Wasteprocessingplant ets council endorsement By Dan McLean Pickering council Monday night may have gotten a glimpse at the future of waste management that could someday be utilized right across Canada. Representatives from Canada Composting — a company that proposes building a state-of-the- art waste processing plant at a tentatively identified 3 -acre site on Clements Road — outlined a proposal during a 30 -minute presentation. The facility utilizes proven European technology pioneered in Germany, to extract both energy and reusable materials from residential and commercial waste. Essentially, the facility transforms waste into high quality compost and methane gas. While the plan is in its most tentative stage, company president Kevin Matthews came to Pickering seeking support from council_ Further applications to the province's environment ministry to build the waste processing plant reqs: res such an endorsement. Wi!.- the excep::c:: of Regional Cour:c::cr Va- Kempen. wanted from local politicians in the form of a council resohdion encouraging the company to seek further necessary approvals. Even Van Kempen applauded the basic idea. However, his reluctance was based on a lack of specifics regarding the processing facility. He was also concerned that council's resolution may send out a wrong message to other politicians. He argued that endorsing a waste processing facility could be interpreted by some as a willingness to support another area landfill. "I think this could be very dangerous," Van Kempen told council. "It could send the wrong message to the IWA (Interim Waste Authority) and the provincial government." He suggested Canada Composting provide more specifics including further details regarding the exact iocation of the proposed facility, what type of waste (residential or corn te'ca1 would be processed and how the tratena: would be handled However, Va:: Ke—pen mo -:ors :o table, anc support. Both Regional Councillor Rick Johnson and Mayor Wayne Arthurs applauded the concept and appealed to council members for support. Clearly frustrated by colleagues who attempted to delay the resolution, Johnson chastised those who were prepared to hold up the endorsement suggesting they failed to understand the proposal. Listen to those subconscious mind musings To some people, a dream is purely a fantastical story or the result of an over- active imagination. However, there are others who believe in the powers of the subconscious mind and the messages it sends through dreams. Sleep neurophysiologists, professionals in dream analysis, have dedicated their careers to discovering the knowledge within dreams. I admit to being a firm believer in the art of dream analysis. But it's a relative science — it depends on your social proximity. The dream of a person living in the city may represent their perspective on life. For a city dweller who dreams of a snake, it can be a warning of a hidden danger "slithering" into the dreamer's fife. Yet to a dreamer living in a Jungle or a place where snakes are common, the message may simply represent something more basic — like food. There have been several occasions when I have gone to bed with a problem only to awake the next day with a potential solution. This is because while a person is asleep they cannot conceal or deny any feelings. The subconscious mind is givers the chance to produce a solution that is suitable to the problem and acceptable to the person. For several months I had a recurring dream. Although slightly different each time, the concept remained the same. I was constantly on the run from a pursuer I couldn't always see. According to a dream interpretation book I read, this means the dreamer is avoiding a problem. The definition can become more specific as the dreamer adds more details of their dream. Another common dream that most people can relate to is falling. Be it 10 feet Nakedness in a public place is another scenario that seems to creep into the occasional dream. This represents the dreamer's fear of letting others see the real them. It exposes a possible vulnerability if others should see them for what they really are without any conscious masks. There are interpretations for almost every type of dream. Some definitions took me by surprise with their contrary meaning. For a person to dream their own death is interpreted as a positive omen. It represents the death of a phase of the dreamer's life or attitude. Its a symbol of moving on and leaving something behind them. Dreams are entertaining and can be informative if put into proper context and 3..: perspective. Although dreams may be the musing of a or 1,000 feet, it all feels the same — a playful subconscious or evert the occasional slow motion plummet, and waking up remnant of the most recently viewed before you hit the ground below. movie, most would agree there is an Now, with my dream interpretation book undeniable connection to the conscious in hand, I've pegged this one too. Now, it appears their wish is finally coming true. Ajax Town Council gave the go-ahead to the $8 million project at Monday's council meeting. Tenders will be issued for the centre, which is expected to include a leisure/family pool (fully wheelchair accessible) and a branch library. Construction will take approximately 15 