Despite a planning staff report calling for further study of residential growth in Claremont, council approved rezoning for a plan that will build 18 estate lots serviced by septic systems and drilled wells. The plan — proposed by developer M.P.L. Oakwood Holdings Ltd. — would be on 8.3 hectares bordering Mitchell's Creek to the north. Local councillors expressed divergent views both in favor and against the plan. Although Pickering council offered its approval, there is some skepticism whether the proposal would proceed any further. Ward 1 local councillor Doug Wellman insisted further environmental and engineering studies must be conducted to determine the impact of development on water quality in the area. "We need to do some work," he said, arguing against the proposal. "I really think it's premature. We look foolish in the eyes of the region and in the eyes of the province." Stunned Region Councillor Kip Van Kempen was stunned by the approving endorsement of his colleagues. "I can't believe council can approve such a flawed application," he said. Van Kempen said he hadn't spoken out against the plan earlier in the meeting because he was shocked council would even consider the proposal. However, Region Councillor Rick Johnson said appropriate provincial and regional authorities would deal with the outstanding issues of the plan as It proceeds through the approval process. "?hey wont support it until all criterias are met," he said, explaining there are 20 conditions attached to the draft plan application. Johnson argued a similar development proposal in Claremont was previously endorsed by council. "I feel we set a precedent by supporting another application in that area." Almack added that region planners will also reject the plan. "Our council has to take responsibility for protecting the environment," Almack said, calling the development proposal foolish and damaging. He described estate developments as ghettos for rich people. The proposal will cause an additional strain on community services and add little to the town's business tax base, Almack added. Challenge Councillor Johnson challenged Almack's remarks by suggesting the speaker had once been a developer of rural properties. PRINTING. COO FR • 11UPPLIE11. MaNRURE . "I really take great offence," Johnson said, calling Almack's opposition hypocritical. He added the proposal would help to put local tradesmen to work during a time when the building industry is stagnant. Johnson challenged Almack to respond. "What would you say to unemployed contractors?" he asked. Answer Almack answered by suggesting the end in this case does not justify the means. "You don't put people to work by destroying the environment," he said. "You don't employ (unemployed) Newfoundland fishermen by having them club baby seals." Pickering council voted in favor of allowing any Whitevale property owner who chooses to be exempt from the designation. A July 16 deadline has been proposed for those who opt for exclusion. On the advice of town lawyer Tom Sheffield, council will ask for a deferral from a planned July 20 Ontario Municipal Board meeting. Staff will re- consider and prepare another heritage conservation bylaw. A total of 24 Whitevale residents to date have asked not to be included in the heritage designation. However, council heard only property owners may Snake the request. Rights A number of delegates who attended the Monday night meeting spoke out against the designation — arguing such a bylaw, would severely limit their property rights. Whitevale resident Julia Hayes said the designation would effectively change the free -hold rights of property owners to something more comparable to those who own condomhurns. "Someone should have made residents aware of the implications long ago," she told council. "1 do not wish my property to be designated. I want my right of freedom to live on my own property." Resident Jamie Pearce concurred. "My home is my castle and that's the way I'd like it to stay." Dismay Resident Judy Griffiths expressed dismay town council rejected a motion at a previous meeting to defer the OMB hearing date. "What has changed?" she asked. It was explained approximately 14 passengers use the Route 7 bus each day. The cost of continuing the bus service is estimated at appmWmately $5,000 a month -- $60,000 a year. "I cant support that kind of spending of taxpayers' money; Van Kempen told coundl. "I'm appalled at seeing this kind of thing come forward. Council approved a development agreement with Bramalea Ltd. after hearing comments from neighboring residents in the area. Bramalea representative John Whitehead said the proposal was the latest in a long series of plants brought to council during the past seven years. Plans for a number of commercial and resident projects were previously rejected by the commtatity, he said Reaction Judging by the reaction of delegates who spoke during the information session, opposition to the most recent plan remains. Miranda Court resident Steve