And the ball is now in the union's court. Regional officials -net Friday with representatives from the Canadian Union of Public Employees (CUPS) locals 1755, 1764 and 132, as well as Ontario Nurses Association representatives, to discuss the sectoral agreement package reached July 21 at a dosed -door meeting. The deal, which would run to March 31, 1996, would also see a hiring freeze at the region. Regional Chief Administrative Officer Gary Cubitt said the Friday talks were "constructive," but noted the next move is up to the union leaders. "This is our plan — we are going to do it — and if the unions want to participate, they're welcome," he said. Regional Chairman Gary Herrema said last week he had talked to several union wor;ers i^fo-a!v and found them receptive to any plan that could save jobs. L'an Kempen told The Bay News that area pd -:'cans have to look at ways to save money. The simplest way, he explained, is to elitn;nate c.:pzcation of services. "We're overdoubling, in my opinion," Van Kempen said. "Do you need 15 councillors to govern 120,000 people? Do you need two mayors' Do you need two fire chiefs? I mean, where do you stop9 Service duplication is a serious enough problem that other municipalities in the Greater Toronto Area are taking a second ':ook at the 2 -tier political system. North York coundllors, in fact, voted July 14 to place a non-binding referendum on next year's election ballot asking voters to decide on the future of the Metropolitan Toronto government. Van Kempen said he wasn't surprised that the North York councillors debated Metro council's future. He questions the effectiveness of regional gwernment in Durham and suggested elimination of one of the two levels as another way to save taxpayer dollars. Miminate the municipality and let Durham Region govern it, or eky&we the region," he said. Ajax Councillor Steve Parish also questioned the benefits Durham Region provided for local residertis. Mixed reviews for less government • From Page 1 Councillor Susan Dulny in the 1991 municipal election, said there are "obvious areas of duplication." "Regional government has not served the Town of Ajax very well — it has cost us more than it has given us," he said. "You've got two levels of government, you've got two levels of bureaucracy... and I think, in these times, the amount of government has to be looked at." "If it was in the private sector we would have had to take a hard look at it years ago." Van Kempen and Parish ate planning and public works as two major areas of service duplication. Ajax Mayor Jim Witty, white admitting local governments usually work better than regional governments because of better "hands-on" knowledge of the .ssues, doesn't take quite as radical an approach as Van Kempen and Parish. "It's safe to say the closer government is to the people, the better off it is," he said. "But I think Durham is more effective and more responsive than Metro. While there may be some duplication (of services) I don't think we have the same probiems as Metro." Regional Chairman. Gary Herrema meanwhile, scoffs at the suggestion by Forth York council, calling it political grandstanding. "It's just politics. Instead of wasting time on this they should be making a plan to save money," he said. "This is a popular game that we could get into but where would it get us% It's a simplistic, political attitude that will spend money instead of save money." Herrema does admit to some flaws in the 2 -tier system but said modest changes are all that is required to make regional government run smoother. "I think we could find ways save money, espec.a.. planning. We don't need six planning departments," he said. That's the message conveyed by Ontario Riding Reform Party representative Don Sullivan during a July 21 all -candidates debate on crime and the Criminal justice system.. A crowd of more thar. 120 people attended the forum a; the Annandale Go:-' and Club in Ajax. Sullivan, a member of the Reform Party task force that drew up a draft paper on the Justice system, said Canadians will get an immediate opportunity to vote in a national binding referendum on capital punishment if his party is elected. The referendum question, requiring a "Yes" or "Nd' answer. would ask, "Do you favor capital punishrnera for those convicted o- prernec:tated, first- degree are- a:: appeals have been exhausted?" "Canada is a farce and a joke to the criminal element. The punishment has to fit the crime," Sullivan told the crowd, many of them Reform Parry supporters. Each was given an initial 5 - minute speech on the topic. Candidates then fielded written questions from the audience. The debate was not an official all -candidates meeting — a federal election has not yet been