The reason for their anger? The short list of candidate sites for a new landfill in Durham is in. For Pickering residents, the news isn't good. Four of five possible locations in the region for the next dump are in Pickering. For Pickering Mayor Wayne Arthurs, who hosted the conference, Pickering -Ajax Citizens Together for the environment chairman Lloyd Thomas and Durham West MPP Jim Wiseman, it's time to get touvh. Whitevale, as expected, is the most threatened by the future landfill. Three of the four short- list sites surround the tiny hamlet. The other possible site in Pickering lies adjacent to the present Brock West landfill. A fifth location on the short list is in the Newcastle area. Arthurs is appealing to people of Pickering to join the fight to keep a dump out of the town. He called for municipal, corporate and especially community support to convince the province to change its thinking. "The IWA has focussed on a community that has proven its ability to be an a N ersary to be reckoned with. We have done battle over the operation of Brock West in the past. We've done battle over the proposed P1 (former landfill proposal) under the former govern. -tent," the mayor said_ "Our opposition remains firm, our team is in place and we're ready for round three. 1 guess it's time to circle the wagons." The IWA announced the shat lists of possible sites for York and Peel as well as Durham Region on Friday. The total list is now down to 16 from the original 57 announced by Environment Minister Ruth Grier in June. A "mega -dump' in York Region will handle Metropolitan Toronto's garbage once Keele Valley in Vaughan closes in 1996. The landfill sites in Durham and Peel will handle their own garbage. With one possible York Region site sitting close to the Pickering bolder, there are also fears of a mega -dump in the Whitevale vidnity. He accused the IWA of simply paying "lip service" to Whitevale concern. The government knew from the onset that the Durham landfill site was going to be in Pickering, he charged "The KK (Newcastle) site is bwest in rating. The best sites are in Pickering," he said "The KK site was put (on the short list) to appease Pickering but it isn't gang to appease Pickering. It's gang to anger Pickering.* 'We're not saying 'no dump'. Just give us a chance to compete with an the other sites In a fair process and we'll take our chances." Whitevale has been a prime target since 1972 when federal and provincial governments expropriated lands for a prod PickAring airport and the town of Seaton. Both plans have since been temporarily shelved and now the tiny hamlet is gearing up for another 60. 'It's a heritage town," Thomas said, "and we're determined to keep it that way." Wiseman said the IWA is "wide open to accusations" that they haven't valued their prix ities properly and called the selection process an "Axminafion." 'There's a cycle here that needs to be broken' The MPP is also calling on residents of Pickering to join in the battle to keep the dump out of the community. "It's not fair; Pickering has done its share," he said in a press release (arid also sported on a button). 'This community has put up with decades of other peoples garbage. It cannot be forced to continue to do so. This idiocy has to stop — airports, nuclear plants, sewage treatment plants, hydro corridors and dumps, dumps, dumps — I say, no more. "It's clear the IWA sees Pickering as the dump capital of the province. The people of Pickering have to be heard — once and for all, enough is enough," he added. "I will lead the fight to put an end to the lunacy, once and for all. I'm calling all the people of Pickering to join together and fight this — we have no other choice. This is no longer a North Pickering problem.' Long-time council critic Richard Ward asked councillors to put away hidden agendas and make a wholesome choice. It's the fifth time in the Last two years that the question has come before councillors. Firehall advocate Councillor Kip Van Kempen has introduced the firehall issue each year during January budget talks, but has always lost the debate on financial grounds. Van Kempen managed to get enough votes for the Dixie -Finch project to go ahead during the mayor's illness earlier this year. It reached the stage of tenders, but last month executive committee rejected the tender offers and the project died_ Van Kempen resurrected the issue for reconsideration a few weeks ago, and it was defeated again. Advocates Rick Johnson and Enrico Pistritto were effectively silenced on this vote, Johnson chairing the meeting and Pistritto claiming conflict of interest because of his family's farm.) Fifth, councillors supported building a volunteer firehall at Claremont (long-term) and closing Brougham (long-term) after a new firehall somewhere is opened. Sixth and last, Mayor Arthurs, Pistritto, Wellman and Johnson supported identifying and acquiring land in the Whites Road and Finch Avenue area for a long-term firehall. The whole matter will come before council once again in two weeks and is a sure starter for budget talks in January. The battle, which actually took place during the we haus of Tuesday morning at a special meeting of council, pitted Ward 3 Councillor Steve Parish and Ward 1 Councillor Frank Schaper against Regional Councillors Roger Anderson and the absent Susan Dulny. Bitter words were exchanged over matters that had already been discussed extensively in committees prior to the causal meeting. The issues at stake were perceived inequities in the distribution of board appointments and DulnVs ability to perform the duties of budget advisory chairman. Dulny suffered an emotional breakdown and has been absent from council since September but is reported to be ready to return next week. The agenda for the special meeting was top-heavy with board appointments and everything went smoothly until Anderson was nominated chair of economic development, one of two "plum" committee posts. Schaper interjected, saying Anderson has "a biq burden to carry" and made a motion that Parish chair the committee instead. Parish threw his support behind the amendment and opined that there is a concentration of significant appointments in just a few hands. He hastened to add that he was not trying to play petty personal games. Ward 5 Camdlior Pat Brown agreed with Parish and Schaper that there were some inequities, but pointed cut steps have been taken to alleviate the problem. Brown would not support the amendment. Anderson, for his part, dryly noted he was pleased that Schaper is "concerned for my health" but if the job gets too hard, "hel be the first to know." The recorded amended motion failed, 5-2. The original motion (also in a recorded vote) passed 6-1 with only Schaper voting against it. The next item on the agenda was the chairmanship of budget advisory and that issue drew the most heated exchanges. Mayor