Costco, headquartered in Washington state, mates 101 warehouse outlets in four provinces arc 15 states with annual sales of $6.55 billion. ne Aiax store will be the first in Ontario. Volume is what its all about." The Ajax location is the first of several planned by the company in the greater Toronto area. Costco hopes to add 30 new outlets this year in Canada, the United States and England with sales pojected to grow to $8.5 billion. The announcement gives Costco the jump on arch -rival The Price Club. The latter is expected to get inning approval shortly for a planned 116,000 sq. ft. facility in Whitby. The Markborough site, located on the north side of Highway 2 at Harwood Avenue, is already fully approved and pre -coned. Sanderson made no secret that Costco is after some of The Price Club's market share. "Ajax happens to be where the battle lutes are drawn," he challenged. Progressive Conservative supporters might be asked to consider that possibility after the Ontario riding MP announced he is considering launching a campaign for ply leadership. Soetens told The Bay News he has been approached by Tory supporters in the Toronto area encouraging him to run. He said he met with the group last weekend and gave them two weeks "to see what kind of financing they can muster and what kind of team" the group can put Soetens said he wasn't fazed by recent media polls that have all but conceded the leadership race to defence minister Kim Campbell. Polls have apparently been enough to scare off high-profile candidates Perrin Beatty, Bernard Valcourt and Barbara McDougall. "I understand (Campbell) is a formidable opponent but until the 4,000 delegates are chosen, polls don't mean that much," Soetens said. "Anything can happen." But if he runs it will be because of the issues at stake, not his image, he said. "I would do it because there is one very important issue that has to be addressed, and that's the economy, as Inked to the debt," he said. He was the sales/marketing manager for Whitby's Lasco Steel until 1988. 2 The Bay News, March 17, 1993 Brenner asked to defend his election campaign once more By Dan McLean Pickering regional councillor Maurice Brenner is back defending his 1991 election campaign less than a month after the Elections Finance Commission rejected an expense audit request. Former Pickering councillor Alex Robertson served notice to the Town o` Pickering on March 11 calling for yet another investiga::or — this time a cor :)::a-ce aud:t o Brenner's financial statements. Pickering council will likely consider the request at its first meeting in April. Last fall Robertson requested an expense audit of the 1991 election campaigns for Brenner, Ward 3 Regional Councillor Rick Johnson and former Ward 2 Regional Councillor Doug Dickerson. The campaigns of Johnson. and Dickerson may also be s,:biec* to an additional audit. "In the weeks to come I will be reviewing the papers of three other candidates with a hope of eventually being able to compile enough facts to warrant a compliance audit," he stated in a press release. Robertson's call for an investigation of Brenner is based on issued receipts for two individuals and two corporations. Brenner also did not incride a $642 auditing lee as part of his claimed $7,000 worth of expenses. The campaign contributions in question total $2,250 from four contributors. During an interview with The Bay News last week, Brenner called these "technical -clerical errors." "This was not done deliberately," he said, explaining he filled out his own receipts and didn't hire a financial officer to scntinize his election campaign. "I have already taken steps to correct these small technical errors." The errors include listing two corporations as contributors to lis campaign. The two sources, n fact. should have been listed as l divd als since one was not :r,corporated and the other company is owned by a sole proprietor. Brenner issued individual receipts to two people listed as contrbutors. A couple cannot contribute as an individual. The regional councilor said the errors were based on lack of clear definition on his part. "1 made an assumption because ..is is what I thought," Brenner said, explaining why he l 3eci out PRINTING his receipts the way he did. Brenner added that his campaign had been audited but such clerical errors wouldn't necessarily be discovered by an accountant. The charges have cast a disparaging ckxd over Brenner's election campaign and his credibility. The Ward 1 regional councillor said he is extremely angry and has felt persecuted by Robertson for the past year and a half since his re-election. "It's getting to the point of when does the 'witch hunt' stop?" Brenner lamented. "How long am I going to have to prove I'm innocent?" He reasoned that close scrutiny of any "candidate in the province" would likely reveal technical errors in any election campaign. That's because the M=c;pal Elections Act is much more demanding and more difficult to adhere to, he said. But Brenner insisted he has not done anything deliberately wrong and despite the clericai errors, his campaign was "within the spin.