While some councillors expressed a desire to see non-residential development proceed first, it was explained the residential builders who will finance the bulk of reconstruction must complete their work first. "We need Harwood Avenue — it's that simple," Region Councillor Roger Anderson told the committee, arguing in favor of the proposals. "No (residenti4 development — no Harwood and no industry. it's really that simple." 7 1 1 Region Councillor Susan Dulrny added that in addition to opening up the entire A-7 community for development, both residential plans presented would provide much-needed employment for a lagging construction industry. Earlier in the meeting, Ward 3 Councillor Steve Parish argued against the plan. He said previous commitments had been made to industrial and commercial developers in the community. Limited existing water capacity complicates the issue further. Parish has gone on record as saying he ranks residential development second to commercial and Altstrial when it comes to utilizing remaining local water capacity. The ratio of nor-residen,:ai and residential development is also a concern. Committee heard 'ere are :pore t -an 1,000 dratt- approved residential ions versus or.:, 2-; r-a:t-approved crx-mecca: and industrial acres currently in town. Economics Parish said the town must work towards leveling out the ratio. "People wonder why they have tax problems and the problems come down to that," he said, explaining the A-7 community was the town's "last best chance" to try and balance the ratio. 'There's nothing here that satisfies me that we'll get anywhere on the industrial front." Last year Ajax public works department spent approximately $100,000 to clean up trash dumped in roadside ditches in town. According to Ajax bylaw officer Clayton Weller, virtually every rural property owner is victim to indiscriminate dumping on vacant lots. "It's everything from a bag of garbage that doesn't get picked By Dan McLean Ajax roadside garbage dumpers could stand to pay a much costlier penalty for their illegal practice if the Town of Ajax acts on a series of proposals presented by staff last week. During an executive and development meeting July 9, staff presented a number of reports calling for stiffer fines and cash rewards to convict those who deposit their trash along rural roads. The town has a maximum fine of $5,000 and a set fine of only $53.75 for residential dumpers. Staff would like to tack another $100 onto the residentia' fine anc slap commercial dumpers with a $1,000 minimum penalty. Uniformity The idea of a universal fine for illegal dumping throughout the region was proposed during a meeting of Durham Region council earlier this summer. Ajax Mayor Jim Witty said he'd like the region to propose some type of co-ordinating effort before addressing local fines. "What we're looking at is being consistent with the other areas of the region," Witty told The Bay News. "I think we are going to be increasing the fines to match others (area m-,micipalities)." Amounts Dumping fines throughout the region vary, according to each municipality. Both Ajax and Whitby have the stiffest maximum penalty of $5,000 charged to convicted dumpers. Pickering and Oshawa have $1,000 maximum fines. Only Whitby has a minimum fine of $1,000. It offers a $300 reward for information about illegal dumpers that leads to a conviction. Pickering offers a reward of $1,000. Epidemic Witty says residential and ITT PARTY TIME! P" At Pickering Playing Fields! Public library of music here? Those very rich ones out there in the Ajax -Pickering community (who have, or soon will, come to the eventually inevitable point where the endless accumulation of vast amounts of money proves an empty preoccupation) might very well consider undertaking a project that could be one of the greatest of all possible contributions anyone could make here in Durham region. That project, we humbly suggest, would be a full-scale music library. No other facility could be a finer asset to this community. We enjoy great music today because people in the past did that kind of thing. We have a responsibility today to do the same. We have heard of only one public library of music in the Greater Toronto area (and at least all of Ontario). Other such are very greatly needed. Example For instance, the existence of such a public library of music, a library containing the music scores of a vast number of music :compositions, probably made the difference as to whether or not this continent in this century had its greatest contributor to music coontposition. . ,: . The cesarean section rate has quadrupled in Canada in the past 20 years and is among the highest in the world High rates for cesarean section are not often associated with improved health outcomes for mothers or babies.