called, although it will likely be Oct. 15. Many in the crowd were friends and supporters of one of the four candidates. The biggest cheers went to tough -talking Sullivan, an ex - policeman and now an officer with Toronto's Harbor Commission. Sullivan, however. Justified the partisan support with a spirited speech on changes his parte wo,, Id make to the Justice system. "The courts are playing Russian roulette with dangerous offenders," he said. The Libera: candidate was quick with a quip, especially at the expense of Soetens and the ruling Progressive Conservatives but also seemed to score points with a strong delivery on the podium. "We haven't yet created a perfect system. But this is fundamental — we need rights to protect the accused and we need rights to protect people in the streets," he said. "We believe we have a balanced approach, a reasonable approach, and a workable approach." McTeague said he would vote against capital punishment, saying "taking a life cannot right a wrong ... unless we can determine guilt without a shadow of a doubt." Soetens, who said Prime Minister Kim Campbell might call a free -vote in the House of Commons on capital punishment, said he personally supports the death penalty. Soetens hedged on how he would vote, however, saying he would have to listen to his constituents first. The fourth panel member, NDP candidate Lynn Jacklin, said the platform for her campaign is "jobs and justice," adding that the two go hand in hand. Her party wants to put more money into job creatio-,. and crime prevention, to ge: would-be criminals off the stree-s and into meaning-,' : employment, she said. Jacklin said she is against capital punishment because hasn't proven to be a deterrent. Other issues raised during the debate were rising crime rates, the length of sentences for people convicted of violent crimes, gun control, paro:e board qualifications, the Young Offcrlders Act, rehabilitation for criminals, violence against women, judge selection, the perceived crime rate of non - Canadians, and victims rights. Q 40 17, 1 1 Nature's perfect baby formula How is it that something so perfectly natural and a part of our human condition has become so taboo in our society? Despite the increasing awareness raised about the benefits of breast- feeding, there's still an uneasy sense about it all for a great many people. Canadian society, in general, seems unaccommodating and a significant number of women, who might choose this infant feeding option, are made to feel harassed and persecuted. The Durham Region Breastfeeding Coalition hopes to change some attitudes and educate everyone during the second annual World Breastfeeding Week from Aug. 1 to 7. The theme this year, Breastfeeding — What's Stopping You, will examine ways to overcome barriers to breastfeeding in health care settings, workplaces and local and global co m ulnities. According to the Coalition, women around the world are victims of unethical marketing practices which persuade them to abandon this natural practice in favor of expensive and less -healthy substitutes. The group quotes statistics from a United Nations children's agency that estimates 1.5 million babies will die this year because they are not breastfed. It really does boil down to a matter of individual rights for mothers. there's a significant segment of society that still tends to look indignantly upon the practice of natural infant feeding. That makes the alternative a tough choice for a mother who isn't up to dealing with the stupidity and ignorance of some. Among other things, the Coalition hopes to eliminate the practice by Canadian hospitals of giving infant formulas to mothers of newborn babies. The group also seeks legislation to ensure breastfeeding moms can feed their children whenever and wherever they need to. When you consider the benefits of breastfeeding — it's a physically, nutritionally and psychologically healthier option — one has to wonder why the practice has been treated with so much disdain. It's naturally perfect and a perfectly natural way to nurture Imbies. IF , . 