months. Council hopes work on the A4 community centre can begin by summer and completed by late 1994. Ward 3 Councillor Steve Parish cast the only dissenting vote, saying coundl has to have a firm and tight grip on the purse strings in times of restraint. If the project is approved there will be no question of any other capital project, "because we've emptied out the store," he said. Approximately $1.2 million is earmarked from the capital projects reserve, slightly more than half of the reserve's total. A further $6 million is expected to come from the development charges reserve fund (both pre and post Nov. 1991) with the final $800,000 coming courtesy of a culture and tourism ministry grant. The Ajax Public Library board is also directed to apply for any grants they might be entitled to for the project. T. e other councillors, while concerned about not "breaking the bark- did not share Parish's pessimism and waxed enthusiastically about the project. "There's an immediate and vital need for this," said Regional Councillor Susan Dulny, noting that the construction of the centre would Put people back to work. Ward 4 Councillor Jim McMaster agreed, saying it is the perfect time for a major construction project. Regional Councillor Roger Anderson said north Ajax residents have waited a long time for the centre and that construction could get underway quickly. 'Let's hope the shovel can get in the ground before the frost comes out," he said. Totten Sims Hubicki Associates Ltd. of Whitby has been hired to issue the tenders and will be retained du ng the bidding process for a fee not to exceed $30,000. Today is Weedless Wednesday, part of National Non -Smoking Week. So its the perfect opportunity to try once more to "lick" the habit. If you do manage to quit, you won't be alone as a growing number of Ontarians have managed to pack it in. In 1966, 41 per cent of Ontario residents smoked, including half of all men. Today, that's down to 27 per cent. The decline is most evident in men — 1992 figures from the Canadian Cancer Society show only 27 per cent of Ontario men light up. But the figures for both women and youth have only decreased gradually. That smoking is a killer — tobacco use can lead to lung cancer, heart disease, chronic lung disease, strokes and other cancers — isn't disputed by anyone but the tobacco companies. It's also an expensive habit, and new smokng by-laws, inc&i ,ng one in Durham Region, are making it tougher on smokers. If that isn't enough, the U.S. Environmental Protection Agency says second-hand smoke causes cancer and non-smokers are more vocal in asserting their rights to a smoke-free environment. All of which makes Weedless Wednesday as good as any day to try to give it up, says Pickering's Mary Cook, a volunteer with the education committee of the cancer society. "There was a time when half of my friends smoked. Now it's down considerably and, being a non-smoker, I think that's wonderful," she said. "And if the activities of Weedless Wednesday help (the rest to quit) that's great. But I don't know what else we can do." The activities of non-smoking week, locally, are sponsored by the Council for a Tobacco -Free Durham Region. Events include a photography contest, a restaurant challenge campaign, a mall display in Oshawa and free baby bibs to children born today in area hospitals, incLdng the Ajax and Pickering !ocation. The baby bibs form one of the two categories of the photography contest, dubbed "Smoking... it's not a pretty picture." The other category winner will be chosen frorn examples of the best things to do instead of smoking. The contest closes March 27. In the challenge campaign, restaurants will be encotaaged to go smoke-free today. With tobacco use in Durham slightly higher than the provincial average, cancer society representatives hope many local smokers take advantage of the activities of Non -Smoking Week to try to pack it in. Lynn Nazarko, a co-ordinator in the society, says Weedless Wednesday gives people something to focus on if they want to stop smoking. "It gives them some kind of goal. We hope people say, This is Weedless Wednesday, this is the day rm going to quit. - Cook agrees, and hopes that smokers crake an effort to stop today. "Go smoke-free for one day. Just try it, and then take it one day at a time." County Town auditions The County Town Singers Inc. will hold and tions on Jar... 20 at 8:30 p.m. at the Y.W.C.A. LTi Oshawa. A delegation of seven came to Monday's Town Council meeting t0 bandy bitter words about the town's new bus system and Transit Manager Terry Barnett. Accusations came fast and furious as critics of the transit system — the town took over the service from Charterways Jan. 1 — claimed the hiring practices were unfair, charged Barnett with nepotism, patronage, union -busting and hxnan rights violations. And, for the second time, Barnett refuted the charges. I rea4l have no comment,' he said after :he meetrig, "their akgatons are > Mounded.' T:nee tows: receive- rnore than 500 employment applications after it was announced late last year it would be taking over the transit system from Charterways. Most of the successful applicants were former Charterways employees, but critics of Barnett say that several drivers not hired were turned down for the wrong reasons. Susan Collins, a driver with 23 years experience who was not hired, said passenger safety was not taken into consideration in the hiring practices. She alleged patronage in the hiring of friends of town councillors, noting that "it reminds me of Brian Mulroney's senate appointments." Gordon Vickers, a union representative with Canadian. Auto Workers (CAW), said Something wrong has been done because C.