Jim Witty Parish objected to Dulny being named to the post and called for an amendment to the motion, asking that Schaper be given the job. In the process, the church has wly slorevealed bits of its history in the form of various artifacts. A fireplace, said to be the culprit behind a 1929 fire, was uncovered behind a wall. Small pieces of a 1927 newspaper issue and old photographs were also found. I need a cure for post -World Series blues I was flipping through the television channels the other night and couldn't help but feel a sporting void creeping into my life. I couldn't find a baseball game. Then it hid me for the umpteenth time since the final put-out of the World Series — the season really is over —kaput — finis. And the Blue Jays won. But there's 57 charmis — if I can quote from Bruce Springsteen — and nothing on. Now, don't get me wrong, rm not exactly a baseball nut. But 111 admit to being a sports fanatic who plays no favorites. Normally, I cant sink my teeth into baseball until NHL hockey playoffs are over. Conversely, hockey doesn't much interest me ur d the basebal season is finished. But that doesn't even count the dozen or so other sports Ill watch or read about If given hat a chance. Now, the baseball season is over and the hockey Maple Leafs, for a change, are having a good season. Last time 1 chedWd, they were even a point or two ahead of Tampa Bay. But I just cant seem to muster any passion for the great Canadian game. I suspect rm suffering from World Series a4ftria withdrawal or post -series burnout or something. - There's no question the Fall Classic took a lot out of me. 1 haven't fined or died this bad for any other sporting event since Team Canada captured the hearts of the nation (and four games against the Soviets) 20 years ago - While I never made it over to Moscow for any games then — darn the luck — I did manage to make it to the first World Series game ever played in Canada. And the local heroes won that game, and two others after that. But really, I should get a life. After all, it's only a game. The problem is that I'm spoiled now, maybe even jaded. Only a world championship will get my armchair athletic juices flowing again_ If that's true, its too bad Imagine if 1 lived in Chicago. Until Michael Jordan came along, no "Windy City" sports team had won anything since wagon trains crossed the midwest. So I should be thankful I five where I do. And I am, but... Maybe I'll have to get mad at the Blue Jays to get them out of my system. After all didn't they let our own hometown hero Nigel Wilson get away in the expansion draft? But that could be a blessing for the youngster. He'll probably play big league ball with the Martins next season instead of sometime in the uncertain future with Toronto. So that wori t work I guess rU just have to come up with a mantra — say it over and over again to myself — the World Series is over, the World Series is over... When 1 get home, I can look for a Leaf game on television. And watch it. And tike it. Or 1 could hang around and catch a live hockey Panther or Axemen game. The Region of Durham, through its soil enrichment program, makes available to farmers treated sewage shdge containing nitrogen, phosphorus and other nutrients as a high- quality replacement for fertilizer. Farmers participating in the program save between $100 and $200 per acre in fertilizer costs. Spreading treated sludge on farmlands is subject to Ontario environment ministry guidelines. Under these guidelines, any potential farmland for sludge application is examined for suitability to ensure the spreading will not adversely affect the environment. A Durham Region sludge management study carried out by Simcoe Engineering Group from 1990 to 1992 indicated an abundance of suitable agricultural land for the application of sludge from all of the Durham mechanical sewage treatment plarrts. Within the southern section of Durham only (excluding Scott, Brock and Thorah Townships), approximately 19,200 hectares of agricultural lands are available for sludge application. Simcoe's study predicts that by the year 2011, only 47 per cent (9,000 hectares) of available land would be utilized if all treated sludge produced by Durham's mechanical sewage treatment plants are applied on land. However, one limitation is that sludge cannot be applied on frozen or ice -covered soils with possible surface run-off. Sludge produced during winter must be stored or managed in some (DURHAM REGION other way. At present, storage is limited to less than two months capacity. The remainder is incinerated. As the region's population grows, the potential loss of this valuable fertilizer substitute becomes more significant. "Adequate sludge storage capacity is essential to continue and expand the soil enrichment programs," says Chang Lee of Dtaltam's works department. Simcoe Engineering of Pickering is initiating a planning process to identify preferred programs and facilities to manage sewage sludge during winter months. This planning process follows established guidelines set out by the environment ministry's Class Environmental Assessment process for municipal sewage and water projects. A building freeze on the lakeshore neighborhood has been in place since the early 1970s, but that will change, subject to an appeal period, as well as approval at the Ontario Municipal Board level. The Ajax District Plan amendment was passed at a special coundl meeting Monday night, held immediately after a marathon committee -of -the - whole meeting. The Pickering Beach issue alone took three hours to complete. Approximately 60 people attended. Council heard from 14 community representatives, each with their own opinion on the staff recommended bylaw. The issue, which has been an on-going council concern for three years, will come back to cormdttee-of-the-whoie Jan. 11 (after an appeal process) before final ratification by fuU council. Town staff looked at five zoning proposals before recommending a modified option. The bylaw calls for a minimum frontage of 50 feet with a minimum depth of 100 feet, limiting the number of properties in the neighborhood that could be severed. The maximum height of new buildings will be 30 feet. Landowners looking to build will also have to provide the town with a site plan and a $2,000 security bond for grading work (to protect neighboring property). Residents already received approval for sanitation sewers — existing houses use septic tanks — but council decided storm sewers won't be added to the neighborhood. Instead, the town will be constructing storm water management systems. Storm sewers would have cost town taxpayers approximately $9 million. The town pian also retains residential zoning south of Lakeview Street. The Metro Toronto and Region. Conservation Authority and requested open space parkland zoning, allowing the properties to be sold only to the MTRCA.