7 .wr t - What's that smell? competition an edge Dear editor: Sniff' Sniff! What's that smell? No one was injured. High densities are sound urban planning Dear edtor Contrary to what Uxbridge Mayor Geri -Lynn O'Con rior, chair of the region's planning committee says, in rejecting the province's suggestion for increased housing density the citizens of this region will be big losers Firstly, there is no doubt that the amount and type of growth that all mayors and regional councilors voted for, with one exception, will consume far too much valuable foodland. Secondiy, because this growth will be so spread ote, it will increase everyone's municipal taxes to pay for services like roads, sewers, and so on. Regional politicians say that more compact urban devidopment wit mean increased traffic congestion. Just the opposite would happen. Increased density means mass transit is affordable. And if properly planned, it would also mean that residents, in these more compact urban forms, would be able to walk or bicycle to work and to shop. I believe that is the kind of lifestyle most residents in the region would prefer. Politicians also say that higher density means urban Am and point to public housing tracts in Toronto. Bit what about Europe's wonderful cities and towns? Europeans have long ago created extremely livable, compact twins and villages at densities 10 times higher than we have in Durham. They have recognized that their food producing lands are limited and invaluable. Our best farmlands were south of Highway 2 — bit there isn't much left now. Our second best lands are south of Taunton Road and they are going fast. It is the regions plan to pave over everything south of Highway 7. Durham political leaders have yet to awake to the fundamental reality that foodlands are limited. Where will our food come from years from now when all our best lands are gone? New HockeyHall of Fame offers somethin for eve fan g By Glenn Hendry The treasures from more than 100 years of the world's greatest game finally have a fitting place to call home. The new Hockey Hall of Fame swung open its doors June 18 to the public at BCE Place in downtown Toronto. Make no mistake about it — the new hall isn't anything like the cramped quarters of the old one across from Exhibition Stadium. At 51,000 sq. ft., it's seven times larger than the old facility and built at a cost of $24 million, considerably more expensive. But it's also a deserving shrine to Canada's game and at that, it's well worth the money. The new hall combines state- of-the-art technology with the century -plus traditions of the game. The purists can enjoy displays honoring past greats such as Mr. Hockey himself, Gordie Howe, and other hall-of- famers such as Howie Morenz, Rocket Richard, Terry Sawchuk and Bobby Orr. The Hockey Hall of Fame also promises to be an interactive, educational and entertaining experience. Some of the hands-on exhibits include the TSN broadcast trailer, the Ajax resident has family link to Hockey Hall of Fame past The first time Ajax resident Edythe Betters stepped into the Great Hall, the jewel of the new Hockey Hall of Fame in Toronto, was a special moment. Bettens had seen the blinding before, of course. Originally a Bank of Montrea: office, the building has occupied its Yonge and Front location. since 1886 But this time Bettens and her husband John were there as special guests. It was Edythe Bettens' grandfather, William Curfoot Mollington, who sculpted the original building as well as the Atlas statue that stands near the Front Street entrance. Mollington is also credited with mucr of the fineiy crafted woodwork ride the Great Hai:. "I thoug`:t it was absolutely beautiful," Betters, now in her eighties, told The Bay Neu:s. "They did a wonderfu; job. - The baric building, which now houses the NHL trophies including the Stan:ey Cup, was just one of several Toronto Pathway for sale Ajax Town staff have been directed to clear the way for a possible sale to area residents of an unkempt pathway "that leads nowhere." During an executive and development committee meeting July 22, Richard Stevens of Lachlan Drive spoke on behalf of himself and three other residents who want to purchase a path currently linking Lachlan and Hettersley Drives. Stevens and the other residents own property abutting the path The matter was deferred to the next executive and development committee in early September where affected residents will be given an opportunity to address the issue. Staff have also been directed to make necessary preparations for a possible sale of the town - owned property. "Our idea is to solve some of the problems that are ocauing on the path," Stevens told committee. He Called the link a "path that Wads niowiiere" and a "harVut for teens." The area is Tittered with broken bottles and other trash, is a location for drinking, and is noisy at night, Stevens said. "It's a dump. If there was a light there, perhaps this wouldn't occur. But there's no guarantee." Stevens said he, and three other area residents whose homes abut the pathway, want to purchase the land from the town and extend their own properties. Failing that, Stevens said the town should at least maintain the interlocking stone walkway. He argued that eliminating the path will rid the town of a headache. It would riot severely inconvenience those who use a now, since other routes to access Lachlan or Hettersley Drives