Chin said he was originally told by Bramalea representatives the area being developed would be retained for a commur:ty park. "It's turned into sorr:et:r.5 personally don't think the residents in that area want," Chin told council. "rm totally against this." Opposed Dale Pearson, a neighbor who lives across the road from the proposed development, said he was opposed to any type of high-density project at the location. The proposal simply doesn't fit in with the rest of the community, he argued "I would fully support a park," Pearson said. "But I don't know if Bramalea would like the idea of a park there." Resident Phil Frampton said he would like to see a written condition in any contract agreement with the developer that no new children brought into the area could be accommodated in the neighborhood's already over- crowded Schools. Response In response to these stated concerns, Whitehead said there was never any commitment by Bramaiea to designate the area 0 as a park. He argued the townhouse proposal fits in with existing development in the area. "We believe the density proposed is appropriate for that area and that location," Whitehead said. He added that the Durham public school board doesn't object to the proposal. Planning director Neil Carroll said the area is designated for a higher -density housing form, or mixed-use commercial. "it was anticipated to be a townhouse development," he said. Before her father died they had made peace with each odor Following the rebellion, Hannah, the widow of Peter Matthews, left Canada and setded for a time in the state of Mictngann. She later retraned to Pickering Township and quietly lived out her life there. Peter's oldest sons stayed with their father's brother David in the village of Brougham. Fdlowing the young death of his older brother Hiram, Thomas Matthews decided to leave W left for Michigan in the spring of 1848 and settled his family in a little village in Worth Township known as Amadore. A number of the former rebel families had settled in this area following the uprising. Among these families were the Wlxsons, formerly of Pickering Township, and close friends of the Matthews family. The farmhouse that Thomas Matthews built still stands today. h has been completely restored and is said to resemble the family home that once stood in Pickering Township at Brougham. Thomas Matthews never returned to Canada and hued to the age of 71 years. He died May 19, 1893, a month before the monument to his father and Samuel Lount was dedicated at the Necropolis Cemetery in Toronto. Thomas and his wife Margaret (Spencer) Matthews had one daughter and three sans, the sons all being born in the state of W gan. On the opening night of Home Weep June 17, my wife and I took advantage of the Ajax Lions Italian dinnerit gave the Ajax Lions an opportunity to show off their fantastic new clubhouse on Clements Road West and it gave Donna and myself an Opportunity to enjoy a scrumptious dinner for a very inexpensive $3. Winner Congratulations to Jan Henderson, a long-time community worker, who was presented with the Ajax Civic Award for 1992. My wife and 1 had the pleasure of touring the Ajax Steam Plant with Jan the following evening. I had the opportunity to work with Jan on the Ajax Sports Advisory Council just a couple of years ago and 1 can tell you that she is one dedicated lady. The Ajax Steam Plant, run by the Ajax Energy Corporation, was presented a Designation Plaque by LACAC (local architectural conservation advisory committee). The Ajax Plant is a great example of some of the new procedures coming forward which are sensitive to the environment. One of their sources of power is untreated waste wood. What better way of recycling and keeping landfills clean, while at the same time providing much 'needed energy power for our COMMLIV 1C:ostly i also had lots of fun at the Ajax Home Week Auction run by Ajax -Pickering Board of Trade and chaired by Doug :McKay, capably assisted by Shirley ChMman and Doug's -many >hienads and azekt staff fim MtDonalds in Ajax. The evatt rased over $3,000 Which, of course, helped aubsidiae many other free events throughout the community. This helps make Ajax Home Week aooessible to everyone. . I know 1 gat emgtrt up in the bidding as one of the items that turned up happened to be a at Ajax current licence plate "4 AJAX". Those scoundrels had taken it off my wife's car and it cost me $66 in the bidding process to retrieve it. Active Mayor Jim Witty was a little more fortunate than myself as he had to pay only $55 to get a "J WMY" licence plate back on his vehicle. Of course, his wife Anita spent another $500 because "it was for a good cam"! Coldest Ajax Home Week chairman Rick Mularchuk must have wondered what hit him when the June 20 weekend was the coldest ever recorded for a summer weekend in Canada. Unfortunately, it did affect some outdoor event crowds. But Ajax residents, true to form, still supported the events they could where freezing one's body wasn't mandatory.