—vers like Collins were refused employment because of union activities. "Somewhere along the line, someone put the old heave-ho to us." Gary Lilley, a national representative with CAW, was even more blunt. "Very frankly put, the practices of the transit authority have been discriminatory," he charged. "h goes without saying there has been a travesty here." He also claimed human rights violations, saying he had been informed that applicants had been asked to provide blood samples. Barnett disputed the claim. "It's first news to me ... I don't know where they get their information from." Lilley also said Barnett, despite statements to the contrary, had a hand m screening applicants. Ajax applied for a 1992 municipal recreation grant from the tourism and recreation ministry. The town hoped to receive $12,000 under the program and budgeted for $6,000. In the end, they got nothing. "It will have a negative impact," Witty said at the Jan. 11 budget advisory committee meeting. "We'll have to cut back (services) or find the $6,000 somewhere else." Beginning in July, Durham College will become the classroom for Durham Region Police officer training. Both organizations announced last week the creation of a police learning centre at the Oshawa campus. The facility will replace most of the education programs being conducted at an existing police training centre in Whitby. Police training will move to the Durham College centre on July 1. According to Police Chief Trevor McCagherty, the new facility will provide v_r.hanced police training through better instruction, improved facilities and stronger links with the community. For a long time the thinking has been that police learning had to be done in isolation," McCagherty told The Bay News. "It's important to me that we all learn together. The centre will be established as a part of our attempt to integrate police learning back into the community." Police officers who attend education courses will do their learning with other college stWents. The learning centre will share many of the classrooms and facilities used by other programs at the college. The learning centre will provide personal skills training, personal development and educational opportunities for the region's police services officers and staff. "Over the next two years I would expect that almost every person in this organization will have been through some form of learning at the centre," McCagherty predicted. The Durham Region Police employ 576 officers and 140 civilian staff. The state-of-the-art educational resources at the college will have an immeasurable effect on local police training, McCagherty said. Things like video training and other modern technical equipment — that are not available at the current Whitby training centre — will greatly enhance current police education. The challenge was to build a more modern learning centre without spending a whole lot of money that just isn't available, the chief said. But such resources are available in the community and Durham College administrators were extremely enthusiastic when approached with the idea of creating a police learning centre, McCagherty added. It does make sense — there's no need to duplicate facilities used for police training. "We're hoping they (banks) will take more into consideration than just collateral, especially if (those asking for loans) have been successful in the past," he said. "There are a lot of people with good ideas for good business ventures but they can't get started because the bank won't help them." "We want thein to look at the person and not just how much money or c6jeera: ;hey :nave -o s A "aw wpl offer." North York Mayor Mel Lastman seemed to agree with Anderson. In a press release, Lastman said there's a real problem getting business financing from the banks. "Banks have to start changing their policies on lending money or this year we're going to see more bankruptcies than ever before," he said. Anderson said the province's new Commercial Concentration Tax, a "tax grab" on parking lot revenue, was also raised. The tax does not affect Aiax or Pickering but is hurting Oshawa and Whitby, he said. Anderson estimates the tax could cost Oshawa $500,000 per year in lost revenue. Joint economic development projects were discussed. Mississauga Mayor Hazel McCallion called the GTA "the engine of the province," adding that if "the GTA doesn't move forward, the rest of the province sputters." The mayors also criticized the province's housing policy and called for lower hydro rates. The next GTA mayors meeting is Feb. 19 in Etobicoke. -PACT info meeting Jan. 21 The Pickering -Ajax Citizens Together for the Environment (PACT) will host an information meeting on the proposed dump sites in Pickering on Jan. 21 at 7:30 p.m. in the Recreational Centre's Banquet Rooms. _. ::For more information call Camille Jacques -Carr at 471-8096.
