The council is inviting local childrens agencies, commurvty groups and consumers to take part in design of new community Partnerships to support local groups who deliver health and social programs to "high risk" children. The provindalh-financed council is a region umbrella organization for 46 agencies involved with children. It's all part of a federal project called Brighter Futures — an initiative aimed at encouraging healthy and happier lifestyles for c.'tild•en living m poverty. "At risk" children are defined as those likely to experience higher- .han-normal incidents of poor health and nutrition, mental health problems, disabilities and injuries, or abuse and neglect. Living in poverty is identified as the major reason why children become at risk. It's hoped local input will help identify specific needs and concerns. The dialogue will also go a long way tmwds eventually establishing new programs aimed at, among other things, parent education and improved social and physical protection for "at risk" children. "It will be up to the cornnurnity to define the act programs," Children Services Council manager Diane Garvin told The Boy New during an lrteruiew. ;,L, _ . This report had company officials scrambling to extinguish the ensuing community concern. During a Sept. 4 mid- afternoon news announcement at approximately 2:15 p.m., Toronto radio station Q-107 reported an explosion had occurred, and that police and the fire department were on the scene. Area drivers were warned to stay away frorn Highway 401 at Westney Road because traffic was halted by the spectacle of a huge plume of smoke moving across the highway. However, a quick trip to the chemical plant on Fairall Street proved there was nothing near :he degree of incident that had been reported. A discharge of a dry chemical -industrial fire extinguisher apparently was mistaken for an explosion by some alarmed area residents. They called the radio station to report that. Company officials were Ieft scratching their heads. They were understandably perturbed by the news report. "We have a lot of concerned employees here," Dupont personnel manager Andrea Englert-Rygus told The Bay News during an interview at around 3 p.m. "This situation has been totally misrepresented." "At this point I don't know how Q-107 picked up the information. They did not contact us prior to releasing their news item." "They didn't contact our head office in Mississauga either," he said. An afternoon chemical spill at the plant may have triggered the ensuing confusion, the personnel manager speculated. According to Englert-Rygus, an industrial fire extinguisher brought to the spill, but not used, was discharged. This is a normal testing procedure. The test sent out a cloud of white smoke that quickly dissipated. Further compounding the situation — a sprinkler valve was inadvertently opened by an operator. It automatically alerted the Ajax Fire Department at Sept"ibe" 12th and 19t 10- 4 P b "Open House Special" approximately 2:30 p.m. They quickly responded and left. Englert-Rygus said the chemical spill was fairly routine and was brought under control by on-site company firefighters. "In no way was the community ever in danger," she said. "It was a situation brought under control very quickly." Q-107 newsroom reporter John Hesselink said the station's newsroom was alerted to the incident by listeners. "We received calls from hundreds of people," Hesselink said, explaining most callers surmised there was an explosion. He said the newsroom called the plant, but could not get confirmation from a Dupont official they spoke to. "He said he couldn't talk because the fire trucks had arrived," Hesselink said. "We decided to go on the air with it." The item was passed off as a note to the Friday afternoon disc jockey who reported the incident as an explosion on the air. Englert-Rygus said the company was forced to respond to numerous calls from concerned employees and family members as a result of the broadcast. She expressed concern the situation may have harmed the company's status in the community. "We are a responsible member of the community," the personnel manager said. "It's irrportan: peopie know, at." N See 164 v sUNlOOM sPEC1AU3Ti Computer 'hi -tech' everywhere at Pine Ridge High By Michael Manader When the last public high school was built here in Durham Region 21 years ago, technological studies were confined to two or three "shops" set off from the regular academic classrooms. But in the brand-new Pine Ridge High School, opening this week in Pickering, technology permeates every aspect of the school: — Student ID cards have Bar- codes that scanners will read to register attendance, just like in a supermarket check-out. — Monitors throughout the school are connected to satellite feeds for daily news from CNN and CBC. — Modems conned students in the school with other high- tech schools opening in Calgary and Kanata. — There are no reference books in the library — instead CD-ROM discs with state-of-the- art videos and graphics can be accessed by students for projects. "A student could survive and succeed here without touching a computer," said principal Jim Weaver in an interview. "But they obviously would miss out on all of the potential for enhancement that's here." The primary enhancement of a high school career at Pine Ridge is a working familiarity with several types of computer applications. These applications are not confined to computer studies, but are built into the regular academic program. This is according to the