But a spokesman for the Ministry of Environment disagrees, saying the dump, owned by Metropolitan Toronto and used by both Metro and Durham. still has room for more garbage. So they hired geographers Tony Price and Rourke Bryan from the University of Toronto to study contour maps of the dump and draw their own conclusions on when the site should be closed. Their results show that the landfill site is within 6,000 cubic metres of capacity, Thomas said. However, if the 4 -foot clay cap and 1 -foot topsoil above the landfill is included in the calculations, the dump is almost 1,000,000 cubic metres over capacity. "People in Pickering had to know ... it has to be resolved," Thomas added. 'We want to start closure proceedings immediately. The ball is in their court." But Alex Giffen, a central region associate director for the environment ministry, said the figures from PACT are wrong because they're based on incorrect information. "We don't agree with the numbers. The site is not yet at capacity," he said. "PACT is basing their positioning on design capacity of 19 million cubic yards and that is not correct." Giffen said the total capacity of the landfill site is actually more than 26 million cubic yards — 20,050,000 cubic metres — according to site drawings submitted by Metro in 1970 and approved by his ministry. "We believe (PACT) misunderstands the design capacity of the site and they're understating the capacity by about one million cubic yards," he said. But Thomas is convinced the PACT figures are accurate and the dump should be closed. He also complained of "so many problems" associated with the site, citing the presence of methane gas, odors and other leakage he described as a "toxic soup" entering the groundwater in the past year. "We have to get this out in the open on when to start closure. We think it should be now." Arthurs, speaking from the mayor's office Monday, said he is upset with Metro and the MOE and questions their integrity after learning of the professors' report. He believes Metro assumed the settling of the landfill would allow them to overbuild the site and "that's not the game plant, never." Giffen admitted parts of the site have been built above approved contours but added that Metro is within its rights to do so. Providing, he added, that they underWiid in other areas to keep the total capacity within approved limits. PACT, of course, disagrees with that assessment. As lar as getting a closure date for the landfill site, in light of the new developments, Arthurs said he's confident he or PACT will hear from someone "before the week's out." More than 30 staff at the Rotherglen Centre walked off the job Oct. 23 after failing to hammer out a labor agreement with management for a first contract. The strike is now in its fourth week with no progress in sight. Ontario Public Service Employees Union (OPSEU) members say they're ready to go back to the table but management has so far shown no interest in talking. Ed Blazo, the executive director of the centre, counters by saying that management has bee:: prepared to meet with the union ever since the strike started. At the very least we want them to come back to the bargaining table and deal with the outsxxEng issues. - Child care workers at Rotherglen earn between $26,500 and $30,500 anni:aily. A top paid shift leader earns approximately $35,000 each year. Blazo was quoted saying management is "quite open to talk" on the staff scheduling issue, but Van Dusen believes the issue is not open to negotiation. `They're not willing to meet with the union until the union moves on its demands," she said. Blazo countered by saying that picketers were puncturing tires of non -striking staff cars stopped at the picket line. The union has also charged management with moving dangerous young offenders to unset re open custody, contrary to judge's orders. The centre serves as a home to youths convicted of serious crimes such as sexual assault and murder. There are normally 20 youths housed at the centre, but more than half have been assigned to group homes in other communities in the Greater Toronto Area. Tie rernaining seven or eight youths are being watched by management and non -striking staff. Biazo scoffs at union concerns, saying the practice is a normal procedure allowed under the Young Offenders Act. "They're just trying to get the community nity all uptight,- he said Since that turbulent first week, it's been all quiet on the strike -front — too quiet for striking guards who say they would just like the matter resolved so they can get back to wok. They have been trying to get their message across through flying picket lines at several Ministry of Community Services locations in Metro and area, as well as daily pickets at Rotherglen. On Monday, a contingent of seven guards attended Ajax city council and handed out leaflets to council spectators. They had intended to address council but neglected to go through the proper procedure to get their name on the agenda. Despite setbacks, the union has not become frustrated, Van Dusen said, although optimism has been guarded at best. "We're surprised our spirits are still as high as they are," she said last week -We're hoping, with our flying pickets, we can put some screws in people's backs and get some wheels moving. We have to put some pressure on. Donna Ebbs, another communications officer with the union and a two-year veteran guard, echoed that statement after Monday's council meeting. "We haven't made any progress but were not getting frustrated," she said. "We're just getting more determined." However, resolving the issues and ending the strike still seems some distance away. Obviously, the two sides must sit down together at the table and try and resolve their differences. "(Blazo) is going to have to talk, because (otherwise) we're not going back in," Doleman said. Blain, in turn, says he's ready to talk "they know my number, they know my lawyer's number. They can reacts me at any time," he said. 'I don't know what the hell the problem is.' The school will serve as the site of a pilot project that may change forever, the way students resolve their arguments with others in a schoa seting. Ar initial group of approdmately 40 rider students at St. Anthony Daniel are expeced to take par, in a future series of training sessions. "Students will be chosen before the Omst has break and win be trained shortly afterward," Dr. Connie Edwards told The Bay News. Edwards is the consultant hired by the board to establish and implement the project. 