Mark Frank hopes to rouse local support for a group that would work 'owards paying tribute to Captain Peter Matthews, a former Pickering resident and United Empire l.oyelisi hanged for alleged :reason in 1838. Frank is the author of a book written about the destruction of a monument archway in Niagara Falls — a tribute to those killed c :nq the 1837 rebellion. His work served as the catalyst for the -ecent research conducted by Richard Matthews — an American 8th ;e -aeration descendant of Captain Matthews. Among other things, Frank hopes to convince both Ontario and Canadian governments to publicly recognize Peter Matthews during a planned unveiling of a memorial plaque next year. Pickering Hydro General Manager John Wiersma says the local electricity supplier has fielded a number of complaints from residents who experienced power interruptions. The problem appears to be anima's such as b:res a7:c squirrels who are short-circuiting transformers on top of hydro poles. The communities of Bay Ridges and West Shore experienced the most interruptions. "Because of the cooler weather this year the animal life seems to be a lot more active," Wiersma told The Boy News. "They (squirrels and birds) get into the transformers and get fried." Inconvenience T:le hydro general manager M explained animals who typically perch themselves on top of the transformers often end up touching a live wire. In addition to killing the animal, the action also causes transformer breakers to trip. While it takes about a minute for the switch to re -close automatically, the incident proves to be an inconvenience particularly to those who have electric clocks and timers. "It typically seems to be happening at six or seven (a.m.)," Wiersma said. "We haven t had the severity (of interruption problems) that we've had this year." To combat the problem, Pickering Hydro will be installing squirrel guards — a piece of plastic that shields the live electrical components of the transformers. Wiersma says the guards must be purchased. Installation throughout Bay Ridges and West Shore should start in approximately a month. "It's uncommon to see a squirrel guard located on hydro poles but it's sort of a last resort," he said. Federal Liberals nominating Local Liberals are getting ready for the looming federal election. Ajax accumulated W under $2 million more than Projected last year, according to a report by accountants Deloitte and Touche. "Essentially it's our revenue that gives us the surplus," treasurer Greg Kirkbride told The Bay Neuls. The surphu will be applied to reduce this year's tax bill. The town's 1992 budget is estimated at $20.8 million. Interest Investment income is generated from tax money collected on four yearly instalments. Money that isn't used immediately is placed in a number of interest acaaatdating accounts. Other income sources that generated better-than-expected returns included the issuing of building permits and supplementary taxes collected from new residents and businesses. In preparing the 1992 budget, it was estimated the town would enjoy an approximately $1.5 million surplus. However, the return will be closer to $2 million. Accountants who presented the financial report praised town $taff for fiscal management. Cloud "The municipality, from a fiscal standpoint, had a very good year," said Deloitte and Touche representative Lawrence Martin. 'The municipality is in a very sound financial position." However, prospects for 1993 are gloomier. Kirkbride expects this year's surplus projections will fall well short due to declining interest rates, building permits and supplementary taxes. "We need to know and we need to have direction right now as to areas we can look at." If the treasurer's recommendations are followed, the process of preparing next year's budget would begin Sept. 30 with a review and adoption of long-range capital forecasts. A mill rate guideline from council would be adopted by staff on Oct. 30. Schedule A public education meeting would take place sometime in November. Councillors would advise staff by Nov. 30 what projects they would like to see considered in the budget. Another public meeting would occur in December. Committee would review a tentative budget on Feb. 20. Ratification by council is targeted for March 1. It's expected a number of revenue sauces for the town will be significantly reduced. Lower interest rates on investments and fewer development applications are expected to have an impact. Essential Kirkbride said it's essential the town begin to prepare an early budget so there will be time to consider all factors. "I think it is imperative we have an early budget so we can get done what we have to get done," he said. Ward 1 Councillor Frank Schaper served notice he wants no tax increases at all from the town in 1993. "I would like to aim for a zero per cent increase," he told committee. "I do not believe this year will be substantially better than last year." Salaries One of his suggestions is to separate council salaries from the town budget in order to scrutinize these separately and determine what rate of increase is warranted However, Ajax Mayor Jim Witty warned abolishing a current salary increase formula for council members could be unwise. Council members' salaries are based on a percentage formula tied to that of the chief administrative officer in the town. Council opted to reject a salary increase in 1992, even though senior staff were given one. 'The system we have seems to be the best — based on my 12 years of experience," Witty said, explaining he believes the formula was a fair and simple method of allocating salaries. Difficult "To deviate from that would be very unwise, in my opinion." A group of six employees from the Kenya PTT have been :n Canada for seven weeks ~eceMng training on the various _omponents of the telephone c :prr ert supplied to them prom Canada. Their tour -finishes with their course at .enbrook's headquarters in Pickering, where they studied :,"otovoltaic technology and s�sem design. Course instructor Eric -:a'ch has travelled to Kenya ieveral times on various solar projects. He is quite familiar with the conditions under which ,he equipment wiU be operating. First-hand lmowiedge of the sites is crucial to the successful operation of the systems. Exporting Lenbrook designed and filled the solar power requirements to SR Telecom Inc. for a rural telephone network in Kenya. SR Telecom of St. Laurent, Quebec, a world leader in the design and manufacture of point -to -multi point microwave radio equipment, secured a contract with the Kenya Post and Telecommunications Corporations to supply and install a large rural telephone network. Remotely located sites have no access to conventional power sources, thus requiring solar power systems. The Lake Naivasha region, northwest of Nairobi has five solar sites. The second phase called Masai Mara — southwest of Nairobi — utilizes 44 photovoltaic power systems. The third phase centred near Tsavo, which is halfway between Nairobi and Mombasa, has 22 solar powered locations. Additional expansion of the network is expected. Photovoltaic or solar -electric technology is the process by which sunlight is converted directly into electricity by means of a solar cell. This electricity is then passed through a voltage regulator and stored in a battery. From the storage battery the electricity is then directed to a load such as a telephone, radio, water pump or fights. By use of an inverter, the DC current can be changed to AC. This is then suitable for Operating virtually any standard appliance.
