The social contract may be a done deal but municipalities, school boards and
hospital boards are still racing to get local agreements in place in time for next
Tjesday's deadline.
The province, after some last minute negotiations, approved sectoral
agreements for 900,000 public sector workers last night. Under the social
contract, the province hopes to cut $2 billion off a $43 billion annual payroll.
Now its time for the local groups to sit down with their union representatives to
try and convince the workers to agree to the deal. Without a deal, the
government's failsafe legislation kicks in, which includes a three-year wage freeze,
up to 12 unpaid days off each year and the possibility for layoffs if savings targets
cannot be met.
Durham Region, the towns of Pickering and Ajax, the two local school boards,
Ajax -Pickering General Hospital and the Police Services Board all have reached
sectoral agreements to meet their cutback quotas. All but the police are still
meeting with their respective unions to finalize a deal by the Aug. 10 deadline.
Regional Police ratified their local agreement last week. The deal will slash

Ajax Library
The Town of Ajax, still reeling after the province
took back almost a half -million dollars in
unconditional grants, got some of it back Friday
when the proposed A4 Community Centre library
was awarded over $200,000. -
The $209,387 cheque, courtesy of Durham West
MPP Jim Wiseman and a jobsOntario Community
Action Grant, will pay for almost a third of the
$650,000 )ibrary, part of the $8 million community
centre. The province kicked in approximately
$800,000 for the community centre itself last year,
bringing the total provincial funding for the project to
more than $1 miYion.
Ward 4 Councillor Jim McMaster said he was
pleased with the library grant but said he was
conr;,sed by the grant coming amidst provincial
social contract cutbacks.
"Politically, everything happening right now is
confusing," he said.
Wiseman admitted the economic climate for
municipalities was "scary" but defended the social
ca Ttract, saying his government has to reduce the
deficit if they're to continue to fund community
projects like the A4 &M.

days — a $120.000 savings —
and reducing the pay of
politicians by 1.15 per cent.
The reduction, described by
councillors as the "appropriate
thing to do", will match the
salary iost by town employees.

The reduction package will
include the elimination of a
budgeted two per cent salary
increase for employees (a
savings of $300,000 per year),
2-5 unpaid days off per year for
three years and wage reduction
for a small number of municipal
employees.
The new Pickering fire hall,
set for groundbreaking Oct. 1,

Fatal 401 accident
A North York man is dead and another man is in
hospital after a collision between a transport truck
and a small car on Highway 401 near Brock Road
early Saturday morning.
Timothy Jardine, 31, was declared dead at the
scene while truck driver Terry Gogolin of Pembroke
is in Sunnybrook Hospital with undetermined
injuries.
Jardine's Hyundai Pony became lodged under the
back wheels of the truck and was dragged for some
distance before both vehicles went into the
southbound ditch.
The accident, which occurred at 4:30 a.m., is still
under investigation by Whitby OPP. Police want to
talk to anyone who may have witnessed the
accident.

project that will create construction jobs as weU
as the equivalent of two full-time jobs, Wiseman
said.
"Over the past 10 years, Ajax has seen
tremendous growth that has not, however, been
matched by a similar expansion of library
services. This new facility will enable the Ajax
Public library Board to significantly increase
library services to the community," he added.
"In addition, the facility will bring much-needed
resources to north Ajax."
The finding comes from a special $31 million
portion of the Community Action program set
aside for capital projects that can start creating
jobs and supporting communities this summer.
Grants are awarded on the ability to
implement and community need, Wiseman said.

,Debating the
death penalty
We abolished the death penalty
30 years ago. Lately there seems
to be a lot of talk about bringing it
back.
It's clear Canadians are fed up
with light sentences given to people
convicted of violent and sometimes
monstrous crimes. But is the return
of capital punishment the answer?
The Reform Party says so. But
their solution is to make every
person convicted on first-degree,
pre -meditated murder eligible for
death row. And that is something
many well-meaning Canadians will
stand up and fight against.
There will be plenty of arguments
against its return: that capital
punishment hasn't proven to be a
deterrent, or that carrying out the
sentences is barbaric. The law has
to be restrictive. Capital
punishment involves the taking of a
life, playing God, if you will. The
very nature of the punishment
makes it difficult for many
Canadians to support. Even many
of the tough talkers today will have
second thoughts about participating
in this kind of punishment.
But there are people out there
who have relinquished their right to
mercy, their right to life, simply by
the very nature of their deeds. If
the punishment was limited to the
select few "monsters" in our
society, we might have something
even abolitionists could support.
Canadian lawmakers will still have
to somehow define "monstrous
crime" in legal terms, but a solution
is there.
We've all heard of serial killers
like Jeffrey Dahmer, who killed and
dismembered at least 16 people lin
'Milwaukee before he was finally
.arrested in 1991. But Canada is
=not immune. Clifford Olson, who
sexually abused and murdered more
than a dozen children in British
Columbia in the late 80s, still silts in
federal prison.
Are there really that many
Canadians who could, in good
conscience, stand up and fight for
their rights to life? ;

Durham Region has decided to build
an intake for the new Ajax water plant
before determining if it is in the best
spot.
They have no valid water quality
samples from the intended location, and
do not plan to take any until after the
new intake is built. Does this "cart
before the horse" approach make
sense?
The intake will be directly downstream
from both the huge Pickering nuclear
station and the expanding York/Durham
sewage treatment plant. Shouldn't its
location be carefully selected farther
away from these two major concerns to
minimize tritium and sewage
contaminants in our drinking water?
We trust our region politicians and
staff to ensure we have the best possible
water quality. Are they betraying this
tnist?

have banded together in another
bid to shut down the Brock West
Landfill Site.

contaminated groundwater from
the landfill site is creating an
environmental risk to nearby
Duffin Creek. Friday morning,
they invited the media into the
valley south of the site to prove
it.
Smith, using portable
equipment, tested two areas in
the wetlands area below Brock
West. Both tests came up
positive for traces of aluminum
and chromium which were
higher, Smith said, thar. the

accepted levels.
"This shows leachate is being
discharged without being
treated," said Brenner. "This
new information is just another
example of their breach of
conditions of approval. The
whole site should have been shut
down a long time ago. How
many conditions can they
breach?"
A method of leachate control
is part of the site certification
condition for Brock West from
the environment ministry.
Johnson was equally upset at
the test results and demanded
officials from the Durham -York
treatment plant come out to do
a proper test on the
groundwater.

already aware of the leachate
through their own ongoing
monitoring of the groundwater.
Baretzki emphasized that the
levels of minerals present were
not at dangerous levels.
"Our results show there may
be leachate -contaminated
groundwater," he said. "They
may or may not be from (Brock
West. We suspect so, but they
rnay be natural. We still have to
do more testing."

sending a large contingent of the captain of the Ajax
athletes to the Canada Games, Wanderers rugby team; sailor
beginning this weekend in Michelle Watson and softball

Eleven athletes from Pickering
will be making the trip, including
three track stars from Pickering
