eye injuries can be
prevented through proper eye and
tision protection, and taking the right
precautions.
"Many people wear proper vision
protection on the job, but forget to
wear special safety glasses while
doing home repairs. And people
who wear protective eye wear during
organized sports often neglect to
wear the same protective gear while
playing casual games with friends on
the driveway. These are bad habits
that can sometimes result in eye
injuries," says Dr. Mary Trinaistich,
President of the OAO.
The OAO reminds parents that 80
per cent of what their children learn
comes from their vision, so parents
must take every precaution to protect
their children's eyes from an accident.
Common causes of eye or vision
accidents for children include misuse
of toys, fads down stairs, exposure to
toxic or corrosive cleaners, paints or
pesticides and motor vehicle
accidents.
If an accident occurs, the OAO
urges people to seek help from a
vision care professional immediately.
Aside from obvious pain and
vision difficulties, symptoms of vision
accidents can include a cut or torn
eyelid, one eye that does not move as
completely as the other or one eye
that protrudes more than another.

Eighty per cent of what a child learns comes from vision. Yet
studies show as many as 4 in 10 children may have vision
problems that impair their ability to learn.
FACTS:
• A child who has not developed clear
vision by age six is not likely to do
so in later life.
• Too many parents rely on routine
vision screening tests in schools to

Dawson said his company
first heard of the crime spree on
July 28 when a Belleville dealer
was victimized by a customer for
one truck cap. The same day,
the man was alleged to have
visited a Kingston dealer and
sold the cap for approximately
half its value.
Truck caps wholesale for
$700 to $1,000• Dawson said.
On July 29, Dawson said the
man paid for a truck cap from a
Sudbury deal with a bad cheque
then later sold it to a Welland
dealer --again for about half its
value.
"By this time, through our
dealers, we had circulated a
description of the fellah,"
Dawson said.

eight-week meeting program for
those who have suffered heart
attack or heart surgery and their
spouses. Specialists from various
fields, including cardiology,

"We're working on it but

said. "We haven't met with the
party that last expressed an
interest for about a month. But
we are listening to other
prospects."
Davidson said there is no time
frame on finding a buyer for the
property, calling the situation, "a
very special case." He saic his

an invitation -only preview of the
Ajax and Pickering General
Hospital's $29 million expansion
project.
Hospital community relations
director Tracy Paterson said staff
members, donors, volunteers,
and board members are invited
to tour the new building at an
exclusive preview.
Hospital staff will begin the
task of moving patients into the
new wing next month, although
the expanded facility does not
officially open until next May.

exterior work to be done, all

The tour begins in the new
surgical day care and post -
anesthetic care units. Additional
space has also been provided for
a holding bay for parents to wait
with children.
The tour moves to new
patient rooms and nurseries in
the maternity department. By
next spring, the new labor,
delivery, and recovery rooms
should also be ready.
There is also a new risk
nursery --with room for eight
babies --in the maternity
department for newborns who
need more than regular care.
Next stop on the tour is the
14 -bed pediatric ward on the
fourth floor. The equipment and
furnishings were donated by
Ronald McDonald Children's
Charities.
On the third floor is the new
psychiatric ward, wiith 20 beds
and a rooftop sunroom.
Psychiatric services are new to
the hospital and Paterson said
she hopes an outpatient
program will begin in September
with in-patient services included
sometime next year.
The final stop on the tour is
the expanded and renovated
intensive care unit, with a 10 -
bed capacity. New monitoring
systems and detectors will make
it easier for medical staft to
assess critically -ill patients,
Paterson said.
Cardiac patients will also have
their own quiet room in the unit
and procedure rooms have been
added, enabling critically -iii
patients to be x-rayed or fitted
with temporary pacemakers
right in the unit.
The cost of the proiect is
estimated at more than $29

two-thirds of the tab, leaving a
little less than $10 million to be
raised by the community. So
far, $7.3 million has been raised;
much of it in the Buy a Bed
Campaign, which has generated
almost $500,000.
Ninety-eight beds, at $5,000
each, as well as one $3,000
pediatric bed, have already been
bought.
The hospital expansion will
bring the total number of beds
from 127 to 192, if the request
for additional acute care beds
gets approval from the Durham
District Health Council. That
decision has been deferred until
September or October, when a
study is expected to be
complete.
The expansion will more than
double the hospital's floor space
and mean an increase in the
number of bassinets from 24 to
50.
The Ajax and Pickering
hospital was originally built as an
emergency facility during the
Second World War for Ajax
munitions plant employees. It
opened as a community facility
in 1954.
A new wing was added four
years later, bringing the capacity
to 50 beds and the hospital
expanded for the last time in
1964, to its present 127 beds.
Because of the increasing
populations of Ajax and
Pickering, the hospital has
operated at more than 90 per
cent capacity for two years,
necessitating the expansion. In
1964, the population of both
towns combined was less than
33,000. Today, the two towns
support a population of just
under 125,000.