* of the Ar.. I made a technical mistake and I'm going to correct it." h appears that Brenner could be dogged by future charges, even if the current investigation is rejected by the town. The Municipal Elections Act allows any citizen the right to request an unlimited number of investigations. "I think it's a flaw in the Act," Brenner said. "I have no protection. The orchestra will present a community gala at Pine Ridge Secondary School on Liverpool Road on March 27 at 6 p.m. Details of an inaugural 1993-94 4 -concert series will also be revealed on that day. Riches, a former Pickering resident currently involved in community church work, was winner of the 1977 Dr. Heinz Unger Conducting Competition. He brings considerable experience in the orchestral field — having served as music direror and conductor for the Nora',, York Concert Orchestra since 1989 and interim, director of the Brampton Symphony m 1992-93. As for a start-up date on the rest of the shopping centre, Hossack said he would be surprised if the tenants didn't want to be up and running sometime next year. The Ajax shopping centre, when all phases are completed in 10 years, is expected to be as large or larger than Pickering Town Centre. Durham Centre has been in the planning stages since 1985. Cwarfe Lllr';E6 1 Brenner unfairly portrayed as crook Pickering regional councillor Maurice Brenner may deserve to be called a lot of things, but crook isn't one of them. At least not based on the evidence resident Alex Robertson — a former member of Pickering council — has presented. Robertson appears to be on a crusade against Brenner and two other local elected officials suggesting all have contravened the Municipal Elections Act. The Elections Finance Commission concluded last month that there is no basis for an earlier expense audit investigation — a complaint leveled by Robertson during the fall of 1992. However, seemingly not satisfied with the commission's conclusion, Robertson is at it again, asking the town last week to initiate a compliance audit of Brenner based on flimsy assertions of wrongdoing to say the least. This complaint is largely based on "technical errors" Brenner made while filling out receipts for his 1991 election campaign contributors. It appears he erred on four receipts issued — two listed as individuals and two others listed as corporations. Robertson has uncovered the not -so - scurrilous fact that these four contriiwtors were inaccurately identified on receipts issued by Brenner. The receipt forms offer three choices under the heading "received from." Brenner had the option of listing campaign contributors as individuals, corporations or trade unions. .. Brenner s errors included listing two as one individual. Two other contributors were lasted as a corporation when in fad they should have been declared individuals. A key fad is that Robertson isn't suggesting Brenna didn't report all of his campaign contribudons, but that he dwcked the wrong boat on the receipts he issued. The innuendo its that Brenner tried to hide something improper. .... Srenner's crime may be that he's no ;great businessman. But based on these -charges, Brenna is certainly no crook. His errors seem honest mistakes that .Anyone could have made- ::.- So is Robertson takingao the role of: community "watch dog" looking to uncover a clear wrongdoing? We think not. This seems personal and the real story may be what axe Robertson has to grind with this regional councillor. 11►"� w+Yiw CAST ADRIFT. Along the roadside in Pickering, this snow drift almost seems to be sprouting plants and small trees. The "truth" will out, says critical resident Dear editor: At this point in time I am reluctant to have my version of the situation, discased in the media, however, I fee! that I have no other immediate alternative. Why some members of cound allowed me to speak about the town manager the way I have may be because there is a possibility that my statements are true — as I have always maintained over the years. When I was asked what I wanted, I dearly stated that a legitimate comprehensive investigation would satisfy my concerns. Why have other properties not had the same treatment that I received? The actions of farmer Maya John Anderson and the town manager can best be described as audadouu, which is consistent with my statements. The Bay News editorial of Feb. 17 dwibed me as raving, indicating delirious, which is not true. I can substantiate every single accusation and statement I have made over the years. What possible motivation would I have if my statements were not true to continue for so many years without any reasonable response from the town? To prohibit me from speaking to coronal because it is not in the best interest of the public is difficult for me to understand. When my statements are proven correct the public will find out how much every person has been affected Richard Mrd, Blackstock — Letters — Fire chief clarifies "organized chaos" comments Dear editor: In reference to your newspapers recent article entitled "Review planned for Ajax Fire Department," in the interest of accuracy I would like to offer the following comments. During the recent 1993 budget deliberations, council granted tentative approval to phase in two district fire chiefs in October 1993. Further consideration with regard to the proposed phasing in of another two distrid fire chiefs in October 1994 will be given following a presentation to the executive and development committee scheduled for June 1993. This proposal, if implemented, will improve rather than increase the response time of a senior fire officer to an emergency scene because he/she will be on duty rather than on can. Additim*, the concept of reorganizing positions