'We will continue to provide students with training and eventually they will start mediating in a more formal way. The training will be done by Edwards herself, and a group of St. Anthony Daniel teachers who have already learned these sudlis. In addmor to instruction in :mediation. listening and empathy, participating students will take part :n a serves of role play and introspecnve exercises It will prepare trem for the first stage of the program, Edwards said. The first rec-,i"s wi:: oe asked to patro. a playground area for younger children. In the event of a conflict between children, the recruits will introduce themselves then ask if help is required. If the arguing youngsters decline, then the patrolling students must summon a playground duty teacher to intervene. If the youngsters accept the help, then the recruits assume the role of mediators — setting out ground rules and giving each youngster an opportunity to tell his side of the story. Each combatant is encouraged to think of ways to solve the conflict. 'The responsibility lies on the Shoulders of those in dispute to come up with a resolution," Edwards said Eventually, peer mediators would assume a similar role inside the school. Conflicting students will be offered the choice of peer mediation as a way of resolving personal disputes. "ii s an alternative within the school's discipline policy," Edwards said. "If mediation doesn't come up with an agreement then it goes back and traditional school discipline would carne into play." The mediator's role is clear. They get involved only when asked and their job is to encourage disputing students to come up with their own solutions. The collaborative conflict resolution program will evolve over a period of time and eventually become wider ranging and more comprehensive. While Edwards generally considers five years as the length of time for a typical implementation period, the rate varies on those involved, she said. "it evolves differently in just about every school that I've worked in." St. Anthony Daniel Vice - Principal Al Gabriel says the program will encourage youngsters to have a stronger affinity towards the school by giving them a greater ownership in it. He currently engages a number of youngsters as bus monitors and helpers in other school -related projects. "Tm a firm believer m a team approach to things," Gabriel told The Bay News. I think this program is an excellent way of getting the total school body involved in managing behaviors." "Children need the opportunity to take on some leadership skills. It's a way of teaching them to be responsible and accountable. These are the kinds of skills theyll take with them when they enter the workforce." Gabriel envisions involving Grade 7 and 8 students at the school initially. Eventually the program will include Grade 5 and 6 youngsters. Peer mediators will likely be required to wear some type of "marker" — possibly a slip-on vest — to make them easily identifiable to others, Gabriel said. "It will be a prestige thing — something they can be proud Of." Gabriel says an important task will be to reassure parents their children wont be asked to get in the middle of unsafe situations. School adults will always be involved in any dispute and youngsters will never be put in a situation they haven't been trained to deal with or feel confident in approaching, the vice-principal said. "We must sell the adults on the program and get the mystery taken out of it." AcuRA LEGEND. :.:!-%-.t32.5 Wanted U.S. criminal arrested at Pickering GO station A man who has been on the run from American authorities for more than eight years was arrested Saturday by a combined RCMP/Durham Region Police drug unit at the Pickering GO train station Michael HousIander was considered armed and dangerous and has been wanted by both the FBI and the United States Drug Enforcement Agency since skipping bail in Texas in September, 1984. The combined forces drug unit, with assistance from members of the Durham Regional Police Tactical Unit, acted on information received from the FBI in Fort Worth, Texas, and the DEA in Little Rock, Arkansas before moving in to make the arrest. Houslander, 46, will face extradition to answer to four counts of narcotics trafficking as well as charges of perjury and failure to attend court. These charges stem from a search of his former Texas residence in 1984 that turned up 359 pounds of marijuana. Houslander, of no fixed address, has been known to use several aliases and is awaiting court proceedings in Toronto. The Bay News, November 18, 1WZ 9 Head Injury Assn. celebrates anniversary The Head Injury Association of Durham Region will celebrate its 10th anniversary on Nov. 18 from 6:30 to 7:30 p.m. Association members and friends will meet in Oshawa to reminisce and celebrate 10 years of continued support for those who have experienced head injuries and their families. The association began as a small group of people who met at the Oshawa General Hospital. The only thing these people had in common was each person had a family member who had experienced an injury to the brain. Now the association has expanded from the initial 14 families to more than 300 in Durham Region. The Head Injury Association will meet on Nov. 18 to celebrate its past and also look to the future by providing continued support to those who attend meetings. Sonne of the nine campaign division efforts are struggling this year, United Way Executive Director Peter Beatteay admitted earlier this week So far approximately 60 per cent of the local target has been collected The campaign will end Dec. 9. Loral organizers are hoping to spread the word to each and every resident that their efforts will go a long way towards meeting this years goal. "It doesrit have to be a large amount," Beatteay said "But if everybody chipped in what they can, it will make a real difference." "There are a lot of people who don't corrtribute," campaign co- chairman Doug Wellman added, expkiinng if all 120,000 residents in both communities each gave $10, then the lod campaign would earn $1.2 million. "ft's not how much, but how many contribute." The large industrial section of the campaign is a particular concern this year. 'That's the area that is really straggling with the economic situation," Beatteay said. The public service sector effort is also down from last year. Special events are also struggling. Last year's events raised an impressive total of $85,000. However, only $37,000 has been raised this year.
