According to Elections Canada, a total of 53.1 per cent of Ontario Riding residents (those in Ajax, Pickering and Whitby) voted .n favor of the accord while 46.5 per cent rejected the proposal. The local numbers essentially mirrored the rather indecisive Prov =dal response of 50.1 per cent in favor. Ontario was one of )n.v four provinces where more people voted yes to the -ors,tutional deal. Broken down individually — 46,078 Ontario Riding residents voted Yes while 40,314 said No. Out of 117,226 voters registered, total of 86,714 turned out at the polls. That represented an :*npressive 74 per cent voter turnout. Conservative MP Rene Soetens, the federal riding representative, admitted he had mixed feelings about the local results. "I wouldn't say rm down but rm disappointed," he told The Bay News. "rm really quite pleased with my own riding. However, where we find ourselves, are the existing rules contirue." During a committee -of -the - whole meeting Monday night, councillors followed the advice of staff and opted to wait for a recommended zoning bylaw. Staff are pondering five options and will present a preferred choice at a meeting on Nov. 23. A zoning bylaw isn't expected to be in place until late December — approximately the same time when the first phase of sanitary sewers in the community are expected to be built. However, one option appears to have the support of most Pickering Beach residents, town staff and politicians. That would, among other things, provide for 50 by 100 -ft. lot sizes and homes restricted to a height of 36 ft. The zoning would also protect Metropolitan Toronto and Region. Conservation Authority (MTRCA)-owned lands and remove an existing commercial zoning designation from the area. Staff wait to incorporate comments received from residents in addition to reviewing the matter further, before making a final decision. However, more than one Pickering Beach resident who attended the public hearing portion of the debate, wanted council to make a decision immediately. Property owner Peter Gos endorsed the previous mentioned option, saying the town should not place any architectural controls on building designs. "This is infill, not a major subdivision," he told committee. "It's a business decision. More tax money is afforded to the town by the development of these single lots." Pickering Beach resident Shane Wasmund concurred. Wasmund led the 3 -year fight that ultimately is bringing storm sewers to the community. "I think the issue has gone on a fair distance now," he said "I would like to see this matter expedited as soon as possible." Wasmund also expressed his support for the 50 by 100 -ft. iot option. i think it's a good idea — not only for us who want to develop but for those with existing homes." Resident Janice Mitchell warned that the town should Steve Parish Ward 3 CounciiHor proceed cautiously for fear that certain conditions would destroy the integrity of the Pickering Beach community. She proposed maintaining a 200 -ft. lot depth and a 30 -ft. high building restriction. Ward 3 Councillor Steve Parish attempted to pass a motion that would have endorsed the 50 by 200 -ft. lot size option, in addition to deleting the commercial zoning and protected MTRCA lands as open space. "I think (the option) represents the view of the majority and most fully accommodates the view of everyone," he said. However, the motion was rejected by council. White ribbon week The Family Action Council and People Against Pornography will co-sponsor White Ribbon Week '92 in Durham Region Oct. 25 to Nov. 1. White ribbons will be displayed by people in many communities from coast to coast as a national protest against the presence of pornography in our society. People in every community in every province will be sending white ribbons to the prime minister, the justice minister, the premiers of each provincial government, members of federal and provincial governments, and civic mayors and councillors. INCLUDED .;FREE PARKING Pickering resident hopes to light a fire under council By Dan McLean Randy Vaine hopes he can light a fire under Pickering council in an effort to improve what he feels is a woefully understaffed and inadequately served local fire department. Vaine, who has lived in town only six months, first came to council's attention on Oct. 19 when during a public meeting, he spoke out against council's decision not to approve a new firehall on Dixie Road. Last weekend on Oct. 24, Vaine gathered 156 signatures on a petition caning for drastic improvements to the towns fire department services. The petition proposes building a new firehall, an ambulance services facility and implementing the recommendations of a 1987 consultant's report on town fire department services. He plans to gather more signatures at the Supercentre on Liverpool Road and Highway 2 on Oct. 31 between 10 a.m. and 3 p.m. Vaine will return to council on Nov. 16 with his petitions and a list of recommendations to improve the fire department. "The goal of my plan is to save lives," he told The Bay 1*ws during an interview this week. So far, he's been getting plenty of support for this cause. A number of local firefighters and others from as far away as Scarborough and North York expressed their appreciation during the petition signing last weekend, Vaine said. Vaine also heard some disturbing tales from residents who inked their names to his document. Some people living in northern areas of the town say they have to wait as long as 15 and 20 minutes before the Pickering Fire Departrnent could respond to their emergencies, he said. "This is not a reflection of the town's firefighters," Vaine quickly added. "They are the finest anywhere. But they just dolt have the resources to back them up." By now you've probably heard of Marlene Lambert She's the Ajax woman who, for the past two years, has tried to join the ranks of the town's part-time firefighting brigade. However, an outdated policy that says non-residents can't be a part of the team has placed a seemingly thick barrier of heavy smoke in the way of an obviously qualified firefightet From an administrative point of view, the Town of Pickering's part-time firefighter hiring policy (created in 1960) flies in the !face of past innovative approaches when dealing with other human rights issues — like employment equity. The Lambert situation serves as an embarrassment to the town and to those who must defend this foolish hiring policy. Resulting inferences cast doubt upon the Wring integrity of the k►d fin department . That was unfair and should not have been allowed to happen in the first place. The Pickering Fire Department's Impeccable record speaks for itself. Local firefighters are among the finest anywhere. More than 30 staff at Rotherglen Centre in north Ajax walked off the job on Oct. 23 after failing