within existing staffing levels rather than hiring additional staff for this purpose, was a conscious realization of the present economic conditions. This proposal, if adopted, win not cause future fires to be fought by only three firefighters as was noted. It was during the discussion relating to the potential value of this position at a recent serious fire emergency, had it existed, that I spoke of "organized chaos." This phrase was used in the context of explaining an operation which required the simultaneous rescue of 15 trapped occupants, the extinguishment of the structure fire and the coordination of our activities with those of other allied agencies called to the scene. This comment was intended to emphasize the need for immediate emergency scene co-ordination which would be provided by a district fire chief. After reading your newspaper's article, I was left with the distinct impression that the phrase "organized chaos" was used by me to describe the present operation of the Ajax Fire Departinent. Dump search for call girl called off A search for the body of a missing Toronto call girl at Brock West landfill site has been called off by Metropolitan Toronto Police. A team of Toronto police officers has been sifting through an area of trash approximately an acre in size since Jan. 18 in the hopes of finding the body of Grayce Baxter who police believe has been murdered. Baxter went missing Dec. 8, 1992. Patrick Daniel Johnson, a prison guard and former client of the woman, has been charged with first-degree murder. "We just felt we had looked where we wanted to look. It just wasn't practical to carry on," said Det. Sgt. Tony Warr, the homicide squad officer who heads up the investigation. "It's possible the body is still there, but it's a huge landfill site." A group of nine officers has been combing a cordoned -off area of Brock West, measuring 350 ft. by 150 ft. by 50 ft., during daylight hours since the search began. Warr said the search, aided by earth -moving equipment and involving wading through some 8,000 tonnes of garbage, was supposed to take three to four weeks but took police almost eight weeks. The search was finally called off Friday. Warr said the investigating team will carry on with other leads but admitted they may have to complete the investigation without locating Baxter's body. He added that he doubted an extensive search will take place anywhere else. Johnson will appear in North York court May 18 for a preliminary hearing. Historical board needs help The Ajax Historical Board is in desperate need of a part-time person to take on the daily duties at the board as well as help with the production of a book on the history of the town. Bryan Hilker, the chairman of the board, fears a considerable amount of research and work will be wasted if they don't get the needed help. "The board is greatly concerned that this progress will become stalled if we cannot keep on top of the day-to-day requests and the constant filing of information and documents as they are received," Hilker told Ajax council earlier this month. The board has undergone some major changes in the past year, inch ding the resignation of its secretary and past chairman.. Hilker admits they are struggling. But volunteer members have been able to tag, Aentify, photograph and catalogue all of their artifacts. he added. The Iargest project on the board's agenda is the town history book. Hilker told council that a complete budget for the book will be ready in early 1994, in time for the town's budge: process. Tne price tag is expected :o be approximately $125,000 and the historical 'board will be seeking financial support from the community. Hilker noted that they should eventually realize a profit from the sale of the books. Region boasts "triple-A" credit rating eery Ilerrema was proud as punch last week when the Region of Durham received its annual credit rating from Moodie's Investment Ilouse. The Regan was given the highest possible credit rating — a triple-A rating. That is rather unusual in these tough economic times. The bottom line for us as taxpayers means that the Region can borrow cheaper money because of its excellent financial position. However, the only time the Region of Durham is borrowing these days is to arrange funding for the school boards. That seems to be the only area of growth! We should also acknowledge finance commissioner Jack Gartley, who keeps tight reins on the dollars and the members of the finance committee. Evans, our CEO at Durham Region. As a past regional councillor, 1 was there to say thank you to Don for the way he responded to each and every one of my requests during my tenure. The board announced last week that service at the Bay Ridges branch will be reduced from 30 to 20 hours a week. The service reduction will take effect on April 5. Hours w 2 be 10 a.m. to 8 p.m. on Tuesdays, 1 p.m. to 5 p.m. on Wednesdays and 10 a.m. to 4 p.m. on Saturdays. The branch will be closed on Thursdays. According to a press release, the service reduction move was made as a result of the loss of $23,000 from the Bay Ridges branch staff payrofl. Chief Librarian Sandy Cameron noted that Tuesdays and Saturdays — the most popular days at the Bay Ridges branch — are unchanged. Story hours and class visits will also remain the same. The move was the second time in two years that service at the Bay Ridges branch had been reduced. During 1992 in yet another