Picov, whose family has operated a quarter horse racetrack on Highway 2 west of Audley Road in Ajax since 1969, warns approval from the town to establish a large-scaie racetrack that could accommodate thoroughbred and standardbred horse racing. Picov suggested the idea during an Ajax council meeting on July 12. If the request is granted and if he is able to get racing dates from the Ontario Racing Commission, Picov said the Ajax racetrack could provide up to 3,000 new jobs and bring millions of dollars into Ajax and Durham Region. 'This could be the biggest thing to hit Ajax," Ptcov said during an interview. "But its up to the town. If they give it to us, that's great. CUPE Local 129 president John Woinicz confirmed that a deal between the town and approximately 400 full-time, part-time and casual outside and inside workers was ratified by a large margin" on July 8. The deal covers all unionized municipal employees inckding ;nide administrative staff, public works staff and transit employees. The deal provides no wage increases or improvements to the employees benefit package for two years. However, security was provided in the form of a "closed contract" which means the labor deal cari t be revisited by either party. "We just asked for some extra security in our contract," Wo*2 told The Bay Neux. "We realized the situation the economy is in. We wereri t going to ask for anything ridiculous " The town employees have been without a labor deal since the end of February. Bad news for town employees could still come in the form of the province's "social contract" legislation that was recertdy passed by Queen's Park poraieians. Arthurs added that there is some hard infrastructure ready to serve Seaton already in place, such as the new waterplant in Ajax. Activists from the international environmental group were on hand to alert consumers to the dangers of over -packaging — handing out pamphlets and soliciting names on petitions. The campaign at LOEB — the second in the Toronto area and first in Durham Region — is part of a series of cross -Canada protests conducted by Greenpeace called Ripoff Action. Gary Kirk, the Toronto -area canvass director for Greenpeace, said a group of seven stayed at the grocey store for two hours, collecting more than 300 signatures, before being asked to Leave by LOEB management. "They were not thrilled to have us there,- Kirk said. Kirk hastened to add that all supermarket chains — not just LOEB — are targets in the Greenpeace campaign. Protests in the next month throughout Ajax and Whitby and Oshawa are being planned, he added. The activists urged shoppers to refuse excess on packaging and Kirk noted that a number of consumers removed excess packaging from their purchases and left it with cashiers. Before they left, Greenpeace supporters did some personal shopping and also left what they believed to be excess packaging with a cashier. The organization wants the elimination of over -packaging on such items as vegetables on polystyrene plates wrapped in cellophane and toothpaste tubes packaged in boxes. They also want more products available in bulk form and more reusable containers. "Paper packaging is part of the equation which ieads to pointless deforestation. So every time we refuse over- packing, we reduce :he number of trees that are c:.;� dowT:," Kirk said. "In addition to the environmental cost, there can also be ar. economic cost," he added. "The packaging can be up to 50 per cent of the cost of the product. I don't think there s a lot of Canadians w^o are aware of that." The Durham Region Official Plan, once approved by the province's municipal affairs ministry, will for the next 30 years outline the shape and scope of residential, commercial and industrial growth from Pickering to Newcastle- and Ajax to Brock. Region politicians are anything but pleased with the provincial modification to their proposed plea. They took the opportunity to vent their outrage and frustration during a council meeting in late May. The public gets Its chance to jeer the proviaa today. When the Official Plan was sent to the province two years ago, Durham Region politicians and municipal administrators regarded it as pretty much a finished product. However, after provincial planners got throe& revamping and revising the place earlier this yeas; many of those who helped shape it said they hardly r"nized the document anymore. If the situation wasn't so ironic it would be comical to consider how Merently provincial and municipal planners envision the future of Durham Region. The province's lengthy lust of amendments to the Official Plan includes major revisions to the region's projects$ population, employment and density figures. First of all, the choice initially comes with the place of employment. You can choose to work for Stelco or Dofasco, you can teach in the private school system as opposed to the public school system, etc. Mr. Vidlak is, therefore, completely free to negotiate on his own behalf. Basically, employees can negotiate for salary and benefits three ways. They can bargain individually with their employer, they can hire an agent to represent them at the negotiating table (as movie stars and baseball players do), or they can collectively vote a representative to negotiate on their behalf. The latter is known as collective bargaining and is entirely based on the decision of employees. The process of certifying a union is a complex one and requires majority vote. If at any time the employees decide collective bargaining is not in their best interest they can decertify. Admittedly, once a group of employees has chosen to be represented through the collective bargaining process, individuals within that group may no longer negotiate on their own behalf. This, however, is democracy. Individual workers dissatisfied with the job their representatives are doing have the opportunity to convince their co-workers to decertify. Mr. Vidlak seems to be of the impression that unions or collective bargaining agents have been irresponsible and guilty of extorting exorbitant settlements. Again, Mr. Vidlak is unaware of the collective bargaining process. The purpose of negotiation is to find the "bottom line." This applies to both management and union. A union who, through incredibly skilled negotiating agents, manages to force employers to give more than they could afford runs the risk of bankrupting the company. Equally, a management team capable of forcing a poor settlement on workers will end up with disgruntled workers and poor productivity. Neither side wins and this is certainly not the objective of any negotiation. Most employers and employees in Ontario negotiate fair settlements through the collective bargaining process. It is a practical, well regulated and time -tested process. 1 wish Mr. Vidlak luck in negotiating his own contract. 1, on the other hand, appreciate and applaud the efforts of those who bargain on my behalf. Tough times for non-profit housing corporation By Gknn Hienft Despite the most successful year in its eight-year existence, Durham Region's Non -Profit Housing Corporation is facing difficult challenges in the future, says the corporation's general manager. Michael Noonan told The Bay News, after the corporation's annual meeting in Whitby last week, that the need for non-profit housing is being questioned during tough economic times. There is a growing sentiment that it's a burden on the taxpayer and because of the current high vacancy rate, its a renters market, anyway, he explained. "The suggestion ;ss that its not needed — it's outlived its usefulness," Noonan said. "Our challenge essen,:aiiy s to ensure there remains enough ailocat:or. to buiid nor. -profit housing to meet :he needs of the less fortunate members of society." "The demands, expectations and needs of the public are not lessening and in many instances are becoming more acute. "All combine to make the planning and undertaking of operations over the short, medium and long terry extremely challenging, to say the least," Dionne added. Noonan said another challenge facing the organization is providing community services for residents. "We ^ave to recognize that were not just building a housing project. we have to provide services as well. It's more than just a housing project." he said "We don't want to beco ne an island unto ourselves. This talented student is well known iocaIly in Ajax for his horticultzal work. 3 injured in crash Three people are in serious condition after a head-on collision Sunday on Brock Road north of Highway 7 in Brougham. The accident ocoared when Scarborough's John Rupke, 44, riding a motorcycle in the southbound lanes, collided with a 1988 BMW driven by John Mahoney, 48, of Paddock Road in Pickering. Also in the car with Mahoney was his 11 -year-old daughter Pascale. Rupke was rushed by air ambulance to Sunnybrook Medical Centre in Toronto while John and Pascale Mahoney were taken to Markham-Stotl&& Hospital. Pickering firefighters were forced to use the jaws of fife to remove the two from the wreckage of their car. That's the opinion of Ajax Mayor Jim Witty who expects region councillors to endorse a revamped version of the long- term planning document at a spedal council meeting today.