to hammer out a labor agreement with management. The rural farmhouse serves as home to up to 20 young offenders, some convicted of serious crimes like murder and sexual assault. Since the strike, many of the youngsters have been sent to other facilities while others who remain are being supervised by management staff. Executive Director Ed Blazo would not say now many of the young offenders are still in Rotherglen Centre. Deli fined A Pickering delicatessen owner was fined $700 last week after pleading guilty in an Oshawa provincial court to two charges of selling meat mixed with a preserving chemical. According to a press release from Consumer, and Corporate Affairs Canada, Pickering Wholesale and Meat Delicatessen was convicted of selling lean and extra lean ground beef fixed with sulphites. The chemical additive gives meat a fresh red appearance but is not allowed to be used in ground beef and must be clearly identified in foods that do contain it. President Luigi Di Vincenzo pleaded guilty on behalf of the company. The delicatessen is located on Krosno Bhd. The charges stemmed from sulphites found in two random meat samples taken by a consumer and corporate affairs ih>sp dm on dam. 23. Confrontations between striking and non -striking staff were reported on a picket line at the front entrance of the detention centre last weekend. Ted Loughead, staff representative for Ontario Public Service Employees Union Local 585, said three picketers were struck by cars driven by non- striking staff crossing the line. No one was seriously injured. "They just took a run at the fine," Loughead told The Bay News. "While nobody was seriously hurt, one person did end up on the hood of a car." However, executive director Blazo said he was unaware of any such incidents. In fad, he accused striking staff of puncturing tires on cars as they are stopped on the picket lune. During another instance on Sunday afternoon, Loughead said picketers on duty were threatened by men described as looking like "bike gang members." The staff representative admitted talks have reached a stalemate. The major outstanding issues include staff scheduling, pensions and working conditions. Loughead said the union has dropped a 5 per cent wage increase demand and is willing to accept a hike closer to a .5 per cent government funding increase. 0 Child care workers at Rotherglen earn between $26,500 and $30,500 annually. A top paid shift leader earns $35,000 each year. The most contentious issue appears to be staff scheduling. Loughead said workers at Rotherglen Centre currently are only allowed one weekend off each month and are required to work statutory holidays at regular pay. Staff are looking for a more flexible schedule but union representatives say management is unwilling to compromise. The union is attempting to negotiate its first contract since being certified in December 1991. However, Loughead said he believes it's up to management to make the next move. "We've dropped everything that we possibly can drop," he said. M accept telephone calls anytime from them to come back to the table." Blazo says management is also prepared to negotiate — even on the contentious issue of staff scheduling. "We're quite open to talk at any time," the executive director said. "We're quite prepared to sit down and negotiate." Now, 35 years later, he's found himself in a peculiar situation — deciding the fate of other hopeful immigrants. The Whitby resident is one of five Ontarians appointed Citizen Court Judge Oct. 19 by Minister of Multiculturalism and Citizenship Gerry Weiner. "I'm really excited and deeply honored," he said. "rm most definitely looking forward to these coming years." As a judge, Borosa will conduct immigration hearings to decide whether or not applicants meet Canadian citizenship standards. "I hope rm the good news judge," he said. "But already in my very first case, I couldn't approve the candidate." Although the full-time position is extremely demanding, Borosa plans to remain actively involved in the community. Hell continue his role as chairman of the Aiax-Pickering St. John's Ambulance, while keeping a watchful eye on other organizations close to his heart. He's been a past chairman, of the Ajax and Pickering United Way Campaign, director of Toronto Crime Stoppers, Providence Villa Nursing Home and Hospital, Metro Toronto Catholic Children's Aid Society and The Empire Club of Canada. 7ve been around for a long time," Borosa said. "I tackled all of these one at a time. This country has been so good to me, I felt l should give something back_" For 18 years, Borosa was Ontario's Chief of Judge Walter Borosa Protocol before stating a consulting firm in 1988. "I made a tremendous amount of contacts during those years," he said. "Maybe this was part of the reason I was made a judge. I really don't know who nominated me." Borosa will spend the next five years as citizen court judge, joining 51 others across the country. There are nine judges alone in the Metro Toronto area. Each judge must first decide whether or not a claimant has passed certain basic immigration requirements. To meet these standards applicants must have spent the last three out of four years in Canada and have no criminal record or deportation orders. The Beverly Morgan Memorial Award scholarship, raised by Pickering and Ajax citizens, will be awarded to a student from each of seven local high schools. 'h's a 'first' to have the citizens of Pickering and Ajax contributing to a scholarship," says Sherrill Willard, the education chairperson for PACT Each student will receive $100. PACT is an environmental group best known for its fights against local landfiIl sites. Beverly Morgan was a Pickering Regional Councillor. She died,-- Apni of 1990 "Beverav Morgan was a founding member and a keen supporter of PACT," says Willard. Morgan's husband, Leonard Morgan, now on the PACT board, will present the Beverly Morgan Memorial Award Scholarship to Anicka Quin at the Pickering High School commencement ceremony on Nov. 6. James Bradburn of Dunbarton High School, who is currently enrolled in the environmental resource management program at the University of Guelph, will receive his scholarship on Oct. 30 at the Dunbarton commencement awards. Aryne Sheppard of Ajax High School, who s currently enrolled in the Marine and Wildlife Biology program at Guelph, will receive her scholarship on Nov. 6 at the commencement awards for Ajax Nigh School. These students were chosen by their environmental studies teachers or club advisors. Honored students are judged on their contributions to the environment, their academic standing, and the environmental programs they're enrolled in. "We hope to encourage more students to go on in environmental studies by donating a scholarship every year to the Ngh schools," says Willard.