cost cutting move, hours at the branch were reduced from 45 to 30. The ultimate fate of the Bay Ridges library is a question mark. The towns library board is currently preparing a 5 -year plan for library service in the town which could mean its eventual elimination. The finishing touches are being made at elegant Victorian Garden banquet room located at Randall Drive and highway 2. Once completed, patrons will be offered an experience in dining out like nothing they've ever had before. "What we're trying to create here is the feeling of a beautiful Victorian home," said Elaine Thiemann. "People are going to be talking about this place from one side of Toronto to the other." Victorian Garden will be what Thiemann describes as a special occasion facility. Two 3,500 sq. ft. beautifully designed and decorated banquet rooms will serve a variety of functions. Weddings and other private celebrations will certainly rank high. Victorian Garden will I feature wide-ranging menus and dinner packages. There will also be a number of special events designed around a particular theme. The first — an afternoon tea featuring a menu that you might find at the historic Empress Ilotel in Victoria — will be just the beginning. April 17 will feature a fifties and sixties night with a full buffet that will include hot beef sandwiches, sodas and milkshakes. Also, it's on a "come when you can" schedule. That means people can visit for a weekend or the entire week, whichever is most convenient. This volunteer -run program offers a variety of activities ranging from boating and camping to theatre and guitar lessons. "The main theme is sharing," says McGee. Another difference is that children and adolescents plan, organize and run all activities with adult supervision. "After all, 'kids' know 'kids' better than adults," says McGee. "'Kids' learn through helping their leaders run their troop. They become better equipped to lead others." The adult supervisors are volunteers who donate five hours each day to the camp. The council encourages people with hobbies to share and time to spare to become volunteers. "Everyone has the teaching ability, sometimes we just don't realize it," says McGee. At least that's the opinion of Ward 2 Local Councillor Eileen Higdon who issued a press release on March 12 criticizing the March 8 celebration of International Women's Day in council. Brenner made the presentation on March 8 since the mayor would not attend council's March 22 meeting, the day after the International Day for the Elimination of Racism. The Ward 2 local councillor argued that the presentation to the mayor detracted from the International Women's Day event in council. 'Why honor themselves?" Higdon told The Bay News. 'Especially when they didn't have an award to give him (Arthurs). They didn't even let women have a day for awards without putting their own noses into it.' She was also incensed by the fact that neither she nor the town's civic awards committee were consulted in the selection process for the women who were honored by council. "One of the women recognized is a close friend of a member of council," Higdon said in a press release. She added that local women needed more of this type of positive community recognition and applauded the efforts of those who received awards. However, Higdon said she wanted women to be recognized "not by phony self-serving men but by the community through nomination chosen by a civic awards committee.' School board to chop 52 teaching positions The Durham 13oard of Education is poised to chop as I many as 52 teaching positions in an effort to trim its 1993 j budget. During a meeting March 8, trustees passed motions that will eliminate 24.5 secondary and 27.4 elementary teaching positions. In a statement issued, the board said it hoped most of j the lost teaching positions would be achieved through attrition. The cuts were made because of difficult fmancial conditions, according to a press release. The Durham school board will also reshuffle its I teaching staff — adding more teachers to Grades 1 and 2 i and assigning less to Grades 3 to 8. The move was made to take advantage of incentive grants offered by the I province's education ministry. The board also passed a motion to halve the family studies/design technology program in 1993. Man dies in fiery crash A Whitbv man rescued from a car fire crash on highway 401 near the Church Street overpass on March 11 at approximately 10:30 p.m. was pronounced dead at Ajax and Pickering General Hospital. Gordon Stewart, who would have turned 44 on March 12, had been pulled from his flaming car by a Durham Region police officer who smashed the automobile's window. The officer suffered cuts and burns to his hands and arms. According to an Ontario Provincial Police report, Stewart's car was travelling east in the centre lane of Highway 401 when it veered to the right, crossed three traffic lanes, hit a sign post and two trees before bursting into flames in a field beneath the overpass. The police officer used a flashlight to leash the window of Stewart's 1989 Citation. However, the driver had succumbed to his injuries by the time the officer reached hiss, police say. The Backgrounder will be a comprehensive document outlining the emerging planning issues and priorities identified to date through the official plan review You are invited to attend this public meeting and provide comments on the Review.