only add "a minute to travel time," he said. The pathway was originally constructed by a home developer to provide access to four model homes. Stevens said the route was never interided to be a short -at for area residents. The greatest obstacle in the way of a possible sale appears to be the objections of one area resident who wants the pathway to remain. During a meeting in June, committee rejected a purchase request by the same group of residents. :andrnarks that Mollington, who died in 1887, '-ad a hand in. Wildwood Ford Sales in Pickering can and has turned that sort of dream into a reality with a unique program called Ford Swap. It's a 24 -month deal where the only thing a customer pays for is the use of the car — plus automobile insurance. Wildwood Ford General Manager Bill McMaster explains how it works. Go down to the dealership and pick out the car or truck you want — then payl e first and last month's fee, p applicable licence and taxes. Then drive away. Bring the car back to the dealership in two years. Then select one of two options. Buy the car outright for a pre -agreed price, or hand back the keys and pick out a new vehicle. "In the meantime, you bring the car in for maintenance according to a schedule set up at the signing of the zigreement," McMaster said. But the big difference is that the bill you get back when you pick up the vehicle always stays at 'no charge. While your car is in for service, Wildwood will shuttle you home while it's being repaired and pick you up PIIF11NIIL'•_ L''L•I•l »• a f • vvap provides new JL when the work's done. If the vehicle is kept overnight, Wildwood will loan you a car for the day — free of charge. 'The keys to this program are that you get to drive a new car every two years and you get to drive it free of maintenance costs for that time,' McMaster said. "You can't get a much better deal than that." I • _4 1 AL car every 2 years "There are other 2 -year ease programs available out there. But this is a new concept, in that it is a 2 -year maintenance -free lease." Leasing is fast becoming a more and more attractive alternative to owning a car. That's because the arrangement provides a number of attractive options, McMaster said. Lower monthly payments are among the most obvious considerations. Lower payments — and the fact regular maintenance for the vehicle is cost-free for a 2 -year period — make Wildwood Ford's unique new program a great deal, McMaster said. Ford Swap is another illustration of Wildwood Ford' continuing commitment to customer service and satisfaction. It's become a tradition at this Pickering dealership. Wildwood customers have always come to expect the best treatment — especially when it comes to service. A small percentage of these cancers include melanoma of the skin. By the end of 1993, more than 550 Canadians will die of this cancer which is almost always ouable if treated early. It has been predicted that one out of seven people born today will develop skin cancer sometime during his/her lifetime. One severe sunburn during childhood can double a child's risk of developing skin cancer later in life. This year will be worse for sunburns than usual because the level of ultraviolet radiation reaching the earth's surface is up to 25 per cent higher than in recent years. That means a lot less ozone in the atmosphere above Canada right now. The ozone layer is a thin layer of gas surrounding the earth. It serves as a sunscreen, blocking out most of the surfs harmful ultraviolet (UV) rays. As the amount of omen with the layer decreases, the sun's UV rays reaettirtg the earth increase. United Nations projections are that a five per cent kris of ozone will meant a 13 per cert increase in the number of skin cancers each year. UV rays are invisible. However, their effects can be seen in sunburns, premature aging of the skin, and can contribute to skin cancer and cataracts of the eye. The more UV we are exposed to, the greater the risk of developing these problems. So, take some advice from the Canadian Cancer Society this summer. Wear a shirt and hat and liberally apply sunscreen when you are outdoors. In fact, the regular use of sunscreens in the first 18 years of life could reduce the lifetime incidence of skin cancer by 78 per cent. It is important to protect your skin and see your doctor about any suspicious sores, spots or moles. Avoid midday sun (11 a.m. to 4 p.m.). • Wear clothing that is tightly woven to block sunlight. • Wear a broad -brimmed hat that will shade your face, neck and ears. • Apply waterproo: sunscreen with an SPF of 15 or higher to all su ni exposed skin. Consult your doctor or pharmacist for help in choosing a sunscreen. When applying a sunscreen, follow the manufacturer's recommen- dations.