philosophy of broad-based technological studies, one of the latest buzz -words from the Ontario ministry of education. It means a literature student might research his story in the CD-ROM library and use a word processor to write it. Then hid convert it all to a soap opera format in video class, to be played back to the student body through the room monitors. There are seven computer networks in the school: the CD- ROM system in the library; the guidance and office system; the communications system which includes video classes; the hook-up to Durham (Public) Board of Education offices; computers used in classes such as robotics in "shops" or as synthesizers in music; the actual computer classes., and the simple computers in regular classrooms. The networks are imbed by a complex assembly called The Farmyard. Security checks ensure hackers cannot enter the board system to start altering their report cards. It's a hiking Pickering Mayor Wayne Arthtas, himself a former teacher, describes as one of the three cornerstones of the modern Pickering. The other two builikgs are the new Town Hall and Library, and the Recreation Centre. Aside from all the technology, this third cornerstone is by far the most beautiful of the three. Pine Ridge School is set in a natural wooded area at the end of Lh rpool Road. It connects directly to a 5 mile wooded trail along Duffin's Creek The Bay News, September 9, JIM S It's of the same old cinderblock constriction used to build schools for the last 40 years. That's why I want to get it started here so we can figure that out." Garvin hopes to arrange a meeting with all interested groups and people to define what types of services are needed for Durham Region. 711 see what kind of calls 1 get and organize a meeting with these people," she said. Brighter Futures is a program first announced by the federal health and welfare minister in May. It's a comprehensive 5 -year plan designed to improve the lives of more than 1 million children across Canada who are identified as "at risk." The government pledged $200 million over the next five years towards developing community partnerships to support new local initiatives. Children up to age six, their parents, pregnant women and nursing mothers are targeted for services. A set of Brighter Futures child development initiatives will focus on issues like childhood physical and mental illness prevention, child protection from threats to wen -being, promoting care and nurturing of children, and community partnerships. A total of $500 million has been budgeted by the federal government to address these concerns. Beginning Jan. 1, 1993, the federal government will also introduce a child benefit for low -inane families through a single monthly payment. A total of $2.1 billion will be provided over the next five years. Ottawa is still negotiating with the province to decide what specific Initiatives will be addressed by Brighter Futures project. "lure will be basic gtridelines handed down from the province; Garvin said, explaining community groups will consider such mandates when designing their own local schemes. She expects funds will be provided this fall or winter. The federal gouernrnent is enootaaging new initiatives, as opposed to utilizing some timubon of existing programs. Garvin expects the province's share of federal funds for 'at risk" children's programs to be everly split among communities across Ontario. THE ..... ,:,.►;. Such reminders can make a lot of difference to a community's viability and success, apart from the many other cultural and quality of life benefits to be derived from history's experience. Comparatively, our Canadian community histories are very limited and short. Not all that many communities in their past have any events or personalities of wide or national significance. Pickering and Ajax are, therefore, very fortunate to have within their boundaries at least two of Canada's greatest such treasures of Canadian history. One is political, the other artistic — with a further claim of a literary nature just barely beyond a local municipal boundary. So far, unfortunately, these treasures all have little or no visibility and there is hardly any apparent public awareness of them. Their community value is being largely wasted That serious oversight in our communities should be corrected -- the sooner the better. As it happens, the accidents of lives (and of time as reflected in the major anniversaries of events) :'have just now brought to the fore the story of this area's nationally isignificant martyred freedom ;fighter Peter Matthews, who's :sacrifice did more than that of ,01most any. of our ancestors to -bring us democracy. .Now, therefore, is a much -overdue :suitable occasion to create significant visible local reminders .'of this great local pioneer. <. Obviously the best of al! choices `for community action would be to raise a statue of Peter Matthews in the most significant of public places. Equally necessary are such things as the naming of public buildings, institutions, public squares, etc. P*"'or+oro Close to the waterfront in Pickering, a small footbridge framed by two imposing trees beckons to park strollers. Bigotry and the Space Age (8) All religions allow only brotherhood ft Hamid Maim, edits The five largest of the unfamiliar world religions have been examined in this series under the heading bigotry in the religious aspect. It has been found that there is essential harmony of the spiritual and eternal aspects of all these faiths — Islam, Buddhism, Zoroastrianism, Judaism and Hinduism, as well as Christianity — and that the differences are local and temporary. It has been found that in the eternal and spiritual essentials of all these faiths there is no basis for bigotry, hatred, or division among people. Rather it has been found there is only a basis for love, harmony and brotherhood in the essentiais of all these Earths of the planet Earth. Religion therefore, if it is urderstood, has been feud so far to be no basis for bigotry in the space age. One more recent and smaller worts religion, remains for review, this week — the Baha)i Faith. This faith pies twin founders, the one founder R4wceding the other. The first named the Bab was born in Shiraz, Persia (Iran) in 1819. The second Baha'i Faith founder, Baha'u'llah, was bom in Tehran in 1817. Both were of noble families. Lineage The Bab (Gate) was a descendant of Muhammad. Baha'ullah (Glory of God) was the son of a crown minister and was a descendant of Abraham, Zoroaster, King Yazdigird of Persia, and of Jesse, Old Testament father of King David. Both were amazingly learned in childhood and adulthood — without teachers. Both were beautiful, moral, generous, meek, strong, loving and magnetic. The Bab declared in 1844 he was a Divine Messenger come to prepare the way for a Greater One. The Bab revealed a Scriptures (The Bayan) to followers who were killed in thousands. The Bab was imprisoned and martyred in miraculous circumstances. All this happened in W sic years after his declaration of divinity. Greater The greater Baha i Founder, BaMu'llah, was a follower of The Bab. He was imprisoned in a Tehran dungeon in filth among crimirlals where He had His experience of divine revelation as a Divine Messenger. This experience He kept secret through 10 years of exile and persecution. Gayle Woolson in the book Divine Symphony, Arcee Press, New Delhi -110055,1971, writes: A Divine W brld Order was revealed to Baha'ullah based on the unification of all religions, rooes, nations and classes in a Universal Fellowship, and whose objective is the founding of a new universal civilization. This implies, in brief, the establishment of a universal Parliament of Man to ensure the peace and well-being of all mankind; a universal tribunal of justice to settle matters which would otherwise be the cruse of wear; an international police force; a single code of international law; one universal auxiliary language and a common script to promote world understanding; universal obligatory education to eliminate ignorance; the preparation of the minds and hearts of the people to live as world citizens freed from the shackles of racial, religious, national and class prejudice; and the elevation of human conduct to noble heights wherein lies the true progress and happiness of every human being. Declaration In 1863, in a beautiful garden of Baghdad, BahaMlah, surrounded by a m verent group of people, made His historic public Declaration that He was the Promised Wnl*tation of God, the Messiah whose 'meturn' was foretold in the Sacred Books of the religions of the world and that He fulfilled their prophecies, writes Woolsm. Bahab llah died in Akka, Palestine, still an exile and prisoner in 1892. He left a faith that has encircled the world — a faith headed by a democratically elected council of nine. He, too, promised a Divine Messenger of God would return after Him in the next religious era, Continued on Page 10 The Bay News, September 9, 1M 9 NOW YOU F11vAV92CLGA/1VUT (NOW YOU SEE TNEM! DON'T!! i 1,6SOrMAND R CASHBACK EQ RE DT T NEW ONTEMPOROPAZ CASH 60, BACK EOST4NEW! Now in its 9th year, this unique community celebration will take place Sept. 11, 12 and 13 at the Ajax Community Centre. There's something for everyone to enjoy and best of A most of the events are free. Former Ajax region councillor Joe Dickson, a local businessman, is back serving as chairman for an unprecedented 5th year. One of the original organizers, he recalls the birth of the Ajax Family Festival back in 1983. "The intent was to bring closer ties between the residents of Ajax and local businessmen," he told The Bay News during an interview. "We hoped it would become an annual event and a truly family weekend — something for every member of the family to enjoy." Dickson served as festival chairman during the first three fledgling years. Former town recreation director Gord Bradley and Walter Chillman of MDK Electric also took turns at the top organizers job during those initial times. The event ran for seven years before being cancelled in 1990 as renovations were being made to the community centre. However, last year's event was better than ever as Dickson again returned as organizing chairman. Traditionally the Ajax Family Festival has been a great community booster. in addition to building closer ties between local residents and area merchants, the festival during its history raised more than $60,000 for community projects to the benefit of seniors, youths and Ajax and Pickering General Hospital. Proceeds this year will go to 1 1 • the hospital expansion fund, St. Andrew's Centre and the Ajax Senior Citizens Friendship Club expansion fund, youth projects at the community centre, and other local charitable needs. .{1).1211.11 111v- itself \ Runnymede Development Corporation will once again play a major sponsorship role. Dickson has always felt Ajax Family Festival should parallel the upward nature of the town itself by continuing to become better than ever. "I'd like to see it keep growing," the chairman said.
